The amount of money that the hon. Gentleman’s local authority will get in the coming two years will not see any cuts. In fact, as I have said, a 0.5% increase per pupil will be allocated to that community. I reiterate that this is indeed a better settlement for those schools than would have been the case had his party won the election.

I accept that I have been a pain in the butt to both parties over the years. I remember saying to Prime Minister Tony Blair many years ago that the funding postcode lottery between counties was unfair and he agreed, but he did nothing about it. I was also a pain in the butt to the Schools Minister when I gave him a hard time a couple of months ago. I welcome today’s announcement, but the Secretary of State will know how much the National Union of Teachers’ website has alarmed students and parents over the past few months. When our school funding formula is announced, will it be transparent and available on a website, school by school?

Indeed it will be, and I hope that the unions will choose to update their websites with accurate data. As the questions today have demonstrated, it is not easy to introduce fairer funding. There are millions of reasons why it is a difficult step for any Government to take, but we have done it because we cannot expect social mobility or strong education outcomes everywhere when our children are funded in such different ways, purely depending on where they happen to grow up. Nobody can accept that if we want to tackle inequality of opportunity, and that is why we are taking these steps. It is complex, but we are doing it because it is the right thing to do.

14. As someone who did pure maths and applied maths, as well as physics and English at A-level, I am very keen on mathematics teaching, and I was just wondering what is the Secretary of State’s assessment of the recent mathematics teacher exchange between the United Kingdom and China.

I think it has worked fantastically well so far. Over the last two years, we have seen 131 teachers from England visiting Shanghai and 127 teachers from Shanghai visiting English schools, and through that exchange our teachers have observed Shanghai teaching methods. In the 48 schools participating in the study, the teachers have implemented changes, which have led to increased enthusiasm for mathematics—hopefully as strong as my hon. Friend’s was at school—deeper engagement, increased confidence and, critically, higher attainment.

The hon. Lady can look at the details for her own constituency once all the data are published, but I hope she will reflect on what I said earlier: we have designed the formula to ensure that the funding follows children from disadvantaged backgrounds. Indeed, we did not just consider the formal deprivation factors that many local authorities have; some local authorities, where virtually all the children are from deprived backgrounds, do not necessarily have a formal factor that reflects that, but nevertheless we tried to capture the hidden funding flowing through to help deprived children as part of the deprived factor.

For decades, Staffordshire has languished 15 places from the bottom on funding. I have heard this all before, from Tony Blair and the unelected Prime Minister—as the hon. Member for Ashton-under-Lyne (Angela Rayner) so charmingly put it—Gordon Brown, so I thank my right hon. Friend for coming up with a firm date for these reforms. Will she assure me that the children of Staffordshire will no longer be disadvantaged?

I have no doubt that Scottish colleagues will wish to share the hon. Lady’s experience. As I have said, it is important to ensure that the voices of students are heard ever more clearly, and that is precisely what the Bill is intended to achieve—among other things, including improving choice for students. As was pointed out earlier, we now have a funding system that requires students to pay tuition fees, and it is vital that they obtain value for money.

I welcome my right hon. Friend to her post and congratulate her on becoming Secretary of State for one of the most interesting Departments.

I welcome student representation, but may I warn my right hon. Friend that there is a danger relating to who she decides should be representatives? The National Union of Students is no longer the undivisive organisation that it was once, and a number of universities have already decided that they want nothing to do with it. How will the Secretary of State choose the students who are to be represented on the new body?

My hon. Friend sets out his concerns eloquently. During the Bill’s passage, we have made it clear that we want people on the OFS who have experience of representing, or indeed promoting, the interests of students. As I have said, the key requirement is for us not to be prescriptive, but to allow the new body to become established and then find sensible ways of ensuring—not just through the board itself, but, more importantly, through the way in which it operates—it provides a strong voice for students and represents their interests.

The hon. Gentleman rightly highlights some of the challenges in getting construction materials into the Occupied Palestinian Territories, particularly Gaza, to rebuild homes that have been destroyed. The Gaza reconstruction mechanism gives us a way to do that, and he will be pleased to hear that just under 90,000 people have now been able to get the equipment they need to rebuild their homes.

As my right hon. Friend knows, there is an urgent need for reconstruction in Gaza, but how can she ensure that materials such as concrete and scaffolding are not used to construct weapons that can be used against the state of Israel and its citizens?

We have been particularly concerned to play our role in managing that issue. DFID is helping to support the materials monitoring unit. That means we can check materials as they enter Gaza and check where they are stored, how they are used and how they are reused. So there absolutely are good controls in place to ensure the materials are used for rebuilding people’s homes and helping them rebuild their lives.

The hon. Gentleman is right. Whether in terms of children’s prospects of reaching their full potential or the issues of security and stability that investment in education long-term can address, that is a key part of the post-2015 process. I can assure him that we raise these issues strongly in our work to try to make sure that that framework can deliver for everyone on our planet and will leave no one behind.

The hon. Gentleman is absolutely right to raise that issue. About 75% of the refugees are women and children. As I said in my opening answer, we are formally pressing the UN to make sure that the most vulnerable refugees are taken into particular consideration in the construction of plans to support them. We have worked with UNICEF, for example, to provide not just medical assistance but care and counselling for many families, including children who have been through utterly traumatic events.

Will my right hon. Friend outline what steps we can take to protect refugees trying to get from Syria into Turkey? At present, they face fire from Syrian forces.

As my hon. Friend points out, the journeys that many people make en route to refugee camps are fatal in some cases or near fatal in others. It is extremely worrying that, for example, the Syrian Government continue to refuse humanitarian access from Turkey into Syria. We have to work through political and diplomatic routes, but I can assure him that the Government are playing a leading role in making sure that when refugees get out of that country we support them and that, through impartial, independent humanitarian organisations we are still getting support to people who remain in Syria too.
