T9. Property management companies are undoubtedly holding back home ownership. New homeowners are often obliged to sign up to contracts that they cannot leave. That leaves them stuck with inflated fees, and very often with poor services. I am sure the Minister agrees that management companies need their activities curbed; they need legislation imposed on them so that we can get back to a fairer system of housing.

I am grateful to the hon. Gentleman, who of course was a very distinguished Minister in a previous Scottish Government. I will take nothing away from the achievements of the people of the Republic of Ireland, led as they are by their new Taoiseach Micheál Martin. They can look confidently to the future. However, it is a fact that, were the policies he advocates to be taken forward, we would find a border control at Berwick, you could not use the pound sterling in Stirling, and, as a result, there would be economic turbulence for the people who I know are closest to his heart. That is why I believe we are stronger and better together. As a result of having talented advocates like him in this Westminster Parliament, we can achieve more for all parts of the United Kingdom.

The UK leaving the European Union provides some fantastic opportunities for this country, but inevitably, as we leave the EU, new procedures will be used at the port of Dover. What plans have the Government put in place to communicate with foreign lorry drivers going through Kent to ensure that there is no excessive delay?

My hon. Friend makes an important point. Part of the information campaign we are launching today is aimed at businesses in the European Union, as well as at UK businesses, to ensure they are aware of what they need to do. Awareness is high.

It is essential that we prepare fully to avoid any congestion around the port of Dover that could be caused by lorry drivers arriving without the necessary customs paperwork. Could the Minister therefore please confirm that HMRC in particular is doing all it can in this regard, and specifically that it is recruiting and training sufficient numbers of staff to cope with the process?

HMRC is not only recruiting and training staff for itself; money has also been made available by the Chancellor of the Exchequer to ensure that business has the support and staff that it needs to be ready. My hon. Friend is absolutely right. One of the things we need to do is contact those businesses that do the most trade with the EU. There are some 3,000 businesses over a particular size that are responsible for a significant amount of trade with the EU, and HMRC is in touch with them this week to ensure that they fully understand what is required of them by way of customs procedures.

I have often been tempted to move the goalposts, as a Queens Park Rangers fan, but I realise that the situation is more serious than that. The hon. Gentleman rightly raises the importance of making sure that we tackle child poverty. Following on from the work done by the right hon. Member for Birkenhead (Mr Field) and the recent work done by the Government’s adviser on social mobility, Alan Milburn, I believe that the really important thing to do is ensure that when we target child poverty we recognise not only an income measure but access to quality services. That is why it is so important that we make sure that more child care places are available and that those places have people of high quality and good qualifications supporting children to do better.

T2. Does my right hon. Friend agree that the announcement that further education colleges are to be reclassified as private rather than public bodies demonstrates the genuine progress that the Government have made to free colleges from unnecessary central control?

I am grateful to the hon. Gentleman, and I know how committed he is to improving continuous professional development. Our White Paper will say more about how we can do that. Teachers TV will—I think—operate in future on a commercial basis. That is one of the many ways in which outside organisations can attempt to improve education. In that respect, we will allow teachers, governors and heads to make decisions about the type of external support that they buy in to help them to improve the valuable work that they do.
