No one should have to face the kind of situation that the hon. Lady has just described, which is why we are coming forward today with support. That additional funding will be available through the crisis and resilience fund from 1 April. However, as I said in response to an earlier question, constituents can already go to their local authority, and we are giving clear guidance to local authorities on the support that they can offer today, and we are expanding some of the guidelines for the existing funds to make it clear that they can provide support for people on heating oil and LPG. On the hon. Lady’s latter point on regulation, as I have said, the CMA is investigating this. There are clearly issues in the heating oil market, as we can see in what has happened over the past couple of weeks. That is why we have asked the CMA to look at that. It has agreed and we will study its conclusions and come forward if necessary with regulation.

I thank the Minister for his statement and for the very quick action taken by this Government. He mentioned his hope that the Scottish Government will act as quickly as this Government have to pass on these savings to people who use heating oil. Will he ensure that we get more than just hope, as we want an assurance that the SNP Government will not fail my constituents, as they have done so many times before? Will he keep up the pressure on the SNP to deliver what it should be delivering for my constituents and others?

I know that my hon. Friend would possibly share some of my concerns, which is why I have been so clear today that the Scottish Government should move at pace to ensure they can provide the same level of assurance to people across the country today that we are, and that support is on the way and that from 1 April people will be able to apply to those funds. Some £4.6 million is being provided to the Scottish Government for this action, and we would want to ensure that every single penny of that reaches the people who need it.

The Secretary of State has regular discussions with the Ministry of Defence on supporting Scotland’s defence sector, which makes a vital contribution to growth in both Scotland and the UK, and helps the UK remain safe in the face of current and future threats. The Secretary of State was pleased to visit the Babcock site at Rosyth dockyard recently with my hon. Friend, where he saw at first hand the fantastic work done there.

I thank my hon. Friend for that reply, and I congratulate him on his debut at the Dispatch Box this morning. As he mentioned, earlier this month the Secretary of State joined me on a visit to Rosyth dockyard in my constituency. Does my hon. Friend agree that the failure of the SNP to support the defence sector in recruiting the highly skilled workers it needs from my constituency and the rest of Fife is a damning indictment of the SNP’s commitment to the security and prosperity of the people of Scotland? Will he reassure me that he will do all he can to ensure that the defence sector in Scotland contributes fully to the UK’s security and future economic growth?

My hon. Friend has been a champion for the defence sector in his constituency since his election, and I commend him for that work. I agree that it is essential that any Government engage with the defence sector, not just because of the jobs created across Scotland, but because of the vital technology that the sector is developing. There is a real opportunity to create and retain skilled work in Scotland, and all of us have a responsibility to promote that as much as possible. I am happy to reassure my hon. Friend that the Secretary of State for Scotland and the Government will continue to champion the defence and manufacturing sectors in Scotland.

I welcome that comment from my hon. Friend, and also congratulate him on his election to the Treasury Committee, where I am sure he will make a great contribution. He has set out exactly what the plans the Government have set out will do for Scotland, and the aspirations and ambition of those plans for our country.
Returning to the UK industrial strategy council, this body will work with specialist sectoral taskforces, and bring together the expertise of businesses, academics, and trade unions to help drive economic growth in all parts of our country. That will allow us to build on Scotland’s strengths and huge potential in key sectors, including advanced manufacturing, life sciences, financial services, clean energy, defence, and creative industries—all areas where Scotland is already beginning to thrive. Together with the establishment of GB Energy in Aberdeen, which the hon. Member for Aberdeen North (Kirsty Blackman) highlighted in her speech, and the creation of a national wealth fund, we will bring investment, jobs, and growth to Scotland.

Does the Minister agree that a key area for investment from the national wealth fund should be Scotland’s port infrastructure in order to ensure we are making the best economic use of our coastline, such as at places like Rosyth in my constituency?
