I reassure the hon. Lady that we have not waited to act. We have already issued serious shortage protocols, which are routine mechanisms when there is pressure on supplies. We have the stock of antibiotics in the country—as I outlined in my opening remarks, it is about supply issues. We are seeing five to six times the amount of antibiotics being prescribed at the moment. That is because the UK Health Security Agency has issued guidance to GPs, A&Es and healthcare professionals to lower the threshold of when they would normally give antibiotics. We are seeing significantly increased use of antibiotics. That is in addition to the prophylactic use of antibiotics by directors of public health, if they have had an outbreak locally. That is why we issued the initial SSPs already a couple of weeks ago so that pharmacists had flexibility in how they dispensed that medication. It is why on Friday we issued the new SSPs, which allow amoxicillin, clarithromycin, flucloxacillin, cefalexin, co-amoxiclav and erythromycin to be issued instead, if pharmacists do not have Penicillin V on their shelves. We are being as flexible as possible to give pharmacists that scope.
We are monitoring this issue on a daily basis. May I reassure people that while these are higher than usual incidences for this time of year, overall for this season we are not yet at the 2017, 2018 levels, where we had a significantly higher number of deaths? Strep A occurs not just in—[Interruption.] Hon. Members do not want to listen. I think I have said enough.
I am pleased to hear that there are adequate supplies of penicillin and amoxicillin. My hon. Friend will be aware that some tetracyclines are less effective with certain ethnic groups. She is right in saying, is she not, that most strep A infections are not serious. Does she agree that we should be encouraging parents to give their children flu vaccinations? Usually, serious streptococcal infections occur when someone has been run down through a viral infection first.
My hon. Friend is right to advise people to take their flu vaccination. What I was trying to say, but the Opposition did not really want to hear, was that strep A occurs in all age groups. Actually, the highest number of deaths we see are in over-65s. It is important to get the message out that this issue does not just affect children. My hon. Friend is right. The flu vaccine is something that should always be recommended for winter. He is also right that the alternative antibiotics that I read out have been recommended by UKHSA, and we have taken its clinical advice.

Commons ChamberI am proud of the endeavours of my colleagues and those in local enterprise partnerships up and down the UK in disbursing the £38 million internationalisation fund to support businesses as we go through some of the changes that result from leaving the European Union and seek opportunities elsewhere in the world. I will of course undertake to look at any way we can make it simpler for small businesses, in particular, to engage with the Department.
The UK is well on the way to joining CPTPP, one of the largest trading blocs in the world. We are now in market access negotiations, which are the final phase of the accession process.
May I first say what a great pleasure it is to ask my right hon. Friend—and she will always be my friend—this question? Will she say—[Interruption.] Sorry, that was an emotional moment, Mr Speaker; I hope you will forgive me. Will she outline the real advantages that CPT—whatever the bloody thing is called—[Interruption.] Whatever the ruddy thing is called. Will should outline the benefits of membership, and will she perhaps also say what sort of difference it will make to our trading relationship with the United States, which is also a member?
I thank my very dear hon. Friend for that question. He is right to point to the benefits of joining this trading bloc: 99.9% of all UK goods are eligible for tariff-free access, it will increase wages in this country, and obviously it will help our relationships with other nations outside the bloc. The UK moving to the accession process will encourage and strengthen other like-minded free-trade nations around the world to co-operate and do more together, and to reform the World Trade Organisation.

Commons ChamberAgain, the question seems to have been asked and answered already. The comprehensive and progressive agreement for trans-Pacific partnership has a comprehensive labour and workers’ rights chapter, and I would have thought that the people of Preston would welcome the fact that the CPTPP offers Britain access to two thirds of the world’s middle classes by 2030.
We have a strong bilateral trade relationship with Israel worth £5 billion a year. On my recent visit to Israel, I discussed our ambitions for a new free trade agreement to create further opportunities for British business.
My right hon. Friend will know from her visit to Israel that it has the highest number of high-tech start-ups in the world. Moreover, the latest Intel chips in all our computers were designed in Israel by Intel. Does my right hon. Friend have any plans to enhance the trading relationship in high-tech products with the state of Israel?
My hon. Friend is completely right. The UK and Israel are both leaders in technology, from agri-tech to gaming to med-tech, and there are huge opportunities for us to work together. What we will be seeking in the new trade deal with Israel is an advanced digital data and technology chapter that looks to the industries of the future to give both countries more opportunities.

Gentleman will know that the Department for Business, Energy and Industrial Strategy has been very heavily involved with Ford at Bridgend; in the end this is a matter for the company itself, but I have no doubt that BEIS has had productive conversations with it. The DIT is, along with BEIS, investing very large amounts of money across Government in electrification and the automotive market of the future. That involves huge amounts put into research and development at universities, and we believe that will put the UK car industry in a very good position for the future.
Over the past three years, the DIT has laid the groundwork for an ambitious free trade agreement with the US once we have left the EU, including through the UK-US trade and investment working group, which met for the sixth time in London yesterday. This week, I have been in Washington to discuss the progress of these preparations with my American counterparts and make sure we are ready to grasp this golden opportunity once we have left the EU.
Is it not the case that, notwithstanding the little local difficulty—or even large local difficulty—in Washington DC at the moment, the underlying facts remain that the United Kingdom is the biggest investor in the United States and vice versa, that military and intelligence integration between the United Kingdom and the United States is bigger than any other in the rest of the world and that our strength remains with the United States?

Commons ChamberAs I have said, we will consider each and every FTA on its own merits, and in certain circumstances we may find partners who are not prepared to put those sorts of clauses in an FTA. On balance, however, we will look at the advantage to exporters of low-carbon products, and ensure that as and when we proceed with those agreements—if we decide to do so—we facilitate the export of low-carbon products so that economies represented by Governments who do not wish to include an FTA clause on the environment can benefit from the transition that lower input costs produce. I have already made clear the Government’s position on publishing the output of UKEF. There will be an element of carbon-based energy generation in UKEF’s mix in the short term. The UK has huge and growing expertise that will no doubt come to the forefront of UKEF financing in due course, as that transition happens.
Before I answer that question, on the 75th anniversary of D-day it is worth our reflecting that we in this House are able to ask and answer questions in a free and democratic Parliament because of the sacrifices made by those who went before us.
Our dedicated team at the UK embassy in Tel Aviv actively promotes UK-Israel trade, and there is extensive collaboration on medical research between the UK and Israel. The UK-Israel Tech Hub, which is based at the embassy, helps to create tech and innovation partnerships across several sectors, including healthcare.
That is very good to hear. My right hon. Friend knows the state of Israeli technology—for example, all our chips, including the Intel fifth, sixth and seventh core chips, are developed in Israel for Intel in America. Magen David Adom, the equivalent of the Israeli Red Cross, has an app that provides live streaming, medical history and the location of people who use it, and that sort of innovation could be of great benefit to the UK. When we leave the European Union, what will be the advantages of doing business with Israel for both our nations?
There are huge advantages to our collaboration in or outside the European Union. To enable us to shine a light on the excellence that my hon. Friend mentions, on my recent trip to Israel I agreed with Prime Minister Netanyahu that we will jointly sponsor a Government high-level trade and investment conference that will enable us to show the world the best of what both countries have to offer in the sector mentioned by my hon. Friend.

Commons ChamberHowever we get the assurances, that is what we need to do. In CETA, for example, they are contained in chapters 9 and 28, as well as annexe 2 and the additional national reservation in annexe 2. It is up to this House how we carry out public policy. For example, in the four years from 2006, Labour outsourced 0.5% of the NHS budget to the private sector each year, which of course fell to only half that level under the coalition Government. If Labour wants to increase to its previous levels of outsourcing, it should be able to do so under a policy protection given under the treaties.
The Government support UK services businesses to access foreign markets in a number of ways, including through trade promotion and facilitation. For example, in March 2019, the DIT took a delegation of eight leading UK FinTech companies to exhibit at Money 20/20 in Singapore. The DIT also works with partners overseas to remove access barriers, opening up new opportunities for UK businesses.
My hon. Friend will know that in this rather complex world environment, there is a confusion at times under WTO rules between goods and services. Once we leave the EU, get a clean break and regain our place at the WTO table, will he make it a priority to make clearer definitions of what are goods and what are services?
I thank my hon. Friend for his question. He is right; there are a great many complexities at the WTO. In fact, the world is sliding inexorably towards a future of increased protectionism without changes being agreed at the WTO to address all problems and to cope with new forms of trade that simply did not exist even 10 years ago and that create the confusion he identifies. As a newly independent voice, the UK will be a champion for change, openness and co-operation, because believe me, Mr Speaker, a failure to deal with the problems the WTO faces is not an outcome that anybody should want to contemplate.
I thank the Minister for that answer. Businesses in Redditch such as Mettis Aerospace, Bee Lighting and Thorlux Lighting are at the heart of global manufacturing and are leading-edge businesses. Will the Minister confirm that he is working closely with representatives of west midlands manufacturing industry to ensure that their interests are represented and our local economy can benefit from future trade agreements?

I am sorry that this is slightly like “Groundhog Day”, Mr Speaker, but I will repeat what I have said before. We are confident that we will roll over a majority of these agreements. We are working to try to ensure that they are all rolled over by exit day. There are clear indications that in some cases that is going to be challenging. Let me be absolutely clear: if I used the term, “shopping list”, and that was deemed in any way pejorative about any of these important deals, I wish to withdraw and rephrase it. It was simply shorthand for saying that there are a great many of them and they are all important to us. As I just said, EPAs are as important to us as the largest deals, simply because we understand that we have a role in the world in development and understand the importance of these deals to those countries. We also understand the number of jobs and businesses that rely on these preferences. That is another reason why we are so keen to get as many of the transition deals across as we can.
Shopping lists are actually quite important, as are people’s livelihoods. Is it not the case that these 40 roll-over countries represent just 12% of our trade? Can I tell the Minister that we are the biggest nation in Europe, and second in the world only to China and the United States, for investment, and we are the largest export market in the world for German cars and for French agriculture? Unlike remainers, who tend to be rather pessimistic sorts, I and most people are very optimistic about our future outside the European Union.
I thank my hon. Friend for his question. It is interesting to observe, and the House should understand, that a good proportion—I do not have the exact number in my head—of the 12% of trade that is represented by the countries with which the European Union has existing free trade deals is not carried out under preferences in any event because the particular lines in which they trade are not covered by the agreements, so the figure is actually quite a lot less. [Interruption.] The hon. Member for Huddersfield (Mr Sheerman) says from a sedentary position, “So it’s all just fine.” No, of course that is not the case. I have tried to make the point again and again that we regard this as extremely important.
On my hon. Friend’s reference to inward investment, Deloitte recently pointed out that the UK is the leading location in Europe for foreign direct investment. In the three years from 2015 to 2017, we enjoyed £140 billion-worth of direct investment from overseas—more than France, at £44 billion, and Germany, at £50 billion, combined.

I keep pointing out to employers that having policies that can help to identify and support victims of domestic abuse in their workforces makes not only good moral sense but good business sense. I should be delighted to meet the hon. Gentleman, and employers and trade unions, to discuss what more we can do to help.
Of course, domestic violence affects not just women but men, too; but what contact has my hon. Friend had with companies such as the John Lewis Partnership, whose chief executive takes a particularly proactive approach to care in her company?
We tend to focus on women as being the victims of domestic abuse because the statistics show us that it is a gendered crime, but I never forget the fact that, of course, men can be the victims of domestic abuse. That is why we are doing a great deal of work, both through the domestic violence and abuse Bill and through non-legislative measures, to support them and ensure that services are there for them.
I am sure that the John Lewis Partnership is part of the employers initiative, a piece of work in which I am very involved and about which I am very enthusiastic. I should be delighted to support John Lewis not just in a spending capacity, but in a legislative capacity as well.

Commons ChamberThank you, Mr Speaker; I was wondering whether there was going to be even a tentative link to the question. The tech hub is there to help British businesses to get access to the innovations that come out of Israel across a range of sectors. It is worth pointing out that Israel is an extraordinarily innovative country and has more start-ups per capita than any other country on the planet. Where we can get UK businesses across a range of sectors to get access to such innovation, it is always a positive outcome.
The latest computers used in the House of Commons use Intel 7 and Intel 8 cores and above, and Shazam, Skype and FaceTime all use technology developed in Israel. What more are we doing to encourage that sort of co-operation, particularly in relation to computer technology?
As I have already said, the key to that is the UK-Israel tech hub. This relates not only to the area of computers, which my hon. Friend has mentioned, but to FinTech, cyber-security, biomed, retail technology and the creative industries. These are all prime areas for co-operation between the United Kingdom and Israel, and we should celebrate that relationship and the benefits that it brings to both our populations.
Of course I am concerned to hear about LGBT people in Venezuela being treated as despicably as the hon. Gentleman has described. If I may, I will take the opportunity to invite him to write to the relevant Minister. I would certainly hope that we can look into the matter in more detail.
Very recently, the Government reduced the waiting time for gay people who want to give blood from 12 months of celibacy to three months, which was welcomed by the LGBT community. Will my hon. Friend update the House on how that progress is going?
I thank my hon. Friend for his work. I know that he campaigned strongly on this issue, and he adds colour to the House, as I am sure he added colour to that campaign. I regret that I do not have the precise figures to hand, but if I may, I will take the opportunity to write to him, and I would, of course, be happy to discuss the matter with him after this session.

Commons ChamberI have made it clear on a number of occasions, including in this House, that when it comes to future free trade agreements, Australia and New Zealand would be two of our top three priorities. If we are able, by another means, to achieve the sort of liberalisation in trade that we would all like to see, then that would be fine.
