We know the Prime Minister thinks that preparation is just for girly swots, but at least the last Prime Minister gave us a 90-page White Paper on her proposals and we got to see them at the same time as the European partners. Here we are, 11 days before the summit, and we have this pathetic rag—four pages—and an explanatory note. It would be comical if the Good Friday agreement and the promises contained therein did not rest on this. Can the Minister explain the magic thinking by which we have a border down the Irish sea and a border on the island of Ireland without border posts?

I acknowledge, as I think the whole House would, that we are working to a compressed timescale compared with the previous negotiations, but those negotiations were not successful. Following the same tack in our negotiating strategy and expecting a different result would be foolish. It is time for a change of tack in the negotiations, which I welcome.

I am sure the whole House will join my condemnation of the human rights abuses, documented by the United Nations and Amnesty International, that have been committed by the South Sudanese Government forces, which included deliberately suffocating men and boys in a container and allowing government soldiers to rape women in lieu of wages. Following his recent visit to South Sudan, can the Minister tell the House what representations he has made to the Government of South Sudan and what process is in place for peace?

I made a number of representations to President Salva Kiir and to Riek Machar during the African Union meeting. The UK Government secured agreement at the UN for a new commission on human rights, and the Government of South Sudan must now fulfil its commitment to co-operate with the commission, which is charged with investigating gang rapes, the destruction of villages and attacks on civilians that may even constitute war crimes.

I am grateful to the hon. Gentleman for raising the situation in Burundi. It is important that there is a regional solution, and I have had discussions with the Rwandan Foreign Minister and the new Tanzanian Government, which have engaged the African Union and the EU. We got over a difficult moment a few weeks ago, but this is still a matter of grave concern, and I have had a number of frank and open conversations with the Burundian Foreign Minister. Indeed, I sent him an open letter, as did several members of the international community.

The Syrian Observatory for Human Rights estimates that Russian air strikes have killed 400 civilians, 97 of whom were children. When the Foreign Secretary meets Foreign Minister Lavrov in a couple of weeks will he urge him to refocus those air strikes away from the opposition armies that are fighting Assad’s reign of terror towards the terrorists who brought down that Russian airliner?
