The next pricing review period starts in 2025, which is not soon enough for me. That is why I said to Ofwat, and to the water companies, that they should bring forward any investments that they are able to. That is why, as I said earlier, there will be £3.1 billion of investments up to 2025, on 800 overflows, which will significantly reduce discharges by about 25% by 2025—so in the near term.

Last week, I met Anglian Water to discuss the situation that had developed in Cleethorpes. Notwithstanding what the Secretary of State has just said, I was left with the feeling that we could be harder on it in the targets that we set. Whether that is through my right hon. Friend, Ofwat or the Environment Agency matters not. Could we look again at the targets that we are setting? In his earlier response, the Secretary of State mentioned 2035. That is a long way away. Traders in Cleethorpes want people to come along and be confident that the waters are clean.

My hon. Friend raises an important point. We are mindful of the impacts on bills. The average increase in bills with the measures we outlined—the £56 billion package—will be about £12 per household per year by around 2030. However, we have said that we will review this in 2027, and if it is possible to accelerate more of that investment, we will do so and the Government at that time can consider that position. I repeat that it is not the case that nothing is happening until 2035; indeed, we are spending more than £3 billion out to 2025, which will lead to a 25% reduction.

It may be fair or unfair, but for the last 50 years—probably more—fishing communities around the UK have lacked confidence that successive Governments would be robust enough in defending their interests. While I understand that my right hon. Friend does not want to escalate the present situation, will he give an assurance that we will be extremely robust in defending the interests of fishing communities around the UK?

My hon. Friend raises an important point. However, it is also important to point out that, over the last 50 years, no UK Government have had the legal right to defend their interests in fisheries properly, since the common fisheries policy meant that the policy area was ceded to the European Union. The UK Government believe passionately in our fishing industry, which is one of the great opportunities that we have from leaving the European Union, and that is why we will support our fishermen during this difficult time.

A common feature of annual fisheries negotiations, which will continue, is what are called the annual exchanges, where a swapping arrangement takes place Government to Government. We are very aware of the swaps that took place from producer organisation to producer organisation in the past. We have all that data. We are working with the industry to ensure that we get it access to the quotas that it actually fishes.

Other Members, including my hon. Friend the Member for Great Grimsby (Lia Nici), have raised the issue of the £100 million fund. When we are talking about infrastructure projects, £100 million is very limited. Can my right hon. Friend give an assurance that he will press the Treasury hard for further funding, and that there can be some cross-working with the other funds that are available for coastal communities and regional funding?

Obviously we all know that, on every front, people would always like more money, but we also recognise that the Treasury has to balance the finances as best it can in these difficult situations. It is £100 million of new money, and it is in addition to the money that we have already made available to every part of the UK to replace the legacy European maritime and fisheries fund.

I hold regular meetings with the shellfish industry. As the hon. Gentleman will know, my constituency is in Cornwall, where we have a large crab and scallop industry. The political declaration on our future relationship with the EU envisages zero-zero tariffs on all goods.

Last week, the Secretary of State followed in the Minister’s footsteps, visiting Cleethorpes and the neighbouring constituency of Grimsby, where she saw some of the fine seafood processors there. Can I urge her and the Minister to continue the support for that industry and to give it an absolute assurance that fish supplies will continue without any hitch?

We have been absolutely clear that we will not water down or dilute our approach to food standards, food safety or animal welfare in pursuit of a trade deal. Any future treaty establishing a trade deal would of course come back to this House under the provisions of the Constitutional Reform and Governance Act 2010 and would be subject to a ratification process by this House.

Is the Department considering improving and increasing standards post Brexit?

As we leave the European Union and establish national control in these areas, of course it is possible that we can improve our legislation in a number of areas where EU regulations do not quite work.

We will look at that issue, but fundamentally we have been clear that we recognise the current dependency on the existing basic payment scheme—the area payments. That is why we have set out a plan for an agricultural transition period to give farmers, especially those on our smaller family farms, plenty of time to prepare. Our new environmental land management scheme, when published, will have plenty of guidance alongside it.

3. What assessment he has made of the contribution of the seafood sector to the economy.

The Government fully recognise the importance of the seafood sector not only to the economy but, historically and culturally, to coastal and local communities. In 2016, the gross value added for the fish processing sector was £650 million.

Around 5,000 people in the Grimsby-Cleethorpes area are employed in the seafood sector, and it is clear that it is vital to the local economy. Will the Minister reassure the industry that the Government will work with it to ensure a continuation of supplies and create further job opportunities?

I have had the pleasure of visiting my hon. Friend’s constituency, and the Secretary of State will visit it next month. I have met representatives from the processing sector. My hon. Friend’s part of the world is home to a world-beating fish processing industry. I have had detailed dialogue with the sector about the importance of trade with non-EU countries such as Norway and Iceland. I am confident that we can roll forward the trade agreements on which they depend.

The hon. Gentleman will be aware that this is an issue on which the Home Office leads. We have regular discussions with Home Office colleagues on these matters and we feed in the feedback that we get from industry on this matter. As my right hon. Friend the Secretary of State made clear in his speech to the National Farmers Union, we are looking closely at the idea of a seasonal agricultural workers scheme, so that we can have the labour that we need after we leave the European Union.

Most of the food produced and processed in my Cleethorpes constituency is reliant on good supplies of fish. Can the Minister give an absolute assurance that the fishing industry will not be sold out in these negotiations as it was in the 1970s?

We have consistently been clear that when we leave the European Union, we leave the common fisheries policy. Under international law—the UN convention on the law of the sea—we then become an independent coastal state, and we will manage the fisheries resources in our exclusive economic zone and manage access to our own waters.

The fishing communities in my constituency and in neighbouring Grimsby are looking forward to Brexit in March 2019. What support will the Department give the industry to enable it to expand its trade with other countries, and to take up the opportunities that Brexit will offer?

My hon. Friend is right: as we leave the European Union we shall have a great opportunity to look afresh at access arrangements and shares of the total allowable catch, and we are working with the fishing industry to develop that opportunity. I met some of the leading fish processors this week—obviously, they are strongly represented in my hon. Friend’s constituency—to talk about issues that are concerning them at present.

We have some tremendously talented policy officials in DEFRA and in our agencies, and they have been working closely on the detail behind the design of future agricultural policy on some of those issues. The Prime Minister has made it clear that she is going to make an offer to the other European countries of a bold, ambitious and comprehensive free trade agreement.

One of the markets that farmers in northern Lincolnshire are hoping to expand is the production of crops that can be converted into bioethanol fuel. However, they are concerned about the Government’s commitment to this market. Can the Minister reassure them that this is a market for future expansion?

We see a role for bioethanol fuels, but we are also keen to ensure that we do not lose too much good agricultural land to biofuels. My hon. Friend will be aware that this is predominantly an issue for the Department for Transport, and I would invite him to raise it with that Department in the next Parliament.

The right hon. Gentleman makes an important point. There is a misconception that the December Fisheries Council of the EU decides fishing opportunities in the North sea. As he and others know, fishing opportunities in the North sea are decided at the North-East Atlantic Fisheries Commission through the coastal states meetings and then EU-Norway. The UK currently does not have a seat at those meetings; we are represented by the EU. Obviously, if we were to leave, the UK would regain its seat on NEAFC.

There is little doubt that membership of the EU has been damaging to the deep-sea fishing industry, but looking to the future, does my hon. Friend agree that our relationships with non-EU countries such as Iceland are particularly important to the industry?

Yes, my hon. Friend makes an important point. For Grimsby and his constituents, the close relations and the partnership we enjoy with Iceland in particular is extremely important. There is a tradition in this country that we import much of the fish that we consume, notably from Iceland and to a limited extent from Norway, and that we export much of the fish that we catch to the EU, but also to other third countries, such as China and Nigeria.
