Absolutely, and that is why we need a consistent system applied across the board that is not dependent on the political persuasion of a local authority or what means it has to support kinship carers. I have come across many grandparents who are using up their life savings and people who might be about to retire and are having to quit the workforce sooner than they wanted. Kinship carers come in so many different shapes and sizes. That is why a proper means-tested allowance and national rules governing that is so important. The critical thing is that money should not be a barrier to a family or a friend taking in a child who is part of the wider family, because such barriers can lead to a child being forced into local authority care.
Secondly, kinship carers should be entitled to paid employment leave on a par with adoptive parents. Kinship’s “Forced Out” survey found that four in 10 kinship carers had to leave work permanently and a further 45% reduced their hours after becoming a kinship carer. Those carers are disproportionately women and are over-represented in healthcare, education and social care, which simply exacerbates our workforce crisis in public services.
Thirdly, the Bill proposes extending greater educational support to children in kinship care such as pupil premium plus, virtual school heads and a higher priority in school admissions.
Fourthly, there should be a definition of kinship care in statute that will help carers and councils to better understand who a kinship carer is and what support they are entitled to.
The Government’s response so far on the first of the three core asks has been disappointing, and “Stable Homes, Built on Love” has provided little hope. The Government have simply said they will “explore the case” for a mandatory financial allowance for kinship carers who possess a legal order. I am intrigued to understand more from the Minister about what “explore the case” means. Perhaps he will shed some light on it today. Will we see a cost-benefit analysis and an impact assessment? Are civil servants working actively on the issue, or are we talking about a couple of emails and phone calls?
I am pleased that the Government have adopted wholesale the definition of kinship care that was proposed by the Family Rights Group and have put it out for consultation—it was the same definition that I used in my Bill. However, the definition will have clout only if it is put into legislation and has statutory rights or entitlements attached to it. Simply putting it into guidance will likely not resolve the poor recognition and understanding of the term.
We cannot have another strategy that ducks the big decisions and kicks them into the long grass. Even if the plan has no spending commitments, which would be an absolute disaster, there are some steps that the Government could take to significantly improve the lives of kinship carers.
On data, our ability to make the case for greater investment in kinship care is greatly hampered by confusion over how many children live in kinship care and where kinship carers work. The latest estimate that 152,000 children in England live in kinship care comes from a University of Bristol analysis of the 2011 census.
In April, I wrote to the UK Statistics Authority to ask whether the Office for National Statistics intended to publish figures from the 2021 census. It replied that the Department for Education formally requested data on kinship carers earlier that month and that it would provide an update on that later in the year. I understand that that data might be published later this month. Will the Minister confirm that? Will it include information on the demographic make-up of kinship carers and their labour market patterns?
Meanwhile, parliamentary questions that I tabled reveal that, although the Ministry of Justice publishes how many special guardianship orders and child arrangement orders are granted each year, it does not know how many children are currently subject to one. What more will the Minister do to ensure that his Department, the Ministry of Justice, and local authorities have accurate information on the number of children in kinship care?
On therapeutic care, I know how important the adoption support fund was to my constituent, Kim, who used it for her granddaughter’s attachment therapy. However, Kim was in the uncommon position that her granddaughter was previously looked after before she went into kinship care. That meant she was entitled to ASF and also to pupil premium plus. As I told the House during my debate in October, that creates a totally perverse incentive for families to allow children to go into care so that they can receive additional support. Will the Minister review the eligibility criteria for the schemes so that more children in kinship care can qualify? Could the name of the adoption support fund be changed to acknowledge that kinship carers can also apply?
On legal aid, the Department has committed to
“work across government to explore…options for an extension of legal aid with kinship carers with SGOs and CAOs.”
Again, I would be grateful if the Minister explained what “explore” means as we seek to plug the gaps in legal aid provisions, particularly when children’s services first reach out to prospective kinship carers.
The Government must remember that one in three kinship carer households is non-white. Ethnic minority children in kinship care are less likely to have a legal order. I recognise that a legal order may signify that the caring arrangement will be stable and permanent. However, if the Government restrict all their support to children in formal kinship arrangements, they risk widening ethnic disparities. Will the Minister confirm that the strategy will be accompanied by an equalities impact assessment, so that the risk can be mitigated?
This debate comes in the context of increasing anxiety about the financial stability of many local authorities across England. As we have seen in the press lately, some are in a catastrophic position with their finances. The strategy must not impose on local authorities various well-intentioned duties, pilots and instructions to change their culture without giving them the resources to implement them effectively.
I will end with a reminder of why we are all here and of the families whose lives we are trying to improve. Kim was one of the first kinship carers in my constituency to contact me. She is the special guardian of her granddaughter. She says of her experience:
“We are fortunate to have an understanding of the system now and can advocate for our granddaughter. However, the emotional, financial and physical price has taken its toll! Even 5 years into our Special Guardianship Order and with the help that we have been able to access, my granddaughter really struggles with any change…On a personal level, we have had to give up our roles as grandparents and become her parents. We have done so gladly but there are moments when we do grieve for those lost roles that we will never get back.”
April, which is not her real name, spoke to me about caring for her nephew after his mother passed away. She says:
“Little did I know that [by] giving my sister peace of mind as she faced leaving her small children, and [by] giving my nephew the security and care he desperately needed, I was unwittingly stepping into a ‘private arrangement’ with zero support.
We want to focus on the positives. It is a positive [that] we’ve got a new family member. But if we have to worry about financial things or [other] support…We don’t want to have to do that. I want to give him the very best childhood.”
Many of the kinship carers who are watching the debate from the Gallery will have similar testimonies. Indeed, last year I hosted an event in Parliament for kinship carers and heard many moving stories. I also met kinship carers in Sutton a few months ago. Although every story and every family is unique, the themes I have set out today, including the barriers and challenges kinship carers face in the system, are often a common thread. People are so exhausted from fighting against them.
I invite right hon. and hon. Members to come to tea in the café after the debate with me and the kinship carers here today to hear at first hand about their experiences. They and I now look to the Minister to make sure that the upcoming kinship care strategy will be truly transformational. By stepping up for kinship carers, we support every child to get the very best start in life, no matter what their background.

Commons ChamberI am grateful for the opportunity to speak in this debate, and I congratulate my right hon. Friend the Member for Hemel Hempstead (Sir Mike Penning) on securing it. It is quite clear that this is something on which Members across the House feel passionately. It crops up every few years, and I can recall speaking in similar debates over the 12 years I have been here.
There is no doubt that the cuts proposed by the BBC have led to a considerable backlash from the public, this House and BBC staff, who feel badly let down by the announcement. These cuts will severely diminish what is highly valued by listeners and goes some way to underpin local democracy. My hon. Friend the Member for Worcester (Mr Walker) referred to his father’s change to the county boundaries. He created the—much-hated, I have to say—county of Humberside, and Humberside is actually a swear-word in our part of the country, except when we talk about BBC Radio Humberside, which is greatly valued.
When considering my contribution to today’s debate, I reread the representations I have received in recent weeks and realised I could not put the argument across better than a BBC Radio Humberside presenter and union representative, speaking on behalf of the NUJ, Andy Comfort, who has been with BBC Radio Humberside for many years, and much of what I have to say is based on his submission to me, which I received a week or two ago.
The proposals involve scrapping bespoke local programmes and sharing shows between several regional stations after 2 pm. In the evenings and at weekends, these shared programmes will span an even greater region, as has already been mentioned, and the coverage at night and on Sundays will finish much earlier. Currently, BBC local radio provides a vital service of news, information and companionship for its communities. The BBC says it will maintain local news bulletins as they are—on weekdays from 6 am to 6 pm, and at weekends from 7 am to 1 pm—but there is no guarantee that these will be presented from the local area.
This move is part of a wider plan called “digital first”. The BBC plans to move its journalists into local teams and regional hubs. For Radio Humberside, it is largely a positive move, because teams in radio, online and TV will work together and ensure a joined-up approach to news gathering. There will also be regional investigation teams—investigative journalism has already been mentioned—which is very good. There will be more content that airs first or exclusively on BBC Sounds. BBC Sounds is great; I only wish it was not advertised quite so often—it seems every two or three minutes —when I am trying to listen to a football commentary or whatever.
However, this digital investment comes at a cost to “linear” local radio—live programmes broadcast on traditional FM and DAB radio sets. Across England, BBC local radio reaches 5.7 million people every week. Many of these listeners are not “digitally affluent” and may not have easy access to high-speed broadband or smart phones. They have their radio permanently tuned to their local radio station, so at the touch of a button they are immediately in contact with that friendly voice. It is a friend in the corner.
Mr Comfort from BBC Radio Humberside also points out that regional programmes may struggle to juggle priorities for competing demands for news. If two major stories happen within one region, for instance, which one will the regional programme choose to cover? We also know from the BBC proposals that each local radio station will have an average of just two journalist reporters, whereas at present the average is five or six. This is a serious dilution of journalistic resource in an already straitened part of the BBC’s service and output.
BBC management claim that these changes will future-proof BBC local, because traditional linear audiences are declining. The ambition is for all services, but mainly digital, to reach at least 50% of the audience each week. But they are throwing away vast swathes of local output on the radio, highly valued by audiences from all walks of life, but especially the most vulnerable and marginalised in society. Mr Comfort says that the majority of BBC Radio Humberside listeners pay the BBC licence fee and rightly deserve better.
Sadly, local newspapers are in decline, as has been mentioned. In my area we still have a daily newspaper, the Grimsby Telegraph, but the local content, like local content on the BBC, is now much diminished. That is bad for our local communities and does not allow voluntary groups, charities, churches and other local organisations to put forward what they are doing for their local communities in the same way as in the past.
It is clear from the representations I have received, as well as from the contributions we have heard this afternoon, that the BBC has once again made a grave miscalculation. I join colleagues in asking the BBC to reconsider this proposal. While we are on the subject, I also urge the BBC to reconsider its policy of imposing the licence fee on the over-75s, which continues to be a sore point for my constituents and, I am sure, those of many colleagues.
On both these issues, the BBC has taken a misstep. I could add another misstep as an aside: the BBC’s abandoning of the 5 o’clock reading of the football results on Saturday afternoons, although that is perhaps slightly less significant than the future of local radio. The BBC risks losing public support, which would be a real shame because it provides a vital service that all our constituents value. I urge the Minister to make the strongest possible representations to the BBC.

Commons ChamberWe can respond effectively to covid-19 only if we have a UK-wide approach. Pooling resources and using the strength of the UK economy enables the Government to support jobs and business and to provide the extra funding and other resources to the devolved Administrations to help them combat the virus.
I very much agree with my hon. Friend; the strength of the UK economy and the Treasury’s international standing means that we have been able to fund the covid-19 response across all parts of the UK. Given those facts, it is worth considering the point made last week by Alex Salmond’s former adviser:
“Thirteen years in government and the SNP have yet to show their workings”
on how a separate Scotland would manage financially.
There is no doubt that some confusion is caused when the different Administrations come to different conclusions based on our advice about quarantine, numbers of people who can gather together and so on. The Minister has just spoken about a UK-wide approach. Would it not be better if some of these regulations were decisions for the UK Government?
I am grateful for my hon. Friend’s question. We have already had examples of collaboration during this period. For example, on 23 August, the chief medical officers for all parts of the UK issued a joint statement on the current evidence of the risks and benefits to health from schools and childcare settings reopening. UK and devolved Administration Ministers meet regularly to explore and discuss these issues. Although it is right that across the UK different authorities should be able to respond to specific circumstances, I hope that political considerations do not lead to this being difference just for the sake of it.

Commons ChamberIt is under this Government that we see the lowest gender pay gap. It is this Government that introduced the race disparity audit, which is, finally, properly shining a light on public services and what is happening for people from different communities. On the issue that the hon. Lady raises about jobs in the digital sector, the industrial strategy deals with AI and digital as one of its grand challenges. The industrial strategy is exactly about ensuring that the economy works for everyone and that the sorts of jobs that she is talking about are available for people across this country.
I was pleased to welcome the Prime Minister to North East Lincolnshire last Friday evening to mark success in the local elections. It is good to know that the Cleethorpes constituency now has two Conservative-controlled unitary authorities. The Prime Minister will recall that the new council leader, Philip Jackson, and I mentioned to her the Greater Grimsby town deal. I know that she will want to push that forward as part of the industrial strategy, which she has just mentioned. Will she agree to facilitate meetings for me and the new council leader to push it forward?
I take this further opportunity to congratulate the new leader of North East Lincolnshire, his new councillors and the whole Conservative council group on taking control of North East Lincolnshire last week, and indeed to congratulate my hon. Friend on his work in campaigning to secure that excellent result. He is absolutely right; he and the council leader made that point about the town deal, and I will facilitate meetings between my hon. Friend, the council leader and the Ministers responsible.

Commons ChamberI am following very carefully what the Food Standards Agency says, and what the Food Standards Agency says is that there is nothing unsafe on our shelves.
Procedures at the Northern Lincolnshire and Goole Hospitals NHS Foundation Trust are being reviewed because of the high mortality rate, which is obviously of considerable concern to my constituents. Will the Prime Minister assure them that whatever recommendations result from the review will be implemented in full?
I can certainly give that assurance. It is important that we get to the bottom of any hospital having an unnaturally high mortality rate. It is also important that such inspections and investigations are carried out properly, and that we all learn the lessons of the Mid Staffordshire inquiry report.
