We look as much as we can at taking the impacts into account. For instance, the mental health of people under lockdown is of course more challenged than in normal circumstances. We balance that against the impact of covid both directly and in filling up the hospitals on the healthcare that we all get for all the other conditions that exist. It is a difficult balance to strike. On the particular impact on mental health, which my hon. Friend raised, the Royal College of Psychiatrists has done very interesting work to understand the nuanced balance between the impact of covid on people’s mental health and the impact of lockdown. Both are significant and I commend its work to him.

It is devastating that after all its efforts, the north-east will be in tier 3. Across the whole country, obesity remains a serious factor in covid-19. Yesterday, the all-party group on obesity launched its report to build on the Government’s obesity strategy. Will the Minister meet officers of the group to discuss the report’s recommendations and work with us to ensure a focus on the prevention and treatment of obesity in the fight against covid-19?

Yes. the hon. Member and I share an enthusiasm for this agenda with the Prime Minister, who is a personal convert to the need to tackle obesity. In fact, this crisis shows how important it is, because people who are obese are more likely to have a more serious impact from covid, if they catch it.

Those guidelines are not a matter for the Home Secretary; they are guidelines in the health space, although the association that writes them does not report directly to me but is independent. Those guidelines do not prevent a physician who is on the specialist register of the General Medical Council from prescribing. If anybody has been told that they do, they do not; it is up to the individual professional judgment of a specialist clinician on the register to prescribe or not.

Lara Smith, my constituent, is really upset about what happened to Teagan and her family at the weekend. Lara travels to Holland every three months to get a schedule 2 drug, Bedrocan, for her seriously debilitating illness. It could be imported but, if it was, unfortunately, she would have to bear the licence fee. Will the Minister say whether anything can be done for her?

Yes. My heart goes out to the hon. Lady’s constituent and her family. One of the purposes of the evidence gathering that we are doing, and of the calls of the national institute for trials, is to provide the evidence on which the NHS could routinely provide those medicines. At the moment, we have the ability for specialists to prescribe in the interim, but I want to get the evidence base in place for the longer term.

As the right hon. Gentleman knows, I supported and indeed participated in the decision to ensure that access was made legal in the autumn, and I am working right now on trying to make sure that some of the challenges in the system are unblocked. Ultimately, these things have to be clinician led, but my sympathy is with those who are campaigning, whom I have met, because I know of the anguish that this problem is causing.

T4. Maersk Oil will shortly begin the process of awarding major construction contracts for the exploitation of the Culzean field in the UK sector of the central North sea. Maersk will receive significant tax incentives from the UK Treasury, but what help and support is being given to UK fabricators to ensure that they can reasonably benefit from the development?

Having a joined-up strategy so that when there is further development in the UK continental shelf we ensure that the whole supply chain is in a position to benefit is an important part of our long-term economic plan—it was great to hear the Secretary of State talk about our long-term economic plan. It is undoubtedly important that, as has happened over many decades, the whole supply chain in the UK benefits from development and exploitation of our indigenous reserves.

We are in the middle of a big culture change, with more and more employers—

Absolutely—strengthening the role of employers in governance and on careers advice, and inspiring pupils are vital, and a whole programme of work is under way to encourage more employers. One thing we can do is make it easier and bring about a brokerage so that employers who want to get involved can do so without too much bureaucracy and with the support of their local schools.

Churchill community college has been judged outstanding by Ofsted, and the inspector said that the school prepares young people well for their future. Will the Minister say how his Department will get employers directly involved in curriculum support so that young people at Churchill—and elsewhere—can capitalise on their excellent education and be successful in the world of work?

Yes, absolutely. One example is the introduction of tech levels for those between 16 and 19 who want to go into vocational education, which will get them into a job. These qualifications have to be signed off as valuable by an employer before we will accept them as tech levels, thus demonstrating the line of sight from work that exists in all educational vocational education.

I am delighted that the hon. Lady is supporting the cross-party small business Saturday—an idea that we got from the real Barack Obama—and I hear her intervention on business rates. I recall, however, that the Labour Government legislated to double them for the smallest businesses. Of course we listen to small businesses about the business rates, but not to those who wanted to put up taxes for them.
