Commons ChamberI am not accusing the right hon. Gentleman; I was accusing some in this House today of glossing over Labour’s record on these issues. Indeed, I have previously welcomed what he did.
Let me deal with the sustainable development goals, the main subject of the debate. It is important that we get back to the base principles. It is in our fundamental common interest, as well as being a moral imperative, to get the sustainable development goals right and to continue to make the case for development in this House. Fundamentally, it is a moral case that everyone is born the same and deserves the same opportunity. People in this country and the world over, including in my constituency—where I regularly have difficult debates on the doorstep about this—are not insulated from the consequences of poverty, conflict and climate change in other countries. We may see that in shifts in migration—we have all seen the terribly tragic events that are repeatedly happening in the Mediterranean; in poverty-driven conflict creating further zones of instability around the world, which can then lead to the risk of young people, including from my constituency, being dragged into fighting for organisations such as ISIS or al-Shabaab; and in terms of disease, as we have all seen with the tragic circumstances of Ebola in west Africa and the consequences of people then travelling around the world.
This is about the tragedy of the Mediterranean. I do not blame the Secretary of State for this situation, but tomorrow it is one year to the day since the House of Commons voted to support the Syrian refugee programme, and as of now there are only 90 Syrian refugees in the UK. Is that not shameful? Let us hope the Government will still, even at this stage, reconsider.
I thank my hon. Friend for the point he makes. I have met many Syrian refugees in my constituency and they come with some truly harrowing tales of what they left behind.
We need not only to guard against the risks but to consider the opportunities of fairer trade, which would benefit this country and developing countries. I am glad to say that many organisations and individuals in my constituency recognise that fact, and do some incredible campaigning work to raise these issues locally and put the pressure on internationally, too. I am thinking of organisations such as the Penarth and District Lesotho Trust, of which I am proud to be a patron. It has been operating for 10 years, supporting a schools and churches link with Teyateyaneng in Lesotho, and supporting a school, a library and other community work there; there are strong links with the local schools of St Cyres and Stanwell in my constituency. The Penarth fair trade forum has set up a local fair trade business directory, has gained the support of the town council, does fundraising and has held fair trade fashion shows. Indeed, last year it had a fair trade public speaking competition for local schools on the question, “Is fair trade a load of bananas?” That sort of work, bringing in the younger generation, enables the pressure to be built up and the consensus to be developed.
I also wish to pay tribute to the diaspora communities in my constituency, particularly those from Somaliland and Yemen, who do incredible work in fundraising for crucial development projects back in their home countries. I have been to a number of events where such fundraising has taken place. Those communities provide incredible support in terms of their remittances. They are also involved in fundraising for places such as Gaza which are facing humanitarian crises. Incredible work is done locally in raising funds for Islamic Relief.
I also praise the Welsh Labour Government for setting up the Wales for Africa programme, which encourages community links and the mutual understanding that fundamentally changes the simplistic view that we should not be helping people overseas and that charity begins at home. It recognises that we are all interdependent and that what happens overseas matters to our own communities.
Let me turn briefly to a false dichotomy that I often hear in this House. It is the idea that there is clash between supporting development and supporting defence. I am very clear that there can be no development without security and, equally, no security without development. I mentioned Yemen and Somaliland, which provide us with some interesting examples in that regard. Yemen is a country with which we have historical ties. We also have a strong diaspora in this country, including in my own constituency. It is also one of the poorest countries in the middle east, and far too often it has been overlooked and forgotten by the international community. I know that this Government and the previous Labour Government made commitments to Yemen and have taken a strong interest in the country. None the less, I question whether we are doing enough. Yemen is now descending into chaos, with al-Qaeda affiliates and others now in the country. It is a prime example of a country that matters.
The opposite has happened in Somaliland, in which the right hon. Member for Banbury (Sir Tony Baldry) takes a great deal of interest. Investment in development, in increasing democracy and in action to prevent the spread of extremism by groups such as al-Shabab has led to great strides forward for its population. There is the more fundamental question about the recognition of Somaliland. I firmly believe that we need to listen to its citizens in that regard. These examples show why development matters, why we need to continue to consider these issues, and why we need to ensure that they are at the heart of the sustainable development goals.
This is a crucial year. As you said, Mr Speaker, there are a number of anniversaries in 2015. They include the 10th anniversary of the Make Poverty History movement and that incredible march in Edinburgh. I hope that we will all go forward with the same vigour and spirit in trying to achieve success at those summits.
My hon. Friend the Member for Stoke-on-Trent North (Joan Walley), who chairs the Environmental Audit Committee, referred to the report we have produced on the sustainable development goals. Given the nature of business during the next few months, it will probably not even receive a Government reply and it certainly will not get much time for debate, so I would like to highlight a few of the report’s recommendations, to which the Minister and the shadow Minister might respond.
We strongly took the view that it was important that there were stand-alone climate change goals in the new sustainable development goals. I know they are currently there and I hope that the Government and the Opposition will confirm that they will recognise the importance of maintaining those in the final package.
In terms of specific recommendations, we emphasised the importance of phasing out the subsidies to carbon intensive energy sources in developing countries. There is no point in our having tight emissions targets if we then encourage activities that produce increasing carbon emissions anywhere in the world, and certainly in developing countries. We emphasise the importance of ensuring there are the highest standards of environmental protection in trade deals. Only today, the Committee took evidence on the new Transatlantic Trade and Investment Partnership proposals and the need to ensure that they do not jeopardise environmental standards, both within the European Union and the United States, and in the consequential effects on developing countries.
We emphasise the importance of the UK leading efforts to improve air quality in cities. We know that in the UK, the numbers dying from poor air quality are much greater than originally realised, and that is even more of an issue in developing countries, with urbanisation continuing to develop in many parts of the world. Once again, I hope that is an issue on which the Government will take a lead.
We emphasise the importance of—the phrase we use may not be the most elegant but nevertheless it highlights what we want to say—decoupling economic growth from an increase in natural resource use. I hasten to add that we are not against economic growth, but we want to get away from the idea that economic growth has to be accompanied by increasing resource use, and increasing climate emissions as well.
We recommended an annual report on the impact of the international climate fund. That is an important initiative, but it has to be done properly to ensure, apart from anything else, that we do not waste the money when it is going to the most effective uses.
It is important to establish marine protected areas in the UK overseas territories. The only marine protected area that has been established so far is in the Indian ocean territories, and that is more to do with the Chagos islanders and other issues than with having a marine protected area in that part of the world.
There is a very important recommendation on engaging young people in the UK with the renewed sustainable development goals and supporting activities that raise awareness about sustainable development. I am concerned about the future of the international citizen service—an initiative initially promoted by the previous Government that has been much promoted by the current Government. I hope the Minister can give a commitment that the UK will continue to support the international citizen service after this year, when it is due to terminate. That is important. We all know from our work in our constituencies that the genuine interest among schoolchildren and other young people underpins the commitment across the Chamber and across the country to supporting our international development goals.
Given the discussions about whether there ought to be debates on this, does my hon. Friend agree that it is vital that we have a debate before the Paris conference in order to give strength to our representations?
Absolutely. Public debate, engagement and support strengthen the hand of any Government in international negotiations such as those later this year.
Last week, I was fortunate to visit Leith Walk primary school in my constituency, where the students and their teachers had been involved in the important and valuable send my sister to school initiative. I am sure that we all have in our constituencies the same experience of young people being very committed to taking action on these issues. I hope that the Government will continue to support that through the continuation of the international citizen service.
It is important to be non-partisan on this issue, as far as possible, and to ensure that we have the widest consensus among political forces in this Chamber and outside. At the same time, it is also right to criticise and challenge a Government where there are failings. That is why I intervened on one of my colleagues about refugees from Syria and, bluntly, the Government’s failure to live up to what was promised just over a year ago. I know that is not the direct responsibility of the International Development Secretary, but the failure of the Home Secretary and her Ministers to live up to what we promised is a blot on our otherwise good record in supporting refugees and international development. I recognise that the Secretary of State cannot today suddenly reverse the Government’s record to date on supporting Syrian refugees, but I hope that she will have a word with her ministerial colleagues to ensure that we now live up to the Government’s commitments, which I believed at the time were made in good faith and which were supported across the House. I would like a change in our actions to be consistent with the policy that the Government followed just over a year ago.

Commons ChamberWe have provided some 29 million women with access to financial services, and we are supporting the provision of some £26 billion in commercial loans to some 50,000 businesses led by women. Last year at the conference we announced that we would provide support for mentoring for 100 women across north Africa.
It is important that businesses big and small across the world pay their workers a decent wage, yet Conservative MEPs in the European Parliament voted against the global development programme because it included a minimum wage. Is that the policy of the Government as well?

Friend says, but, as Madam Deputy Speaker has said, I will not go down the route of making comparisons between this Bill and any other Bill that may or may not be discussed in due course. Over the coming weeks, I shall try to work out a convincing response to my hon. Friend’s intervention.
Cross-party consensus often results in rather woolly legislation. My concern, like that of my hon. Friend the Member for North East Somerset (Jacob Rees-Mogg), is that this Bill is an exercise in tokenism; it is gesture politics. It is about raising expectations beyond what is actually going to be delivered by the Bill itself. Clause 1 sets down a statutory duty. Normally, a breach of statutory duty is something against which an individual or an organisation can litigate. They can sue in the courts against the Government for being in breach of a statutory duty. Clauses 2 and 3 negate that possibility. What they say is that notwithstanding the statutory duty set out in clause 1, there is no remedy in law; the only remedy is through a report to Parliament. There is not even a requirement for a debate. The promoters and supporters of the Bill see this as a fantastic breakthrough in law-making. They believe that they now have a new statutory duty to meet a target, but when one looks at the detail of it, one sees that it is a statutory duty without any right or ability to enforce it.
When I was a law student, I was told that there was no point in having a command in law without a sanction. It seems that this Bill fails to deliver an effective sanction against a failure to fulfil the duty set out in clause 1—whether or not one supports that duty. I fear that this Bill shows that we in this House are out of touch with the wishes of the British people, and it will, in the end, disappoint in practice.
As people realise the distorting effect that this measure will have on other spending plans, hostility towards it will increase. In its report on the autumn statement of 2013, the Treasury Committee said:
“Ring-fencing, by definition, requires that the balance of public expenditure restraint and cuts be borne in the rest of public expenditure. Each successive year of public expenditure restraint results in an increase in ring-fenced spending as a proportion of the total. The smaller non-ring-fenced areas in turn have to bear a higher proportion of any savings in subsequent years. The IFS has shown that non-ring-fenced expenditure may fall from 61.6% in 2010-11 to around 50% in 2018-19 of total Departmental Expenditure Limits.”
The Committee cites as a specific example the fact that overseas development expenditure as a percentage of departmental expenditure in 2010-11 was 2.2% but it is expected to have almost doubled to 4% by 2018-19, a far higher percentage increase than in any other area of public expenditure. I do not think that fits in with the priorities of the people and I do not think that has been spelt out clearly enough, if at all, by the promoters of the Bill or by my right hon. Friend the Minister in his all-too-brief remarks on Report.
There is another important point about ring-fencing. As the Treasury Committee has said, it reduces the discipline on spending in the areas subject to it. The rigour of negotiations between the Department and the Treasury on allocations will be weakened since it is known by both sides in advance that the spending is protected. When there is ring-fenced expenditure, a departmental Minister cannot go before a Cabinet Committee and say that they need more money to spend on a programme and, when the Chief Secretary to the Treasury asks where they are going to get the money from, point out where another Department is wasting a lot of money.
Leaving aside the general validity or otherwise of the hon. Gentleman’s argument, does he not accept that such Bills have a positive aspect as they can encourage other countries to follow suit and ensure that they have a level of spending that means that we can work together worldwide? Is that not a good thing about a Bill and is it not a good idea?
That takes me back to the debate we had in this House on the climate change legislation, when my hon. Friend the Member for Shipley (Philip Davies) and I, along with three other Members, voted against Third Reading. One of the arguments in favour of the Bill was that it would set a global example and everybody would follow us. What has happened is quite the opposite. We have put on our hair shirts and increased the subsidies for electricity, thereby increasing the costs to consumers, whereas the rest of the world has carried on as though nothing much has happened. I do not see any evidence of other precedents that shows that the high-minded idea of setting an example means that everyone will follow us. We have already been spending roughly 0.7% of GDP on overseas aid, as has been said earlier, and very few big countries, if any, are following our example.

It is a pleasure to be here on this warm day and to see the Minister, my right hon. Friend the Member for New Forest West (Mr Swayne), in his place. I congratulate him enormously on his elevation to Minister of State in the Department for International Development, which is well deserved and comes on the back of many years’ work in the sector in Rwanda and beyond.
I thank Mr Speaker for allowing time for the debate. As chair of the all-party group on Africa and as an ex-member of the Select Committee on International Development, I have followed the issues that I will raise carefully. I also did so while working in developing countries across Africa during a business career outside the House. In all countries, the prevalence and awareness of disabilities is growing. As a result of an ageing population and a number of other factors, people with disabilities now make up 15% of the global population, or more than 1 billion people around the world. Of those 1 billion people, 80% live in developing countries, and at least 785 million are of working age.
Across the world, people with disabilities are statistically more likely to be unemployed, more likely to be illiterate, less likely to have access to a formal education and less likely to have access to the support networks that even people in the developing world currently enjoy. They are further isolated by discrimination, ignorance and prejudice. Disability is only one driver among many of social and economic exclusion. When disability combines with other factors—gender, ethnicity, caste, age, geography and location—it makes individuals more disadvantaged in society. People with disabilities are more likely to be excluded from the benefits that society has to offer if they hold a combination of those attributes.
I congratulate the hon. Gentleman on securing this important debate. On the question of exclusion, does he agree that a particular priority should be to ensure that children with disabilities have access to education? If children are excluded from education at an early stage of their life, they are even more likely to suffer some of the challenges and exclusion that disabled people suffer later in life.
Although we have made much progress on the millennium development goals, my understanding is that people with disabilities make up approximately a third of those who are still uneducated. In the post-2015 model that is the successor to the millennium development goals, it is essential that we pick up on those issues. I will touch on that later in my speech, but I agree with the sentiments expressed by the hon. Gentleman.
Disabled women and girls, in particular, lack support. They face great difficulty accessing education, which the hon. Gentleman mentioned, and training and employment compared with non-disabled females and even disabled men in a similar environment. According to the UN, a survey conducted in Orissa, India, in 2004 found that virtually all women and girls with disabilities were beaten at home. I could not believe that fact when I read it; it is quite unbelievable. The survey found that 25% of women with intellectual disabilities had been raped and 6% of women with disabilities had been forcibly sterilised. Those are horrific statistics. The National Council of Disabled Women in Bangladesh, which helps to promote the rights and dignity of women with disabilities, has noted that the isolation and stigma faced by such women can lead to violence in the home and discrimination in the workplace, but that violence and discrimination often go unreported and criminals escape punishment.

Commons ChamberOverall, I think we can be proud of the fact that we are the first Government to live up to the commitment to spend 0.7% of our gross national income on international development, and that includes doing more work on health. We are, for example, increasing our spend on key health areas such as malaria, pledging up to £1 billion of support to the global health fund. I can assure the hon. Lady that tackling maternal mortality remains a core part of my Department’s work and that we are pressing for a comprehensive health goal and target as part of the post-2015 framework.
The Secretary of State will be aware that HIV/AIDS remains one of the world’s greatest public health challenges. While over 10 million people from low to middle-income countries are receiving antiretroviral treatment, about another 20 million are not. What is the right hon. Lady doing about this issue, and how will it be taken up in the millennium development goals process?

Yesterday the Foreign Secretary met the Israeli Minister for International Relations: was this issue raised with him?
I was also at that meeting, and I can assure the hon. Gentleman that we raise such matters regularly. It is essential that some kind of normal activity can be permitted in the occupied Palestinian territories; otherwise, as my right hon. Friend the Member for Gordon (Sir Malcolm Bruce) said, there will not be a two-state solution and there is a danger of permanent conflict and tension.

My hon. Friend is right to draw the House’s attention to the growing disaster. The UN’s best estimate is that 10,000 people have lost their lives in the conflict in the past month alone. As we know, the impact of conflict is always felt most profoundly by the most vulnerable. Women and children in South Sudan are bearing a particularly harsh burden in a conflict that is not of their making. The UN has also said that health facilities in many states of South Sudan are already beginning to creak at the margins. There are shortages of blood and transfusion supplies. There is one hospital at which 192 patients are awaiting surgery pending blood becoming available. That is the scale of the crisis that the violence is beginning to produce among the weakest in South Sudanese society.
Is not a serious development the fact that refugees are now moving to surrounding countries, such as Uganda, Kenya, Ethiopia and, of course, Sudan? That is putting further pressure on those countries, and further exacerbating the difficulty of getting humanitarian support to people who are now dispersed over a wide area.

It is a pleasure to serve under your chairmanship, Ms Clark. It is also a pleasure to follow the Chair of the Select Committee, who has excellently outlined the Committee’s excellent report. Although things have moved on since it was first produced in May last year—that is not the Committee’s fault—it still makes some important points. The key points are, first, that there is still a crisis: 1 billion people go to bed hungry every day. At the same time, however, the report highlights the fact that positive things are happening, that there is a way forward and that the situation can be tackled if the right measures are put in place and the right policies adopted. That is a reminder of the enormity of the issue, but also points out that we can move forward, which is an important antidote for those who sometimes despair about whether anything we do actually makes a difference.
I would like to make a couple of points before I have the delight of hearing the expertise of the members of the Select Committee who will no doubt contribute to the debate. I would like to speak first on biofuels, to which the right hon. Member for Gordon (Sir Malcolm Bruce) referred in his speech. As we all know, the production of biofuels was once seen as a key part of reducing carbon emissions. That is why, some three or four years ago, the European Union adopted targets to ensure that an increasing proportion of transport fuel comes from renewable sources. Although some criticised it at the time, that target had support across parties and from groups outside politics because it was seen as the right thing to do to try to tackle growing carbon emissions.
We now recognise more widely that the clearance of land to grow biofuels can itself cause carbon emissions, especially where it involves forests, which are part of the solution to global warming because they absorb carbon dioxide. According to one estimate, the clearance of land for biofuels could produce as much CO2 by 2020 as between 14 million and 19 million cars. A more relevant point to this debate is that land clearance is a serious obstacle to addressing the problem of food security because it can cut the amount of land available for agriculture, thereby pushing up food prices. As the right hon. Gentleman pointed out, that affects the UK as well as many people in developing countries.
Although there is an increasing recognition that energy from biofuels and food security are clearly interlinked issues, there is still no international or European agreement on a way forward. The right hon. Gentleman pointed out that some countries, including the UK, have aimed for a 5% cap on the proportion of biofuels used in transport fuels in the EU. Other countries want a higher percentage, but at this stage there is no agreement on what it should be. However, the key principle is that biofuels must be based on genuinely sustainable sources, such as waste. Their production should not affect agriculture or the production of food for consumption. That must be the basic principle. Although they have been pushing, the Government must push much more actively for that at the EU level—I must say that I read a certain lack of priority into how the Government have dealt with biofuels at the EU level. I would be interested if the Minister could update us on EU developments on this issue.
Another point relating to biofuels, which the right hon. Member for Gordon has already mentioned, is how we can do much more by developing biofuels that come from food waste and other sources. That could also produce jobs in the UK. As well as producing biofuels from food waste, we must try to reduce food waste in the first place, as that has a major impact on the demand for food. One estimate is that 30% of food produced in the world is wasted. That clearly does not make sense from any perspective.
I want to say a few words about promoting agricultural development by small farmers in developing countries. The right hon. Gentleman was right to point out that this is not simply about small farmers being good and anything else always being bad. It is much more complex than that. Nevertheless, in many countries there are still problems with excessive land acquisition and land banking, particularly by large multinational corporations. That must be recognised. I am certainly not against private sector investment in developing countries, either from international companies or the private sector in developing countries themselves, but there are still too many examples of small farmers being forced off land that they may have cultivated for generations because they have no formal title to it or are driven off by powerful actors in the countries concerned.
One possible avenue might be for the Government to do more to support land registration efforts to assist small farmers and agricultural co-operatives, and smaller producers in negotiating and agreeing contracts with the large companies that acquire their produce. I notice with interest the recommendation from the Fairtrade Foundation—which is referred to in the Select Committee report—that companies that purchase crops from small farmers should offer to pay by instalment throughout the year, rather than in one go at harvest time. Such a simple measure could potentially make a real difference for small producers in many countries. I do not see how that could be imposed internationally through some sort of legal framework, but it is the kind of good practice that the large, responsible British company, among others, should be encouraged to adopt when dealing either directly or indirectly with small producers. That is something practical that the Government and international bodies could be encouraging.
Given that the UK will shortly be marking Fairtrade fortnight again, let me close by suggesting that the Minister and her colleagues might take this opportunity to make an announcement in response to the suggestions from the Fairtrade Foundation about how the UK could take that idea forward in the international negotiations in which she and her colleagues will be involved.
I understand that there are differing views, but DFID does not have sufficient evidence and the evidence that we do have shows that attempts by Governments to manage price levels through public stockholding have not been effective in achieving food security objectives. For the moment, we will have to differ on this issue.
The issue of targets for food waste was mentioned. Our experience shows that the voluntary approach is effective and has allowed businesses to reduce waste and become more efficient. The hon. Member for Wirral South asked at what level we would change that. The Department for Environment, Food and Rural Affairs has worked successfully with industry on a voluntary basis through the Courtauld commitment to reduce supply chain food and packaging waste by 7.4% over the past three years. Household waste is down by even more: 15% since 2007. Our approach is having an effect and there is not an ultimate target where we will suddenly change horses. We agree that waste is a big issue and we are working through these voluntary mechanisms, which appear to be working.
If the hon. Gentleman will forgive me, I will not, because I want to give a couple of minutes to the Select Committee Chair at the end and I have a huge number of points to get through.
My right hon. Friend the Member for Gordon asked about the scaling up of safety nets, as did the hon. Member for Wirral South. DFID is more than doubling the number of countries where it supports social protection programmes. We had seven countries in 2009 and we will reach 15 in 2014. It may be that that support is the answer everywhere, but with the best will in the world we cannot scale it up on our own without the mother countries agreeing with us, and not just in policy terms. Even with 0.7% of GDP spent on aid, we do not have infinite funds to do everything in every country without research and without working with mother country Governments.
We will continue to support such programmes. We think that they are excellent and are demonstrating great benefits. We use evidence of that, where appropriate, in conversation with Governments that are new to the idea of social protection. I have been to some countries that do not want these protection programmes introduced. We disagree with that, but we are not a colonial institution that says, “You must have this.” We try to demonstrate the evidence of how successful and useful the programmes are and how they work in those countries.

Friend’s first point, I pay tribute to the officials in my Department, who have been working around the clock since the crisis began both in the Philippines—we had people who went out there that very weekend—and the whole team back in Whitehall, who have been co-ordinating with the Philippine team. These are people who literally drop everything and head over to a place to be part of the humanitarian support at the drop of a hat. We should pay tribute to their creativity, their effort and their relentless good humour in dealing with a challenging situation. They are flying the flag for our country and working alongside our fantastic MOD and NHS colleagues to deliver a cross-government response.
My hon. Friend is right to raise the generosity of the British public and I am delighted to hear that his own community have been so generous.
The hon. Member for Gloucester (Richard Graham) rightly raised the importance of the reconstruction phase. I know from previous disasters that, whereas the international community has responded generously and quickly to the immediate disaster, it is sometimes difficult to get a full response to international appeals such as that from the UN. What is the Secretary of State doing to focus attention within the UN and EU on preparing for the fundraising for the reconstruction phase?
It is one of the reasons why I met with the World Bank and the Asian Development Bank when I was in Manila over the weekend. The effort on setting out the infrastructure and longer-term reconstruction need is rightly being led by the Government of the Philippines. It will cover a number of areas, including housing, building and building standards, water and drainage and community resilience. Over the coming days and weeks we will have a clearer sense of the Philippine Government’s assessment of future need. That will feed into a World Bank or Asian Development Bank trust fund of some sort, and the UK stands ready to be supportive of that approach.

Commons ChamberAs the Secretary of State will be aware, the Nutrition for Growth event in London last weekend highlighted the importance of investing in nutrition. The Secretary of State will also know that in the countries with which DFID has a bilateral relationship, only about half have an investment in nutrition programme. Will the Department be expanding its commitment to invest in nutrition in developing countries?
We made our own commitments, alongside those of many other countries last Saturday. In total that brought in $4.1 billion of investment between now and 2020, and we will be looking to work with developing countries to develop nutrition plans where there are none, but interestingly, last Saturday we saw many countries with existing plans in which they are already investing.
