Commons ChamberI do not accept that. We have made it clear to councils that out-of-borough changes are not desirable. It is not right, as happened in the ’70s, for large groups of people to be dumped a long way from their homes. That is why we changed the law last year so that councils have to take into account the suitability for each individual. Dumping is something that we will challenge. The law is clear and the hon. Gentleman has my support on the matter.
T6. Given that the number of empty homes fell by more than 21,000 in 2011, which is the biggest drop since 2004, does my right hon. Friend agree that local solutions, supported by central Government, provide the best means of tackling the long-standing problem of empty homes?

Commons ChamberI agree entirely with the hon. Lady. I am a big fan of local markets—they are where we can get fresh produce and where our small start-ups can begin—so I endorse entirely what she says. In the summer, of course, we tried to revive our markets locally, and we will continue that work. I hope that all hon. Members will play a part in that.
Shirley town centre partnership in my constituency was unsuccessful in bidding for the first tranche of funding to be a town team partner. I am ever hopeful, however, that it will win an award under the second tranche. What really impressed me was the ingenuity and quality of the ideas that Shirley and—I am sure—other town centre partnerships have come up with. Could the scheme be extended, should beleaguered high streets that have put forward these great ideas miss out on the second tranche?
I can see that there is no better advocate for Shirley than the hon. Lady. I encourage her to continue her work. There are opportunities available, including the high street innovation fund—the £10 million fund to help high streets themselves change—and I encourage her to get more involved.

Friend has already outlined many of the measures that we as a coalition Government are taking to reduce the regulatory burden, but does he agree that a fire-at-will policy might be counter-productive and would not produce the increased productivity and growth that we need so much?
The element of the Beecroft report to which my hon. Friend refers is one of 23 separate measures. We want to ensure that we consider these matters on the basis of good evidence. That is why there is a call for evidence, and once we have had a look at it and weighed the pros against the cons, we will make a decision.

With respect to the hon. Gentleman, Mr Beecroft has submitted his report and we have submitted a call for evidence. Business organisations are now providing that evidence, and when we publish the report later this afternoon they will be able to comment on it. They recognise the value of ensuring that we have modern, flexible workplaces.
I agree with the Minister on the need for balance, but does he agree that we would create a climate of fear in employees by introducing a fire-at-will option, which will not help productivity or growth, and which could be just plain bonkers?
Absolutely. We need to ensure we get the balance right so that businesses are competitive and we do not tie them with the red tape they suffered under the previous Government, but as the hon. Lady rightly says, we also need to ensure we do not strip away those basic rights. I understand that and we are sensitive to it, but we need to recognise that we face tough economic circumstances. I want to ensure that everybody who has the opportunity to get a job can do so. Red tape can sometimes make that very difficult to achieve.
I have agreed with everyone who has intervened, which is probably not very politically correct. I completely acknowledge the point that the hon. Gentleman makes, but I think that sensible economic decisions will be made by the larger retailers in non-tourist areas. Indeed, the British Retail Consortium is divided on the issue, and not just along the line dividing large and smaller shops. However, small shops in the tourism areas will reap additional revenue benefits by virtue of where they are located. I do not think that it is all doom and gloom, but I do think that the potential bonanza is likely to be realised only in the main tourist areas.
I do not think that this is the time or the place for reopening the Sunday trading debate. Many small retailers fear that the Bill will pave the way for Sunday trading by the back door without protection or consultation with the groups opposed to widening Sunday trading, such as the Keep Sunday Special campaign. Organisations such as the Association of Convenience Stores and unions representing shop workers, such as the Union of Shop Distributive and Allied Workers, found that the majority of their members were also opposed to the Bill, as has already been mentioned. Of course, there is also the fact that a large proportion of shop workers are women with caring responsibilities, so it would be wrong to make anything other than temporary changes without all those affected having a proper say.
Of course, some people will welcome the opportunity for more hours of work on a Sunday, although we have heard about the USDAW workers and there has been great discussion about how employees can be pressured against their wishes into working on a Sunday. I have sympathy for anyone who is pressured into Sunday working. However, I gently remind the House that for other industries there is no legal opt-out for Sunday working because the needs of their business dictate that some staff must be there on a Sunday. I think that we need to keep a sense of proportion when considering this temporary period.
On the two-months’ notice for shop workers, I have concerns that 22 May, the limit on when notice has to be given, is too short a period for shop workers not only to plan for, but to learn about the changes that are coming forward. It represents fewer than three weeks, so can the Minister assure me that workers will be informed in time and that any blank refusal to accede to a legitimate request from an employee will be covered by industrial relations legislation?
The hon. Lady makes a specific point, and I am aware that several Members want to speak, so I shall be brief. I can give her that assurance. That is absolutely clear. Many workers like the fact that they will be able to have a shorter notice period, because they will be the ones giving notice and they recognise that it is advantageous to them, so the hon. Lady makes a sensible point and I am happy to assure her on that basis.

I am pleased to have the chance to discuss economic opportunities in the west midlands, particularly in Coventry. I commend the hon. Member for Coventry South (Mr Cunningham) for securing the debate. He highlighted several practical issues around job losses and questions for small businesses. I will address all of them, including the specific transport schemes that have been mentioned.
It is worth taking a step back and remembering that the west midlands is a key part of our national economy. If we look at the most recent complete gross value added figures, it accounted for just over 7% of the UK’s GVA in 2008. It is important that the area is successful and prosperous. Clearly, there have been problems. I understand that it is a difficult time for individuals caught in unemployment or facing redundancy. However, there has been positive news. I welcome the balanced view that the hon. Gentleman presented of the challenges and also the good news. The Opposition will understandably challenge what the Government are doing, but we have to be careful that we do not start to talk down Coventry or other areas and that we strike a sensible balance. We must recognise the problems, but we must also look at where the opportunities are, because I think they are strong.
We have seen, for example, the £355 million investment by Jaguar Land Rover at i54. It is not immediately within the Coventry area, but it is crucial for the whole JLR programme. We have seen the £31 million that JCB is putting forward for its next generation of engines, which will form a crucial part of the skills base in the west midlands. We have also seen investment in BMW at Hams Hall, just outside Coventry. This is welcome news because not only is it good for businesses, it is a tribute to local workers. I want to put that point on the record. The hon. Gentleman and I have met the trade unions with regard to Rolls-Royce at Ansty. I hope that conversations between unions and management will persist to ensure that is somewhere that can remain competitive.
For many of us in the coalition, it seems that there is tremendous potential for the west midlands, because of the tremendous skills base. The Minister mentioned Ansty; he did not mention the fact that in my constituency of Solihull, Land Rover is creating 1,000 jobs in addition to the ones that he has already mentioned. There is so much potential for jobs and for the development of research and technology in our west midlands area, particularly close to Coventry.
I am grateful for the hon. Lady’s contribution. I will come to the broader Jaguar Land Rover issue, because it is crucial for the whole network of engineering and manufacturing in the region. We must be careful to remember where the roots of the problem lie. In 1975, GVA was ahead in the west midlands—above the national average. In the first decade of this century, from 2000 to 2008, the increase in GVA per head in the region was the lowest of any part of the country. In Coventry, the decline is clear. In 2000, we saw GVA per head 10 points above the national average; by the time we get to 2008, it is eight points below, so there are significant challenges. Indeed, the west midlands was the only part of the country where the number of private sector jobs fell between 1998 and 2008, so there are real underlying issues.
We are committed to rebalancing the economy; that includes sectors and geography. I turn to the specific areas of activity that I think are relevant. First, local enterprise partnerships are crucial. In the few months that they have been in existence, the Coventry and Warwickshire LEP has established a business mentor network; it is working with the banks to unlock credit at local level in addition to what we are doing at national level, and it has also identified key development and infrastructure opportunities. If I may, I will come to the question of Tollbar End and the development of that site in a moment. I know it is very important.
We have put £248,000 into the Coventry and Warwickshire LEP to get it up and running. That is not designed to provide a vast administration. I am not sure that we want a vast administration. We want outcomes. That is why the LEP is getting its funding strategy in place; it is why it is putting in place its evergreen fund and it is why we are making sure that there is a portal in place so that it is actually able to engage with small businesses.

Commons ChamberI must correct the hon. Gentleman and give him the facts. We have had to reduce capital allowances to enable us to fund the corporate tax cuts, but the net result of the changes is that manufacturing—and not the industries to which he referred—will still be better off. Indeed, by 2014-15, it will be better off by £250 million per annum. I think that that is a very good policy, although I detect that the Labour party may now be opposed to it.
We accept that the coalition Government have put many good things in place to help industry generally, but I have a specific question about manufacturing. Will the Minister say whether the Government are planning any particular help for manufacturing to restore it to its rightful place, which is leading the world?
Indeed we are, and our plans include the changes to corporation tax that mean that manufacturing industry is better off by £250 million, the reduction of the burden of red tape and the removal of many regulators, and the £150 million that has been set aside to fund up to 50,000 more apprentices. The Government’s stronger long-term approach contrasts with the pick ‘n’ mix tactics and the tinkering and meddling that we had from the last Labour Government.
I remind the House that manufacturing investment declined in 10 of the last 11 years. That is the record of the Labour Government, and Labour Members should be ashamed of it.

Commons ChamberThe priority of making sure that the banks are doing their job is something that both the Secretary of State and I are working on closely with the banking sector and the Treasury. We agree with the hon. Lady that we need to make sure that the banks are doing their job properly. I think there was a degree of, dare I say, complacency from some Ministers at the end of the last Government that all things were settled, but she is right to point out that they are not. She has also rightly pointed out the gender imbalance on the Front Bench, but I am pleased to tell her that my noble Friend Baroness Wilcox, who represents this Department in the other place, is working closely with me on the question of women in business. Baroness Wilcox is a successful business woman herself and I think she will make an excellent contribution. I know the hon. Lady takes a close interest in this matter. If she and other business women here would like to contribute to the debate, so that we can ensure we get the gender balance right and help more firms, they would be very welcome.
Many companies already accept the wisdom of procuring from companies that look like the customers whom they supply. We are behind many other countries, particularly the USA. I greatly welcome the Government’s aspiration to procure 25% from small businesses. Will the Minister consider the issue of procurement, and measuring procurement, from women-owned businesses for Government contracts?
I would be wary on trying to secure gender balance, as it becomes very complicated. The key is ensuring that women, as business owners and managers, can have the best opportunity. I would be happy to talk to the hon. Lady about how we can do that. I extend to her and other female Members who are in business and have real experience an offer to help me ensure that those businesses can succeed.
