Commons ChamberI am obviously going to have to repeat myself several times. I have set out clearly what is new today: the psychological support and the appointment of the necessary expert, in a matter of days, to take forward the work needed to get to the point where a comprehensive response can happen. We have committed to when the timetable will happen with respect to the final inquiry, and we are doing everything we can to reach that. While I recognise that that is a matter of three or four months further down the road, I am trying to make sure that, when the response comes, it is as comprehensive as it possibly can be, addressing all the dimensions of the misery that the hon. Lady movingly spoke about.
When the House debated the amendment by the right hon. Member for Kingston upon Hull North (Dame Diana Johnson) a couple of weeks ago, I gave the Government the benefit of the doubt and abstained. If I could turn the clock back, based on what I have heard today I would now want to vote for that amendment. In a couple of weeks I have a constituent coming to see me who is a family member of one of the victims. I am afraid that if I showed her this statement, she would immediately point out things such as “summer 2024” and say, “That is just too long.” Can the Minister give me some assurance that, by the time I see that lady, there will be a little bit more certainty?
I am grateful to my hon. Friend for his question and I will happily talk to him privately. I am sorry that he draws that conclusion from what I have said today. In the past 35 days I have done everything I can to move the scheme forward, and I wanted to make an oral statement before the House rose for the recess. I recognise that there is a lot more that could be said, but a lot more needs to be done before we get to that point. The reference to June is to do with the psychological support. The comprehensive response that the Government have committed to will come at a defined moment after the publication of the final report, the date of which we will clarify on 17 January—it will be some time after the report’s publication in March.

Commons ChamberWhat I can say to the hon. Lady is that I am familiar with the range of activities that need to take place. I am getting into the detail of every single one of them, but I have to gain collective agreement before I can announce anything to this House. This House will be the first place I make any announcements, when I have secured that. I acknowledge her frustrations, and I am doing everything I can. I will update the House as quickly as I can.
I understand that and, through the hon. Gentleman, I say to Mr Bates that I am doing everything I can to update the House as quickly as possible. There are a range of activities that I am familiar with from the small ministerial group of which I was previously a part. There is a lot of complexity in securing the envelope of money and then working out how to allocate it, but I am doing everything I can to bring that forward as quickly as possible.
The lives of all our constituents are greatly affected by public bodies that make decisions across a whole range of issues. Would it be better for many of those public bodies to delegate their powers to Ministers, so that Members of this House can question and scrutinise those decisions?
I will conclude my initial meetings this afternoon with a briefing on arm’s length bodies and the range of different entities that exist beyond Whitehall. I will think very carefully about what my hon. Friend has said and look at what more we can do to ensure that there is real accountability, maximum productivity and efficiency, drawing on my experience up the road at the Treasury.

Commons ChamberThe Government are committed to creating an environment in which economic growth benefits all. The latest data indicates that productivity in Greater Lincolnshire grew by 8.4% from 2010 to 2020, compared with UK productivity growth of 7.9% over the same period. Coastal communities such as Cleethorpes play a vital role in the economy. I am pleased that, following the announcements on the second levelling-up fund, more than £18 million has been granted for the Cleethorpes masterplan.
The county of Lincolnshire has great opportunities for economic development in both rural and urban areas. In particular, the Cleethorpes constituency is a major centre for the renewable energy sector and contains a major port at Immingham. Freeport status has been granted for the Humber freeport, but I understand that we are awaiting final Treasury sign-off. Can the Minister give us an indication of when that will happen?
I am pleased to confirm that the full business case for the Humber freeport has now been conditionally approved by the Treasury, with full approval subject to the customs site being designated and the freeport signing a memorandum of understanding with the Department for Levelling Up, Housing and Communities. The Humber freeport is already open for business, supporting the regeneration of the region by creating jobs and attracting new business investment. I am sorry that Treasury processes can sometimes appear tortuous.

Like my hon. Friend the Member for Buckingham (Greg Smith), I have had a coach operator on to me this morning, so may I urge the Government to look at the wider impact of what is happening? It is welcome that the Chancellor and his team are meeting the hospitality sector, but the closure or limited closure of that sector has a massive knock-on effect, for example, on coach operators and taxi drivers. Sadly, this is going to mean more online sales and another hit to the high street, so may I urge the Minister to ensure that the wider aspects of what is taking place are considered in the meeting later?
I thank my hon. Friend for his question. He is absolutely right to draw the House’s attention to the wider impact across related businesses, which is why Ministers will this afternoon meet a range of representatives, to ensure that the full understanding of the Government is grasped.

Commons ChamberAs the hon. Gentleman knows, we have had considerable engagement on this subject. This is a matter for the Financial Conduct Authority, and we have discussed it. Obviously, members will now vote on the proposal. On the broader issue of how this sector is treated, I remain willing to engage with him on further changes and reforms that may help it in future.
Ministers will know of the importance of the Humber ports to the regional and national economy. Access to Immingham and Grimsby ports is in part via the A180, which has an old concrete surface that is crumbling and in need of urgent repair. This afternoon I will meet Highways England to discuss that. May I tell it that the Chancellor will fund those improvements?

I have been deeply impressed by the passion that staff and visitors have for their museums and how seriously museums take their duty to preserve and care for their collections, which in many cases, including the national collection, are specifically held in trust for the public now and for the future.
The hon. Member for Darlington (Jenny Chapman) gave a passionate defence of and was an advocate for her museum. I point out to her that Arts Council England is investing £118 million in museums in the current period, up to next year, and from 2018 many more museums will be part of the national portfolio. Museums will be able to apply for grants from the Arts Council, so there are more opportunities. I recognise the funding constraints and urge her to liaise with her local museum on how that could happen.
The National Railway Museum sites at York and Shildon are among the most popular museums in the UK. Visitor numbers are around 750,000 a year and were boosted in 2015-16 by the exciting arrival of the Flying Scotsman. The collection there includes more than 250 locomotives and rolling stock, 628 coins and medals, and nearly 5,000 pieces of railway uniform, equipment, documents, records, artwork and photographs. Such a fantastic and popular array of objects—especially including large locomotives—naturally requires a lot of management. The curators and museum in York need to be given full credit for the role they have played, not only within their own precincts but in the regeneration of York. They must decide what to display to the public, and how best to construct an interesting and informative narrative around the collection, and take into account the historical and physical quality of the objects. With locomotives, a large amount of storage space is also required.
It is clear from what we have heard that the hon. Member for Luton North holds the National Railway Museum collections in great esteem, as we all do, and naturally is concerned to ensure that they are being well managed. That is of great importance to me too, particularly as the assets of our national museums are, in essence, owned by the public and their upkeep and display contributed to by taxpayers. It is only right and proper that national museums are run at arm’s length from Government. We expect, however, that collections are reviewed regularly to ensure that they remain relevant, appropriate and accessible to the widest possible audiences. The collections management policy of the Science Museum Group, including its disposal guidelines, is publicly available. For clarity, I will set out how such decisions are made.
Recommendations for disposal must be approved by a board of survey—as the hon. Member for York Central (Rachael Maskell) mentioned—held at the individual museum site, where they are peer-reviewed by colleagues. Recommendations then go to the collections and research trustee sub-committee, followed by the Science Museum board of trustees. It is in the nature of the heritage transport sector that some charitable institutions with heritage rail collections do not necessarily operate as accredited museums. As such, when disposal to a national or accredited museum is not possible, the aim is to keep objects in the public domain. The Science Museum Group also gives priority to transferring items to museums or heritage organisations with a local or regional connection. That decision-making process is not random, but clear and well considered, with a number of checks.
The National Railway Museum’s decision to deaccession this particular locomotive was based on three factors: first, duplication of this type of locomotive within its collection; secondly, the vehicle being in particularly poor condition; and finally, the vehicle being more suited to a museum telling local and regional stories. I am confident that due processes were followed and that the museum made the right decision for the object.
Swanage Railway Trust is a well respected heritage railway organisation, which has the knowledge, skills and storage facilities to care for the engine in a way that will let future generations enjoy it. Indeed, only yesterday we found out that it had received a generous private donation that will allow it to strip down and examine the T3 to establish whether it can be restored to full working order. Swanage Railway believes that the engine can tell its story most effectively by hauling trains on a branch line railway that it was built to run on more than 120 years ago, and I am inclined to agree.
I speak both as a railway enthusiast and an officer of the all-party group on heritage rail, which is particularly interested in ensuring that locomotives are in steam and that people see them running. I have visited York on many occasions and the days on which the locomotives are in steam draw the real crowds. Will the Minister assure us that if locomotives are transferred, whether to Swanage or wherever, they can be seen operating on the many preserved lines we have up and down the country?
The principle behind decisions on disposal and dispersal of assets are designed to maximise public exposure to fully functioning assets, so that as many interested people as possible are brought into the country’s museums. I cannot give categorical assurances on exactly how the assets will be displayed and used, but I imagine that is the aspiration in every case.
That recent development in Swanage demonstrates that the move there was in the best interests of the engine and the public who want to see it. Swanage Railway has a long historical association with the T3 and receives more than 200,000 visitors a year. In the long term, it hopes to fully restore the engine to steam and increase its accessibility to the public. Those goals may not have been possible for the National Railway Museum, given the range of issues that it has to deal with. For those reasons, the National Railway Museum and trustees of the Science Museum felt that Swanage Railway would be extremely well placed to look after the engine and display it to a wider audience.
The news of the transfer was generally well received, both locally and with the descendants of the locomotive’s designer, William Adams. Indeed, only Steam Railway magazine, to which the hon. Member for Luton North contributed, raised any concerns. No other organisations have come forward to say that they wanted to acquire the T3. The museum abides by the Museums Association’s code of ethics on disposals and best practice. That includes advertising objects for disposal in some circumstances. The museum has committed to going above and beyond that and will advertise every rail vehicle disposal to ensure that the best home can be found for these important objects.
More broadly, the question of how to make disposals sensibly and ethically is taken very seriously by the museums sector. The hon. Member for Cardiff West (Kevin Brennan) asked about the Mendoza review of museums in England. That will report soon and will look at collections management, including disposals. On funding, some proposals are being examined for how we can encourage better collaboration between big national museums and regional and local museums. I hope that that will provide more opportunities in due course.
In conclusion, although I understand and appreciate the sincere concern of the hon. Member for Luton North that the national collections are well managed, I do not agree that the disposal of the T3 engine should be re-examined. I understand that the National Railway Museum has invited him to visit the museum to discuss the matter in person. I encourage him to take up that offer, because I think that such a meeting would allay many of his fears. I have every confidence that the museum has managed, and will continue to manage, its collections to ensure that it can inspire its visitors, but I will continue to observe the sector closely in my role as Minister.

Commons ChamberIt gives me great pleasure to congratulate Stockton Borough Council on the wisdom of its investment. It provides a good example for many other local authorities, demonstrating that when they invest in the arts, they will get a very good return.
The announcement this week that £15 million of lottery funding is going to Hull to support its fishing heritage is very welcome, although I have to say that across the river in the Grimsby-Cleethorpes area there is disappointment that repeated attempts to secure similar funding have been rejected. Will the Minister look again at the balance of the share-out of lottery funding between different towns and cities?

Commons ChamberThose are characteristically wise words from my hon. Friend and neighbour, and I absolutely agree. This speaks to some of the suggestions that I am going to make about the nature of resourcing of rural policing. I am delighted that the Minister is here to hear those words and, I hope, respond positively.
Lincolnshire police found that the majority of people involved in hare coursing in their county already had the criminal histories that my hon. Friend refers to and often travelled for hundreds of miles to participate. This is particularly distressing for farming communities, who are genuinely vulnerable. The average age of farmers is now 59, and they often work alone, so there are few or no witnesses to the crimes that are perpetrated on their land. Farmers know too well the repercussions of trying to deter coursers from their own land—from targeted break-ins and theft on their farms, to extremes such as arson and direct physical attacks.
Another of my constituents, who understandably did not want to be named, lives on a farm with their teenage daughter. While on their own land, the constituent was confronted by three men with dogs who threatened that they would “do over” their car and carve up their crops. My constituent’s daughter now worries for her parent’s safety and is concerned that the coursers know where they live and what their car looks like.
It is completely unacceptable that constituents do not feel safe on their own land, and these are not isolated cases. In January, the BBC reported that violence and intimidation have escalated in the recent hare coursing season. One farmer, who also wished not to be named, fearing for his own safety, stated, “They would kill us if they could.”
I emphasise to the Minister that, for rural communities and farmers in particular, hare coursing is not simply a nuisance; it is a serious blight on livelihoods and wellbeing.
I want to turn to how we can ensure that there is an effective and coherent response by the police and the magistracy. In preparing for this debate, I was struck by the exasperation of constituents who tell me that they regularly reach out to the police but feel as if nothing is being done and that they are fighting hare coursers on their own. One constituent remarked that his tactic of digging ditches around the farm to stop the coursers’ vehicles felt almost medieval—building a moat to prevent the enemy from entering.
I pay tribute to Wiltshire police force. Its officers do very difficult work in challenging circumstances, and they should be commended for the innovative steps that they are taking to improve their response to rural crime. The general quality of their work was acknowledged by last week’s report from Her Majesty’s inspectorate of constabulary, ranking them good across the board. Wiltshire police have put in place a number of initiatives, including funding six dedicated wildlife crime officers, and I welcome the news that further funding has been secured to train another five.
I recognise the apparent logic of weighting police funding by population size and demography, but cases such as hare coursing demonstrate that rural areas require specialist resources to ensure that isolated and sparser populated communities do not feel abandoned by law enforcement.
I congratulate my hon. Friend on securing this Adjournment debate. The rural part of my constituency is served by Humberside police, which is a predominantly urban force, and the farming and rural community feels somewhat neglected. Does he agree that it is equally important that the rural community, wherever it is situated, is suitably prioritised by the police?
I absolutely recognise the situation described by my hon. Friend. It is particularly true of hybrid constabularies that have to serve significant urban populations, but the rural element needs to be properly recognised.
May I urge the Minister to take those factors into consideration in his deliberations on the new police funding formula? Although Wiltshire is the 15th largest county geographically, it receives the fourth lowest budget from Government. The resources needed to tackle rural crime must be reflected in allocations within the overall funding envelope. That will require him to challenge his officials on the different spreadsheets that they put in front of him and make sure that the pockets of rural need are properly reflected in the review’s outcome.
