Only a handful of MPs have had the chance to scrutinise the Foreign Secretary since his appointment last year. In fact, news presenters have had more opportunities to scrutinise him than we have. Parliament is supposed to be sovereign, and we must be able to scrutinise major decisions, such as last week’s air strikes. What steps is the Prime Minister taking to ensure that we in this House can scrutinise the Foreign Secretary, and debate and vote on military action?

My right hon. Friend the Member for Sutton Coldfield (Mr Mitchell) has made regular statements over the past couple of months on foreign affairs. I am here answering questions about last week’s actions, and the Procedure Committee is actively looking at how we ensure proper accountability and scrutiny— I gave evidence on that particular topic to the Liaison Committee in December.

My hon. Friend raises an important point. It is always the same with Liberal Democrats, saying one thing and doing the other—we have all seen it. It is the Conservatives that are the party of local decisions taken by local people, and it is only the Conservatives that will protect the green belt.

Q6. Unable to secure an NHS dental appointment, my constituent Ray was forced to go private. It was then discovered that he had a large, aggressive tumour in his face and jaw, and 16 hours of gruelling surgery was required to remove it. If he had not been able to afford it, Ray might not be with us now. This is yet another chapter in the horror story that is the decay of dentistry on this Government’s watch, so does the Prime Minister accept that NHS dentistry is in crisis, and will he meet me and the British Dental Association to ensure that no one loses their life because they could not get a dental appointment—yes or no?

I am sorry to hear what happened to the hon. Lady’s constituent. That is why the NHS has recently reformed dental contracts to improve access. We now invest more than £3 billion a year, and there are more than 500 more dentists working in the NHS this year than last year. Discussions are ongoing between the Department of Health and Social Care and the NHS around dentistry, and DHSC is planning to outline further reform measures in the near future.

I thank my hon. Friend for his warm words of support and assure him that the Foreign Secretary, in particular, is intensely engaged with his counterparts in Spain to try to find a resolution on the issues that are outstanding. I also join my hon. Friend in paying tribute to the Attorney General for the support and advice that she has provided to us throughout this process. It has been invaluable. She and the previous Attorney General have done exceptional work on this tricky issue, and I am glad that my hon. Friend is pleased with today’s outcome.

Although I welcome the progress that has been made today, the years wasted by recent Governments in arguing with the Unionist parties instead of negotiating with them to bring about a deal mean that many communities in Northern Ireland have been ravaged by poverty, debt and the rise of paramilitary gangs preying on ordinary people who just want to live their lives. Will the Prime Minister commit to ensuring that the new protocol will begin to repair the damage that has been done and restore peace and prosperity for all communities in Northern Ireland?

I do believe that the new arrangement we have made—the Windsor framework—provides the basis for peace, prosperity and stability in Northern Ireland. That is why I have brought it forward and why we have worked so hard on it. As we have done so, we have strived very hard to respect the identity and aspirations of all communities in Northern Ireland. Balance is at the heart of the Belfast/Good Friday agreement. The Windsor framework restores that balance and ensures that we can move forward positively together.

My hon. Friend will know that there are around 400 dentists with NHS activity in Norfolk and Waveney, but he is right that centres of dental development build on existing local infrastructure to help to retain and recruit dentists, and I advise him to encourage his local integrated care board to look at proposals for one of those centres in his area.

Q11. The Prime Minister once said that he did not have any working-class friends, so he may not be aware that today half a million hard-working people are on strike, including in his constituency. Tory Britain is not working. Will the Prime Minister get a grip and negotiate with working people, or does he intend to be remembered as the Prime Minister who silenced and sacked hard-working nurses, paramedics, teachers, rail workers and firefighters in a cost of living crisis?

When it comes to teachers, we have actually given them the highest pay rise in 30 years. That includes a 9% pay rise for newly qualified teachers and record investment in their training and development. I am clear that our children’s education is precious, and they deserve to be in school today being taught. The Labour party would do well to say that the strikes are wrong and that we should be backing our schoolchildren.

My hon. Friend is a fantastic champion for his local area, but especially for his local hospital. He will know that I cannot comment on any specific scheme, but I can tell him that submissions to be one of the new hospitals are being reviewed in the Department and an announcement will be made shortly.

Q6. On Small Business Saturday, I was delighted to name Daisy Rose Coffee House as the City of Durham’s small business of the year 2022 after a public vote in my inaugural award. Like so many small businesses, Daisy Rose Coffee House is the beating heart of the local community and the cornerstone of the high street. So many business owners I meet feel utterly ignored by the Government as they are clobbered by outdated business rates year after year. The Government must pick a side: are they going to continue to back the online giants, or will they join the Labour party in backing small business and scrap and replace the outdated business rates?

I congratulate Daisy Rose on winning its award and being the beating heart of its high street. I very much hope that it will benefit—I am almost certain that it will—from our discounts on business rates. Our retail, hospitality and leisure relief gives a 75% discount on business rates in the next financial year, and that comes on top of the support that we will be providing Daisy Rose and others with their energy bills, with bills being about half of what they would have otherwise been without our support.

I can give my hon. Friend that assurance. Hospitality is such an important sector for our local communities and indeed our national economy. I cannot comment on future Budgets, but I will bear what she says in mind. She can rest assured that I will do what I can to support the hospitality industry and ensure that it can drive our recovery.

Last week, the Chancellor graced Members of this House with a 90-second video on Twitter announcing support for the retail, hospitality and leisure sectors. While I look forward to him delivering the Budget on TikTok, those gimmicks leave businesses in the dark through a lack of scrutiny. Now that he has been freed from Twitter’s time limits, will he tell struggling businesses in my constituency just how long they need to make those grants last?

The grants we have put in place are one-off but can help businesses through to the spring. Additionally, they will, of course, continue to receive the monthly grants of up to £3,000, which will be paid throughout. That means that, for example, over the next three months, a business could receive up to £18,000 in cash support. We will, as the hon. Lady said, have a Budget on 3 March, before that time elapses, at which point we will set out the next stage in our economic response to coronavirus.
