The hon. Lady has had months and months to work out that splendid rhetorical blast—I get on with the day job. I was at the cereals show yesterday talking to real farmers who are producing food, and welcoming the first investment in this country by Bayer—following our agri-tech policy—bringing in wheat testing and leading on to the breeding of wheat. That is what an active Department does. [Laughter.]

Have Ministers been able to complete an assessment of the Environment Agency’s proposals to strengthen flood defences to protect the port of Immingham and the villages of New Holland and Barrow Haven, on the south bank of the Humber, following the December tidal surge? When will they be able to make an announcement?

I visited my hon. Friend’s constituency on 7 December and saw some of the damage caused. The flooding caused an estimated £40 million-worth of damages to Immingham docks. The Environment Agency is currently updating its Humber flood risk management strategy, which looks at long-term justification, funding and solutions for the management of flood-risk communities along the Humber. Data and learning from recent flooding will also be used in the development of the strategy.

I thank my right hon. Friend for his reply. I draw his particular attention to the village of Barrow Haven, between Barton and Immingham, which has twice suffered floods in the past six years. It is unacceptable that the local community should have to live in constant fear of a repeat. I urge my right hon. Friend, as part of his review to look at involving more local people in the task of how best to alleviate floods. People who serve on drainage boards and the like want to be able to input their local knowledge.

IDBs certainly have a great role to play, and I am a strong supporter of them. It is all part of our long-term proposal to push responsibility for low-risk waterways down to as local a level as possible. That is how we can help to free up a lot of those waterways, which have been blocked because work on them was stopped under the previous Government. I am happy to discuss my hon. Friend’s other question with her directly.

May I refer my right hon. Friend back to the floods of 5 and 6 December, and thank him for his visit to my constituency in the immediate aftermath? Subsequent meetings with the Environment Agency have suggested that it will prepare both a short and long-term strategy, and my residents—particularly in Barrow Haven, which has been flooded twice in the past six years—are anxious for those plans to be implemented speedily. Can my right hon. Friend give a categorical assurance that he will do all he can to ensure that the Environment Agency carries out that work?

I think I have made clear twice that from now on all horse carcases will be tested, and that none will be released until they are proved to be clear.

My constituents were horrified to hear of the circuitous route taken by some of the contents of everyday products before they arrive on the shop shelves. The Secretary of State rightly drew attention to the high quality of British beef and other products. Is he able to restrict the import of foreign products, or is he himself restricted by European legislation?

I am happy to make clear that the only grounds on which we could talk to the Commission about a ban on the import of any product would relate to food safety, and to content that might be injurious to human health. Commissioner Borg has made clear that if we did come across a product that could present a risk to food safety, he would react very rapidly.

That is a slightly dotty question. Some flood schemes take several years to plan and this really is not a party political issue; schemes were built by the previous Labour Government from which we are benefiting now and we are building schemes now that will last for a generation. There are substantial schemes in play. The circumstances have been incredibly difficult because of the awful mess we inherited—we still have the worst deficit in western Europe—but despite that we plan to spend £2.1 billion to protect 145,000 properties. In the spending round in November we got an extra £120 million that will over time protect a further 60,000 properties. These are good schemes and the hon. Gentleman should support them.

5. What progress his Department is making on negotiations with the Association of British Insurers to ensure that affordable home insurance against flooding is available to householders in Cleethorpes constituency and elsewhere.
