Commons Chamber2. What assessment he has made of the effectiveness of the current Crown Prosecution Service guidelines on prosecuting cases of child sexual abuse.
In October 2013, the CPS issued guidelines setting out a new approach to child sexual abuse cases. Steps to be taken include the use of specialist prosecutors, the provision of dedicated CPS units to manage such cases, and the application of a new approach to considering evidence in such cases. In 2013-14, the number of child abuse prosecutions rose by 440 to 7,998, and the conviction rate was 76.2%, which is the highest that it has ever been.
I welcome the Attorney-General’s reply. As he will know, prosecuting sexual offences is very difficult, and such prosecutions are particularly difficult for children. When the guidelines were introduced, it was feared that not all the measures involved would be properly introduced everywhere. What steps are being taken to review the process and keep track of what is happening, so that there can be a proper evaluation and good practice can be built on?

Gentleman is right to say that drugs in prison—whether adult prisons or young offender institutions—are a continuing problem, but as he and I have discussed, that problem is changing. Increasingly we see good reductions in mandatory drug testing rates for adult institutions—down from some 25% positive results to nearer 7%—but an increase in problems with drugs that are not in and of themselves illegal, but which should not be misused in prisons. For that reason we need to change the testing regime and give ourselves more tools to address the problem, which is what we seek to do.
Under the previous Government, the youth offending teams brought together professionals from different areas to help to tackle youth offending and bring down youth crime. What is the Minister doing to invest in mental health services and drug rehabilitation services in particular? Skills are important, but, if the issues that affect many of our young offenders are not addressed, they are likely to return to crime.
The hon. Lady is right that youth offending teams do valuable work. They continue to do that work, of course, supported by the Youth Justice Board. We are looking at the moment at how we can strengthen youth offending teams and have greater support from the Youth Justice Board to ensure that high standards are maintained. She is right, too, that one of the advantages of the youth offending team model is that it brings together a variety of different agencies, including those within the health sphere. She is right that mental health questions, in particular, are often relevant to addressing wider reoffending needs.

Commons ChamberI agree with the right hon. Gentleman that this is a hugely important issue. Given his knowledge of the subject, he will recognise that a consistent approach is also important. As I said a moment ago, the work should start while prisoners are in custody and continue as they go through the prison gates and out into the community, so that supervision and support for those with drug or alcohol problems can be maintained throughout the process to ensure that they do not relapse and go back to their old ways. We will certainly think about how we can engage with not just health service providers but rehabilitation providers, and do so over a longer period.
Offenders with drug addictions often lead very chaotic lives, and often relapse several times before they secure the help that will enable them to embark on the path towards a more normal lifestyle. They need a great deal of work over a long period, and they are often not directly ready even to start looking for a job. How will the Minister’s system of payment by results, and his efforts to get more offenders into work, take account of the work that will need to be done over, perhaps, a number of years?
As the hon. Lady says, this is a difficult and faltering path for many people with serious drug addiction problems. The system that we are designing, however, is based on the central tenet that people should do what works to reduce reoffending, and that those who do so will be rewarded for it. If someone has a major drug problem, it will be necessary for providers to address that in order to ensure that that person does not reoffend. I am confident that they will focus on those issues, and will do what is necessary to turn people’s lives around. If what is necessary in the case of a particular individual is getting him off drugs and keeping him off them, I am sure that that is what they will do, but we will need to bring in a number of agencies to work with them.
