If my right hon. Friend would like to visit the beautiful constituency of Stafford, he will see that we are contributing greatly to house building in the UK, with a rate more than double the national average. However, developers are taking advantage of rules about councils falling very briefly below the five-year land supply to put in developments that are unwanted by local residents and environmentally unsound, particularly in the village of Penkridge. May we have a debate on the way in which developers are taking advantage of loopholes in planning legislation, and on how we should abide by the plans that have been put in place by our councils, in consultation with residents, and not see these unwanted, unplanned-for housing developments springing up simply because the developer wants to put them there?

My hon. Friend raises a very important point about housing. We too often speak simply about volume. Of course, the Government have a very clear record in that regard, with 220,000 homes built in the last year for which we have records—the highest number of each of the past 31 years, bar one. None the less, he is absolutely right that quality of development, in the right place, is absolutely key to getting our housing policy right. I would perhaps point him to an Adjournment debate to discuss this and make his points to the relevant Minister. He is no stranger to that, as I believe he has an Adjournment debate next week on the issue of precious metals.

I am pleased that the hon. Lady has raised that matter, because there are a number of companies out there who purport to do things which, apparently, are too complicated to do for nothing, and make profits as a consequence. I personally believe in general terms that that is not right, and I would be happy to facilitate a conversation perhaps between the hon. Lady and the appropriate Minister.

I very much support what my right hon. Friend the Member for Arundel and South Downs (Nick Herbert) said about the global health fund.

May we have a debate on the importance of smaller accident and emergency units up and down the country? Yet again, County Hospital, Stafford has come into the limelight. It is actually performing excellently at the moment. However, there is no way that the local health system—indeed, the regional health system—could survive without the A&E there and, indeed, the one a few miles away in Telford. May we have a debate so that we can highlight that, and ask for a different model for funding those vital smaller general hospitals up and down our country?

My hon. Friend, who is a great champion for his local hospital, raises the issue of smaller A&E units in general. We are, of course, investing the largest cash amount in the national health service in its history—some £85 billion over the next five years—and we are fully committed to the NHS. The point that he raised might make a good BackBench Business Committee debate, or perhaps even a Westminster Hall debate when it is the Department for Health’s turn to respond.

As the right hon. Gentleman will know, the Late, Missing and Incorrect initiative is there to drive up the accuracy of the real-time information as it passes between employers and HMRC. As he stresses, it is important to ensuring that universal credit is rolled out effectively. On his specific question about statistics, we believe that the level is around 5% or 6% across those three areas. We are continuously driving down those figures, particularly in response to the post-implementation review.

The European Free Trade Association, of which the UK was a founder member, would provide an excellent framework from within which to exercise a deep and special partnership with the EU. Would Her Majesty’s Government consider that as a sound way forward?

The hon. Gentleman’s colleague, the hon. and learned Member for Edinburgh South West (Joanna Cherry), asked exactly the same question, and I shall give exactly the same answer. When the Scottish Parliament and Government made that decision, they knew that structuring the police and fire services in the way that they chose would lead to the VAT outcome that they should have expected all along.
