Commons ChamberThese are important services. Although many services are moving online, it is important that they are still accessible by other means, too. I will certainly make sure that the Secretary of State has heard the hon. Member’s concerns today, but I also advertise that the next questions to the relevant Minister will be on 8 June.
NAViGO, a social enterprise in my constituency providing excellent mental health services, has been refunded from the Department for the recent pay award to NHS staff, but it has not received any recompense for the one-off payment relevant to 2022-23. That anomaly clearly needs correcting. It is providing the funding from its own reserves, which is a situation that cannot continue. Will the Leader of the House arrange for the appropriate Health Minister to come and give a statement on how they will correct this anomaly?
I am sorry to hear about this difficult situation in my hon. Friend’s constituency. I will certainly write to the Secretary of State for Health and Social Care to make him aware of the situation. I also suggest that my hon. Friend press the Minister on that matter on 6 June, which is in the first week back after recess.

Commons ChamberThe fact that this is the third opportunity I have had in this question time to say how much we appreciate the work that civil servants do, and to recognise that they work hard to deliver on the policies of the Government of the day, should give people confidence that that view is shared by Members across the House. That sentiment has been expressed by Members on both sides of the Commons today. I say to the hon. Lady, though, that if we wish to provide reassurance that civil servants are respected and their contribution valued, it is not helpful to attribute the remarks to which she alludes to the Home Secretary. The Home Secretary has very clearly said that those were not her remarks and that she did not approve those remarks, and I know that she would want me to put on the record her thanks to all those in her Department and the agencies that work with them.
May I add my words of support to my hon. Friend the Member for Great Grimsby (Lia Nici) for raising the issue of the appalling—in fact, almost non-existent—services provided by TransPennine Express? Today there is an eight-hour gap between services, but it should be an hourly service. Would it be possible for the Transport Secretary to come to the House to make a statement and assure us that TransPennine’s franchise will not be renewed and that he will give the final approval to restoring the direct train service between Grimsby, Cleethorpes and King’s Cross, which would alleviate many of the problems?
I am very sorry to hear about this situation. Given that Transport Question Time is some way off, as I said, I will write to make sure the Secretary of State has heard my hon. Friend’s concerns. We will not have to draft a new letter, just change the date, because he has raised the matter many times in this place. I hope it is swiftly resolved for his constituents.

Commons ChamberI thank the hon. Gentleman for helping to raise awareness of that important point by speaking about it in the House today—his points are well made. Health questions are not until a little further on, so I shall raise this with the Department. I think it would be an excellent topic for an Adjournment debate.
Last Friday, I met a GP at the Central Surgery in Barton-on-Humber in my constituency, and heard of the excellent work that he and the other doctors do at the practice. But I also have to recognise the frustration of many of my constituents about accessing GPs. Could we have a debate focused specifically on access to primary care? I hope that useful suggestions might come forth, rather than a political knockabout.
My hon. Friend makes an excellent suggestion. As I said, Backbench Business time may be available soon, and the merit of such a debate would be that we could look at the disparity between how certain areas operate their GP services; indeed, right down to a practice level. There are areas that are still managing to offer good access to a GP in a timely way, with face-to-face appointments where necessary, and in terms of the hours that they are operating. In others, that is not the case. Sharing good practice is an important part of getting services right for everyone everywhere.

Commons ChamberFurther to the answer I gave a little while ago, I will certainly raise this with the Department. There are concerns not just about the practice of putting people on to those payment systems but about some of the billing by companies and the timeliness of Government support being passed on to those people. There is a raft of issues, which I will raise with the Department.
My right hon. Friend will be well aware of the concerns that were expressed across the House a few weeks ago about the curtailment of and changes to BBC local radio. Many of my constituents are concerned about the loss of local coverage on BBC Radio Humberside. Could the Leader of the House arrange for a statement by the appropriate Minister, so that we can hear the response of the BBC to the representations made in this House?
This is incredibly important. Local media is a vital lifeline; we saw that during the pandemic. It is critical to our national resilience and to our national democracy and our way of life in this country. I shall certainly make sure that the Secretary of State for Digital, Culture, Media and Sport has heard my hon. Friend’s concerns, which I know are shared by many Members. The next DCMS questions is on 26 January, and I encourage all Members who are concerned about this to raise it with the Secretary of State then.

Commons ChamberBefore I outline one or two local issues, let me comment on what the right hon. Member for Islington North (Jeremy Corbyn) has just said. It is notable that he aligned himself with all those who are on strike. I give him credit for the fact that he has held that position consistently. I will be interested to note whether Opposition Front Benchers are equally prepared to align themselves with those who are causing great inconvenience and putting the public at risk.
Turning to local issues, I do not pretend by any means that everything is going perfectly, but I noticed that the hon. Member for Rhondda (Chris Bryant), who is no longer in his place, said that everything was going wrong. He did not exclude the Labour party from that. Perhaps that was an oversight on his part, or perhaps he recognises the deficiencies in his party.
The most notable issue facing my constituents is the train service provided by TransPennine Express. I spoke about that in the summer Adjournment debate, when I suggested to Ministers that they should consider withdrawing the franchise from TransPennine, which has provided an appalling service to my constituents for over a year now. That is rather sad because, after it took over the franchise 15 years or more ago—I cannot remember exactly when—TPE built up good patronage and provided a great service. Sadly, since November last year, due to a whole range of issues to do with driver training, rest day working and the like, it has provided an appalling service.
A few weeks ago, I raised the link between TransPennine Express and Avanti West Coast. I believe that TransPennine Express is entirely owned by FirstGroup, which also has a 70% stake in Avanti. It seems to me that FirstGroup is terribly mismanaging both franchises. Services are provided in Stockport by both companies. I believe that the hon. Gentleman is calling for TPE to be stripped of its franchise, and I am glad; I am certainly calling for FirstGroup to be stripped of the Avanti West Coast franchise.
I thank the hon. Gentleman for his intervention. As I mentioned, I asked Ministers to consider the franchise position of TransPennine in the equivalent July debate, because these issues have been going on for more than a year. I am not interested in Avanti at the moment; I am focusing on TransPennine, which serves my constituents. It is supposed to provide an hourly service from 5.20 am until 9.20 pm. At the moment, the website says that the 16.24 from Cleethorpes is cancelled, the 17.24 is running, the 18.24 is cancelled, the 19.24 is cancelled, the 20.24 is cancelled and the 21.24 is cancelled. That emphasises the appalling state of affairs that TransPennine is delivering. I urge the Leader of the House to contact the Department for Transport and ask it to reconsider whether the franchise should be withdrawn.
On the subject of trains, I have long campaigned to reinstate the direct service from Cleethorpes through Grimsby, Market Rasen and Lincoln to King’s Cross, which was withdrawn by the then nationalised British Rail in 1992. It is now in the draft timetable for the coming summer, so I hope that the Leader of the House will pass on to Transport Ministers my wish that it happens. At present, five or six trains run from King’s Cross to Lincoln and it would be easy to continue those services to Grimsby and Cleethorpes. Indeed, I understand that Azuma trains have done trial runs to ensure that there is clearance through to Cleethorpes. That is a vital part of levelling up north and north-east Lincolnshire.
On levelling up, as the Leader of the House will know, three freeports were given final approval only a week or two ago. I hope that work can be done to ensure that the Humber ports are also given that approval soon. That designation is vital to the levelling up and regeneration of the area, and the potential for thousands of jobs is of great value.
I fully support the Government’s policy on renewable energy. My constituency and neighbouring Grimsby have greatly benefited from the offshore renewable sector in the North sea. I am told by Ørsted that the servicing and maintenance facility on Grimsby docks that overlaps into my constituency is the largest of its kind in the world, which is yet another reason to give maximum support to the area through infrastructure and the rail network.
We are close to a devolution deal for the whole of Lincolnshire. I urge the Leader of the House to pass on to the Ministry of Housing, Communities and Local Government the desire for the two unitary councils in the north of the county and the county council that serves the remainder of the county to be, for once, totally agreed on a devolution deal. I wish you, Mr Deputy Speaker, all hon. Members and staff a happy Christmas, and I hope that the true Christmas message gets through to everyone in the coming weeks.

Commons ChamberThe hon. Gentleman is being slightly unfair. In addition to the motion we are bringing forward on House business, he will know, because I have spoken to him on several occasions, that the Government are also planning to do something on ministerial interests. [Interruption.] We can talk about it now, but we have a debate on Monday so I might leave it till then. What is important is the principle he sets out: that there should be parity on such matters. What I do not think is reasonable is that should he become a Minister—I sincerely hope that is never the case—his parliamentary resources would have to be used to do things that are Whitehall’s responsibility. I am bringing forward a practical solution. On the principle, there should be parity both in terms of transparency and on timetable.
Local plans are the foundation of our planning system. In Barton-upon-Humber in my constituency, a major housing development is proposed, but North Lincolnshire Council has rejected it because it is not in the local plan. Despite that, the applicant is appealing. Bearing in mind the importance of local plans to our system, it is surely quite wrong that the applicant should be able to appeal when the local plan specifically states that this land is not for residential development. Can we have a debate on the importance of local plans and of local decision making in planning?
I thank my hon. Friend for his question. If he is very clever, he may be able to shoehorn that into the statement that follows business questions. Failing that, he can raise it on 9 January at the next Levelling Up, Housing and Communities questions.

Commons ChamberIt is vital that passengers are consulted on any changes to services, whether timetabling or other changes, and I shall raise the matter with the Department for Transport. I do not think the date for transport questions has yet been set, but I encourage the hon. Gentleman to raise it directly there too. In the meantime, I shall write on his behalf.
The introduction of the £400 energy bill support scheme was extremely welcome. On 29 July, the Department issued a press release saying that that would include holiday homes. Tingdene, which operates a holiday park in my constituency, has a different interpretation and is refusing to pass on the £400. Could the Leader of the House please arrange for a Minister from the Department to come and make a statement to clarify the situation?
I thank my hon. Friend for his question. He is right and Tingdene is wrong, but I understand that the Department has to bring forward some more detail about how the scheme will work. That should clearly be done swiftly in order to reassure his constituents, and after this session I shall write to the Department to ask it to bring forward its plans and communicate that to him and other Members of this House.

Commons ChamberI am sure that all Members would congratulate the Bonnie Blantyre team for this huge achievement. The hon. Lady is right that this is vital for wellbeing, and for the look and feel of our communities. I thank her for getting that on the record.
The principal rail service into my Cleethorpes constituency is provided —or at the moment not provided—by TransPennine Express. It is supposed to run an hourly service between Cleethorpes and Manchester. When I checked its website this morning, there were five consecutive cancellations, which means at least six hours between trains. I have had frequent meetings with members of the management over the last 11 months of various disputes, but to no avail. They tell me that they need approval from the Department for Transport to conclude negotiations. Could the Leader of the House arrange for a statement from the new Transport Secretary so that we can try to resolve the issue?
I thank my hon. Friend for raising that. I will raise it straightaway with the Department for Transport. It is absolutely vital. We know that there are occasional disruptions to services, but to have so many will have caused my hon. Friend’s constituents a huge amount of difficulty. I thank him for raising the issue, and shall help him to get it resolved with the Department for Transport.

Commons ChamberI am very sorry to hear about that situation, particularly that tragic loss of life. The hon. Gentleman is right: a whole-community approach to this issue is required. I will certainly make sure that what he has said today is flagged with the Home Secretary.
I welcome the Chancellor of the Exchequer’s statement earlier this week, which set out a realistic approach to dealing with our financial challenges, but as my right hon. Friend the Leader of the House will be aware, that causes concerns about funding for a whole range of schemes. My two local authorities are very concerned about their levelling-up bids. Can the Leader of the House give an assurance that when the Chancellor makes his statement on 31 October, it will be accompanied by clarification regarding existing projects?
I thank my hon. Friend for raising this matter; I am aware of the huge amount of work he has done in his constituency on the levelling-up agenda. I will certainly make sure that the Chancellor hears what he has said today, and will also make sure that the Secretary of State for Levelling Up, Housing and Communities hears his words.

Commons ChamberThank you, Mr Deputy Speaker, for that extra minute. I add my words of tribute to Sir David Amess and his work in this House. This event is not the same without him. He is sadly missed.
I will not detain the House for too long—hopefully not for the full six minutes—but I have two particular issues relating to rail. The first is a constituency matter concerning the services provided by TransPennine Express. The most important service between Cleethorpes, Grimsby and the rest of the country is provided by what should be an hourly train between Cleethorpes and, until recently, Manchester Airport. The service to the airport was curtailed as a result of congestion in the Manchester area. The change is, to put it mildly, inconvenient for passengers and represents a loss of revenue for the rail company. I hope that it can be resolved in the fairly near future. As I said, the service should be hourly, but cancellations frequently stretch that to three or four hours. Staff at Grimsby Town station told me of one recent occasion of six hours without a train. That is quite simply not good enough.
I want to highlight this appalling set of circumstances. I frequently meet the TransPennine Express management, and I recognise the difficulties, but I was told in May that we would be almost back to normal from the start of the summer timetable in mid-May. Some months ago, an amended timetable was printed, which I was told would provide certainty; it has done the exact opposite. The situation is unsatisfactory, and I hope that the Department for Transport will side with the passengers on this one. I do recognise, as I said, that TransPennine Express has had difficulties, and it is doing its best to overcome them. My job is to speak up for my constituents, and they are getting an absolutely appalling service. If the only solution for DFT is to reconsider whether the franchise should be withdrawn, then that is the action that needs taking.
Hopefully, LNER is going to provide a direct service from next May between Cleethorpes and London, via Market Rasen in the constituency of my right hon. Friend the Member for Gainsborough (Sir Edward Leigh). That is in the draft timetable, but I know there have been difficulties at Market Rasen.
I am grateful to my hon. Friend, who is a notable champion, for giving way. This is a really difficult issue. We have been campaigning for years to get a direct service from Grimsby and Cleethorpes, through Market Rasen and Lincoln, and on to London. This is a population of a quarter of a million with no direct service. Unbelievably, LNER is now saying that it will provide the train, but it will not stop in my constituency. It is absurd. Apparently, the train is too long. I have been in many trains where an announcement says, “You have to go to the first four carriages because the platform is a bit short,” but for ridiculous health and safety reasons, LNER is threatening not to stop in my constituency. It is an outrage, and I hope the Minister is listening and will do something about it for once.
I thank my right hon. Friend for his intervention. He is absolutely right, but can I return to TransPennine Express and the appalling service that it is providing?
This is not just about passengers at the main stations, such as Cleethorpes, Grimsby and Scunthorpe, because little information is provided at intermediate stations such Habrough and Barnetby. Local taxi drivers tell me time and again that they receive calls from stranded passengers. Even at the major interchange in Doncaster, there are no TransPennine Express staff to direct people to taxis or buses, and there is a notable lack of information.
Moving on to another rail issue, the taxpayer contributes an enormous amount of money to support this country’s rail system, but—I know the Rail Minister, my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton), shares this concern, because I have had numerous conversations with her about this—train companies are losing revenue because of the noticeable lack of ticket inspections. Up and down the country, there are many barriers at main railway stations such as King’s Cross, and they are frequently open, so people can wander in and out and get on trains without anybody checking their ticket.
I have frequently travelled from King’s Cross to Grimsby or Cleethorpes on two services—the London North Eastern Railway service to Doncaster and, hopefully, the TransPennine from Doncaster, although that is usually after two or three hours’ wait—and they are frequently not inspected. Last week, LNER did inspect my ticket, but the inspector did not clip it, scribble on it or anything. It was not inspected on the TransPennine service, so I could use it again this week and nobody would be the wiser. I am sure that Members from all parties could confirm that this happens. The point is that this is, to a great extent, a taxpayer-funded service and the companies are not doing all they can to ensure that they maximise their revenue.
I have one other complaint against the Government—of which I am a great supporter, of course. The Deputy Leader of the House will be well aware that an issue frequently raised at business questions is replies to Members’ letters. Two or three weeks ago, I received a letter from a Minister at the Department for Environment, Food and Rural Affairs that said, “Thank you for your letter of 6 August 2021.” I rather hope that the electronic signature on that letter was a sign that the Minister had never seen it, because I hope that if he or she had seen it they would have at least drawn my attention to that and apologised. The timeframe is not good enough, and it is not good enough that we receive letters with electronic signatures, because we have absolutely no idea whether the Minister has ever been made aware of the issue we have raised.
