I thank the hon. Gentleman for his question; I, too, thought I had escaped him. He will be surprised to know that there is another method available to us, which the SNP does not understand. We do not have to pick a fight with everybody; we can actually talk to people and negotiate, and that is what we are doing with the EU. We are trying to build relationships rather than pick a fight with the whole world.

2. What recent assessment he has made of the impact of the cost of fertiliser on food producers.

Fertilisers make up around 9% of input costs into food production. Cost increases may be absorbed at various points within the supply chain, but of course we should recognise that there has been a huge spike because global energy prices are going up. The Government recognise that input costs have increased and are challenging cash flow. That is why we brought forward the direct payments to try to help people with their cash flow, and we will continue to monitor that as we move forward.

Last month my constituents at CF Fertilisers were made redundant. Within days of that happening, the company announced that it was halting CO2 production at its plant in Billingham. I know that the Minister is new in place, but I warned his predecessors again and again that we could not afford to be in such a vulnerable position and that we should have got the company sold to the many people who are interested in purchasing it. I am so disappointed that we have got to this point, because it was completely avoidable. Will he, on behalf of his Department, apologise to my constituents who have lost their jobs unnecessarily and to everyone in the country who will be paying more for their food as a result of this very short-sighted decision?

I thank the hon. Gentleman for his question. Of course, we do not want the company to be able to exploit the monopoly position it holds within the marketplace. It has ceased the production of ammonia at the plant, but it will continue to produce ammonium nitrate and nitric acid. The Government continue to engage with the plant to make sure we can secure supplies of fertiliser and other products.

I join the hon. Lady in expressing my sympathy to the residents of Riverside Drive. Having your home flooded is a terrible experience. The Environment Agency and the Department for Environment, Food and Rural Affairs work together to prioritise schemes to make sure that they get the best value for money. I will pass on her comments directly to the Secretary of State for Environment, Food and Rural Affairs so that he is aware of her concerns.

Almost a year ago to the day, the Post Office announced that Neston post office was to be closed, but that it would be a temporary closure while it found a commercial partner. I warned at the time that that would be a tough ask, and lo and behold, a year on, the Post Office has announced this week that because it has not been able to find a commercial partner, the post office will close permanently. A town of Neston’s size, with 20,000 people, should have a post office, and it is unacceptable that the Post Office continues with these flawed business models where they rely on commercial support that clearly is not there. Can we have a statement from the relevant Government Minister about what they will do to ensure that the Post Office can serve all communities?

I am sorry to hear about Neston post office. Post offices are great community assets. The Government set access criteria to ensure that services remain within reach of all citizens. I think that 99% of the UK population is within three miles of a Post Office outlet. It is a great resource. It is obviously a shame that Neston post office will not reopen, but we should celebrate all that is positive about post offices up and down the country.

I pay tribute to my hon. Friend, because I think he is the chair of the all-party group on motorsport, and to you, Mr Speaker, for allowing the use of Speaker’s Court for some of that amazing technology and for those amazing cars. It was a true privilege to be able to see those motor vehicles.

My hon. Friend is right to pay tribute to the industry, which brings forward amazing technology here in the United Kingdom that is driving world investment and benefiting the UK economy. I do not know whether he had the opportunity to raise this in Transport questions this morning, but I will make sure that his comments are passed on to the Secretary of State.

Later today, the all-party group on leasehold and commonhold reform, of which I am proud to be a co-chair, will be hosting a reception. Among other things, it will be marking the life of the late Louis Burns, who did so much to campaign on leasehold reform. We will also be marking the introduction of the Leasehold Reform (Ground Rent) Act 2022. However, the big question that we will all still be asking is: when will ground rents be banned for existing leaseholders? We have had promises now for nearly five years from successive Government Ministers. Can we have a statement, please, with a date when leasehold ground rents will be banned on all homes?

Mark Spencer Portrait Mark Spencer
- Hansard - -

As I said to the hon. Gentleman’s colleague, the hon. Member for Nottingham South (Lilian Greenwood), a moment ago, the lease reform Bill is coming forward, which is a huge step forward. It will be an opportunity for the House to debate those matters, but the Government are committed to help and support people across all constituencies to get access to housing. We want to see people own their own home, and also to be able to get on to the housing ladder and to access a home to build a future for themselves.

I am delighted to join the hon. Lady in congratulating Jacob on his achievements, and also the coaches and support teams of such clubs up and down this country. Whether it is rugby, boxing or football, there are thousands of volunteers who stand on the touchlines or around the rings watching these individuals develop their skills. These sports are great for people’s physical health and also great for their mental health.

Last time Her Majesty’s Revenue and Customs mileage rates went up over a decade ago, the average price of a litre of unleaded petrol was about £1.20. It is now more like £1.90, so can we have a statement from the Chancellor, ideally at Treasury questions next Tuesday, about what can be done to bring mileage rates in line with the true cost of fuel?

Mark Spencer Portrait Mark Spencer
- View Speech - Hansard - -

Of course, there are challenges given the global fight against inflation that we are engaged in, which is why the Chancellor of the Exchequer reduced fuel duty—a huge tax cut—with £5 billion of tax reductions. I am sure the Chancellor of the Exchequer will be at the Dispatch Box once again very soon, when the hon. Gentleman will have an opportunity to challenge him directly.

My hon. Friend may well have just done that by raising it here in the Chamber. He is right to raise the great work that nurses do up and down this country, and I know that is supported across the House. We never know when we might need the support of the NHS, and it is good to know that it is there for us in our moments of need.

In the Leader of the House’s football chat, he forgot to congratulate Manchester United on their victory over Nottingham Forest in the FA youth cup final last night. I am sure he will want to rectify that omission as a matter of urgency.

Moving on to more serious matters, a few weeks ago I met some constituents whose dog sadly died as a result of a fire in their home. The fire service says it was caused by a fault with a Hotpoint tumble dryer, but Hotpoint refuses to accept any responsibility. I am outraged that we have reached this point, forcing the family to look at legal action. Can we please have a debate on what more can be done to hold manufacturers to account for these kinds of faults?

Mark Spencer Portrait Mark Spencer
- Hansard - -

I understand the hon. Gentleman’s enthusiasm for celebrating Manchester United winning anything, which is a rare event these days. He went on to make a very serious point about tumble dryers and whether they are causing fires in people’s homes. There are clearly a number of safety regulations that products in our homes should meet. It is worthy of further debate, and I am sure that he will be in his place to raise those matters with the relevant Ministers when they are at the Dispatch Box.

I know that the hon. Gentleman is a renowned campaigner on these issues—I pay tribute to him for that. The Secretary of State does take these issues seriously, and I suggest that he writes directly to her to express his views and to hold her to account.

First, I congratulate the hon. Gentleman on his well-deserved meteoric rise. I want to ask a question following a meeting that I had with a constituent last week. He has been a victim of fraud and, over several months, he has been sending information to the police about the circumstances behind that. However, he has now been told that the police are not going to investigate the alleged offence because they do not have the resources to do so. In fact, they have a policy that they do not investigate allegations of fraud under £15 million, which is absolutely disgraceful. Is this something that the Government endorse? Will the Home Secretary make a statement to clarify whether this is now Government policy?

Mark Spencer Portrait Mark Spencer

I thank the hon. Gentleman for his kind words about my trajectory, but of course what goes up must come down—I think that if he watches this space, it will come down quite rapidly. We will have Justice questions on 4 June, and I know that he will be in the Chamber to try to raise that topic again. I am also informed that the Treasury Committee is looking into the issue. I would ask him to submit any evidence to that Committee to ensure that it is as fully informed about that investigation as possible.
