Commons ChamberOpposition Members always find this tiresome—although it tends to be ones from the official Opposition—but the hon. Gentleman will know that when the Conservative Government came into office in 2010, we faced a significant deficit in the public finances—[Interruption.] SNP Members immediately start jeering, but it is true. That needed dealing with, and Government Members had to take some very difficult decisions to get the public finances in order; I commend Liberal Democrat Members, who took part in the coalition Government. I am surprised that Scottish nationalist Members of Parliament do not understand big deficits in the public finances, because Scotland has in its public finances a significant deficit of around 7%, which is significantly higher than the rest of the United Kingdom.
I take the right hon. Gentleman back to the view of business. As my hon. Friend the Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) outlined in his very good speech, considerable support was garnered from business groups and other stakeholders across civic Scotland, who supported the Scottish Government’s plan and thought it was a good idea. Does he therefore regret the fact that his Government took a whole 20 minutes to denounce and disagree with the Scottish Government’s proposal, and does he find that disrespectful to the groups who provided that support across civic Scotland?
I will come back at the end of my remarks to what should happen, when I set out why I think the House should oppose the motion. On the point about business, the hon. Gentleman has just proved my point. Of course business—particularly big business—is in favour of having an open-door immigration system, which enables them to import labour from around the world, keep down wages and not have to pay people to reflect skills and training properly. I had this conversation with business when I was immigration Minister and subsequently. Sometimes we have to push back a bit and explain to businesses that they need to increase their salaries and training and increase their productivity in order to pay those salaries. That is a good message for the public.

Commons ChamberMy hon. Friend makes a strong point very well, but I think my right hon. Friend the Member for West Dorset put his finger on it.
I listened very carefully to the arguments made by the hon. Member for Perth and North Perthshire (Pete Wishart). I should just counsel him that he wants to be a bit careful quoting Margaret Thatcher. While she is held in high regard by Conservative Members, I note that the leader of his party, the First Minister of Scotland, says that her entire political mission to get independence for Scotland was driven by Margaret Thatcher, so if he starts quoting her in this House with approbation, he may be putting his own future in his own party at great risk—and Conservative Members would not want to see that.
The hon. Gentleman’s arguments did not hold much water. Again echoing my right hon. Friend the Member for West Dorset, if we win the vote on this motion, we will have demonstrated that we command a majority. As I said in an intervention, he is entirely right to point out that the Conservative party on its own does not have a majority in this House, but the Government do. The Opposition cannot command a majority either.
Does it not boil down to this? Up until now, the Government have managed to garner the support of the DUP on the issues that have been brought before the House, but they do not garner its support on all issues, hence they foresee problems and want to bring forward this measure. The measure is quite convenient for the DUP because it means that it keeps hold of its Short money, so it suits everybody. Is not that the nub of the issue?
Not at all. As I said to the right hon. Member for Orkney and Shetland (Mr Carmichael), the confidence and supply arrangement is quite wide. [Interruption.] No, it does not cover everything, but it covers legislation pertaining to Britain’s exit from the European Union, and that is going to be a significant proportion of what the House considers during this Parliament.
Let me finish responding to the hon. Gentleman before he intervenes again. If it is the case—this is where my right hon. Friend the Member for West Dorset put his finger on it—that the DUP does not support the Government on a particular matter, then whatever happens in a Public Bill Committee or a Delegated Legislation Committee, when that matter returns to the Floor of the House, Opposition Members will get their way. There is therefore nothing for the hon. Gentleman to worry about. It will not be possible for Conservative Members to force through our wishes if we do not command a majority in the House. That is the democratic check that my right hon. Friend explained very well.

I congratulate the right hon. Gentleman on securing this debate. I cannot agree with everything he has said about immigration but, on the disability employment gap, I have to concur with a lot of what he said. Will he encourage his colleagues in the Government to bring forward the Green Paper on the health and work programme so that some of the issues we are discussing can be teased out further?
Part of the reason why I started to have some of the conversations I have been having and secured this debate was to inform the wider debate. I think the Government are planning to publish the Green Paper in the autumn. Part of the point of discussing these subjects is to feed into the strands of thinking that will go into the Green Paper, which is of course a consultation document. As the Government listen to responses from employers, Members of Parliament and the charitable sector, they can include this debate as one thing they think about as they formulate the specific plans that will be published in a White Paper and perhaps, if required, in legislation.
The final thing I want to say to the Minister is that he should look at some of the help that the Government could provide to employers and at some of the help that is already in place, to see whether, if we were successful in getting a significant number of disabled people into work, it would be sufficiently flexible and scalable. I would like my hon. Friend to look specifically at the Access to Work programme, which is an excellent scheme, but not as well known as we would hope. One of my concerns is that, were we as successful as I hope we can be, we would run into a problem, because Access to Work is currently funded by the departmental expenditure of the Department for Work and Pensions. Were a lot more people to want to use Access to Work to help to fund the reasonable adjustments that employers might need to make, we would run up against a funding barrier. Scope has proposed that Access to Work should be funded from annually managed expenditure so that it can be scaled as necessary in response to demand.
In summary, the Minister should work closely with other Departments across Government, which is already happening but must continue; he should look at the Green Paper that the Government are going to publish and the feedback from it, and build in the ideas I have outlined; and he should look at the help that the Government already provide to employers to check that it is going to deliver in the new environment. If we do that and get that imagination and effort from employers, with support from Government, one thing that will flow from Brexit will be further opportunities for disabled people to get into work. To use the phrase of the moment, we can then truly build a country that works for everyone.
