My hon. Friend is exactly right. It is for this House, the UK’s trade unions and the UK’s parliamentarians of all parties to preserve and enhance workforce rights in the UK for everybody within it in a way that is tailored to the extraordinary opportunities that await us as we leave the EU.

Yesterday, I and a number of my colleagues signed early-day motion 57, in the name of my right hon. Friend the Member for Birkenhead (Frank Field), as a public indication of support for the withdrawal agreement Bill through which we would have been able to secure some amendments that would give peace of mind, hopefully to Labour colleagues, that workers’ rights would not be undermined after we leave the EU. Does the Business Secretary share my disappointment that rather than bringing the Bill through this House, enabling us all to talk about these things and trying to get the strongest amendments possible, the Prime Minister has instead chosen to pull his Bill?

I have the greatest respect and regard for the hon. Lady, and I am sorry to say that on this I disagree with her. If Parliament really did intend to provide the opportunity for the withdrawal agreement Bill to have its Third Reading and Royal Assent, this House would also have supported the timetable to do that. Unfortunately, the fact that so few colleagues, on both sides of the House, decided to support the programme motion means that it undermined its own credibility and willingness to bring that Bill to its conclusion.

My hon. Friend is absolutely right that the situation is scandalous. The Government have been looking into it, and he may well be aware that we are considering what more can be done on both a voluntary and a legislative basis.

Will the Leader of the House join me in congratulating Grimsby Institute’s level 3 enterprise and entrepreneurship group on its strong performance at the UK final of the Young Enterprise Start-up competition that was held in London yesterday? Our colleges play a critical role in delivering skills and qualifications, and they are at the forefront of the biggest reforms to technical education in a generation. When will we get a statement committing to increasing base rate funding for 16 to 19-year-olds by £1,000 so that colleges can meet the challenges that this place puts on them?

I join the hon. Lady in congratulating Grimsby Institute on its excellent performance. It is important to encourage young people to consider starting their own businesses. She asks a specific question about a funding review, and I encourage her to seek a Westminster Hall debate or an Adjournment debate so that she can ask that question directly to Ministers.

When can this House expect to receive the Cox report recommendations and see them implemented in full?

The House received the Cox recommendations—there were three of them—some time ago. The first one has already been done. I am keen to make progress on the second as soon as possible. I am just waiting for the House of Commons Commission to finalise its agreement on the proposed way forward, which will enable historic allegations to be tackled properly. On the third recommendation, a small committee is being established by the Clerk of the House on behalf of the House of Commons Commission to look at how to remove Members of Parliament from marking their own homework.

With permission, Mr Speaker, as an ex officio member of the Church Commissioners I have been asked to reply on behalf of the Second Church Estates Commissioner.

It is not clear from the hon. Lady’s question whether it relates to an open churchyard or a closed churchyard. For a closed churchyard, the responsibility for maintenance and management is often held by the local authority. The regulation of an open churchyard, however, is managed under the faculty process, which is the Church’s planning process. Each diocese publishes guidelines on its website, and the regulations are there to make sure that churchyards remain places that we can all enjoy for years to come.

My question relates to a constituency case that I have raised with the Second Church Estates Commissioner in advance of this Question Time. Shelley Fleming, my constituent, lost her husband Keith in October 2017—he was aged just 49. When she was arranging his place in the church’s graveyard, she was not notified that there would be any restrictions on her choice of grave at the Great Coates St Nicolas church. I would like the Second Church Estates Commissioner to work with me to encourage the church to review its regulations to permit the laying of flush kerb stones to carefully and respectfully mark parishioners’ final resting places.

I am so sorry to hear of Keith’s passing, and I am sure everyone in the Chamber would pass on their great sympathies. It is such an incredibly young age to die.

The regulations that govern churchyards differ from those that govern municipal cemeteries, where the land is not consecrated. A churchyard almost always surrounds a church building, and memorial stones that may be entirely suitable for an urban municipal cemetery may be out of place when they are close to an ancient church, especially one in a rural setting. If a constituent wants kerb stones installed around a grave, this would generally require the special permission of the diocesan chancellor. I will ask the Second Church Estates Commissioner to write to the hon. Lady with more information about the regulations and processes.

I am incredibly sympathetic to the hon. Lady, and I pay tribute to her because I genuinely think that she is one of the hardest working Members in this place. She raises many varied and vital issues in business questions and at all other opportunities, and she is quite right to do so. I want to reassure her and the House once again that yesterday’s business was a function of the number of Members who wanted to speak in those debates, and that there was certainly no attempt on the part of the Government or anyone else to try to finish the business early. It is vital that Members should be aware of that. I was also disappointed to see that today’s second debate had been postponed, and, as I said to my hon. Friend the Member for Dudley South, I will seek a further opportunity for it to be held.

May we have a debate on financial barriers to accessing continuing healthcare? My constituents who receive cancer treatment at Castle Hill Hospital across the river in Hull get toll-free crossings until their chemo or radiotherapy ends, but when they go for all their follow-up checks, they have to travel for nearly an hour and pay for their petrol and parking, and they also have the additional cost of the bridge toll, which does not seem very fair or equitable for residents across the Humber area.

The hon. Lady raises an important constituency issue, and she is absolutely right to do so. I was not made aware of that particular concern in advance, but I encourage her to raise it with Health Ministers at oral questions on 19 February.

I am absolutely not Superwoman, but I consider the matter carefully on a regular basis—indeed, I consider daily the priorities for legislation and the time available. Obviously we are not flush with time, but I believe we have enough to get all our secondary legislation through, as well as the primary legislation that needs Royal Assent by departure date. I will continue to keep such matters under review, and they will require the co-operation and support of the House.

The National Police Air Service helicopter has been called out 1,044 times by Humberside police in the past year, and deployed only 593 times. May we have a debate in Government time about the need for and availability of shared policing resources, to ensure that areas such as Grimsby get the community safety they deserve?

Lady raises an important point, and it is vital that resources are shared appropriately when they can be, to ensure that all our citizens receive appropriate levels of support from our police and other emergency services. I am sorry to hear about the post office closure in the centre of York. Obviously I do not know the precise circumstances or whether there are other post offices—I am sure there must be—in York. [Interruption.] No post office counters whatsoever? Well, I am genuinely sorry to hear that, and I encourage the hon. Lady to seek an Adjournment debate so that she can raise the matter directly with Ministers.

I am sure that the right hon. Lady is an avid reader of the Grimsby Telegraph, as everybody in the House will be—if not, they should be—and will have seen this week a really dreadful story about an attack on police officers. A young man of 25, Josse Jackson, has been sentenced to 12 weeks for attacking two police officers, including a policewoman, spitting blood-filled spit at them, saying that he had AIDS and hepatitis C, and threatening to bite them. He got only a 12-week sentence. The chief constable and the Labour police and crime commissioner, Keith Hunter, have called for stronger sentences for these kinds of attacks, following a weekend when 11 police officers were injured. May we have a statement or debate about professional impact statements, looking at the experiences of people who work in the public sector, on the frontline, to see how that can improve the strength of our sentencing?

All hon. Members will be disgusted to hear of the event that the hon. Lady talks about—it is really horrifying, and no police officer should have to tolerate such awful abuse. I am very sympathetic to the points that she makes. The Under-Secretary of State for the Home Department, my hon. Friend the Member for Louth and Horncastle (Victoria Atkins), who is here on the Front Bench, has heard what the hon. Lady said and would be very happy to meet her to talk about this further.

My 18-year-old constituent, Ben Glean, sadly passed away last year. Ben was a fantastic campaigner for equality and had a particular interest in homelessness. His family, in memory of Ben, have started a fantastic campaign to knit and crochet hats for homeless people, premature babies and the local women’s refuge. About 200 individual items have been donated to their cause. Does the Leader of the House agree that World Homelessness Day on 10 October would be a really good opportunity for Members to be able to talk about similar local campaigns and to take the opportunity to review the Homelessness Reduction Act 2017 and its implementation?

I pay tribute to the hon. Lady’s constituent, who obviously has a fantastic legacy. So many people volunteer to help with homelessness in so many ways and we should pay tribute to them all. She asked about what we could do on 10 October to celebrate people’s efforts to help with homelessness; if she wants, she can write to me, or perhaps we can meet to discuss the matter further.

I hope that the hon. Gentleman will agree that the purpose of abolishing the tolls is to boost the south Wales economy by more than £100 million a year. He might find that some of his hon. Friends would not agree that it was done deliberately to try to cause traffic jams in his constituency. The idea is to save the average motorist more than £1,400 per year, which is good news for the motoring public. Some 25 million vehicles cross the bridges every year. The scrapping of the tolls is going to be good news in south Wales and for motorists.

It has been revealed that a third of children in Grimsby did not reach the expected levels in their SATs. May we please have a debate in Government time on the impact and effectiveness of the new SATs on teaching and learning in primary schools?

I am very sorry to hear the statistics in the hon. Lady’s constituency. However, I am sure she will recognise that since 2010 we have almost 2 million more pupils in good or outstanding schools, and 86% of schools in England are now rated good or outstanding—up from 68% in 2010. The hon. Lady expresses particular concerns about the new SATs; I encourage her to raise that matter directly with Ministers at oral questions next week.

My hon. Friend raises a really important point. We need many more people to come forward, particularly women, and to be compatible with good, solid family life, it is vital that we look at how we manage things in this House and improve on it.

In her statement, the Leader of the House told us that 2,000 pairs had been arranged without error until last night, but I note that since then, in her responses, she has backtracked slightly to ease herself through this discussion. People will take from that what they will, but given the closeness of the votes on Brexit this week, which I think has driven this so-called administrative error, the simplest way forward would be for her to adopt the good and thorough work of the Procedure Committee and put its recommendations to a vote. She says that she is supportive, so why is she trying to wriggle out of this?

The hon. Lady is wrong on two counts. I said that the pairing system had worked well overall. As I have made clear, there have been more than 2,000 pairs in this Parliament and several have been broken because of errors. The vast majority were broken by Opposition Members, although I do not want to be at all partisan over this. It is a complex administrative system and errors have occurred. She makes a good point about the importance of bringing in new processes, but the Procedure Committee did not set out a prescription; it raised a number of issues that the House would need to decide on, such as, for example, what business should be proxy votable—all business, just Government business, business Monday to Thursday, closure motions of the House, private Members’ Bills on Fridays? These are the questions that the Procedure Committee rightly raised and the reasons why the House needs to debate this further.

Owing to cuts by the Tory-controlled council, Scunthorpe’s citizens advice bureau is having to make redundancies, and now I hear that a loss of Lotto funding means that the Grimsby-based CAB is also having to look at its staffing. These centres are so important to the residents across northern Lincolnshire. The staff are highly trained and always professional, so, please, may we have a debate on the future funding of citizens advice bureaux?

I pay tribute to all of the excellent work of citizens advice bureaux right across the country. They are so often staffed by volunteers who are really trying to help their fellow citizens; it is absolutely vital work. The hon. Lady is right to raise the question of funding. It is for local authorities to make those decisions, but she might like to seek a Backbench Business debate so that all Members can share their views about what more can be done to support citizens advice bureaux.

When does the Leader of the House plan to allow this House to debate the Procedure Committee report into baby leave?

As I have said on a number of occasions, I am absolutely supportive of the need for new parents to have that essential time to form an early bond with their babies. I am very grateful to the Procedure Committee, which has tried to look at what is quite a significant constitutional change—[Interruption.] As the hon. Lady and other Opposition Members are pointing out, they are themselves members of the Procedure Committee. I am extremely grateful to them for their work on trying to address these issues. They will appreciate that this requires quite a significant constitutional change. It is important to ensure we have the right solution that provides parents with that opportunity to be with their babies. I intend to bring forward a general debate within the next few weeks to inform a broader range of discussion that will enable me to respond to the Procedure Committee’s report. I believe that is due by 15 July.

I am always delighted to help in any way I can to promote something as important as the impact on those bereaved by suicide. I encourage the hon. Lady to seek a Westminster Hall debate or an Adjournment debate on this specific subject, so that other Members can bring forward examples from their own constituencies.

May we have a debate in Government time on the process and implementation of school exclusions? In the last year alone, nearly 900 pupils across north-east Lincolnshire have lost 3,489 days of their education. It is critical for schools to have the support they need to provide education. Making sure that those children get the education they deserve is really important.

The hon. Lady is absolutely right to highlight the importance of every child getting a good education. She may be aware that Education questions are on 11 December, and I am sure Ministers will be pleased to answer her questions. I would like to point out that we now have a commitment to spend £4,800 for every secondary school child and £3,500 for every primary school child, with increases in specific funds to deal with special needs issues that may lead to exclusion or other challenges faced in school life. It is right that we focus our education spend on those who need it the most.

My right hon. Friend and I have spoken about that on a regular basis, and we will continue to work together to ensure that we maximise the procurement of UK content wherever we can. The Humber region has huge potential to contribute to growth in the UK supply chain. Just last week we saw DONG Energy secure financial approval to build what will be by far and away the biggest offshore wind farm in the world, with around 1.2 GW—enough to power 800,000 homes. By its own estimate that will create 2,000 jobs during construction, and 300 long-term permanent jobs in operations and maintenance.

The region has had success in realising many of these jobs already. Grimsby is fast becoming the centre of excellence for operations and maintenance activities for offshore wind farms in the North sea, with DONG, Centrica and E.ON having located their bases there. I enjoyed visiting the E.ON operations and maintenance facility with the hon. Member for Great Grimsby and my hon. Friend the Member for Cleethorpes when I was in the area to open the Humber Gateway wind farm last September. During that visit, I also went to see the site where Siemens is constructing its blade manufacturing facility and service centre at Green Port Hull, which will provide over 1,200 much-needed apprenticeships and skilled jobs in the local area when it opens later this year. I was particularly struck by the export capability of this new factory.

On that point about skills, and as I mentioned to the hon. Member for Cleethorpes (Martin Vickers) earlier, does the Minister agree there has never been a more opportune time to make sure the national college for wind energy is situated in the Humber estuary? Does she agree that we should all be working together to try to encourage the Government to support the local enterprise partnership in bringing the college to the Humber area?
