Yes, I can give the hon. Gentleman that assurance. He will understand why we do not want to make announcements until we are ready to act on these matters, but we are looking closely at what we think would be effective and what will deter future action. He is right to say that chemical weapons are against international norms, but barrel bombing children is against international norms, too.

Given that we had an opportunity in 2013 to make a real difference but it was opportunistically rejected, may I say to my right hon. Friend that she should not take any advice from the Labour party? To ask her a specific question, some 500 medical centre and general practice buildings have been destroyed; what is her Department doing—is there anything it can do—to restore medical aid in Syria?

My hon. Friend will know that the most appalling things have happened. Even when co-ordinates have been given over with a view to ensuring that strikes avoid medical centres, they have been used to attack those sites. We saw the report of the surgeon David Nott, who was conducting an operation on an injured Syrian child down the line from London and who found that the signal he was using to perform that operation was used to target a hospital. This is why we have launched these new challenges, calling on people who have expertise, technical know-how and great ideas to enable us to be ahead of individuals who choose to unleash this barbaric behaviour on their own people. We want to do better. We want to have more options in the future to protect people.

Specifically on DFID’s involvement, we engage across government on some of the really significant issues that are associated with Yemen, particularly on the humanitarian aspect. As I mentioned in my opening answer, there is a case under way right now, so I cannot comment on those ongoing legal matters.

As the right hon. Gentleman says, we want to ensure that we do hear the views from all parts of the United Kingdom. That is why we have established the JMC European committee specifically to take views and the JMC plenary, which is also obviously meeting more frequently than previously. I am clear that, first of all, we want to try to ensure that, within this period of seven days, we can find a resolution to the political situation in Northern Ireland, so that we can to see the Assembly Government continuing. But I am also clear that, in the discussions that we have, it will be possible—it is still the case that Ministers are in place and that, obviously, there are executives in place—that we are still able to take the views of the Northern Ireland people.

Q5. What recent assessment she has made of the (a) performance of the economy and (b) adequacy of provision of public services in Staffordshire; and if she will make a statement.

The fundamentals of the UK’s economy are strong, including in Staffordshire and the west midlands. Employment in Staffordshire has risen by over 20,000 since 2010. We have protected schools and police budgets. We see more doctors and more nurses in the Burton hospitals trust. Of course, we are going further than this in the west midlands by giving new powers to the west midlands with the devolution deal and with the election of a directly elected Mayor. I have to say that I think Andy Street, with his business and local experience, would be a very good Mayor for the west midlands.

I thank my right hon. Friend the Prime Minister for that answer. Unemployment in my constituency—my beautiful Lichfield constituency—is around 0.7%, and that is fantastic, but I want it even lower. I found out that 24% of my constituents work in the area of the West Midlands Combined Authority, so can I press my right hon. Friend just a little further about what she thinks is needed in the West Midlands Combined Authority to improve employment still more?

I thank my hon. Friend, and, of course, I have had the advantage of having visited his beautiful constituency. But in relation to the midlands, we have a very strong ambition to make the midlands an engine for growth in the UK. That is why we have plans for the midlands engine that demonstrate that, when we say we are going to build an economy that works for everyone, we actually mean it. In the autumn statement, my right hon. Friend the Chancellor confirmed things such as the £5 million for a Birmingham rail hub and a £250 million midlands engine investment fund, and we will shortly be publishing a strategy for the midlands engine. But I repeat the point that I made: for the west midlands, having the devolution deal, having the Mayor and having the right person elected as Mayor, who I think will be Andy Street, is absolutely crucial.

Any proper look at the figures will find that the Government have a remarkable record on green energy. Let me take the Climate Action Network, which said that Britain is the second best country in the world for tackling climate change, after Denmark. That is our record. Since 2010, we have reduced greenhouse gases by 14%. We are over-delivering against all our carbon budgets. We secured the first truly global, legally binding agreement to tackle climate change, and we have got annual support for renewables more than doubling to over £10 billion by 2020. On renewable electricity, we are on track to deliver a target of at least 30% from renewable sources by 2020. Almost all of that will have happened under a Conservative-led Government. That is our record, and we are proud of it.

Q2. What assessment he has made of the (a) performance of the economy and (b) adequacy of provision of public sector services in the west midlands; and if he will make a statement.

There are some very positive things going on in the west midlands economy, and today’s figures show that employment in the region is up by 140,000 since 2010. More than 108,000 businesses were created in the region between 2010 and 2014. Thanks to our long-term economic plan for the midlands engine, we have been able to invest in our public services in the west midlands, helping to build a strong NHS, reform our education system and give our police the resources they need.

Unemployment is down again in my beautiful Lichfield! And yesterday was an absolute first for the west midlands, when the whole region co-operated to present 33 investment schemes at an international conference in Cannes, which will create a further 178,000 jobs. What more can the Prime Minister do to support the midlands engine—apart from ensuring, of course, that we never get a Labour Government?

I am very glad my hon. Friend chose to be here rather than in Cannes. I am very relieved by that. He is right about the 33 schemes. Just last week, we had a £300 million signed between Chinese investors and CAD CAM Automotive that will create 1,000 jobs in Coventry. My right hon. Friend the Business Secretary was in Staffordshire with Nestlé to open a new coffee factory, bringing 400 jobs. We of course got that historic deal with the west midlands, which will see significant new powers devolved to the combined authority and the directly elected mayor. We are changing the way our country is run—devolving power, building the strength of our great cities—and Birmingham is the second city of our country.

My right hon. Friend is keen, as am I, on building on brownfield sites. With the closure of coal-fired power stations, including the possible closure of one in my constituency, what are we doing to encourage building on brownfield sites that include contaminated land?

I am grateful for my hon. Friend’s question. In the spending review the Chancellor established a fund to decontaminate brownfield sites so that they can be made available for house building in the way that my hon. Friend recommends.

We are currently spending some €600,000 on a project to assist with desalination. Funds are available through our climate change fund for a long-term solution to this problem, but the level of investment and the marshalling of the factors of production will require a long-term peace process to be viable.

The hon. Member for Stockton North (Alex Cunningham) speaks about the blockade, but surely if they did not embrace Hamas and continually fire rockets into Israel, there would not need to be a blockade in the first place.

I would draw the hon. Lady’s attention to the National Audit Office report, which was published quite recently. It says that the picture to date is one of financial health and that

“fire authorities have not changed emergency response standards as a result of budget cuts”.

The evidence is that all but one stand-alone fire authority increased its reserves by 67% in real terms from 2010 to 2015. That tells me that the fire services are coping well with the reductions they have been invited to make.

I have lost confidence in the Staffordshire fire authority, which has decided to build a brand new fire station in Lichfield, but to reduce the number of appliances to half of what it is presently. Will my right hon. Friend work with Matthew Ellis, the police and crime in commissioner in Staffordshire, who has good, positive plans to combine the police and fire services for the betterment of the whole county?

That is the purpose of the consultation that we have embarked on: to remove the barriers that have prevented that kind of collaboration. I am very interested in what my hon. Friend has to say about the proposals in Staffordshire.

I well remember the meeting that we had and the great bravery of the parents, after their terrible loss, in wanting to go on and campaign to ensure that others did not lose children in the same way. I will look carefully at what the hon. Lady is saying about the European Parliament. As for legislation in this country, we have strict legislation on the use of fire-resistant materials, but I will look carefully at that too.

Q14. If he will have discussions with the Secretaries of State for Business, Innovation and Skills and for Communities and Local Government to determine the progress of the Midlands Engine initiative and the proposed West Midlands combined authority.

The Chancellor and I set out an ambitious long-term plan for the midlands, making it a future engine for growth for the whole of the UK. Across Government, we are actively working with business leaders and local authorities to progress this ambition.

I thank my right hon. Friend for his answer. The northern powerhouse will help millions, but it is the west midlands that is the only region in the UK that has a trade balance surplus with China, and it is Greater Birmingham that has the fastest rate of private sector job creation in the UK since 2010. So will the Prime Minister now ensure, in the national interest, that the west midlands secures the best devolution deal possible?

I think we have huge potential here to secure massive devolution to the west midlands. First, I would say to everyone in the west midlands who is concerned that somehow they will be left out by the northern powerhouse that the west midlands is in the perfect place to benefit both from the success and growth of London and, of course, a rebalancing of our economy towards the north of England. We look forward to the West Midlands combined authority coming forward with its plans. I would say to all of these areas contemplating devolution and devolution deals that the more they can put on the table, the bolder they can be with their vision, and the bolder the response they will get from Government.

The hon. Gentleman rightly highlights some of the challenges in getting construction materials into the Occupied Palestinian Territories, particularly Gaza, to rebuild homes that have been destroyed. The Gaza reconstruction mechanism gives us a way to do that, and he will be pleased to hear that just under 90,000 people have now been able to get the equipment they need to rebuild their homes.

As my right hon. Friend knows, there is an urgent need for reconstruction in Gaza, but how can she ensure that materials such as concrete and scaffolding are not used to construct weapons that can be used against the state of Israel and its citizens?

We have been particularly concerned to play our role in managing that issue. DFID is helping to support the materials monitoring unit. That means we can check materials as they enter Gaza and check where they are stored, how they are used and how they are reused. So there absolutely are good controls in place to ensure the materials are used for rebuilding people’s homes and helping them rebuild their lives.

A great deal of aid for Gaza was pledged at the Cairo conference. We have delivered a quarter of our pledge, and within the first few weeks of the financial year we will have delivered all of the £20 million we pledged. We have been entering into a considerable diplomatic effort to get other countries that have made pledges to step up to deliver, and I am glad to say that Qatar and Kuwait have now done so.

10. My right hon. Friend will know that some 600,000 tonnes of concrete have been used for the construction of illegal tunnels for smuggling and to enable the firing of weapons into Israel. How can he ensure that aid gets to the people who need it and not to Hamas?

One part of the Gaza reconstruction mechanism is the material monitoring unit, which my Department supports. It is designed specifically to do what my hon. Friend requests: to ensure that any materials supplied, stored and dispersed are for the proper purpose and that any infractions are reported.
