First, I congratulate my hon. Friend on his excellent first year in the House and on putting his constituency on the map—it took a Conservative Member to put it on the map. I welcome the Government’s commitments to Stoke; it is clear that we are delivering on the promises made to its voters, and we will continue to do so throughout this Parliament. My hon. Friend raises a crucial point: the 2019 manifesto is the foundation of this Government. It is a bond with our voters and it is incumbent on all Ministers to make sure that is honoured—and we are doing so. From the towns fund to the thousands of new police officers and nurses, a landmark new immigration system, safeguarding the United Kingdom’s internal market and, of course, delivering Brexit, we are keeping and will continue to keep our promises as we level up and improve the opportunities for everyone across this country.

Despite its being the largest infrastructure project in Europe, we seem to lack any debate on the HS2 programme. That is despite it costing a huge amount of public money and despite the fact that the pandemic has changed the way that people will be using rail in the future. The only debate on the matter seems to be in the other place. Earlier this week, a report from the independent National Infrastructure Commission, chaired by Lord Armitt, provided an assessment of rail needs for the midlands and the north. It emphasised greater investment in the north specifically and in regional lines. Given the rumours that the eastern leg of HS2 has been cancelled as part of the HS2 project, can we have an urgent debate about the future and viability of the project?

The HS2 Bill is in their lordships’ House, so, understandably, that is why the Lords are paying particular attention to it. The hon. Gentleman is absolutely right to ask for a debate on such an important infrastructure project. It is an enormous amount of taxpayers’ money that is being spent. I cannot promise him a debate in Government time, but I imagine that there is widespread interest across the House on this subject and I would have thought that an application to the Backbench Business Committee would be in order.

It is a pleasure to follow the hon. Member for Newcastle-under-Lyme (Aaron Bell). I send my good wishes to the Minister for the Constitution and Devolution, the hon. Member for Norwich North (Chloe Smith).

I listened with great interest and, dare I say it, increasing incredulity to the speech by the Leader of the House, particularly his comments on the appointment of the Boundary Commission, given the context of the vote that we are to have tonight on the Committee on Standards, but also events surrounding the Chair of the Intelligence and Security Committee, the appointment of the Chair of the Liaison Committee, the appointment of the chief executive of Track and Trace and the role of Kate Bingham; the list is endless. I appreciate, however, that there is a long-overdue need for us to review the boundaries. The 2011 proposals were made by a coalition Government under the leadership of David Cameron, but I never understood the desire to reduce the number of Members of Parliament from 650 to 600 while increasing the number of unelected Members in the other place to around 800 to 850—I do not quite get that, in terms of the argument around democracy.

Given the time, I want to focus on Lords amendments 7 and 8. Amendment 7 is about the deviation from quota from 5% to 7%. I would stress—as has been done widely around the House, certainly by Members on the Opposition side of the Chamber—the importance of community and identity, and relations between those communities.

Warwick and Leamington is a very good example. When the previous review was undertaken, there were moves to divide the constituency, so that Warwick would become part of a constituency with Stratford, and Leamington would become part of a constituency with Kenilworth. If you knew the geography, you would say that Warwick and Leamington were twinned; they are close relations. There is a symbiosis between those two towns that makes them mutually dependent. That desire to change the boundaries would have driven those closely linked towns apart.

The Council of Europe, through the Venice Commission, said that the standard permissible tolerance should be plus or minus 10%. I believe that is crucial in understanding the communities that we represent, because that is what it is about—the people, and how they have formed communities. The 5% rule creates too small a tolerance to take account of that. Written evidence to the Political and Constitutional Reform Committee’s inquiry noted that the 5% rule caused huge disruption. It noted that the reduction in the number of MPs from 650 to 600 was not a cause of substantial disruption, but it was mostly

“caused by the introduction of the uniform national quota and the 5% tolerance.”

In the study of the 2013 review, the Committee found that the easing of the tolerance to 7% to 9% gave the commissioners much more flexibility.

Looking at Wales, which has perhaps the most constituencies to lose, the topography and the geography are critical. They shape our communities. They shape our economies. It is impossible to understand that when you are looking, perhaps, at the levels of Somerset or at cities such as London—the way in which those community ties are formed. The right hon. Member for Basingstoke (Mrs Miller) cited Rhondda at 50,000, but we really do have to revisit how the communities, say in the valleys, are formed. They face one way. They are discrete, distinct communities. We must not mess with the arbitrary and artificial association. You only have to look at the US congressional districts to see exactly what that means.

Finally, I commend Lords amendment 8, which perhaps we might refer to as the Lord Shutt amendment, and the work that went into it. We must connect with young people. They are so disillusioned by democracy. We must use this opportunity to drive young people’s engagement with the political process, That is why that amendment is fundamentally important, and why I shall vote for it.

I will make a few final comments, because many have been made in the Chamber today. The effectiveness and legitimacy of the democratic process is contingent on the public’s confidence in the processes and the commitment of elected representatives to upholding its principles. So I agree that a boundary review must go ahead, as the current constituency boundaries are two decades old, but it is crucial that the review strengthens the functioning of democracy. Lords amendments 7 and 8 are important steps forward in defending and advancing the key principles of representation and voting rights in our democratic process.

I reiterate the important point that I and many others made on Second and Third Reading of the Bill, and here today, that the Government could still change course on amendment 7, which would widen the variance from quota from 5% to 7.5%. As a boundary geek, having worked for the Local Government Commission on ward boundaries, I have done the work of trying to make good boundaries. A strict 5% inhibits the ability of the Boundary Commission to invoke common sense when devising constituencies that protect local ties, reflect local authority boundaries and recognise natural topography, as has been said. Whether it is hills, valleys and rivers, or motorways, main roads and green space, it is really important that we take all of this into account when creating good constituencies to represent our communities.

From my work experience, I understand how the public respond to well-made and to poor boundaries, but it is not just the boundaries: as I understand it, it is also sensible and coherent constituencies that recognise local ties, as against those that look strange, that are strange and that do not reflect community ties. Giving that little extra leeway will give the Boundary Commission greater scope accurately to group community identities, connections and geographical areas. It is not just to do with the fairness of the vote. We also need to talk about the fairness of the representation when we are elected, recognising, for example, how much more difficult it is for Members in the valleys of Wales to get around their constituencies compared with those in a condensed urban constituency such as my own.

The Government have recognised the principle of flexibility in the arrangements that have been made for Isle of Wight and Ynys Môn. I hope that that could be recognised further in creating good constituencies, so we could adopt that slightly higher flexibility to avoid the ratcheting effect, as I call it—or, as it was nicely put earlier today, “the butterfly effect”—where just one constituency could have that extra tolerance. It is important to avoid a number of constituencies not accurately reflecting their constituents.

I also wish to speak in favour of Lords amendment 8. Much has been said about the fact that turnout is healthy for our democracy, which I agree with, and that the ability to vote is a right, not a privilege. Improving the completeness of electoral registers by enabling the Government to ask local authority registration officers to add 16-year-olds to the electoral register when they get their NI number, or ensuring that they are provided with information on how to apply to join the electoral register would be a significant step forward in expanding voter registration and would enable greater participation among young voters. Although the Government are not willing to do the right thing and introduce votes at 16, which I am in favour of, improving voter registration for young voters is a basic, non-controversial change, which could see a vital increase in the number of young people voting. I hasten to add that, when others tell me not to do something, I often think there must be something in it. So, young people, think about why they do not want to encourage you to be on the electoral register.

My right hon. Friend is right that this crisis has thrown up many problems that continue to develop. I reassure him that Her Majesty’s Government are at the forefront of international efforts to protect endangered animals and plants from poaching and illegal trade. In 2018, the UK convened the largest ever global illegal wildlife trade conference, at which 65 countries signed up to the London declaration, committing them to take urgent, co-ordinated action against illegal wildlife trade. I will certainly pass on his message to my right hon. Friend the Foreign Secretary.

May I ask the Leader of the House for a debate to review the progress and work of HS2 and its phased priorities? Clearly, the pandemic has led to a restructuring of the economy, a new normal, a change in working practice and so on. Also, some of the practices of HS2, such as the diversion of the A425, which was announced just a couple of days ago and which will take place in three weeks, are having a massive impact on our local economy. There are also the working practices of the National Eviction Team.

The hon. Gentleman is right to raise those issues and bring them to the attention of the House. I remind him that Transport questions will be on 22 October, which will be an opportunity to raise those issues again. There are issues relating to HS2 that are within the House’s consideration in other ways, but he would certainly be entitled to ask for an Adjournment debate or a Backbench Business debate on that matter.

It is not is easy as that because there are different problems in different countries, and therefore, simply to say when people can get home is not within the gift of the Government; different practices are being followed in different countries. However, I note that the hon. Lady has not received a reply to a particular inquiry and I will ensure that that is taken up so that a reply is brought to her in a reasonable amount of time.

I thank the Leader of the House for stressing how important it is that Members here are well informed, but to the outside world, it seems like the business of the House is business as usual. To echo the points made by my hon. Friend the Member for Eltham (Clive Efford), I suggest that we need more frequent updates or statements by the many different Departments that are being impacted on by this crisis, and not only that, but we need daily reporting from the Health Secretary to explain the number of cases, tests, and deaths and the amount of equipment that we are getting out to our much needed hospitals. Only then can we inform our constituents of how this crisis is impacting on our communities.

The House has adjusted its programme to allow Members to be updated at unusual times. Thanks to Mr Speaker’s flexibility, statements have been coming on at times when other business was taking place, and the Opposition graciously allowed their Opposition day to be interrupted yesterday at an early time for a statement to be made, so I think our procedures are being adapted. As I look around the Chamber, I notice that social distancing is being pretty well practised, with broadly the only exception being my opposite number, the right hon. Member for Walsall South (Valerie Vaz)—[Interruption.] And a couple of Government Ministers, too.

We are trying to get the balance right and understand the Government’s message. What is the Government’s message? It is that social distancing is advised for all of us and strongly advised for those over 70 or with certain serious medical conditions, but the Government have not said that businesses should not carry on, and our business carries on in this Chamber. That is in line with Government advice—there is no contradiction between social distancing and continuing with business, as the other half of the hon. Gentleman’s question points towards.

Right hon. and hon. Members want to hold the Government to account, and that means we need to be here to do that, but there again, a balance needs to be struck. My right hon. Friend the Health Secretary has come to update the House often, but he also has considerable ministerial responsibilities—particularly heavy ones at the moment—and I think the House ought to be reasonable in what it asks of him. If he were to be here every day for two or three hours, that would be two or three hours when he was not able to attend to his ministerial business. Getting that balance right is important. In terms of my role, I recognise that I must look at it from both directions—from the point of view not only of the House, with the House being informed so that it can hold to account, but of what it is reasonable to ask of Ministers.

That was a manifesto commitment, and therefore the British people have voted for it. It is a national health service, not an international health service. It is quite right that people coming to this country should pay if they are going to use the national health service—that is only reasonable.

At last week’s business questions, I asked for a debate in Government time on electric vehicle and hydrogen infrastructure. If the Leader of the House had been in Transport questions earlier, he would have heard many questions put by Members, including the hon. Member for Wellingborough (Mr Bone), about the confusion in the sector. Will he grant time for such an important debate on the industrial strategy needed for the provision of these new technologies?

Could I ask for a debate in Government time on the infrastructure required to manage the transition to electric vehicle adoption in the UK? The Leader of the House will be well aware that transport is the largest contributor to CO2 emissions in the country. We have had debates on HS2, but I would argue that EV infrastructure is more important than HS2. Can we have a debate on it?

That is probably more of a Backbench Business debate, but I can give the hon. Gentleman some comfort, in that there will be Transport questions on Thursday next week, when I am sure he will want to raise this important point.

Obviously, mis-selling scandals are extremely serious. I suggest that in the first instance the hon. Lady should raise the matter at the next BEIS questions session to get an answer out of Ministers, or should table a series of written questions. That is a more suitable way of dealing with it than a debate at this stage.

When my hon. Friend the Member for Garston and Halewood (Maria Eagle) rightly raised the issue of job losses in Halewood, the Leader of the House suggested that a Westminster Hall debate might be a good thing. Two years ago I held such a debate, raising the issue of those fears and threats. May I suggest that we should have a debate in the Chamber, recognising the threats posed by future trade deals and the comments made by the Chancellor at the weekend and again yesterday?

I refer the hon. Gentleman to what I said earlier. This is a really important issue, and one that is part of an international change in economics and demand. The Backbench Business Committee is given time in the Chamber, and I think that if the hon. Gentleman feels that a debate in the Chamber would be more suitable, that is a route worth considering.

I am very grateful to the hon. Lady for her question, and also for her courage in supporting the Second Reading of the withdrawal agreement Bill. The problem is that the Government’s programme in relation to Brexit was stuck. We had a near theological discussion last week about where the Bill was, and matters concerning purgatory, limbo and the variations according to that and how this could be done. [Interruption.] The hon. Member for Rhondda (Chris Bryant) is wagging his finger at me in a schoolmasterly fashion. No doubt if he seeks to catch your eye, Mr Speaker, he will be successful. We had that discussion, and we came to the conclusion that the Bill was not likely to proceed in this House.

Bear in mind that this is not just about what has gone on in the two weeks since the Queen’s Speech; this has to be taken in the context of a House that has consistently said what it is opposed to and has never been willing to say what it is going to accept. As soon as it said it would accept something, it voted down the means of getting it through. This continues the succession of governmental defeats and inability to proceed with their programme. Under those circumstances, it must be right to go back to the voters so that they can select a new Parliament.

The Leader of the House will correct me if I am wrong—it was before my time—but the Fixed-term Parliaments Act 2011 was introduced to bring stability at a time of crisis. Surely, at a time of real crisis in our country, we should be using our time to explore the options—to take back control, as we were promised. We, as representatives of the public, should be there to scrutinise. What we are asking for across the House—whether it is the right hon. Member for Ashford (Damian Green), the right hon. Member for Aylesbury (Sir David Lidington), the hon. Member for Cheltenham (Alex Chalk) or others—is more time. Will the Leader of the House grant us more time?

I am sure that hon. Members right across the House want to see electoral registration boosted and improved. That is precisely what the Cabinet Office is seeking to do, while at the same time minimising any prospect of electoral fraud. We have Cabinet Office questions on Wednesday 24 April—the first Wednesday back—and I would encourage the hon. Gentleman to raise that question then.

A few weeks ago, I asked the Leader of the House for a debate on climate change. Young people and many of us in this place want to see more energy and urgency in addressing the issue. Tomorrow will see yet another climate change strike, including, I believe, at schools in Warwick and Leamington. Given that we now know what a black hole looks like at the heart of Government, will the Leader of the House take the opportunity to fill the power vacuum and grant us a full debate?

As I said to the hon. Gentleman on the previous occasion, I will try to find Government time. We had a debate in February, which unfortunately many hon. Members were unable to attend because they had other commitments. The subject is important; it is one of the single most important issues that face our world today. The Government’s work towards tackling global climate change has been second to none. We have reduced emissions faster than any other G7 nation. We have generated record levels of solar and wind energy. The latest figures show that we have reduced greenhouse gas by 25% since 2010, and Carbon Brief analysis shows that UK CO2 emissions have fallen for six years in a row, which is the longest decline on record. So there is a lot more to be done, but the Government are taking action.

I am sympathetic to the hon. Lady’s desire to see more investment in the north. She will be aware that the Government are investing significant sums in new rail infrastructure and in improving the experience of all train users.

With regard to Crossrail, work is now being done to deliver a revised schedule for the project, and the Department for Transport is working closely with the Infrastructure and Projects Authority and the National Audit Office to ensure that lessons are learned for the delivery of major projects. Once built, the new Crossrail line will provide a boost to the UK economy of up to £42 billion and enable 200 million journeys across London and the south-east. I absolutely understand that the hon. Lady wants to see more investment in the north, and that is also happening—it is not either/or but both.

In the past fortnight, households up and down the country have received their council tax bills. Members will be well aware that people have seen significant increases of almost twice the rate of inflation and twice the rate of pay increases. In my constituency, there has been a 5% council tax increase and a 12% increase in the police levy, and residents are concerned that they are getting less for paying more. Against that backdrop, my local authority wishes to build a new council office. May we have a debate on the terrific One Public Estate programme, which was introduced in 2013, so that we can examine where we are with those sorts of programmes?

The hon. Gentleman raises the issue of council tax rises; he will be aware that council taxes have fallen since 2010 in real terms, under the Conservative and coalition Governments. It has been important to hold down those increases. At the same time, I am sure he will want to celebrate that this week there is more than £1.3 billion extra available for local councils, more than £1 billion extra for schools and of course, really importantly, a rise in the national living wage, which has given a full-time worker a £2,750 annual pay rise since its introduction. There is also another rise in the personal tax-free allowance, leaving a basic-rate taxpayer more than £1,200 a year better off than in 2010. I totally sympathise with the hon. Gentleman’s point about council taxes rising, but on the other side of the economy, the Government are taking steps to ensure that there are better services, that people get to keep more of their hard-earned income and that people in our economy are better off through job increases, wage increases and increases in their personal tax-free allowance.
