I point out to the hon. Gentleman that my job is indeed to represent Parliament in Government, but it is also to represent Government in Parliament. It is in the interests of this House that we get a deal that all hon. and right hon. Members can support. Regarding the exact arrangements, there will be a business of the House motion, which the House itself will have to agree.

Whether our constituents voted to leave or to remain, they want to hear this debate, and they demand and expect decisiveness from this place. I therefore ask the Leader of the House to ensure that we are given at least five minutes each in the future debate, in view of its importance to the country’s future. Will she also confirm whether the debate and vote will be before or after the publication of the new year honours list?

The debate will come back to this House once the Prime Minister has been able to reassure hon. and right hon. Members who have concerns about the backstop arrangements. That will be as soon as possible.

In 2015, seven-year-old Rowan Fitzgerald, a constituent of mine, died in a bus crash. Last week, having pleaded guilty, Midland Red—part of Stagecoach—was sentenced and fined under the Health and Safety at Work etc. Act 1974. At the time of the accident, the driver was 77 years old and had worked an average of 72 hours in the four weeks up to and including the week of the tragedy. Currently, this is not illegal, as short-distance local bus drivers can work unlimited hours. Will the Leader of the House consider having a debate on limiting working hours for local bus drivers to ensure that a tragedy like this is never allowed to happen again?

The hon. Gentleman raises a really tragic case, and I know we were all desperately sorry to hear of it. He raises an important point about the number of hours that individuals are allowed to work, and I encourage him to raise it directly with Business, Energy and Industrial Strategy Ministers and Transport Ministers. There is always a balance to be struck between ensuring that people are fit for work and enabling them to earn a living, but he raises a very important point.

My hon. Friend raises an issue that is very important to both his constituency and mine. There are seven Members of Parliament in Northamptonshire who are concerned about cuts to services. I was not aware of the closures he mentions, but I am happy to take that up directly with Ministers on his behalf.

Three weeks today will mark the sad anniversary of the tragic attack on Westminster, which saw five people killed on Westminster Bridge and the death of PC Keith Palmer. Will the Leader of the House give the House an idea of what plans there are to mark that occasion? I would also be grateful if she could support my early-day motion 938, which calls for Carriage Gates in New Palace Yard to be renamed the Palmer Gates.

[That this House believes that the Carriage Gates should be named the Palmer Gates, to commemorate the life and professional service of PC Keith Palmer and to mark his gallantry and ultimate sacrifice in putting his life before those he courageously sought to defend; acknowledges its profound gratitude to PC Keith Palmer and to all members of the police and security services who place themselves in the defence of the public and of democracy; and calls on the House of Commons Commission to consider commemorating the naming of the gates on 22 March 2018.]

The hon. Gentleman is quite right to raise the upcoming anniversary of those awful events on 22 March. There will be commemorations in this place and House staff are looking into the detail of that at the moment. Announcements will be made as soon as possible. As for his specific point about renaming Carriage Gates, he might like to write to me or possibly to you, Mr Speaker, to look into this further.

I am beginning to realise the scale of the challenge you face in your attempts to modernise this place, Mr Speaker.

Will the Leader of the House work with the Chartered Institute of Personnel and Development, by way of example, to audit fully what procedures are in place and ensure that best practice is introduced, and to help modernise and professionalise this place?

The hon. Gentleman’s view will be shared by many across this House, in that it is difficult to pin down exactly who is responsible for what, which is why this urgent review is absolutely necessary. We are determined to come up with a coherent grievance procedure to which all Members and staff across both Houses can refer.

The hon. Gentleman raises an important point about a business in his constituency. He may well want to look into that further through an Adjournment debate. I urge him to raise the general point about regulations at Treasury questions to see what more can be done.

Given the Government’s recent and welcome conversion on the road to Manchester regarding council, social and affordable housing, may I ask for an urgent debate, ahead of the Budget, on what support the Government are providing to ensure that all local authority-owned land, such as that in the ownership of my local Warwick District Council, is used exclusively in its provision as that would be the simplest, cheapest and most significant action in its delivery?

The hon. Gentleman is absolutely right to raise the importance of ensuring that local authorities do all they can to facilitate new house building. He will be aware that the Government are looking into how we can facilitate exactly that. I encourage him to raise it with Ministers at every opportunity.

The hon. Gentleman is right to raise the very concerning issue of job losses at Vauxhall, and he has done so again today. He will be aware that the Government are doing everything possible to ensure that those who lose their job are helped into work elsewhere. I am sure he would join all Members of the House in celebrating the fact that there are over 3 million more people in work than in 2010, that there are more than 3 million apprenticeships for young people and that there are almost 1 million fewer workless households with children than in 2010. Those are all things to celebrate and, as it kicks in, automation should enable us to transform jobs into the skilled jobs of the future, which is why I am delighted that the Automated and Electric Vehicles Bill has its Second Reading next week. The Bill will create more high-technology, skilled work in this country.

When I arrived in the House a few months ago I knew that democracy was not necessarily the most efficient process, but last night I realised just how dysfunctional it is at present. It was the fourth time that the Government have been defeated on a substantive issue. We are obviously spending a significant amount of valuable time on such issues, so we should be heard. We should have received a statement from the Government last night. Will the Leader of the House ensure that the Government hear our views?

I assure the hon. Gentleman that the House’s views are being heard by the Government. As I have said throughout today’s business questions, the Department for Work and Pensions has heard not just the issues raised in yesterday’s debate on universal credit but what Members on both sides of the House have said in recent weeks. The DWP has not just heard but has taken action. The business discussed in this House is always heard by the Government, who take careful action on it. I assure him that that will continue.
