Thank you, Mr Speaker. People can look for themselves at those ONS figures and see the reality. It is also clear, and I am proud of the fact, that I am part of a Government who have overseen a fall in overall crime since 2010.

The resort area of Cleethorpes has suffered from a spate of vandalism and antisocial behaviour in recent weeks. Will the Minister assure me that adequate resources will be provided to Humberside police and other forces to deal with that sort of antisocial behaviour?

My hon. Friend raises an important point about making sure that there is local accountability through the police and crime commissioners and that they look at where the crime is in their area and where they want to focus their resources, working with excellent chief constables around the country. Of course, we also have the fair funding formula, and agreement on its principles across the sector will contribute towards making it even fairer in the future.

My hon. Friend has joined colleagues in making it clear that they want us to look at how we can go further to make sure that neighbourhood plans have precedence and that everybody is very clear about central Government’s view that neighbourhood plans should guide planning. I will reflect on that and work with colleagues in the period ahead. We are determined to make sure that the message is that neighbourhood plans are the way for communities to come together, that the time they spend together will be valuable in giving them control and power over planning and that that will have weight in law. I am very happy to continue to do that.

The Minister is making a good case for neighbourhood plans, although I am personally more sympathetic to the amendment, as he well knows from the ten-minute rule Bill I proposed on the subject last year. Does he accept that communities find it difficult to get the resources together to produce a neighbourhood plan and will he consider what additional help might be forthcoming?

Planning is one of the services that councils, particularly small district authorities, have not gone very far in sharing. In some of the shire areas and small district councils in particular, coming together with one strong planning service is not just cost-effective, but will produce a good quality service and interesting work for the planners to do as well.

Residents in north-east Lincolnshire have been without a local plan for many years, and it will take another 20 months on a revised timetable to produce one. They would welcome shared services. Will my hon. Friend use his good offices to have a word with the council to see whether it could co-operate more closely with its neighbours to produce a plan much more quickly?
