I do not agree at all with the way the hon. Lady has set that out. Right at the beginning of my answer I said that I was seized of the delays to PIP, and we have made a lot of progress in dealing with them. She refers to today’s judgment on the independent living fund. She will know, of course, that that has nothing to do with saving money; it is about making sure that people are using the care and support system, which will be further improved by the Care Act 2014 in the new year. The judge was very clear and gave a very clear decision today about the proper, robust decision making in the Department. The ILF is working closely with local authorities to make sure that the transition from ILF to local authority support is as seamless as possible.

I am happy to do so. I have said before that that is not acceptable; I made it clear during my first time at the Dispatch Box. I am happy to say that the Government should have made sure that we did not make that mistake. People should not have had to wait that long. I am making sure that we are doing something about it, as has the Secretary of State, so that people will not have to wait for such a long time in the future.

My daughter is on a zero-hours contract as a care assistant, which suits both her and her employer as it allows her to choose when to work and when to study. Does my right hon. Friend agree that as long as there is no exclusivity clause, such flexibility in employment is helpful?

I, too, have recently visited Turkey and the Nizip refugee camp, which is receiving support from Saudi Arabia, the United Arab Emirates and Qatar. I have seen first hand the scale of the human tragedy that is unfolding there. It is hard not to be moved by the plight of the 2.4 million Syrians who have been displaced. However, on talking to them, it is obvious that their desire is not to come to the UK but to go home. The Government are doing the right thing in providing support on the ground to the most vulnerable people in the camps and in the communities, and we have to work tirelessly to allow all those people to go back to their own home country.

I am grateful to my hon. Friend for his question, which was informed by his recent personal experience. He answered rather better than I did the earlier question about the support the Gulf countries are providing to Turkey. He is exactly right. We are providing diplomatic support to the Geneva II process, which is the best solution to a settlement in Syria, and we are providing help to the 2.4 million refugees and the 6.5 million internally displaced people in Syria, and that is the right thing to do.

Obviously, we look at the intelligence available to us, particularly on freight. I am well aware of the potential paramilitary implications in Northern Ireland of cross-border smuggling and the fact that organised crime may be funded in this way. So we look at that information on organised crime. We have also created the National Crime Agency, albeit with restrictions on its actions in Northern Ireland in the criminal justice sphere. In the border field, however, the border policing command, the improved intelligence that we get and the increased ability to combat crime will be helpful in combating both the crimes the hon. Gentleman has mentioned and others that cross our borders.

The London Gateway port is opening this autumn, so my constituents will welcome the improvements identified by the NAO and the tightening of our border controls. Does the Minister agree that it is time for the Labour party to just say sorry for the chaos that it left us to sort out?

I agree with my hon. Friend. I have looked at some of the plans for the London Gateway, which is an excellent development; it is a really important port. I sense that London Gateway and Felixstowe will be competing with each other as to which is the largest port in the United Kingdom. We work closely with the port operator, and we will properly resource the checks at the port. He can have confidence that we will do that.
