The development of electric vehicle battery technology will be crucial to encouraging a supply side revolution in the uptake of electric vehicles, which would help to reduce emissions in urban areas. What progress has the Secretary of State made, jointly with the Department for Transport, in this area?
We have been working with not just the Department for Transport, but the Department for Business, Energy and Industrial Strategy, to ensure that we can make Britain the most attractive home for new technologies. It is striking that great British inventors such as Sir James Dyson have dedicated themselves to ensuring that Britain can compete with competitors such as Elon Musk’s Tesla to provide the right technology for clean, green, effective and sustainable transport in the future.

Commons ChamberT10. The Secretary of State has spoken about achieving swift and certain justice for the families of the victims of dangerous driving. Along with the families of Ross and Clare Simons, who were tragically killed in an incident in my constituency in January 2013, I have been campaigning for the maximum sentence to be raised from 14 years to life imprisonment. Will the Secretary of State meet my constituents and a delegation of interested MPs to discuss this issue?
My hon. Friend has been a particularly assiduous campaigner in respect of this heartbreaking case, and of course I would be delighted to meet him and other colleagues who want to make sure that the law can be changed appropriately.

Commons ChamberWe are committed to reviewing the reforms to legal aid, but I have to stress that it was the Labour party’s former justice spokesman, the right hon. Member for Tooting (Sadiq Khan), who made it clear during the last Parliament that levels of spending on legal aid were unsustainable under the last Government and we needed to reform. After all, as the right hon. Member for Birmingham, Hodge Hill (Liam Byrne) told us, there was no money left.
In March I brought the families of Ross and Claire Simons, who were horrifically killed in my constituency by a dangerous driver, to meet the Prime Minister to discuss the maximum sentence for death by dangerous driving, which is currently 14 years. In this particular case, the dangerous driver was given 11 years, which could be brought down to five years as a result of good behaviour. The Prime Minister made a commitment to the families to contact the then Justice Secretary to ensure that the Government looked seriously at extending the maximum sentence. Will the Secretary of State please look at this case once more?

One of the things I have learned from Sweden is that their free schools outperform other schools in Sweden; the more free schools there are in the municipality, the stronger the educational performance of it. Sadly, Sweden has not benefited as we have from the full panoply of educational reforms needed to drive up standards. Sweden does not have an independent and authoritative inspectorate like our Ofsted under Sir Michael Wilshaw’s leadership; and Sweden does not have the programme of externally set and externally marked assessments such as those we have at the ages of 11 and 16 in order to ensure that all schools are held accountable.
Given that eight out of 10 new free schools have opened in areas where there is a shortage of places or areas of deprivation, does the Secretary of State disagree with the shadow Secretary of State’s view that these are simply a
“vanity project for yummy mummies”?
My hon. Friend makes a very good point, and he is not alone in backing free schools. Andrew Adonis has pointed out that free schools are actually a Labour invention. He, a genuine reformer, said that
“the issue for Labour is how we take them forward, not whether we are for or against them.”
The problem is that when we listen to the hon. Member for Stoke-on-Trent Central (Tristram Hunt), we do not know from one day to the next whether Labour is for or against free schools, taking us backwards, not forwards.

Commons ChamberI absolutely do, but I think the hon. Lady is in error. As has been pointed out by Dr Becky Francis, among others, the attainment gap actually narrowed in primary schools, where our reforms have had more of an opportunity to have an effect on a percentage of children’s lives. At secondary level, of course the problem remains. That is why it is so disappointing that the Labour party is opposed to initiatives such as the free schools programme, which Andrew Adonis has greeted so warmly, but which the hon. Member for Stoke-on-Trent Central (Tristram Hunt) would halt.
I and parents, teachers and local councils in my constituency are supporting a bid for a studio school at the site of the Grange school in Warmley. Will departmental representatives agree to meet me and a delegation to discuss the bid, which will be absolutely vital for raising standards in my constituency?
I would be delighted to do everything I can to support that bid, not least given the fact that new school provision, studio schools and free schools are threatened by the Labour party’s ideological opposition to new provision.

Commons ChamberI am seeking to answer the first of the questions that the hon. Gentleman put to me. The head teacher of South Leeds academy wrote to me, but he also sought to inform everyone through a press statement at the time. Because the shadow Secretary of State wanted to make a political point without taking the trouble to check the facts, he made an error. It is because of that that I have asked him to recant.
While my right hon. Friend is speaking of accuracy, facts and the true version of events, does he recall that the hon. Member for Stoke-on-Trent Central (Tristram Hunt) mentioned in his speech that the head of Ofsted, Sir Michael Wilshaw, was opposed to the use of unqualified teachers? In an article in The Daily Telegraph on 9 December 2013, when asked whether he supported the use of unqualified teachers, the head of Ofsted replied,
“Yes I do. I have done it.”
On the record, the head of Ofsted said that he is in favour of using unqualified teachers. Will the hon. Gentleman therefore retract the statement he made in his speech?
That is a very well made point.—[Interruption.] I should say to the shadow schools Minister, the hon. Member for Cardiff West (Kevin Brennan), that the credibility with which he speaks on education is undermined by what is happening in his jurisdiction. One reason why Sir Michael Wilshaw and others recognise that it can often be a good idea to employ people who do not at that time have qualified teacher status, as my hon. Friend the Member for Kingswood (Chris Skidmore) pointed out, is that there are many teachers in the independent sector who are doing an outstanding job and whom we would want to have in our schools.
One of the direct consequences of the policy that the hon. Member for Stoke-on-Trent Central spelled out would be that any teacher in the private sector who did not have qualified teacher status would not be able to help the state sector. Where would that leave Liverpool college? Its head teacher does not have QTS, yet it is an outstanding independent school that has been taken into the state sector under our free school programme. Would the hon. Gentleman sack the head teacher and say that decades of outstanding academic achievement are worthless because he knows more about education than the head teacher of Liverpool college?
If the hon. Gentleman thinks that, would he say the same thing to the head teacher of Brighton college, Richard Cairns, who was voted the most outstanding head teacher in the independent sector and was responsible for setting up the London Academy of Excellence? That is another free school that was set up under our programme, and it has just taken children from working-class backgrounds in the east of London, represented by the hon. Member for West Ham (Lyn Brown), who is no longer in her place, and guaranteed their accession to our best universities. Richard Cairns does not have QTS, yet he has run an outstanding independent school and an outstanding state school. According to the hon. Member for Stoke-on-Trent Central, he does not know his own job. Who is better qualified to lead schools, the hon. Gentleman or Richard Cairns and the headmaster of Liverpool college? Should we erect barriers to prevent the excellence that is available in the independent sector from being made available in the state sector? I had thought that the role of progressives was to spread excellence rather than ration it, but it appears to me that the Labour party has abandoned progressivism.

Commons ChamberThere has been a significant reduction in the number of unqualified teachers overall. However, some schools in the free schools programme were formerly independent schools that did not have teachers with qualified teacher status. For example, University College school in Hampstead has had teachers who did not have qualified teacher status, as have outstanding schools like Liverpool College that are now in the state system. I am very glad that, thanks to the work of Lord Adonis in the other place, schools like Liverpool College have now entered the state system. We are nationalising these private schools, and that is a worthwhile, progressive goal with which, I hope, Labour Front Benchers would agree.
What lessons does the Secretary of State take from the widening discrepancy in the PISA tests between English pupils and pupils in Labour-run Wales?
My hon. Friend makes a very important point. I am afraid that in Wales, a country for which I have enormous affection, the Welsh Labour Government chose to abandon league tables and external accountability. The current Welsh Administration are unfortunately not matching our commitment to spending in schools. The conclusion that we can draw is that if people want to know what our education system would be like if the country were foolishly to vote Labour at the next election, they need only look over the Severn to see a country going backwards.

Commons ChamberThe hon. Lady is a passionate campaigner on ways we can better protect our children, and there are a number of things we can do. As she may know, I had the opportunity to talk to a group of outstanding young people last week at the Stonewall conference on fighting prejudice in education and empowering young people. They made some important points about the best of personal, social, health and economic education, and we must learn from the best schools and ensure that others follow their lead.
As someone who has campaigned for some time for a greater narrative approach to history teaching in schools, may I thank the Secretary of State for retaining the chronological focus of the history curriculum, rather than the current “Doctor Who” style, time-travelling fantasy, in which pupils study the Romans, the Tudors and then the Victorians? What does he envisage happening to key stage 4 and the dovetailing with key stage 3, so that pupils will have the chance to learn narrative British history all the way up to 16?
I thank my hon. Friend for his support. Several distinguished historians, from David Abulifia at Cambridge to Professor Jeremy Black at Exeter, have joined him in welcoming this curriculum. May I also congratulate him on the fantastic review of his new book on the battle of Bosworth in the books section of The Daily Telegraph on Saturday? I recommend it to everyone. The GCSE criteria on which we are consulting are designed to achieve exactly what he sets out.

Commons ChamberI certainly shall not stop challenging the entire school system to do better for all our children, because my first priority is always to ensure that the generation of children who are in school—who, as the hon. Member for Liverpool, West Derby (Stephen Twigg), has pointed out, only have one chance—get schools that are pressurised to do even better for them.
As for micro-management, almost all the changes that we have made during my time as Secretary of State have been to allow teachers and heads greater control and to free them from micro-management in order to ensure that they can concentrate on teaching and learning. The success of the academies programme, which more than half of secondary schools have now adopted, shows that head teachers are enthusiastic about this Government’s desire to empower them with greater control over the curriculum and how teachers are rewarded.
As a member of the Education Select Committee, I welcome my right hon. Friend’s statement. I thank him for listening to what the Committee said in its report “From GCSEs to EBCs: the Government’s proposals for reform”, which was published last week. It is a rare thing for a Minister to pay attention to a Select Committee, and I am sure that all the members of the Committee will be grateful to him for doing so. Will he tell the House whether there will still be significant reforms of the content of GCSEs? Will there, for example, be an opportunity in the history GCSE for a narrative British history qualification to be created?

Commons ChamberI am grateful to the hon. Lady for her question and will investigate the specific case that she mentions. Sadly, the Building Schools for the Future programme had to be terminated, not least because of the inefficiencies within the scheme. The priority schools building programme will ensure that schools are repaired at less cost to the taxpayer and in a more effective way. If there has been any slippage in the particular case that the hon. Lady has brought to my attention, I will look at it and write to her.
T6. Today, the all-party group on archives and history has formally published its report, “History for all?” One of its principal recommendations is to consider whether there should be a British history qualification at 16 that would teach the broad chronological span of British history. Will the Secretary of State seriously consider this report and meet a cross-party delegation of MPs to discuss its findings?
It is an excellent report and I would love to meet a cross-party delegation of MPs to tease out the implications of some of its brilliant recommendations.

Last week, I had the opportunity to write to hon. Members from Leicester and Derby inviting them to join me in raising standards in those cities, specifically by making sure that underperforming primary schools can be converted into academies. I look forward to working with those Members in the coming weeks.
This year, only 11 out of the 2,000 pupils who took A-levels in Knowsley took A-level physics, which compares with 971 who did so in Hampshire. Even when the population size is taken into account, I simply do not believe that pupils in Hampshire are 22 times more scientifically gifted than those in Knowsley. Will the Education Secretary commit to a one nation policy in which every pupil, regardless of their background, will be encouraged to study rigorous qualifications, as opposed to the previous Government’s two nation policy, which exposed this educational divide?
May I congratulate my hon. Friend on his election to the Education Committee? He is a distinguished historian and a long-time campaigner for improved access to rigorous academic subjects for all students. He is absolutely right to say that we inherited a frankly inequitable situation, and I hope that we can work across the House to resolve it.

Commons ChamberEaling is one of those local authorities in that stage prior to financial close called close of dialogue. As the hon. Gentleman quite rightly points out, several schools in each of those local authority areas are called sample schools. Those schools are thought to be in the most urgent need. For that reason, we wish to do everything possible to try to ensure that they will receive funding as quickly as possible. As I mentioned in response to my hon. Friend the Member for Eastbourne (Stephen Lloyd), I hope to be able to provide clarity by the time the House rises for the summer recess.
I should like to thank the Secretary of State for his apology. I am sure that not one person in the Chamber has not made a mistake at some stage. I also imagine that few in the Chamber would be able to apologise to the House with such dignity and humility, and I thank him for that. However, will he explain the reason for the list that was released, and the reasons for the cuts that we are seeing? The fact is that there simply was no money—it was promised and never delivered. Will he explain why the list was released in the first place?

I am giving that money to the New Schools Network because it is the organisation that is best placed to carry forward our programme of ensuring that we provide support. May I say that I am proud of the fact that the New Schools Network has among its trustees Geoffrey Owen, the former editor of the Financial Times—and a former employer of the right hon. Member for Morley and Outwood. If Geoffrey Owen’s judgment is deficient in any regard, I am sure the right hon. Gentleman will tell me all about it.
In the United States, one of the greatest champions of greater school freedoms is President Obama. Can the Secretary of State tell us about the successes of the charter schools movement in the US, particularly in New York?
My hon. Friend is passionately committed to improving the education of the very poorest, and therefore I am sure he will be interested to know that in New York, charter schools, including the Knowledge is Power Program charter schools, have closed the attainment gap between children from African-American and white backgrounds, and that the Harlem Children’s Zone, an inspirational project led by Roland Fryer, has ensured that the gap in attainment between the very poorest ghetto children and white children in New York has been closed successfully. For those who argue that charter schools, academies or free schools cream, skim and select only the most aspirational or talented, the work of Caroline Hoxby and other academics proves that such schools recruit the very poorest children and then ensure that they go to the very best universities. That is an inspirational model that I hope to see established here.
