Commons ChamberI certainly share the hon. Gentleman’s concern about Abyei. A framework agreement is in place, which states clearly that both sides must disengage, and we are urging them to do so as soon as possible. The UN-backed force of Ethiopians is in place and is deploying, but both sides—the Sudanese armed forces and the Sudan People’s Liberation Army-North—must disengage.
15. What his policy is on sanctions against Iran; and if he will make a statement.
We strongly support the use of targeted sanctions in relation to our concerns about Iran’s nuclear activity, its human rights abuses and the recently discovered international terrorist activity in the United States. The choice is clear: those who continue to follow such a course can either remain on it and face further sanctions and isolation or they can respond to the wishes of the international community and have those sanctions lifted.
I thank my hon. Friend for that answer. Will he share with the House the Government’s assessment of the military dimensions of the Iranian nuclear programme, particularly given that the Iranians continue to refuse to co-operate with the International Atomic Energy Agency?
The IAEA is, in a sense, the keeper of the conscience of the world in relation to the bargain between those with nuclear weapons and those without. It has reported recently its increasing concern, as my hon. Friend says, about the possible military dimensions of Iran’s nuclear programme, and a further report is expected in November. Concerns have increased because of the news that the centrifuges are going to be moved to Qom, underground, and there is no civilian justification for the enrichment programme that Iran is working on. All those things are rightfully our concern.

Commons ChamberThis month the Chinese Communist party celebrated its 90th anniversary, with the Chinese Premier stating that there would be no progress without stability. Does my hon. Friend agree that there can be no progress in China until there is respect for human rights and that any progress without it would be tainted? Will he also join me in calling for the immediate release of the Nobel peace laureate Liu Xiaobo?
I think that it is right that we acknowledge the extraordinary economic advances that have been made in China in recent decades, with literally hundreds of millions of people being lifted out of extreme poverty, but my view, and the view of the British Government, is that the rule of law and respect for human rights goes hand in hand with further economic progress in China. We believe that it is very much in the interests of the Chinese to embrace the agenda that my hon. Friend has so accurately described.

Commons ChamberI am pleased to raise the general issue of tourism policy and some specific examples of places to visit in my London borough of Bexley.
The UK tourism industry contributes significantly to our economy. Large and small businesses, charities and other organisations play a part in generating interest in our villages, towns and cities, from bed-and-breakfast owners and walking tour operators to historic sites, museums and galleries. They directly provide some £52 billion of our GDP and 4.4% of our jobs. Tourism is one of our fastest growing sectors. It creates jobs across our country, from city centres to the most rural communities. Regrettably, tourism in suburbs such as Bexley is under-promoted and is not as successful as it could be. I believe that more can be done in that area.
We have tremendous opportunities to promote England as a place to visit. The recent royal wedding highlighted London’s attractions, including Buckingham palace, the Houses of Parliament and Westminster abbey. Those who watched it on televisions around the world or within this country will have seen our historic streets. It was an excellent advert for London, which in my opinion is still the greatest city in the world. The London Olympics and Paralympics next year will be not just a month-long festival of sport, but an opportunity to encourage more people to visit London.
My hon. Friend is making a powerful case for tourism in our country. Does he agree that we should look at the VAT rate that is applied to accommodation? In this country, it is the same as the general rate, whereas in our competitor countries, it is far lower.
My hon. Friend makes a very good point. I am sure that the Deputy Leader of the House will note it and take it back to the Chancellor and other Treasury Ministers.
The Government’s tourism policy is an important long-term strategy that will help the tourism industry to develop further and capitalise on its strengths. I welcome the establishment of the £100 million marketing fund and its ambitious aim of attracting 4 million extra visitors to the UK over the next four years. If that can be achieved, there could be substantial economic benefits of some £2 billion, with the possibility of some 50,000 new jobs being created. That is an excellent example of how Government and the private sector can work together for the benefit of our whole country.
I was rather disappointed to learn that only one fifth of the population take breaks of four nights or more in this country. If more people could be encouraged to go on holiday in the UK, to match the number holidaying abroad, £2 billion more could be generated for the tourist industry, and some 37,000 more jobs could be created. That would be a real benefit to our economy, and I believe it would be enjoyable for all those taking part. I still think that Britain is best for tourists and for holidays.
I hope that Government policy is not just about bigger towns and cities. I should like to encourage more domestic and international visitors to come to my borough of Bexley, to enjoy our historic, cultural and entertainment facilities. For a start, there is Danson House, in my constituency, a grade I listed Georgian building that was purchased by Sir John Boyd in 1753 but not completed until 1766. The principal architect was the highly regarded Sir Robert Taylor, who was involved in the design of many significant buildings, such as the Bank of England. The site was landscaped by Nathaniel Richmond, who was once Capability Brown’s assistant.
When the house was purchased by English Heritage in 1995, it was in a dilapidated state, as it had regrettably been allowed to deteriorate. English Heritage’s investment, in partnership with the Bexley Heritage Trust, has been invaluable, and both must be commended for their work to enable the house to be opened to the public. Visiting it is a fantastic experience, and I recommend it.
I also recommend that visitors walk around the magnificent Danson park grounds. With the lake, the conversion of the stables into a pub, the investment in new play facilities and the refurbishment of the Boathouse restaurant, it has won multiple awards, and I believe it is the best park in London. In fact, it recently received the gold award for safety.
A short walk from there will take visitors to the Red House, the one-time home of the artist, textile designer and writer William Morris.
My constituency is a highly rural one in which agriculture matters a great deal. It matters for jobs on farms and in the processing and distribution sectors—and of course farmers are the stewards of our land and promote tourism too. Food matters. In terms of food security, there are pressures on our population worldwide, with 6.8 billion people today, rising to 9.2 billion in 2050. The amount of land per person that was available for cultivation in the 1950s was 0.5 hectares—it is now just half that amount, and it will be down to a third by 2050. Global warming will also make farming more problematic, as will changes in dietary habits as we get wealthier and eat more meat that requires more land to produce it. That is a huge challenge.
I wish to address one or two important points regarding the challenges that face my farming community in Central Devon. Bovine TB has led to the slaughtering of 25,000 cattle, last year alone, at a cost of £63 million—something that scars the farming families who are affected. I am afraid that the previous Government sat on their hands when the Independent Scientific Group’s report was published. We now await with great interest the Government’s announcement, which is due shortly, on whether action will be taken on the provision of badger control licences. I urge them to take positive action in that respect. Incidentally, that has the support of the British Veterinary Association and the British Cattle Veterinary Association.
Milk prices are a huge issue, particularly for dairy farmers in the south-west. As recently as this February, the National Farmers Union reported that the cost of milk production was 29.1p per litre, which is above the farm-gate price that farmers are receiving. Much has been said in this Chamber about the importance of restraining the power of the supermarkets and creating an ombudsman for that purpose. I urge the Government to make good on their commitment for a groceries code adjudicator.
On red tape, we said in the coalition agreement:
“We will reduce the regulatory burden on farmers”.
I welcome Richard Macdonald’s report and urge the Government to respond to the 200 recommendations that he made by bringing forward as many of those changes as possible, including moving towards risk-based inspection of farms to reduce their onerous nature to as limited a number of farms as possible.
My final plea is for hill farmers. Hill farm incomes in 2008-09 were just £25,700 compared with over £50,000 for other farms. Hill farming is one of the most difficult forms of farming in our country; it is very tough. These are proud, resilient, hard-working people who need our support by continuing to support the higher level stewardship arrangements and stock rearing and suckler cows on the moors. I ask the Minister to let me know what the Government’s thinking is on section 68 funding from the EU, which could be directed specifically into hill farming.
I am anxious that other Members have an opportunity to speak, so I will leave it at that.

Commons ChamberMy hon. Friend makes an important point. I am not somebody who usually harps on about high salaries for people who hold important positions of responsibility, but it is fair to acknowledge that the BBC World Service board is responsible for a significantly smaller operation with a smaller budget than the Foreign and Commonwealth Office, and yet the World Service’s board is more numerous and significantly more expensive than the board that runs the FCO. I do not want to make too much of that, but my hon. Friend makes an emblematic point that I will come to later.
I am not trying to deny that hard choices are having to be made, but there is a need to say to the World Service, as to every other part of the public sector, that it needs to look rigorously at how to make finite budgets go further and try to reduce all unnecessary costs.
Does my right hon. Friend believe that the BBC World Service is doing enough to amortise the costs of news gathering and production among other services, including within the BBC family, before looking at a reduction in language services?
One of the challenges that the World Service management faces is to draw up what I hope will be very ambitious and detailed plans to deliver a reduction in administrative and other inessential costs that match commitments of the sort that Government Departments throughout Whitehall, including the FCO, are already having to make. The BBC World Service has announced that it is committed to a significant reduction. We have not seen details of that, nor are we entitled to do so. It is an independent organisation, quite properly so, although the National Audit Office and the Public Accounts Committee are of course free to investigate further.
I hope that the World Service will choose to make those plans public and will look to take advantage of the opportunities that will arise from the new arrangements for the relationship between the World Service and the BBC as a whole to merge and share costs where possible. For example, arrangements to combine studios for the World Service and other parts of the BBC would seem to be a sensible way forward. Indeed, the BBC has indicated that it is considering that in the context of the new arrangements.

Commons ChamberThe Foreign and Commonwealth Office, in line with various other bodies, is indeed considering the implications of what all this might mean. While no one can say precisely where it will end, my hon. Friend is right to observe that the strategic interests of the United Kingdom are furthered by a Government, of whatever sort and whoever leads them, who retain the same strategic sense of the importance of stability in the middle east, the need to find a solution to the middle east peace process as quickly as possible, and the need to maintain the best possible relations with its neighbours, while also playing a part in ensuring regional security—particularly in relation to countries such as Iran.
The Minister rightly states that it is, of course, for the Egyptian people to decide their Government’s future. Nevertheless, will he inform the House what actions our Government may be able to take to minimise the possibility of an extremist Government taking over, as unfortunately happened on the Shah of Iran’s fall in 1979?
The nature of my hon. Friend’s question and the way in which he put it show that he appreciates that there is a limited amount that any external source can do to dictate to the Egyptian people what they might do with freedom of expression through the ballot box. The best thing we could do is make clear, once again, our belief that Egypt’s interests would be best served by having a moderate reformed Government who look at their place in the world and at the dangers of extremism and themselves turn away from those who would advocate that course, either in the region or in the world. We believe that Egypt should find itself with a Government with whom not only Egyptians, but others would be comfortable.

Commons ChamberAs I have said before, I stress that there is no change in policy. The Prime Minister has also reiterated what he has said before. However, that very much depends on the conditions prevailing on the ground. There are improvements in Helmand; there is no doubt about that. There are security improvements. There are places in Helmand where vastly more people are going to school, where more roads are working, and where health centres are open, which was not the case one year or two years ago. What we do in Helmand, and any withdrawal of troops from Helmand, will continue to be dependent on those improvements in conditions.
T9. My right hon. Friend the Foreign Secretary has spoken out against the dreadful plight of Sakineh Ashtiani, who was convicted in Iran of having so-called illicit relationships and now faces the prospect of death by stoning. Will he update the House on what recent steps the Government have taken to press the Iranian authorities to stay this barbaric execution?
The Government do press the Iranian authorities. Indeed, our ambassador in Tehran has recently been sharply criticised by the Iranian Government for raising human rights issues so clearly in his own comments. What is even more striking is that far beyond Government, the people of this country—the civil society of this country, and those of so many other countries around the world—are appalled that the barbaric and mediaeval punishment of stoning can still be contemplated, and are additionally sickened by the idea that a pretence can be made of releasing this lady only to make a film that is then meant to assist the Iranian state in saying what it wants to about her case. We believe that the punishment should be set aside and that Iran would do itself a great deal of good in the world if it did so, and we call upon Iran again today to do so.
