The scientists, like me, want a Brexit that is based on a good deal for the UK, and that is what we are seeking to deliver. In any case, we have put more money into the science budget than ever before, so no matter what the outcome of the negotiations, there will be more support for science in Britain.

One of the innovative technologies is the new production and distribution system for flu jabs for the over-65s. Is the Secretary of State aware that this technology is breaking down? In my constituency and elsewhere, there are doctors and pharmacists who simply cannot get hold of stocks, which leads to potential pressures in hospitals. Will the Secretary of State investigate and take action if necessary?

Having a flu jab is incredibly important, and I hope that Members on both sides of the House have taken the opportunity to do so, including the right hon. Gentleman, with whom I enjoyed working for many years. We have a phased roll-out of the flu jab, making sure that we get the best flu jab most appropriately to the people who need it most, and of course we keep that under review.

The report does go into detail on the different level of media dominance of different parties and sets that out clearly, but obviously I will take forward the views of the CMA’s final report when it is published. My hon. Friend—like the former Secretary of State, my right hon. Friend the Member for Maldon (Mr Whittingdale)—has the opportunity to let the CMA know his views in writing in the next three weeks.

As the CMA acknowledges the importance of Sky News to media plurality, as well as the risks and threat of a forced closure, might the Secretary of State conceivably have a role in facilitating white-knight investors?

The most important thing that we in the Government can do is to execute on the law as it stands. The law has clear constraints and must be operated properly, above board, with integrity, in the quasi-judicial capacity that it sets out.

2. What steps he is taking to promote apprenticeships; and if he will make a statement.

The Government have prioritised apprenticeships. As a consequence, final figures show that in the full 2010-11 academic year there were 457,200 apprenticeship starts, an increase of 63.5% over the previous year. Over the past two years, the number of apprenticeships for 16 to 18-year-olds has increased by a third and that for 19 to 24- year-olds has increased by two thirds.

May I commend the Secretary of State most warmly for what he and his Department have done on apprenticeships? In particular, may I shower praise on the absent Minister for Further Education, Skills and Lifelong Learning, who has driven this programme forward? The number of apprenticeships in my constituency has increased by almost two thirds in the past year, so will the Secretary of State ensure that some of the pre-work training—for instance, at the British Racing School, where I joined an apprenticeship scheme on the gallops—can continue under the new scheme being set up?

I am happy to be showered with praise by the hon. Gentleman, and I entirely share his appreciation of the work done by the absent skills Minister. Indeed, there has been praise from a more independent source than either of us: I believe that the Chairman of the Public Accounts Committee has, rather unusually, acknowledged the considerable contribution we make through our apprenticeship programme. I am not aware of the anomaly that the hon. Member for West Suffolk (Matthew Hancock) points out, but it is an important one and I promise to investigate it.

A stimulus to demand is coming from two sources. One is rapidly growing export markets in emerging markets, where our export growth is very substantial. Manufacturers, including small and medium-sized enterprises, are taking a substantial part of that. In addition our monetary policy, which is supported by the Bank of England, with low short and long interest rates, quantitative easing and credit easing, is supporting demand.

In his efforts to support manufacturing, will the Secretary of State agree that high executive pay that rewards not success but failure can inhibit growth, and that dealing with it is an important part of supporting manufacturing, financial services and other parts of the economy?

My hon. Friend is absolutely right, and the point is very well made. There is now a remarkable consensus. We have had evidence to the inquiry that I initiated into executive pay from, among others, the CBI, showing a high level of social responsibility and an acknowledgment that much executive pay has been disproportionate and unrelated to performance in the past. We intend to reform that.
