It is a pleasure to serve with you in the Chair, Dame Caroline. I also pay tribute to the hon. Member for North Shropshire (Helen Morgan) for securing this important debate. I recognise the great economic, social and cultural benefits of the sport horse industry to this country, and I am pleased to have the opportunity to speak on the Government’s support for it.
On the introduction of the new import controls under the border target operating model, the introduction of biosecurity controls on imports is not optional. Now that we have moved away from the EU’s rigid biosecurity, surveillance and reporting systems, we are responsible for protecting our own biosecurity from threats such as foot and mouth disease, African swine fever and the African horse sickness virus, which we must remain alert to despite it never having reached these shores. Otherwise, such threats could devastate UK industries and cause significant damage to the environment, public health and the wider economy. We remember the impact of foot and mouth in 2001, which cost British businesses nearly £13 billion in 2022 prices. It caused massive disruption to many industries, including the sport horse industry.
Biosecurity controls are also essential to protect our exports and international trading interests. Our trading partners want to be reassured that we maintain the highest biosecurity standards. Maintaining our reputation for high biosecurity standards is in the interests of the sport horse industry, to ensure that we can continue to move first-class animals and germinal products in and out of the country.
I congratulate the hon. Member for North Shropshire (Helen Morgan) on securing this important debate. I declare my interest as a veterinary surgeon. The Minister will be aware that a couple of years ago the Environment, Food and Rural Affairs Committee published our report on the movement of animals across borders. There is a balance between allowing the smooth movement of animals and protecting the biosecurity of our animals in the UK. We looked at the key issues of trying to replicate the tripartite arrangement, which allowed for the smooth movement of high-health horses between the UK, France and Ireland, and progressing the digital identification system for horses, both of which would allow smooth but safe movement. Government progress in those areas would help to protect our industries and our biosecurity.
I am grateful to my hon. Friend for his intervention and for his work in this subject area. He is very informed on these matters and the House benefits a great deal from his expertise. We will continue to work with the sector. We want to have as much freedom of movement as possible, but in a way that protects our biosecurity. I am sure there will be more opportunity for us to benefit from my hon. Friend’s expertise as we find solutions to the challenges.
The new controls begin today. They require high-risk consignments, including equine germinal products from the EU, to enter GB via an appropriately designated border control post, where 100% documentary, 100% identity and 1% to 5% physical checks are undertaken. We are aware that the sport horse industry and its representatives, including the hon. Member for North Shropshire, have been concerned about the controls coming in during the peak season for the import of equine germplasm. We have been glad of their engagement on this topic and for their having drawn their concerns to our attention so that we can address them and make sure we get the implementation right.
The import of equine germinal products provides for genetic diversity and the rapid genetic improvement of British breeding horses. Using the chilled rather than frozen product enhances conception rates, as the hon. Member for North Shropshire pointed out. We know that the movement of these goods is highly time sensitive, if they are to be successful, so we have to consider appropriate measures that work for the sector. We have considered that in the context of the new BTOM controls.
Thanks to representations from the hon. Member for North Shropshire and others, we are aware that on some import routes logistical challenges mean that some checks required by the BTOM cannot currently be undertaken within the required timeframe for the products to reach their destination mare. DEFRA officials have therefore worked closely with the main importers of chilled equine germinal products, port health authorities and the British Equine Veterinary Association to develop and secure approval for a temporary contingency measure with an optional additional adaptation. That will facilitate trade while maintaining essential biosecurity controls.
The contingency measure temporarily reduces the requirement for official identity checks from 100% to 20%, and allows them to take place at a border control post or at the destination, using the optional temporary adaptation pilot process with the BEVA. As a result, the consignments, which also benefit from 100% documentary checks before arrival in GB, complete official import controls in the minimum time possible.
On the movement of live horses—which the hon. Member for North Shropshire was keen to address—in planning and implementing controls we aim to reduce any disruption or administrative burden as far as possible. We recognise that in the case of the sport horse industry we can often rely on robust industry processes that are in place to assure the health of the animal. For that reason, when new border controls on live animal imports come into force, we have developed and agreed, with the help of industry, an exemption for certain horses that meet a definition of high health. Verified equines used in racing, competition, breeding and sales can all qualify for that facilitation if arriving from the EU and sanitary group A countries.
We estimate that approximately two thirds of equine imports will be eligible for the exemption. They will be cleared for import on the basis of a documentary check, and their identity as a high-health horse will be verified with industry databases. That provision will allow them to avoid attendance at a border control post for a physical inspection unless a concern raised during the documentary check triggers such an inspection.
We are also focused on ensuring that the border control post infrastructure, which we will have in place for equines that must come through one, works as well as it can for the animals and their requirements. It is intended that the existing airport BCPs will be supplemented with Government-run BCPs at Holyhead and at Sevington in Kent, which will have the additional impact of assisting animals transferring from the island of Ireland and our friends in Northern Ireland. We are confident that we will have sufficient infrastructure, given the planned exemption for high-health horses, but we will continue to test that position over the intervening months.
We have already been fortunate to have had the benefit of the expertise within the industry to help to shape the physical design of the equine facilities at Sevington, and we have made many adaptations because of that advice. That co-design will undoubtedly make the site more effective in the way it operates. We hope to continue that joint work to test and challenge the operational procedures at the border control post in relation to the way horses travel to the site and are handled and inspected. Of course, that will be an area of focus for our work over the coming months.
We continue to welcome the open and supportive dialogue that we have with the sport horse industry. I again thank the hon. Member for North Shropshire for securing the debate. This is an important set of issues, and I am grateful for the opportunity to discuss them.

Commons ChamberI thank the shadow Minister for his questions and his interest in this topic. What is clear is that there is a distinction between those goods that are coming into the country illegally, which will still be inspected at the port of Dover by Border Force, and those that are coming in via legitimate routes, by legitimate trade links, from areas that have been inspected by their own country’s equivalent of the Food Standards Agency to make sure that those port goods are safe to come into the UK with the correct documentation. Those goods will go to Sevington. But if someone tries to do something illegal, they will be picked up by Border Force at the port of Dover, via inspection, including intelligence-led inspection. [Interruption.] The shadow Minister says that there is no money, but we are in conversation with Port of Dover to resolve that.
The other challenge that the shadow Minister put to us was that we have delayed this a number of times. That has happened because we have been in conversation with those people and hauliers who have had comments on how to improve the system. We have listened to those concerns and now have the model that will operate, given the advice and liaison we have had with those companies.
As a veterinary surgeon, I am passionate about biosecurity. I am reassured that our Conservative Government are taking this matter very seriously indeed. I thank the Animal and Plant Health Agency and everyone at our borders who do so much in this regard. Prior to leaving the EU, we did not have the opportunity systematically to check animal and plant products coming into the UK. Does my right hon. Friend agree that we now have the opportunity to strengthen our biosecurity and that the introduction of the border target operator model will protect animal, plant and, ultimately, human health in the UK moving forward?
I pay tribute to my hon. Friend for his work in this area and his expertise in it. Moving forward, we will be in a much stronger place in terms of our phytosanitary and sanitary protections. That is the right outcome. We will continue to ensure that we are safe in the UK and that we protect our borders proportionately.

Commons ChamberI am delighted to speak to the amendments and grateful to hon. Members for their continued interest and engagement in ensuring that this ban on live animal exports for slaughter is effective and comprehensive. The question of which species should be included in the ban is indeed crucial and is one to which we have given careful consideration. When we carried out a wide-ranging consultation on banning live exports in 2020, we were clear about the species that we were seeking to apply the ban to. We received no evidence then, and have received none since, that a ban on other species was at all necessary.
In the 10 years prior to EU exit, the live export trade for slaughter and for fattening mainly involved sheep and unweaned calves. The numbers of deer, llamas and alpacas kept in the UK are extremely low compared with the species for which a significant slaughter export trade had existed in the past. For example, the June 2021 agriculture census records showed that there were about 45,000 farmed deer, 12,000 alpacas and 1,000 llamas in the United Kingdom, compared with 33 million sheep and 10 million cattle. About 35,000 cattle and 220,000 sheep are slaughtered every week in England and Wales.
I can reassure the hon. Member for Westmorland and Lonsdale (Tim Farron), who is not in his place, on his concerns in relation to his amendment about reindeer. Although reindeer are kept in the UK, they are not really farmed, and they are small in number. Of course, they are imported mostly for use in visitor attractions, especially at Christmas.
We are not aware that any species proposed in the amendments are exported for slaughter or for fattening. It is important to make that distinction: we are talking about the export of animals for slaughter and for fattening. The numbers of llamas and alpacas might be increasing, but they are not consumed as meat in the United Kingdom. Although there is no evidence of demand for trade in live exports from the EU to elsewhere, the definition of relevant livestock covers all live exports where major animal welfare concerns have been identified and a trade existed in the past.
The Minister is detailing the species involved in the Bill and those potentially not involved. I heard what my friends in the Democratic Unionist party said about animal health and welfare issues in Northern Ireland, and I am sympathetic, not least on the supply of veterinary medicines in Northern Ireland. Although the point has been made that there have not been live exports from the mainland since Brexit, the Environment Food and Rural Affairs Committee has taken much evidence from World Horse Welfare—horse is a species included in the Bill—that hundreds if not thousands of horses have been illegally exported to Europe under the guise of sport or breeding when they were actually for slaughter. This welcome Bill will stop that illegal movement of horses.
I pay tribute to my hon. Friend for not only his comments but his campaigning against the export of horses for slaughter. He is a tenacious campaigner in this area and I pay tribute to him for his work.

Can I just highlight again the loophole in the Government buying standards the Minister mentioned? The public sector can deviate from buying high-quality food on the basis of cost; it can deviate from animal welfare standards if it is cheaper to do that. The Minister’s predecessor gave us very encouraging answers on the EFRA Committee on our recommendations for closing that loophole. It is a simple thing to do. I really urge the Government to look at that and to close the loophole, so that we can give the best example with our local public sector food procurement.
Of course, we want those consuming food purchased in the public sector to have access to the healthiest, best-quality food possible. We need to balance that with a desire to get good value for taxpayers’ money at the same time. Where foods are of the same quality and standard, we would of course expect people to purchase locally wherever possible. We want to use our influence to encourage people in the public sector to make the most of locally produced, high-quality British food. That is done through a blend of mandated standards that apply to central Government Departments —His Majesty’s Prison and Probation Service, NHS hospitals and the armed forces in England—and best practice standards, which exist to encourage all public sector organisations to work towards having healthier and more sustainable food in their supply chains.
Public sector food should champion healthier, sustainable food that is provided by a diverse range of suppliers. To underpin that approach, we held a consultation last year on public sector food and catering policy, including on updating the Government buying standards for food and catering services, which were last updated in 2014. Leaving aside the nutritional standards, which were updated in 2021, there was broad support for some of the proposals we included in the consultation, including pursuing greater environmental sustainability gains and increasing the opportunities for small and medium-sized businesses in the sector.
I am pleased to say that we have worked hard with colleagues across Government to take our response through to the final stages of drafting. I am confident that the revised standards will deliver positive change, as well as making life easier for those implementing them. The team has been working across Government with those Departments that have a vested interest, such as the Ministry of Defence, which has specific operational challenges in feeding its workforce, and with the Crown Commercial Services to oversee the consideration of SMEs in its new Buying Better Food and Drink agreement. That agreement will help SME food producers to access public sector food opportunities, provided that they meet the GBSF.
The GBSF already supports and strengthens cross-Government policies linked to environmental sustainability, animal welfare, food safety and nutrition. With regards to the environment, for example, the standards encourage the championing of seasonal produce and mandate that a proportion of food in the supply chain meets higher environmental production standards. That can currently be demonstrated through membership of organic and LEAF—linking environment and farming—assurance schemes, and we will continue to work to link them to world-class environmental land management schemes.
As well as bringing the standards up to date, the refresh will make the GBSF simpler and more engaging for those in the sector to interpret, whether returning to the standards or coming to them for the first time. Accompanying guidance will clarify how any changes can be applied, as well as improve the transparency of the supply chain, so that a greater range of potential suppliers are able to understand the opportunities the sector has to offer. To continue driving improvement and ambition in the sector, we will continue to develop and refine guidance following publication by engaging with the sector to improve uptake and retain Government focus on the priorities I have mentioned.

Commons ChamberSwine influenza is endemic in the UK pig population. It generally causes only mild illness, but the Health Security Agency’s investigation, with support from DEFRA, is ongoing. We are committed to upholding the UK’s high level of biosecurity, and work is under way, with £200 million in the current spending review, to safeguard the long-term future of Weybridge as a centre for scientific excellence in tackling high-risk diseases such as this.

My right hon. Friend raises an important point: we need to make sure that we are using surveillance. As he will be aware, it is often best not to talk too publicly about the methods we use to protect our borders and detect diseases, but I can give him an assurance that we take the issue very seriously. We use intelligence to detect where the risks will be, but we also have robust regimes in place to make sure that we can pick things up as they come into the country.
As my hon. Friend the Member for Penrith and The Border (Dr Hudson) mentioned, African swine fever is moving across Europe. It is vital for our pig sector that we protect ourselves from the disease entering the UK, which is why we are introducing robust regimes to make sure that we protect our border, back our farmers and back our food production system. Working together, that is what we will do, moving forward.
Does the Minister agree that if we get a fully operational border target model, it will not only protect the nation’s biosecurity, but help to unearth the illicit movement of animals in and out of the country? That includes puppy smuggling, the smuggling of heavily pregnant dogs and those that have had their ears horrifically cropped, and horses being illegally exported to Europe for slaughter. Can he reassure me that the new model will help to stamp out some of those practices?
Those are all things that we want to achieve. The way to do so is by having a very efficient border point where we can check things, deter criminal activity—let us be clear that some of this stuff is criminal activity—and prevent inadvertent infection through diseases and pests at the same time.

Commons ChamberThe right hon. Gentleman will be aware that we have been able to get fishermen on to the shortage occupation list. The Home Office has conceded on that so that those people can now make use of that process. We shall continue to have conversations with both the fishing industry and the Home Office to try to help the industry. The good news is that, following our leaving the EU, we do now have the opportunity to manage our own fisheries and we have been able to increase quotas, and the amount of catch and fish that is landed has now gone up.
This week, the Environment, Food and Rural Affairs Committee visited a Dogs Trust rescue centre as part of our inquiry on pet welfare and abuse. Each year, huge numbers of puppies, heavily pregnant dogs and dogs that have had their ears horrifically cropped are smuggled into the UK. Can my right hon. Friend reassure me and the House that the Government are committed to stamping out these horrific practices by bringing back the appropriate animal welfare legislation?

Commons ChamberSadly, the highly pathogenic H5N1 strain of avian influenza has been confirmed this week on a poultry premises in Eden in my constituency. My thoughts and prayers are with those affected there and across the country as well. Will my right hon. Friend join me in thanking everyone on the frontline, including vets and Animal and Plant Health Agency officials, involved in tackling this crisis? Will the Government reassure farmers and producers that they are keeping the avian influenza support and compensation measures constantly under review as we navigate this crisis?
I join my hon. Friend in paying tribute to those people who are working on avian flu, including the chief vet, who was recognised in the new year’s honours list. I can assure my hon. Friend that we continue to talk to, and work with, industry to make sure that farmers can be profitable and confident that their business will succeed next year.

Commons ChamberI am disappointed that the hon. Gentleman has taken that approach and wants to make this a party political issue. Interestingly, Wales, where the Labour party is in control, has not moved to do this at this stage. We are announcing before the Welsh Administration. We are actually working quite closely with the devolved Administrations. We have taken this decision now because we are following the most up-to-date science and veterinary advice. We are led by the science and by our veterinary advisers. It is fair to say that the housing order has a twofold impact on the spread of avian influenza, whereas biosecurity can have a 44-fold impact on the spread, which is why our focus has been completely on biosecurity. As I say, we continue to talk to our colleagues in the devolved Administrations. We have constructive conversations and we are working closely with them.
It is clear that there is capacity within the DEFRA vets service to deal with this challenge. The vets are on site and on farms and they are dealing with it. When it comes to food supplies, we are confident that our food supply networks are enough to ensure that we have turkeys for Christmas. We have the most robust supply chains available to us and there should not be a problem as long as we continue to keep the strictest biosecurity.
The hon. Gentleman’s final comment was about vaccines. The advice I have been given is that the current vaccines are not as effective against the current strain of European bird flu as we would have hoped. Vaccines are available for birds kept in zoos that do not enter the food chain but, because of trade deals, there is a challenge with vaccinated birds entering the food chain. We are having conversations and working as closely as possible with our colleagues in Europe, who face the same challenges, to find a way forward.
I thank my right hon. Friend for his update on this incredibly concerning situation. My thoughts go out to people on the frontline on farms, who are in among their birds. It is incredibly distressing and devastating for all involved in tending or looking after birds and animals that are dying or need to be culled as part of the control process. We saw that with foot and mouth, and we are now seeing it with avian flu.
I thank the vets and officials involved in disease surveillance and control during this incredibly stressful time. Does my right hon. Friend agree that this confirms that the APHA needs to be adequately staffed and resourced to protect animal health and welfare and biosecurity, and that we must refurbish and fund its headquarters down in Weybridge as a priority?

Commons ChamberI read that news in the paper this morning, and I was very sorry to hear about the actress who played Olive in “On the Buses”. It highlights the importance of ensuring that people have an active and working smoke alarm, and I say to anybody who is watching this sitting of Parliament today, that once they have finished watching, they should go to their smoke alarm, press the button, and check that the battery is working and operational, as that could genuinely save their life. The hon. Gentleman is right to draw attention to the fact that the London Fire Brigade is brave in tackling such fires, and it is sad that we have lost a great actress from the United Kingdom.
On this dark day for Ukraine, Europe and the world, may I join colleagues throughout the House in expressing our solidarity with the people of Ukraine at this dreadful time, and in condemning this abhorrent invasion by Russia? My thoughts and prayers go out especially to the civilians in Ukraine who face terrifying and awful choices as they try to protect their families. I note the comments by the Leader of the House about the upcoming business, but will he reassure colleagues that there will be sufficient parliamentary time to consider the UK’s international actions and also, importantly, our domestic resilience preparations?
My hon. Friend will recognise that the Prime Minister will be in the Chamber at 5 pm, and that will be his first opportunity to question our right hon. Friend. I have not announced further business other than a debate on Ukraine on 7 March, but I think the Government’s record of giving Members many opportunities this week to discuss this matter will be an indication of how we will proceed going forward.
