Commons ChamberI thank the hon. Gentleman for his remarks. The work of the Backbench Business Committee is absolutely critical to enable Members to bring forward issues of concern to them. He will know from our conversation yesterday that I am looking at giving him early assurance of time both on the Floor of the House and in Westminster Hall and I will undertake to do that as swiftly as possible.
May I press the Leader of the House a little bit on the energy debate, which is starting in probably less than an hour’s time? I asked her yesterday about what information we would have. The written ministerial statement has not yet been laid; I hope that that will happen shortly. Furthermore, it is usual with a statement that, immediately the Minister making the statement sits down, a hard copy of that statement is distributed to Members. Can I have her assurance that, at the minimum, as soon as the Prime Minister has concluded her speech opening the debate, a hard copy of that speech will be circulated to MPs? It is a very significant announcement. We are expecting tens of billions of pounds, and Members need at least that level of detail to be able to debate it properly in the three-hour debate today.
I thank my right hon. Friend for raising this question both today and yesterday. I am very keen that Members of this House are given all the information they need to be able to fully participate in debates and to scrutinise Government policy. My understanding is that, because it is a general debate, that convention does not apply. However, we have raised this issue with the Department for Business, Energy and Industrial Strategy, and that is the reason why a WMS will be tabled imminently, in good time for the debate this afternoon, and that will contain all the information that colleagues need.

Commons ChamberMay I start by thanking the hon. Lady for her very kind remarks about my predecessor? It is absolutely right that this House has time to debate these critical issues. Many colleagues will have been speaking to constituency businesses, as well as ordinary constituents, to understand the particular issues they are facing and what they think the solutions should be to the extreme problems the country is facing.
I have, as the hon. Lady would expect, already raised the matter of getting information in a timely way for Members with the lead Department, the Department for Business, Energy and Industrial Strategy. It is incredibly important that Members are able to scrutinise the solutions in a timely way, as well as, I hope, raise concerns and matters their constituents have asked to be pressed to the Prime Minister and the Chancellor. That I have carried out and I hope to provide further assurance on that as we continue.
The hon. Lady raises the Prime Minister’s commitment to ensuring that things are brought to this House. In Prime Minister’s questions just a short while ago, I think she reiterated her determination to do that. I would also say that although the House has not been sitting across the summer, Ministers have not been idle. I pay tribute in particular to the former Chancellor, my right hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), working with colleagues to ensure that whichever candidate won the leadership contest would have up to date information, given the volatility of the economy at the moment, to be able to make decisions. In the course of my duties, I will always do my best to ensure information is given to this House in the correct manner.
I support what my right hon. Friend said about her predecessor, both in his capacity as Leader of the House and in his previous role as Government Chief Whip. I also take this opportunity to welcome her to this particular role, which I know she will hugely enjoy as a fantastic Member of this House. It is a great privilege to be Leader of the House and I know she will do the job very well.
May I just follow up on one of the questions asked by the shadow Leader of the House? My right hon. Friend did not explicitly say it, but I think she is indicating that tomorrow’s debate is the vehicle for the Government to announce their energy proposals. Assuming that is the case, Members will obviously want to scrutinise them. May I therefore ask, not just for the Opposition but for all Members, what information will be available to Members? Obviously, if we are to take part in a debate we need to have information. What information will be made available and when will it be available for Members? Presumably, it will have to be available, given that it is a debate, before the commencement of the debate, and not, as would be usual for a statement, after the Minister introducing the debate has sat down. It would be helpful for the House if she could confirm that for us this afternoon.
I have raised these matters with the lead Department. I am expecting other Members of the House to also place this on record. It is important that we get these things right. I think the vehicle of a debate tomorrow has been chosen to enable Members to have some time to be able to talk about the experiences their constituents are going through, make further suggestions to the Government and get certain things on record. Obviously, a Minister will also respond to the debate. Clearly, if announcements are made, as much advance time about proposals that we can give Members in the proper way is very important. I assure all Members that we have made that case to BEIS.

Commons ChamberOn the point about prioritising the single market, it is less about that and more about the proportionality point that I mentioned. Is there either any agreement between the British Government and the EU or at least some move to some shared understanding of what the actual risks are to the single market, as opposed to the theoretical ones, so that we can move to a much more proportionate balance of checks and controls on both sides?
My right hon. Friend is right that a seriously unbalanced situation is developing in the way that the protocol is operating. The protocol can be sustained only as long as it retains support in Northern Ireland; therefore, making it work is, you would think, in everyone’s interest. We need to focus on those shared and stated principles and common ambitions for prosperity and peace. It was ambition for our country that brought us to this point, and ambition is the parent of courage and determination. As we now need to think creatively, we have to find a new balance.
We need an approach to implementation that respects the delicate balance between the interests of all communities in Northern Ireland, and the economic and cultural links, east and west, as well as north and south. That is the thrust of the motion that we have been debating. The Government are ready to do that, and colleagues will not have long to wait. My hon. Friend the Member for Harwich and North Essex, who opened the debate, and all Members who have spoken, have done a service by demonstrating that support for such an ambition is the overwhelming mood of this House.

Commons ChamberOn ministerial accountability, I accept that the Chancellor of the Duchy of Lancaster is incredibly busy, but it is the central responsibility of Ministers, however busy they are, to be accountable to this House; that includes the Prime Minister, who spends hours in front of the Liaison Committee. Nothing is more important than Ministers’ accountability to the House and Members’ responsibility on behalf on the public. Since the Paymaster General mentions the Chancellor of Duchy of Lancaster’s trip to Israel, where no doubt he is discussing vaccine passports, could she answer my question about the Government’s proposal on the decision that it will put to this House, so that we can rule out any of the shenanigans that we have read about in the newspapers?
I am fairly confident that I can flatten any suggestion of shenanigans in that regard. These are not only very distinct issues, but conditional on very distinct things. What we do on international travel, over and above our own border controls, is clearly contingent on work with international partners. The World Health Organisation will be developing and thinking about schemes that it might put in place for a covid equivalent of the yellow fever card. Those are clearly very different from the domestic issues that my right hon. Friend refers to; I know that people would not want to conflate them and that it would be unhelpful to do so. I think that I can confidently say that.
Many Members touched on the complex balance between fighting the virus and trying to mitigate its impact on people’s livelihoods, mental and physical health, and freedoms. That is why this is obviously such a complex situation.
The hon. Member for Bristol South (Karin Smyth) raised many issues, but two in particular. On preparedness, she will know that I published the latest iteration of the national risk register on 18 December last year. External bodies welcomed that and said it was an improvement on its predecessors. On local information, she will remember from my evidence to the Committee that I was very robust in agreeing with her that people who have been in the frontline of this response are the local resilience forums, the local authorities, and our local health and care services. Giving them the data they need to make decisions is absolutely critical. As the crisis has gone on, we have got better and better about giving them information and sharing information, because this is obviously a two-way process.
It is also vital that members of the public can go on the public health website and look up in their area, right down to ward level, the number of positive cases, virus tests conducted, hospitalisations, death rates, and admission figures for both ordinary bed occupancy and mechanical ventilator bed occupancy. They can see all that data. That is not just good for transparency’s sake; it is a hugely motivating factor in getting people to follow the advice of the chief medical officer. Our actions are not just helping the nation; they are helping their neighbours and the nurses who are looking after people in their local hospital. They are helping their friends and neighbours.

It was interesting that the hon. Member for Leeds West (Rachel Reeves), who speaks for the Opposition, did not address the central question at the root of these issues, which is about the ability of this House of Commons to make decisions about our rules without the European Union being able to override it. That is the central question and on that question I would like the Government to hold firm. My constituents voted to leave the European Union and to take back control of making our laws. Will my right hon. Friend take a message to the Prime Minister that, whatever decision he takes on Sunday—I am glad we are still talking, which shows that there is still opportunity—to secure the ability of this House to make our laws, he has the support of this side of the House? Perhaps the other side of the House should reflect that their approach is why they have lost the last two general elections and are probably going to lose a third.
I thank my right hon. Friend for his remarks. It is helpful for the negotiating team that we are facing across the table to hear the resolve of Members in this House and that they are representing the views of their constituents. We have had many years of wrangling over this, but the Government have a clear mandate to deliver on the referendum result. We will do that and we will hold to our promises.

Commons ChamberMy hon. Friend, who answers very ably for the Electoral Commission in this House, will know that it has made that point strongly to the Government. We will look at the analysis of the referendum this year, when the head of the Electoral Commission, as the chief counting officer, had that power of direction. We will look at how that worked in practice and then take a view on whether it makes sense to consider it for elections more widely.
