Commons ChamberI certainly voted for an 80% elected Upper Chamber, but never on the basis of proportional representation—never! A number of votes were taken on that occasion, but Members who were present at the time know that they were no more than wrecking votes or wrecking amendments. [Interruption.] My right hon.
