Commons ChamberI share my hon. Friend’s view about the importance of a broad curriculum, which is why the English Baccalaureate combination of core GCSEs is so important. English, maths, at least two sciences, a humanity and a foreign language are a key preparation for the Advanced British Standard at ages 16 to 19. The proportion of pupils entered for the EBacc has increased from 22% in 2010 to 39% in 2022.
When I was a student—and a bit of a surfer dude—at the University of Southern California, I was struck by the fact that Americans, when they go to university, do not have to make the choice when they are 16 or 17 between arts and sciences. Will the initiative announced by the Secretary of State in Manchester mean that, in future, British students will not have to make that early choice?
Increasing the number of subjects under the Advanced British Standard means that students will have the benefits of the greater breadth of study that my hon. Friend references from his own experience as a surfing dude. The intention is that majors will have comparable depth and rigour to A-levels so that they can support progression, including to university.

These criteria are, of course, monitored the whole time, wherever there are outbreaks, in whatever segment of society or the economy increasing or decreasing transmissions take place; they are the criteria upon which the Scientific Advisory Group for Emergencies, the Joint Biosecurity Centre, the chief medical officer and Public Health England will advise us about when it is safe to reopen schools.
Contrary to the mood of this urgent question so far, may I point out that today is the day we have surpassed 100,000 deaths in the UK, that 37,000 people are currently in hospital for covid and that now is not the time to set arbitrary deadlines for the opening of schools, or arbitrary targets that mean that schools can then be opened? We must go by the medical advice. In connection with that, may I ask the Minister whether he thinks it is a good idea to vaccinate every adult who works in a school sooner rather than later, to stop public transmission of covid?
My hon. Friend is right to point to that tragic milestone. My thoughts, like those of everyone in this House, are with the families and friends of people we have lost during this covid pandemic. He is right, therefore, to point out that at the moment there are 37,000 people in our hospitals with the virus, which is higher than at the peak of the virus last year. That is why we have to take these decisions about the national lockdown very seriously, to rely on the advice of SAGE, the JBC and PHE and to look at the pressure on the NHS when reaching those decisions.
My hon. Friend is also right to highlight the issue of vaccines. The priority initially is mortality, which means that there is a focus on age and where the rates of mortality are higher. However, once we are through that phase 1, we will be looking at occupations and the Department for Education will certainly be making the case to the Department of Health and Social Care for staff in the education sector.

Commons ChamberMy hon. Friend is right, as he so often is. The exams, and the preparation for revision, tests and exams at primary and secondary are the best way of ensuring that knowledge is retained, so it can be built on in the next stage of a young person’s education and training. That is why we are determined to do all we can to help young people catch up on the lost teaching time that they may have suffered while schools were closed to most pupils.
Despite the excellent news regarding vaccines this morning—Britain has the largest vaccine portfolio in the world—and despite the millions being put into getting schools on to a level playing field for all students regarding virtual teaching, it is estimated that right now some 80% of schools are disadvantaged when it comes to training their students who are isolating at home. Can the Schools Minister please tell me what discussions he is having with the examining boards? Will he ensure that they take all this into account when they are allocating grades next year?
My hon. Friend will know that 99% of schools are open and that overall attendance is 83% in secondary schools. We are working with the exam boards and with Ofqual on the issue of grading, and we will have more to say on that shortly, but we are also working with the exam boards and Ofqual to ensure that the experience students have next summer is as fair as possible, given all that they have experienced over the last year.

Commons ChamberTo make A-level foreign languages classes viable, we need more sixth formers to opt for the subjects. To raise the uptake of A-level, we first need to increase the number of pupils who take a GCSE in a foreign language, reversing the damage caused by the last Labour Government in 2004, when they downgraded the importance of languages.
My right hon. Friend may recall that schools used to teach Latin to give a better understanding of English grammar. Does he agree that German, Spanish and Italian give a better understanding of grammar than French? When will we get some teachers of those languages?
Of course, we need all those European languages, as well as Mandarin and other languages, to be taught in our secondary schools. Since 2010, there has been an increase from 40% of the cohort taking a GCSE in a foreign language to 46% this year. However, we need to go further, which is why we have the target of 90% studying the EBacc combination of GCSEs by 2025.

My right hon. Friend will recall, probably with gloom, my question to him two or three weeks before the general election, but, as Arnie Schwarzenegger would say, “I’m back,” and I want to ask him the same question. He told me that in Staffordshire the new funding formula would mean that two thirds of my schools would benefit but one third would receive a cut. Is he now saying that that is not the case and that all schools in Staffordshire will benefit?

Commons ChamberThe EPI has said that the national funding formula is broadly welcome. David Laws, its executive chairman, said that
“the department is right to pursue a formula which targets a significant proportion of funding to disadvantaged pupils”.
The hon. Lady will know that inner London remains the highest-funded part of the country; it is 30% better funded on a per-pupil basis than the national average.
It might be International Happiness Day, but I can tell my right hon. Friend that parents in Staffordshire are pretty unhappy, actually, because they are in a county that is in the bottom 15 of funding throughout the UK. Fairer funding must not just be open; it needs to be fair, too, and Staffordshire schools are losing out. That is unacceptable.
I am sure that my hon. Friend will be making representations through the consultation process. The consultation closes on Wednesday, and we will listen to and read very carefully all the contributions. Funding in his constituency rises by about 1.2%, equal to about £600,000, and 65% of his schools will see an increase.

Commons ChamberThe new national curriculum that came into force in September 2014 expects every pupil to know their multiplication tables to 12 times 12 by the end of year 4.
Well done! We have strengthened primary maths assessment to prioritise fluency in written calculation and we have removed the use of calculators from key stage 2 tests.
We have not made an assessment of the proportion of children in Northamptonshire or England who know their multiplication tables by heart, but we have pledged to introduce a multiplication tables check for primary school pupils in England to ensure that every child leaves primary school fluent in their times tables up to and including 12 times 12, which, as my hon. Friend the Member for Lichfield (Michael Fabricant) says, is 144.

Commons ChamberI would be delighted to meet my hon. Friend. That sounds like an invitation to meet in the Palace of Westminster, so I am sure that the Chief Whip will allow it to happen.
My hon. Friend the Member for Kingston and Surbiton made very clear his commitment to education and high aspiration for all children, which I have no doubt were inspired by his parents. We also heard a passionate maiden speech from the hon. Member for Kilmarnock and Loudoun (Alan Brown), who had some interesting ideas about how we can ensure a Conservative majority in the House of Lords by culling some of the Labour Members.
In a humorous maiden speech, my hon. Friend the Member for Hazel Grove (William Wragg), a former primary school teacher, fretted about how his first contribution would be rated by Ofsted, but I can tell him that the Secretary of State has intervened and graded his first speech as outstanding. He is right to believe that real Ofsted inspections should be done with and not to schools.
In an honest and thoughtful maiden speech, the hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts) pointed out that the education system in Wales is sliding down the international league tables. That country has steadfastly refused to follow the reform programmes that we have introduced in this country.
Is my hon. Friend aware that when I was on “Any Questions?” with Carwyn Jones, who is the leader of the Welsh Government, he told me and the listeners to BBC Radio 4 that the Labour Welsh Government had taken their eye off the ball on education? His words, not mine.
I think Mr Jones is absolutely right, and I am grateful to my hon. Friend for that intervention.
In a funny and self-deprecatory maiden speech, my hon. Friend the Member for Thornbury and Yate (Luke Hall) described how he was slightly taken aback by the ease and grace with which his employer took his resignation from the company on his election to Parliament. He made a serious point, however, about the importance of a good-quality education to a good start in life—something this Government are committed to giving to every young person.
My hon. Friend the Member for Mid Dorset and North Poole (Michael Tomlinson), in an excellent maiden speech, expressed concern about the quality of broadband in parts of his constituency. Given the quality of his speech, I do hope that his wife managed to live stream it. My hon. Friend has already become an active member of the F40 group and today he again made the compelling argument for fairer funding. He also mentioned apprenticeships and, more broadly, the value of people working their way up to gaining experience in work. The Government are committed to 3 million apprenticeship starts over this Parliament, building on 2.2 million starts since 2010. These are real, paid jobs with real training.
A number of Opposition Members claim that the Government are wrong to pursue sponsored academy status to turn around failing or coasting schools, but it is the success of the academies programme over the past five years, and indeed before that, that gives us confidence that this is the right approach. The chief inspector of schools, in his annual report, wrote that:
“Overall, sponsor-led academies have had a positive and sustained impact on attainment in challenging areas”.
That is backed up by results that show that sponsored academies are improving their performance faster than maintained schools.
