Let me look into the specifics of any individual case. It should be the case, however—as the conversations that the Under-Secretary of State for Levelling Up, Housing and Communities, my hon. Friend the Member for North East Derbyshire (Lee Rowley), has had with lenders show—that there has been a significant diminution in the demand for EWS1 forms. Where they are still being demanded, however, I would like to know more, so I look forward to working with the right hon. Gentleman to find out more about any kinks in the system.

On-street parking is a policy of Warwickshire County Council. Does the Secretary of State agree that the council has got it wrong in allowing people who drive internal combustion engines to park all day directly in front of the electric vehicle chargers that it has provided?

I absolutely take the hon. Gentleman’s point, but it is the case that in the future we will be negotiating new free trade deals, as it happens, with other countries outside the European Union that we could not have negotiated inside the EU. These negotiations are led by my brilliant colleague, the President of the Board of Trade. She has secured deals—for example, with Japan—that are even better than that we had in the EU, so negotiating going on is what Trade Secretaries do, and we are lucky to have the best in the world.

I welcome my right hon. Friend’s statement, in which he spoke of the importance of providing clarity for business. Will he confirm that clarity will include ensuring that manufacturers from across the UK will continue to be able to trade freely with a market of 500 million consumers who are on our doorstep?

My hon. Friend makes an important point. He has been a consistently strong and coherent voice for manufacturing, not just in his native west midlands, but across the United Kingdom. One of the things that we want to secure is a free trade agreement that ensures that our manufacturing and advanced manufacturing sector can continue to sell into a market on our doorstep.

Many businesses in Rugby trade with companies across Europe, and I wonder therefore what assessment my right hon. Friend has made of their current state of readiness for the end of the transition period. Will he say a little more about the steps he is taking to ensure that retaining and growing that business becomes easier, rather than more difficult?

My hon. Friend makes an important point. A significant number of businesses have taken significant steps in order to prepare themselves for life outside the customs union and single market, but one of the reasons for the campaign we are launching now is to ensure that every business has the information it needs. I hope to work with my hon. Friend and other hon. Members in order to ensure that business has the support it needs to take advantage of the opportunities and also to deal with the changes that are coming next.

Last week, I visited a logistics business in my constituency that sends parcels to the Republic of Ireland, and I heard about the concerns of its customers about the need for paperwork. The business has offered to do it and charge for the time spent—about 20 minutes per form—but I understand that many businesses simply will not bother, which will lead to a loss of valuable export sales. Clearly, the best thing is to keep the existing arrangements, but what further advice can my right hon. Friend give to my constituent and his customers?

My hon. Friend makes a very good point. There are some specific proposals that help to deal with parcels of a lower value and can facilitate their flow across borders, but I suggest that his constituents contact gov.uk/brexit—the Government Digital Service website—or, indeed, HMRC. If he would care to write to me, I can ensure that all the facilitations and easements available are in place for his constituency’s firms and employees.

We are developing a renewed strategy on resources and waste, which will include reviewing how the producer responsibility scheme works to ensure that we can invest more in recycling.

Does the Secretary of State agree that a reformed packaging recovery note system could provide funds for better recycling and waste collection, particularly for on-the-go packaging; reduce litter; and increase recycling rates? Does he also agree that that is a better option than the “latte levy” scheme, under which there is no assurance that the money will go towards environmental improvements?

My hon. Friend, who knows a great deal about packaging, waste and recycling, makes an important point. If we impose particular costs on producers, we should whenever possible ensure that those costs then go towards environmental enhancement and improving recycling. I am sure that his well-pitched case will be heard with sympathy in the Treasury.

I understand the Secretary of State’s concerns about what happens to plastic waste once it has been used, but does he agree that its use by retailers in particular gives consumers the widest possible choice and prevents food waste? It is important that any measures that we introduce do not reduce consumer choice and do not cause more of our food to be wasted.

My hon. Friend makes a very important point. Although we need to reduce demand for plastic and increase recycling, plastic does have a role to play in the preservation of fresh produce and in helping us to tackle food waste, which is in itself an environmental and economic mistake.

A number of my constituents are employed at Rainsbrook STC, near Rugby, where the YJB has taken decisive action by transferring the contract from G4S to MTCnovo—that will take effect in May. For the benefit of my constituents, will the Secretary of State confirm that that transfer is proceeding satisfactorily? For the benefit of the House, will he confirm that the change will prevent the kind of distressing allegations that we have heard today?

The transfer from G4S to MTCnovo should reinforce some of the changes that are already taking place, which ensure that children and young people are better looked after. I had the opportunity to visit Rainsbrook, where I saw that staff were taking very seriously some of the unhappy practices that had been reported in the past and were determined to improve the care of young people.

We are allowing all good schools to expand. I am an unalloyed fan of all good schools, whether they are comprehensive or selective. No new selective schools will be created under the coalition Government, but all successful schools have the right to expand, and any parent who believes that any school is in breach of the admissions code has an expanded right to complain to the schools adjudicator. Good schools doing a better job for more students: that is what the coalition delivers; I am amazed that the hon. Lady objects.

T5. Last Friday, I had the great pleasure to visit Paddox primary school in my constituency, which is an outstanding school where significant improvements have been made in recent years. Parents have told me that much of the positive atmosphere at the school is attributable to the drive and ambition of the head teacher, Brenda Oakes. Does the Minister agree that strong leadership provided by head teachers such as Miss Oakes is essential in delivering a first-class education to all our children?
