Commons ChamberMay I tell the Prime Minister that he should not be ashamed that he had the good fortune to be born into a well-off family, and that it is not a sin for his parents, quite naturally, to want their savings to be cascaded down through the generations? He has nothing to be ashamed about, but may I warn him that, no matter how much information he wants to divulge, nothing will satisfy some of those on the Labour Front Bench?
I am very grateful for what my hon. Friend says. I think there is a point at which you have to say that I have published the information that I think is relevant—I have gone back over the last six years —and that is the limit of what I am going to release. Some people say, “Well, what about your wife’s tax return and your mother’s financial affairs?” I really think that there comes a time when we should say that we have a register of Members’ interests. Prime Ministers and Chancellors and Opposition leaders and shadow Chancellors have done more than that, and we should rely on the register of Members’ interests to police the rest of our affairs.

Commons ChamberAny proper look at the figures will find that the Government have a remarkable record on green energy. Let me take the Climate Action Network, which said that Britain is the second best country in the world for tackling climate change, after Denmark. That is our record. Since 2010, we have reduced greenhouse gases by 14%. We are over-delivering against all our carbon budgets. We secured the first truly global, legally binding agreement to tackle climate change, and we have got annual support for renewables more than doubling to over £10 billion by 2020. On renewable electricity, we are on track to deliver a target of at least 30% from renewable sources by 2020. Almost all of that will have happened under a Conservative-led Government. That is our record, and we are proud of it.
Q2. What assessment he has made of the (a) performance of the economy and (b) adequacy of provision of public sector services in the west midlands; and if he will make a statement.
There are some very positive things going on in the west midlands economy, and today’s figures show that employment in the region is up by 140,000 since 2010. More than 108,000 businesses were created in the region between 2010 and 2014. Thanks to our long-term economic plan for the midlands engine, we have been able to invest in our public services in the west midlands, helping to build a strong NHS, reform our education system and give our police the resources they need.
Unemployment is down again in my beautiful Lichfield! And yesterday was an absolute first for the west midlands, when the whole region co-operated to present 33 investment schemes at an international conference in Cannes, which will create a further 178,000 jobs. What more can the Prime Minister do to support the midlands engine—apart from ensuring, of course, that we never get a Labour Government?
I am very glad my hon. Friend chose to be here rather than in Cannes. I am very relieved by that. He is right about the 33 schemes. Just last week, we had a £300 million signed between Chinese investors and CAD CAM Automotive that will create 1,000 jobs in Coventry. My right hon. Friend the Business Secretary was in Staffordshire with Nestlé to open a new coffee factory, bringing 400 jobs. We of course got that historic deal with the west midlands, which will see significant new powers devolved to the combined authority and the directly elected mayor. We are changing the way our country is run—devolving power, building the strength of our great cities—and Birmingham is the second city of our country.

Commons ChamberI am very grateful to the right hon. Lady for what she says. She raises an important point about Calais. There is no doubt in my mind that the agreement we have is incredibly beneficial. I think it works well for both countries. For Britain, being able to have our border controls in France and deal with people there is something we should be very proud of. We should do everything we can to sustain it. It is part of the European co-operation we have.
Given the difficulty of getting any change to our EU membership approved by the other 27 countries, what we have got is as good as anyone, I think, might have expected and more. I congratulate the Prime Minister on his achievement. Will my right hon. Friend confirm that once the European Council have made its decision, he will respect the views of those Ministers who might publicly express the opinion that the United Kingdom should now leave the EU, and that the careers of those Ministers in this Government will not be jeopardised or threatened as a consequence?
I can certainly give my hon. Friend that assurance. We are still in the process of negotiation. The manifesto we all stood on said that we wanted to get the best possible deal for Britain and that we would all work on that together. That is exactly what we are doing. If the deal is agreed—whether in February or perhaps later, if it takes more time—there will then be a meeting of the Cabinet to decide whether we can take a recommended position to the British people. If that position is to recommend we stay in a reformed European Union then, yes, at that point Ministers, who, as I have said, have long-standing views and want to campaign in another direction, will be able to do that. The Government will still have a position. This is not a free-for-all. It will be a clear Government position from which Ministers can depart. Yes, as I have said, they should not suffer disadvantage because they want to take that view.

Commons ChamberThe hon. Lady makes an important point. There are civilian roles in the MOD that are hugely important, and she mentioned some of them. What we have done with this budget is say that we will meet the 2% of defence spending and that we have created this joint security fund that can be bid for by our intelligence services as well as our defence services. We said to the military, “Every penny you can save through efficiencies, you now know will go into extra capabilities.” That is why I can stand here today and talk about new squadrons, more members of the RAF and more people joining the Royal Navy, but all of that should be done without damaging any of the vital capabilities that civilians provide.
Of course Members of Parliament on both sides of the House have concerns about action in Syria. In that respect, we look forward to my right hon. Friend’s statement on Thursday. Does he agree that, every day we delay action in Syria, it not only lets down our allies and the Syrian people, but has the added effect of heaping confidence on, and boosting the morale of, ISIL fighters?
My hon. Friend is right that we do not want to let down our allies. We also should not allow dangerous terrorist organisations to build their strength by not intervening against them, but, to be clear, I do not wish to bounce the House into a decision. That is why I was very deliberate last week when I spoke about replying to the Foreign Affairs Committee, the report of which will be issued on Thursday. Members of Parliament will be able to take it away and consider it over the weekend. We can then have a full day’s debate, proper consideration and a vote. That is a proper process. I do not want anyone to feel that they are being bounced into a decision. I want this House to take the decision deliberately, but we should not take too long over it, because, as my hon. Friend says, every day that we spend is a day that we are not getting to grips with the ISIL menace.
My door is always open to the Leader of the Opposition. He is a Privy Counsellor and is able to get Privy Council briefings on any subject he likes, and I have said from the moment that he was elected leader of the Labour party that if he wants to have a briefing by or a conversation with me, I will always make myself available.

Commons ChamberI well remember the meeting that we had and the great bravery of the parents, after their terrible loss, in wanting to go on and campaign to ensure that others did not lose children in the same way. I will look carefully at what the hon. Lady is saying about the European Parliament. As for legislation in this country, we have strict legislation on the use of fire-resistant materials, but I will look carefully at that too.
Q14. If he will have discussions with the Secretaries of State for Business, Innovation and Skills and for Communities and Local Government to determine the progress of the Midlands Engine initiative and the proposed West Midlands combined authority.
The Chancellor and I set out an ambitious long-term plan for the midlands, making it a future engine for growth for the whole of the UK. Across Government, we are actively working with business leaders and local authorities to progress this ambition.
I thank my right hon. Friend for his answer. The northern powerhouse will help millions, but it is the west midlands that is the only region in the UK that has a trade balance surplus with China, and it is Greater Birmingham that has the fastest rate of private sector job creation in the UK since 2010. So will the Prime Minister now ensure, in the national interest, that the west midlands secures the best devolution deal possible?
I think we have huge potential here to secure massive devolution to the west midlands. First, I would say to everyone in the west midlands who is concerned that somehow they will be left out by the northern powerhouse that the west midlands is in the perfect place to benefit both from the success and growth of London and, of course, a rebalancing of our economy towards the north of England. We look forward to the West Midlands combined authority coming forward with its plans. I would say to all of these areas contemplating devolution and devolution deals that the more they can put on the table, the bolder they can be with their vision, and the bolder the response they will get from Government.

Commons ChamberNot enough. The aid and assistance has been much more focused on building up Tunisian democracy and the institutions of this fledgling democracy. Given the scale of the threat, however, we will have to look again at these partnership programmes, and obviously education should be part of that, bearing in mind the danger of radicalisation, which the Tunisians are looking at themselves. In addition, these countries often have parts that are quite wealthy and successful and parts that are falling behind, and we need to address that challenge, too.
My right hon. Friend has already said that the threat here remains “severe”. He and my constituents will have read the report in The Times this morning that Scorpion automatic weapons might have been imported into the UK. What can he say to reassure the people of this country?
I will not comment on a specific report, but my hon. Friend is right that the threat level in Britain is “severe”. It is set independently by the joint terrorism analysis centre, and “severe” means that an attack is highly likely. He also makes the important point that we should continue to do everything we can to keep the trade in weapons, including replica weapons, out of Britain. A lot of action has been taken, and the National Crime Agency is doing very good work, but we need to keep up the pressure.

Q3. In a speech last week the director general of MI5 identified a number of important gaps in its surveillance which need to be addressed in law. Some have called that a breach of civil liberties, and others have said that it is just another snoopers charter, but does the Prime Minister agree that public safety must come above everything else and that civil liberty must include not being bombed, shot or beheaded by some deranged jihadist?

Commons ChamberI want to do everything I can to support economic recovery in Wales. That is why, for instance, I think that in September, when the NATO conference comes to Wales—entirely an initiative launched by me—there will be a very strong welcome in the valleys. That will be the first time a serving American President has ever been to Wales, so I am looking forward to it. We are doing everything we can to help businesses in Wales to employ more people and grow the economy.
Q14. If he will meet the chair of the Greater Birmingham and Solihull local enterprise partnership to discuss economic development in Birmingham and Lichfield district; and if he will make a statement.
I met the chair of the LEP board on Monday when I hosted a meeting in Birmingham to mark the agreement of the growth deal that will see over £350 million invested in Greater Birmingham and Solihull. The projects in the deal will help to create up to 19,000 jobs, allow up to 6,000 homes to be built and generate up to £110 million from local partners and private investment.
With unemployment at just 1.5% in Lichfield and Burntwood, and down by over 28,000 across the whole LEP region, does that not demonstrate that the LEP model, bolstered by the growth funds awarded on Monday, is working? How does my right hon. Friend plan to build on that success and encourage the most ambitious LEPs, including Greater Birmingham and Solihull, to promote the local economy still further?
As I said at the meeting with the LEP, I think that the growth deal is a very big step forward for Birmingham and the west midlands. It will result in more jobs, more investment and more houses. It will see new railway stations and transport links built. I think that we need to be more ambitious about the money we can find in central Government to support these schemes, but I also hope that local councils, including Birmingham city council, will look at every piece of unused brownfield land and every extra bit of development they can put on the table so that these growth deals get ever more ambitious.

Commons ChamberAs the hon. Lady knows, I am a fan of directly elected mayors. However, the people of Birmingham had their chance to make that decision and they voted not to have a mayor. I hope that people will see successful mayors in London, Liverpool, Bristol and other parts of the country, and see that there are benefits from that approach. I agree with her that, even if we do not move to a mayoral system, there is more that we can do through city deals, local enterprise partnerships and devolving some of the funding in Whitehall further down towards cities and regions. All that would be to the good. It is worth while and welcome that in its policy review, her party has decided not to tear up local enterprise partnerships, but to extend them. It is good that there is cross-party agreement on how to drive devolution out to our great cities around the country.
Q13. On behalf of my Burntwood constituents, may I thank the Prime Minister for his swift and effective action in giving what is, in effect, a posthumous honour to my constituent Stephen Sutton? With the economic plan now working well, how can we build on that and on the legacy that Stephen Sutton set for charitable giving?
Stephen was an absolutely inspiring individual, and his zest for life, even as he was suffering from a very difficult and progressive cancer, was completely extraordinary and very inspiring. He raised a huge amount of money for teenage cancer services, and he raised it from right around the world as well as the UK. I think it is right that our honours system properly rewards people who give to charity, and who give of their time, from the very bottom to the very top. There is probably more we can do to make sure that our honours system really reflects what the British public want, which is to see giving, generosity and compassion rewarded.

Commons ChamberMy hon. Friend is right. There are always concerns from people who see free trade as a zero-sum game: there must be a loser, there must be a winner, and somehow there will be a hollowing out of middle-class, middle-income jobs in our world. I do not believe that is the case. Britain has a lot of goods and services that the world wants to buy, and arguably a lot of those—particularly things such as intellectual property, patent protected services, and financial, banking and insurance services—require a greater opening of other markets to get in there, perhaps more so than just manufacturing and selling a particular good. It is really important for our whole future and prosperity that those deals go ahead.
The Prime Minister will know that manufacturing output, which he has just been talking about, is up 4.5% this month on the same time last year. He may not know, however, that the west midlands is the only region in the United Kingdom—and one of very few regions in Europe—that has a balance of payments surplus with China. My question follows that of the right hon. Member for Blackburn (Mr Straw) on the BRIC countries: what discussions did the Prime Minister have at the G7 to ensure that there will not be dumping of manufactured products from those countries, and that we continue to see long-term economic success?

Commons ChamberMy hon. Friend asks a good question. Because of the success of the European Central Bank in calming the markets, there is perhaps less pressure on the eurozone countries to take the steps that many analysts believe they need to take. The reason why I think it will take time is that these are difficult issues for sovereign countries. As I have said, one issue that was discussed only in outline form at the Council was the idea of contracts between Governments and the European Commission. I do not know how such contracts will go down in other European countries, but I suspect that they would go down rather badly if we proposed them here. These are difficult issues that it will take time to discuss. We need to think about that as we calibrate our response.
Anders Borg, the Swedish Finance Minister, said that when the financial transaction tax was introduced in Sweden,
“between 90%-99% of traders in bonds, equities and derivatives moved out of Stockholm to London”.
What steps has the Prime Minister taken to ensure that we do not find that such a tax is imposed in the UK, which is what the Labour party wants, and that our traders do not all go to New York and Zurich?
My hon. Friend makes an important point. Anders Borg is an excellent Finance Minister. The Chancellor of the Exchequer and I work very closely with him. I believe that if a financial transactions tax is not introduced simultaneously around the world, the transactions will just go to the lowest-cost destinations. That is why it is totally self-defeating. The European Commission’s own piece of work on such a tax showed that it would cost hundreds of thousands of jobs and millions of pounds of revenue, not just in the UK, which has a large financial services industry, but in the rest of Europe.

Commons ChamberThe hon. Gentleman makes a good point. The figures I read out are the correct ones—€83.5 billion in the last period and a proposal for more than €108 billion in the last negotiating box. I can reassure him that the like-minded group of countries that came together to argue for further tens of billions of cuts in this proposal were looking for only a very small reduction in that heading in the European budget. We can get down to the sort of figures we need without fundamentally changing that budget heading.
My right hon. Friend will know that I am rather keen on pacts. Does he recall that Opposition Front Benchers said that he would be in utter isolation when he went to negotiate in Europe? Does he agree with me that working with other countries, such as the five that he has mentioned, actually delivers results for the British taxpayer?
I absolutely agree with my hon. Friend. He is completely right to talk about the importance of working with other countries. I commend him on all the very good joint working that he managed to do in encouraging colleagues to go and campaign in the Corby by-election.
