Commons ChamberThe right hon. Gentleman, a former Armed Forces Minister like me, is absolutely right. Many of them still have half their so-called airframe life remaining. As I have said, they are more than capable of intercepting and shooting down the threat aircraft that they would have to match. That is all the more reason to keep them against a rainy day, rather than flogging them off or breaking them up for parts. Crucially, creating such a war reserve would demonstrate a sign of intent to any potential aggressor that after many years of doing the opposite, the UK is now preparing to fight a sustained conflict with a peer enemy, should that become necessary. Hopefully, in so doing, we will make that eventuality far less likely.
Linked to the vulnerability of our radar stations and the shortage of fighter aircraft are the extremely worrisome delays in airborne early warning. The Royal Navy’s early warning aircraft, Crowsnest, is many years late. It has only recently entered service for the air defence of the fleet. For the Royal Air Force, the Boeing E-3 Sentry AWACS aircraft were withdrawn shortly after the integrated review was published in 2021, leaving us without a mainstream airborne early warning aircraft. The E-3 was meant to be replaced shortly thereafter by the Boeing E-7 Wedgetail, but the programme has been subject to multiple chronic delays and is still not in service.
The RAF is clearly embarrassed by this and is attempting to deploy chaff between in-service dates, when the aircraft could take off the runway, and an initial operating capability, when the aircraft might actually be ready to fight. The latest information I have is that the ISD could now be in autumn 2025, whereas the IOC could be in the first or even the second quarter of 2026, which is still two years away. That leaves a critical gap in our air defence capability for which the MOD, and Boeing in particular, must be held robustly to account. Moreover, the initial buy of five Wedgetail aircraft was inexplicably cut to three several years ago by ministerial fiat, even though we were contractually obliged to buy all five radars, which themselves were very expensive.
In short, the Boeing E-7 Wedgetail is rapidly becoming the RAF’s equivalent of the Army’s Ajax programme—a procurement disaster that has gone on year after year at vast expense to the taxpayer, without actually entering operational service, as Ajax still has not. The Defence Committee, alarmed by that, has invited the head of Boeing Defence, Space and Security, Mr Ted Colbert, to appear before the Committee at Westminster to provide an explanation, although we are still attempting to finalise a precise date for his personal appearance.
Boeing is an organisation in crisis after the sad deaths of more than 300 people caused by the two crashes of its 737 MAX aircraft. We have seen further serious safety incidents, most recently in January when a door flew off an Alaska Boeing 737 MAX 9 in mid-flight. That incident was followed by a number of so-called whistleblowers, involved either at Boeing or in its supply chain, coming forward with very serious allegations about failures in the way the company builds its aircraft. No doubt partly as a result, Mr Dave Calhoun announced that he will step down as chief executive at the end of the year. In the first quarter of this year, Boeing reported a net loss of more than $350 million, and it is still experiencing serious production problems across a range of aircraft, both civilian and military, of which the UK Wedgetail is but one example. The US Air Force also has numerous issues with Boeing, not least in its much-troubled KC-46 air tanker programme.
For many years, Boeing as a company has done extremely well in winning major multibillion dollar procurement orders from the MOD, in return for which it has placed very limited amounts of work on those programmes with the defence industry in the UK. To give specific examples, according to the MOD’s recent figures, on the E-7 Wedgetail, the estimated UK content is around 10%; for the AH-64 Apache, it is only 7%; for the P-8 Poseidon anti-submarine aircraft, it is barely 4%; and for the original CH-47 Chinook helicopters, it was just 2%. According to the answer to a written parliamentary question I tabled, the UK content for the new order of CH-47 extended-range Chinooks for our special forces will generate a UK workshare of about 8%. Taken together with the purchase of the Boeing RC-135 Rivet Joint electronic reconnaissance aircraft, for which no workshare figure is publicly available, that represents some $10 billion of business for Boeing from the UK MOD for which the UK workshare has been 10% at best and 2% at worst. Boeing has done incredibly well out of the UK MOD, while UK industry has done incredibly badly out of Boeing.
Does the right hon. Gentleman agree that that is also bad news for the defence budget? Those contracts are in dollars, and the dollar exchange rate puts huge pressure on the defence budget.
Another former Armed Forces Minister is right, and he will know that the effect of the dollar exchange rate on buying so many big off-the-shelf items from the US has cropped up time and again at both the Defence Committee and the Public Accounts Committee.
The problem does not apply just to air platforms. Boeing had a major logistics contract with the MOD called the future logistics information system, or FLIS, which was due to run until late 2020. However, as was evidenced by the Public Accounts Committee, in late 2020 the MOD signed a five-year contract extension called “Bridging the gap”, worth £515 million to Boeing, which was not even competed. That raises questions about the degree to which the MOD seems to be mesmerised by Boeing as a company, to the detriment of value for money for the UK and for our industrial workshare. Indeed, the PAC subsequently reported:
“We are…concerned to hear that the MoD awarded the contract for this £515 million programme to a large defence prime contractor without a competitive tendering process.”
That is all the more surprising given that in the 1990s, the standard policy of the MOD was to ask for a 100% offset in major off-the-shelf procurements of military equipment from abroad, especially from the US. For instance, in the late 1990s, for the purchase of the C-130J Super Hercules, Lockheed Martin was required to place work to the equivalent of 100% of the multibillion-dollar contract value with UK industry. The work could take one of two forms: direct offset, which is work on the aircraft platform itself, such as propellers or undercarriages or logistics support, or indirect offset, which is other high-quality work to be placed with the UK defence industry over the life of the programme, but not necessarily directly related to the platform itself.
Under the Blair Government, for whatever reason, the policy was quietly dropped. That has allowed a situation to develop whereby the MOD has bought a number of big-ticket items from the US without receiving any legally binding guarantees of compensating workshare for the UK industry. I therefore suggest to the next Government, of whatever political colour, that if they are reviewing defence, they might want to look at reintroducing the concept of 100% offset for any further major offshore procurements.
In some cases, it is operationally the right thing to buy something off the shelf from the US. I would argue that Wedgetail—at least when it was five aircraft, anyway—was the right decision, but I do not think it acceptable that we hand out such handsome contracts to foreign suppliers without UK industry being given its fair share.
In conclusion, a cynic might say that Boeing is a company increasingly in crisis, which is falling apart even more rapidly than the aircraft it purports to build. That is serious for us in the UK, as like it or not, Boeing is one of our major defence suppliers and is responsible for supporting key equipment in service. We do not want that company to fail. Therefore, we can only hope that the incoming management will take a firm grip of the situation and turn it around—the sooner, the better.
Lastly, it is very good news that we are reversing the downward trend in defence spending and are now investing more, rather than less, in the defence of the realm. That is very much to be welcomed, but it is a question not just of how much we spend, but of how well it is spent. I very much hope that with the new integrated procurement model and perhaps a couple of humble suggestions that I have been able to offer this evening, we can put more of that money to good use to ensure that we, our people and our allies remain safe in an increasingly dangerous world. Commons ChamberI begin by joining the Chair of the Defence Committee, the right hon. Member for Horsham (Sir Jeremy Quin), in thanking the men and women of our armed forces—we should never forget their dedication. It is often said that the first duty of government is to keep the nation safe and protect its citizens, but we have a Conservative party that has admitted that it has “hollowed out” defence. We have had a return to war in Europe and growing threats around the world, as has been explained, and we now need a clear-eyed vision of what we need to do in defence. It is about deterrence—there has been a lot of talk about warfighting, but the success of defence is in deterring action from happening.
We need to recognise how we have got to where we are today. I hear all the calls from Conservative Members for increases in defence expenditure. I do not question those individuals’ commitment or dedication, because I know that many of them are very committed individuals who believe in defence, as I do. However, I find it a little ironic that between 2010 and 2016, the defence budget in this country was cut by 18%. Even with the increase, the defence budget is still 7% lower than it was in 2010, and the Budget on 6 March included a cut in the defence budget. I hear all the stirring cries for increasing the defence budget, but we did not get into this situation by accident.
In 2010, we had a Conservative-led coalition Government who tried to scare the public by saying that they inherited a £36 billion black hole in the defence budget. That was absolute nonsense. The figure came from a 2009 NAO report on the equipment budget that said that there was a £6 billion black hole in that budget, and that if we had flat cash for the next 10 years, the figure would be £30 billion. The spin doctors added another £6 billion to that figure, and it became the myth that was reiterated.
That myth masked what the Government were really up to, which was slashing the defence budget over that period, and we are still seeing the consequences of those decisions. The right hon. Member for Rayleigh and Wickford (Mr Francois), whom I respect, talked about a 1930s moment. I agree that we are in a 1930s moment—the similarities are there. In the 1920s and 1930s, the Conservative Government cut defence expenditure, including Winston Churchill, who admitted it in later life.
I hope this does not come across as nit-picking—it is important. The 10-year rule, which was a rolling 10 years, was not just a Treasury policy: it was the policy of the entire Government, and it was not rescinded by the incoming Labour Government in the 1920s. It was the policy of the whole Government, and it was only rescinded in the mid-1930s, a few years after Adolf Hitler became Chancellor of Germany. It is important to get that right.
The right hon. Gentleman has got that on the record. I am not going to get into a history lesson about the 10-year rule—I think the history books tell the story—but we have seen what happened from 2010 onwards.
We have had a cut of 40,000 personnel in our armed forces, and it is not just about numbers; it is about experience. Individuals were made compulsorily redundant. If I had made people compulsorily redundant when I was a Defence Minister, The Sun and the right-wing press in this country would have been shouting from the rooftops, but they did absolutely nothing, and we lost experience. One in five of our ships was removed, as were more than 200 aircraft, and the satisfaction rating among our armed forces personnel is now below 50%. We have had a system over the past few years that has wasted money, as we have chronicled in our report, and we actually now have the £30 billion black hole in our equipment budget that was predicted in 2009, as the Chair of the Public Accounts Committee, my hon. Friend the Member for Hackney South and Shoreditch (Dame Meg Hillier), has referred to.
This is not about whether the defence budget is 2%, 3% or 5%. It is about looking at how we have got into this situation, and how we change it—how we face the challenges that confront us today. Whichever party is in government after the next election will have to face those challenges, but we have to get away from British exceptionalism. We have great ambitions to be a global power, like some kind of imperial power. I am sorry, but we are not. We can continue that myth ad infinitum, but unless we link the resource to the ambition, it is not going to work.
For the past few years, we have had the nonsense slogan of “global Britain”—some pre-imperialist view of what we are doing around the world. I am sorry, but it is absolute nonsense. We have to look at what we can do to protect our own defence. The idea that we are going to be a major player in anything that happens in the south-east of the South China sea—that having two offshore patrol vessels based in Singapore is going to deter the Chinese—is nonsense. If anything happens there, frankly, any commitment that we could give is like a gnat on the backside of an elephant compared with what the Americans would be able to do. We have to be realistic about that.
What do we need to do? We need to look at what we must deliver as part of our NATO commitments. We also need to get away from the myth—and it is a myth, in our Army in particular—that we will deliver a force of divisional strength under any NATO commitment. We cannot do it now, we have not been able to do it for quite a few years, and we just need to be realistic about that. We need to sit down with NATO and look at what we can contribute to European defence. Clearly, the nuclear deterrent is a key part of that. However, do we, for example, need a full spectrum Army? No, we do not. We need to plug into our NATO allies, and ask what we can deliver well as part of the overall defence against the threat coming not only from Russia in Europe, but increasingly from China in the north Atlantic as we get global warming and the opening of sea lanes.
There is an idea that we will be sending aircraft carriers around the world. No, we will not. We need to commit them to NATO, and that means some very tough decisions. It also means that we need a mindset change. We have to be honest with the public about this, and say that we will not be able to do everything. There are then some hard decisions to be taken about the armed forces. For example, we should say to the Army, “We’re not going to be doing that, but we are going to do this very well. We will dovetail that into NATO commitments, and actually make a real difference.” There are big decisions that will have to be taken by any Government, whoever gets in after the next election.
Please let us get away from the myth—and it is a myth—that we will be going around the world and intervening in every single conflict. For example, look at the air strikes on the Houthis in the last few weeks. We have contributed four aircraft because we want to be seen to be alongside the Americans, but I would ask: what is the strategy for doing that? There is no strategy. Okay, we have bombed the Houthis, but is that going to resolve the situation? No, it is not. Does it show that Britain is a global power? No, it does not. Frankly, we do not have the resources, unless someone will say that the defence budget is going to be 3%, 4%, 5%, 6% or 7%, but no Government are going to commit to that.
I say to Conservative Members and the commentariat in our right-wing press that they should just be honest with the British people about what we can do. We can and do have a valuable role to play in NATO and we have willing partners that want to work with us. I am certainly very excited about Sweden and Finland joining, although we need to make sure that we actually get those commitments. As I say, some hard decisions have to be taken and there are some home truths for our armed forces. As the Chair of the PAC said, there are capabilities that we will just have to get out of. We will have to say, “We’re not going to do that, but we’re going to do this and we’re going to do it well, and we are going to contribute,” and that will maximise our influence.
On China, people ask: do we just forget about the South China sea? No, we do not. We use our strong diplomacy, and our great and fantastic abilities with technology and other things in those areas, but it is not about deploying people or equipment out there. Frankly, the sooner we get the reality of such a wake-up call, the better. I will always call, and I have always called, for increased defence expenditure, but I will not do so if it is just to try to plug a vision that will never ever be achieved. We need to make sure that we spend that money well.
That leads on to the point about skills raised by my right hon. Friend the Member for Warley (John Spellar). We need to see any defence expenditure as potential growth in our economy. However, we are not doing that if we are giving contracts to the United States, or to Spain for fleet solid support ships, and not thinking about growing our defence industries here. I accept that there has to be international collaboration, but we must have give and take. The idea that the French would ever give an FSS ship contract to a Spanish shipyard, frankly, is just—

Commons ChamberI am very grateful, Madam Deputy Speaker, to have caught your eye in this important debate, first as a member of the Defence Committee, but also, more importantly in this context, because my father, Reginald Francois, was a naval veteran, although he served on minesweepers—as did the Chairman of the Defence Committee, incidentally—rather than as a submariner.
The silent service, or the men who wear dolphins, as they are sometimes referred to, are part of the elite of the Royal Navy—itself the senior service—and have played a fundamental part in the defence of this country for over 100 years, since submarines first went into action in the first world war. The history of the Royal Navy submarine service since the end of the second world war was brilliantly summarised by Lord Peter Hennessy and James Jinks in their recent book, “The Silent Deep”, which tells a story of immense professionalism, bravery and courage, not least during the difficult and tense periods of the cold war when submarines regularly travelled up “around the corner”, as it was known in the submarine service, to conduct surveillance on their Soviet counterparts based on the Kola peninsula. As a senior naval officer reminded me recently, President Putin’s father was a submariner, and that is one of the reasons why the Russian submarine service now benefits from such massive reinvestment. The book is an inspiring tale of men—and now, rightly, women, too—who have given unstinting service to their country down the decades and have helped to keep us free.
An epitome of this is the crews of our deterrent submarines: first, the Resolution class armed with the Polaris missile and then its later Chevaline upgrade; and then the Vanguard class armed with the Trident D5 missile. Because of the delays in the decision to proceed with the Dreadnought class, which many have referred to, those vessels are now likely to serve for up to 37 years— 13 years longer than their original design life—to maintain CASD. [Interruption.] Forgive me, gentlemen, but take it into the Tea Room next door if you do not want to listen.
While I was Minster for the Armed Forces a few years ago, I had the privilege of visiting one of the submarines based at Faslane. I remember being taken aboard by the submarine’s commander and walking across the missile casings while boarding the boat. I was very conscious of the massive destructive power sitting beneath my feet. It was fascinating to be taken on a tour of one of these boats and to have the opportunity to meet members of the highly specialised and extremely dedicated crew who are part of Operation Relentless.
As my hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan) pointed out so well, these sailors have been prepared to be parted from their families for months at a time, maintaining a lonely but vital vigil in the ocean depths, ready to unleash, if ultimately necessary, unacceptable levels of destruction on any potential enemy, and in so doing helping to deter them and to keep us free. We must never take those very special people or their stoic families for granted, and we should remember that there are retention issues in the service. Ministers must be mindful of that if we are to maintain CASD in the future.
Some members of CND have, in the past, argued that we have spent a great deal of money on something we will never use. Like others, including the previous Secretary of State, I believe that the reverse is true: we use this system every single day to provide the ultimate guarantee of our national security. Therefore, it is only right, and it is not backslapping, that on the 50th anniversary of these vital patrols, we in the House of Commons have an opportunity to pay heartfelt thanks to and admire the dedication of those who have manned these boats so professionally on our behalf down the years.
Part of the continuous at-sea deterrent programme involves having nuclear attack boats, on occasion, to protect the deterrent submarines. That duty will increasingly fall to the Astute class of SSNs. The Astutes are incredibly capable boats, at least on a par with the new Virginia class in the United States and arguably even better, thus making them the most effective attack submarines in the world. However, that capability does not come cheap, with a current price of around £1.25 billion per boat.
Unfortunately, the history of the Astute programme has been a chequered one, with both cost escalation and chronic delays in the production of the boats. Sadly, it is true to say that BAE Systems—I am not looking to enrage the hon. Member for Barrow and Furness (John Woodcock)—has not covered itself in glory on the Astute class. Unfortunately, neither has Rolls-Royce, whose transfer of the production of the nuclear steam raising plant across Derby to its Raynesway facility cost some two years’ delay in delivering the reactors, which had a major knock-on effect on the timeliness of the whole programme.
As a result of the delays to the Astute, there have been serious issues with the availability of British SSNs over the past five to 10 years. I reassure the Secretary of State that I will not discuss classified matters on the Floor of the House, but suffice it to say that when our friends from the north have come visiting, we have not always been prepared to welcome them in the way that we should.
The right hon. Gentleman was here when I spoke, and one of the issues was that the Conservative Government in the 1990s did not order submarines and turned off the skill base and investment that were needed. Is that not a lesson we should learn for the future, rather than just blaming BAE Systems and Rolls-Royce?
I will meet the right hon. Gentleman halfway. It is true that the delay in orders had an effect—I am not denying that—but there were also management issues.
The delays to the Astute have had the unfortunate effect that the venerable Trafalgar class of SSNs has had to be run on at considerable cost. The final Trafalgar is due to leave service in around 2022 and the seventh Astute boat is not due to enter service until 2024. In fairness, to respond to the right hon. Gentleman’s point, I know that the senior management of BAE, right up to and including the chief executive, are fully aware of the problems with the programme and have taken executive action to try to address them. I hope they will continue to apply pressure to bring the boats into service as soon as possible. It is vital that we learn the hard lessons from the Astute programme to make sure that the Dreadnought programme runs effectively to both time and cost; the defence of the realm demands no less.
I wish to pay full tribute to the men and women of the Royal Navy who have selflessly carried out their vital task for 50 years so that those of us in the United Kingdom can sleep safely in our beds at night. We owe a great debt to those who wear dolphins, and it is appropriate that we salute them in the House of Commons this afternoon. We are not backslapping; we stand here in admiration.

Commons ChamberIt is. As an example, we have to look only at the sale of Airbus in the United States market. As part of that deal, it had to build a plant in Alabama, I think. We have the mindset in this country that somehow the ticket price looks cheap, but we are not thinking about the loss in tax revenue going back to the Exchequer and the fact that the defence industrial base is suffering.
Some decisions in 2015 were very strange. The Navy has been mentioned, and I accept that naval platforms are far more capable than they were 10 or 20—and certainly 50—years ago, but people are fixated on the number of hulls. The Government came up with the novel idea of having a cheap alternative through the Type 31e. This was literally just to deal with the idea that we have a certain number of hulls. I asked what the Type 31e is capable of doing. It cannot do NATO tasks and it is not clear what weaponry will go on it. Lo and behold, when I looked at the Ministry of Defence budget, I saw that there was no budget line for it at all—it has a £1.3 billion price tag on it—so again, how will it be paid for?
The Secretary of State needs to look not just at asking for more money, which the budget clearly needs, but at some of the ill-thought-out decisions. Take the P-8, for example. Buying off the shelf from the United States might look like a simple solution, but as I understand it, sonar buoys and missiles cannot be fired from the P-8 as it is configured, so we will have to redevelop the programme, adding more costs in. This is about looking at whether we have to revisit some decisions and take things out of the budget. I think that will be the case if we are to fit the budgets,
The issue of numbers is always contentious. When we were in government, I remember the hue and cry from the Conservative Front-Bench team—the right hon. Member for New Forest East was part of it—when we froze training days for the Territorial Army. The cost was £20 million. From looking at the headlines and at the way some Conservative politicians were going on, one would have thought that the world had stopped. If a Labour Government had slashed the defence budget by 16% and sacked people or made them redundant, as this Government have, they clearly would have been condemned.
It is the same old story. I understand the point that the right hon. Member for New Forest East made about arguing for defence—I have argued consistently for it in this House—but these are political decisions. When I was in the Ministry of Defence in 2010, I did not hear Conservative politicians stand up and say, “No, we do not need extra expenditure.” We were being condemned because we were not spending enough. In 2010, I did not see a single poster or anything in the Conservative manifesto saying, “We are going to slash the defence budget by 16%,” but these are the real facts and we cannot ignore them.
Let me turn to recruitment, which my hon. Friend the Member for Bridgend touched upon. I do not like to say, “I told you so,” but the decision on the Capita contract for recruitment was criticised at the time. My hon. Friend the Member for Gedling raised complaints, asking why armed forces personnel were being taken out of recruitment centres and why such centres were being closed in some areas. The position we find ourselves in now was bound to happen. We have heard some of the stories. The recruitment process is not only taking a year, but given the rate at which people are being failed, it is no wonder the Government are not meeting the targets. It is now time to revisit the contract and put uniformed personnel back into recruitment centres. The Capita contract should be scrapped, because it is completely failing to deliver what was outlined.
My hon. Friend the Member for Bridgend talked eloquently about reservists. It is time to rethink Army 2020. It was never going to work. It was political cover so that when the Government were cutting the Army to 82,000, they could still give the impression that they had an Army of more than 100,000. The issues my hon. Friend raised are not the only concern. I have never had an answer to the question about how we get formed units. How do we get training whereby regulars and reserves can train side by side to go on operations? I have not seen any evidence that that is happening in practice. If, in addition, it is costing what my hon. Friend says it is, it might be time to revisit it and see whether those resources can be put elsewhere. Let us come back to the suggestion that Ministers were asking advice from the Army about this. They were not; it was a political decision imposed on the Army.
Before the hon. Gentleman moves on from recruitment, may I ask whether he accepts that the other main problem with Army recruitment is the very large number of people who are being failed on medical grounds, often for very minor medical ailments that date back to their childhood? For instance, in the year to February 2017, some 10,600 people—both regular and reserves—who wanted to join the Army were told, “No, you cannot join on medical grounds.” At the same time, the regular Army was 3,000 recruits short. Does he believe that the MOD should look at that area again?
That situation was predictable when the system was set up. What is worse, I have heard stories about young people who have nearly got to the end of the selection process but do not get called back in, but then get a telephone call from some Capita call centre saying, “I’m sorry, you’ve failed. That is it.” I am sorry, but that is not the way to treat people who have tried to join the armed forces.
The right hon. Member for Rayleigh and Wickford (Mr Francois) makes a good point. When we had senior non-commissioned officers stationed in recruitment offices, they could work out how to handle the recruits and use their breadth of experience to explain what life in the armed forces is like. This situation could have been avoided. Unless something has changed radically in the last few years with injuries, I agree with the right hon. Gentleman. I had case in which someone had a childhood knee injury. That person had to wait six months for a decision and then the knee injury was flagged up as the reason why he could not join the armed forces. That cannot be acceptable.
I am sorry to hammer the nail, but this is very important, and we have the Secretary of State on the Front Bench at the moment to hear this. Is the hon. Gentleman aware that in some cases, people have been failed and prevented from joining the Army for relatively minor issues such as asthma? Paula Radcliffe and Sir Chris Hoy would have failed on the same grounds.
That prompts the question, “How are the tests being done, what criteria are being used and how are they being interpreted?” The problem is partly that if we have a civilianised and, as it has been described to me, bureaucratic, tick-box process, common sense does not kick in, and perhaps common sense is what we need as well.
The problem is that we need to look at the size of our armed forces from a strategic point of view. What do we actually need? A decision was taken suddenly that the answer was 82,000—the Army was told that that is what it would get because the budget required it—but we need to look at the strategic needs of our armed forces. Members of the Royal Navy are under severe pressure in terms of deployment. With smaller numbers, there is a bigger turnover of individuals. In addition, people are doing constant back-to-back tours, which is not good for morale or family life. If that is happening, the chances of people staying long term will clearly be affected.
We need to look at our Navy. The idea that we have a Navy that cannot deploy and that we have ships that are laid up—my hon. Friend the Member for Gedling said that we are not deploying ships—is a damning indictment. The sight this week of HMS Mersey, an offshore patrol vessel, escorting three Russian vessels through the English channel summed it up in one. We need to think seriously about what we need. The hon. Member for Gainsborough said that we are a maritime nation, and that it is about not just kit, but people.

Commons ChamberI, too, thank the House of Commons Defence Committee for producing this important report and giving us the platform to discuss some of the key defence issues facing the alliance and the United Kingdom today. The Chair of the Committee introduced the debate in characteristically eloquent fashion, on which he was complimented by a number of hon. Members. I will add to those compliments and point out that I think he gave a very forceful opening speech.
The report makes interesting reading. It argues in paragraph 102 that events in Ukraine were a “wake-up call”, and for reasons that I will come on to, I agree. As the Committee acknowledges in paragraph 97, these issues are not just a matter for the Ministry of Defence, but for the whole Government. The pan-governmental national security strategy will need to be updated to take account of changes to the international situation over the last five years. The importance of the NSS was referred to by the Committee Chair, as well as by my hon. Friends the Members for Broadland (Mr Simpson), for North Wiltshire (Mr Gray) and for Stroud (Neil Carmichael). Although this debate has understandably focused on the strategic defence and security review, the next SDSR must also take account of any changes to the NSS into which it should dovetail. As the Committee recognises, events in Ukraine have shone a light on different types of conflict that the NSS must take into account as it develops strategies to mitigate the challenges we face.
The last SDSR was written while our forces were heavily engaged in Afghanistan. We have now brought our combat troops home, but as we move to an era where there is a continuing challenge to the rules-based international order, we must examine the full scope of defence to ensure that we are best prepared. Equipment, people and investment are key elements, but mindset is important too.
Arguably, the last 10 years or so have seen us become increasingly proficient at conducting combat operations with a counter-insurgency element, at reach, against a technologically inferior but none the less determined enemy. In that context I pay tribute again to those who served us in Afghanistan. We asked much of them and they did us proud. I was at the last homecoming parade into the Palace of Westminster for the troops of 102 Logistic Brigade and the 20th Armoured Infantry Brigade. It was a humbling experience and I pay particular tribute to the 453 service personnel who lost their lives in that conflict. Across the whole House we will surely agree that they must never be forgotten.
We now need to rebalance and become highly proficient in a range of potential operations across the globe, and against a range of potential threats. We will need to think differently; we may need to react quicker. We will need to look into the future and seek to prepare now. The world does not stand still and events will not give us rest: there is ISIL in the middle east, referred to by several hon. Members; Boko Haram in Africa; and of course our commitment to combat Ebola in Sierra Leone via Operation Gritrock. Having visited our troops just prior to Christmas—the Secretary of State visited more recently—I place on the record my enduring admiration for our armed forces personnel. They have been prepared to take risks in deploying to west Africa to fight this awful disease, not just to defend the Sierra Leoneans but us here at home.
On the defence review itself, there is an old saying about how to get to Dublin. In short, I would rather start an SDSR from where we are now than where we were in 2010. The chaos we inherited from Labour has gone and the budget is now back in balance. The hon. Member for North Durham (Mr Jones)—he and I have been sparring partners for some years—refused to commit the Labour party to spending more than 2% on defence beyond 2015-16, if it was elected. In that sense, he does not go beyond us. The giveaway was when he said that Labour would conduct a zero-based review. In essence, that means he cannot commit to anything. That is what a zero-based review means. He told the House on the one hand that he would not promise anything he could not deliver, but on the other hand he said that his party would conduct a zero-based review, in which it cannot really promise anything. It is important that the House understands the distinction between the positions held by the Opposition and the Government.
Our equipment programme—a substantial investment of some £163 billion over 10 years on equipment and support—will ensure that our armed forces retain a formidable range of cutting-edge capabilities and the ability to project power across the globe. This investment is not only securing the best possible military capability, it is also helping to secure UK jobs and growth. The UK defence industry indirectly employs more than 160,000 people, with a turnover of £22 billion.
A zero-based budget looks at efficiencies and how to spend money better. Does the Minister agree with the Chancellor’s figures for 2016 to 2020, when something like £9 billion has been projected to meet the cuts—[Interruption.] The Whip has not been here, so he can stop chuntering from a sedentary position. Does the Minister agree with the Chancellor, yes or no?
What I agree with is that we inherited a chaotic defence budget from the Labour party. That is what it bequeathed to us and that is what we have had to deal with from day one. I will come on to our position on the 2% commitment, which I believe is superior to the hon. Gentleman’s position.
Crucially, we are making full provision for the successor deterrent system. It is a shame that the hon. Member for Barrow and Furness (John Woodcock) is no longer in his place, as I wanted to tell him two things. I will be visiting Barrow very shortly. We will confirm the date with him in the usual way, but I want to see Barrow for myself. He also asked for a commitment, which I am happy to give him, to the seventh Astute submarine. We are determined that we will complete the seven boats in the Astute programme before transiting to a successor programme based on continuous-at-sea deterrence with four deterrent submarines.
We are also significantly increasing our investment in cyber-security, an issue raised by a number of hon. Members. I can assure the House that this does not relate only to defensive cyber. We need to ensure our armed forces are equipped with cutting-edge capabilities across all environments.
On the NATO summit and events in Ukraine, we have deplored Russian aggression in Ukraine from the outset. We urge all sides to take the necessary steps to implement the second Minsk agreement of 12 February, which provides a framework for stabilising the situation in eastern Ukraine. Russia must abide by its commitments at Minsk. This means making the separatists withdraw their heavy weapons, stopping continued separatist attacks so that an effective ceasefire can take hold, and allowing effective monitoring to take place. There have been some early encouraging signs over the past few days, with a lull in the level of fighting in the east and some heavy weapons relocated, but we have seen this pattern before. We will continue to monitor the situation and hope that it is not reversed. It is important that we look at actual deeds in this context and follow them closely.
Unity in the alliance is the best response to these challenges. We demonstrated that at the Wales summit, in particular with the readiness action plan, including the development of a very high readiness joint task force. On 5 February this year, at the NATO defence ministerial, the UK committed to lead the VJTF in 2017, as one of six framework nations, alongside France, Germany, Italy, Poland and Spain. The Wales summit saw the alliance commit to assurance measures for our eastern allies. Our contribution will be even greater in 2015 than last year, with over 4,000 UK personnel set to deploy on various exercises in eastern alliance territory. In particular, Exercise Dragon will be a divisional level exercise in Poland—something that I note the Chairman of the Select Committee called for in his speech. It is due to take place in September and the UK will contribute 1,000 troops, plus armoured vehicles. We will also participate in Baltic air policing. Four Typhoons will operate alongside Norwegian aircraft between May and August 2015, working to secure NATO’s airspace over our Baltic allies, demonstrating alliance solidarity in practice.
The Wales summit also committed NATO allies to reverse the decline in defence spending. The UK is one of the few NATO nations to have consistently spent 2% of GDP on defence. Importantly, we also exceed the target to invest more than 20% of our budget on equipment. We have the second biggest defence budget in NATO and the largest in the European Union. These are important points that we should not forget. In financial year 2015-16, we will maintain that 2% of spending. Following 2015-16, that will be subject to the next spending review, which is due to take place after the election, but it will not be a zero-based review, in the way that Labour argues.

The UK has committed to providing additional non-lethal support to the Ukrainian Government to help their forces deal with the pressures they are facing. Such support is not new, with the nature of the UK’s support remaining non-lethal. This forms part of a wider Government effort to support Ukraine and ensure a robust international response to Russia’s aggression. It is imperative that the United Kingdom stands by its NATO allies in delivering a unified message to Russia about its unacceptable behaviour and disregard for the international rules-based system.
Let me conclude by saying that it is important to remember that the Committee’s report was written last July, prior to the summit, but recent events in Ukraine have indeed been a wake-up call. I reiterate that in the light of this we must look at the SDSR and the NSS. We need to update both, and they must be complementary. The Committee recommended changes in the alliance, some of which have already been implemented. The Committee sought improvements on NATO’s rapid reaction force; the VJTF will contribute to this aim. The Committee wanted large-scale military exercises; Exercise Dragon this autumn will be a divisional sized exercise, consisting of 10,000 alliance personnel, 1,000 of whom will be British, who will be supported with a range of armoured vehicles. The Committee recommended that NATO address its vulnerability to asymmetric attack; work is in train that is seeing NATO significantly improve its resilience to hybrid warfare, not least in cyber, as I have already explained. Units such as the 77 Brigade, to which my hon. Friend the Member for Newbury (Richard Benyon) referred and which is based in his constituency, will also play an important part in that, ensuring that such threats can be covered off.
The Committee is quite right to draw the House’s attention to what has been happening in Ukraine. It is right that we watch these events closely and take nothing for granted. Defence is, and remains, the first duty of Government, so now is not the time to slacken. We must stay the course, implement the decisions from Wales and demonstrate our commitment to NATO. We must at all times remember the importance of solidarity in the NATO alliance. NATO has formed the bedrock of our security since 1949. It still does. We remain fully committed to our NATO allies, and everyone should understand that. NATO has helped to keep us safe and free. It has been committed to us, and we remain committed to it.

Commons ChamberMy hon. Friend—who, by the way, is responsible for the amendment that leads to the report mentioned by my hon. Friend the Member for South Norfolk (Mr Bacon)—is familiar with the whole process, and he and I have discussed the matter on a number of occasions. To make the programme work as effectively as possible, we must continue to devolve responsibility for recruiting down to unit level to give commanding officers and their subordinate officers greater responsibility and challenge in meeting the numbers. As I have intimated to the House, that programme is already under way, and I believe that with his support, and support across the House, we can make this programme work.
The NAO report concluded that the Government’s incompetent handling of Army 2020 was leading to serious shortfalls in capability. As my hon. Friend the Member for Denton and Reddish (Andrew Gwynne) just announced, the only target they were meeting was handing out P45s. The Prime Minister’s announcement today of investment in special forces will ring pretty hollow as they go through a restructuring programme that has seen a reduction in their capability. Is this not yet another example of Ministers giving with one hand, only to take away with the other?
The reason we have been able to announce more than £1 billion of investment in equipment for our armed forces is the careful financial management we have had to undertake because of the financial train crash we inherited from Opposition Members.

Commons ChamberI congratulate my hon. Friend the Member for Basildon and Billericay (Mr Baron) on securing this important debate. Seventy years ago this month saw the success of Operation Overlord. I take this opportunity to pay tribute to the allied forces who crossed the channel on D-day and who were quite rightly commemorated at events in Normandy recently. Not least of those was former Royal Navy Lieutenant Bernard Jordan who slipped away from his care home to join his former comrades, but thanks to a comprehensive information-operations campaign, assisted by the national press, he mitigated the potential wrath of both Mrs Jordan and his care home on his return. I am sure that the House will want to join me in wishing him well on his 90th birthday, which falls this week.
On Tuesday, I was privileged to attend a memorial service for those members of the 7th Armoured Brigade who lost their lives in their recent tour of Afghanistan, reminding us all in this House that our armed forces continue to exhibit the utmost courage and bravery on our nation’s behalf.
Finally on personnel matters, I understand that my opposite number, the hon. Member for North Durham (Mr Jones), is getting married next week. [Hon. Members: “Ah!”] I wish him all the best for the future, but I must caution him that this key decision may have important budgetary consequences in the long term.
Having paid tribute to our personnel, both past and present, I wish to focus now on the Ministry of Defence’s capital programme, which is the largest in Government, accounting for some 20% of total capital spending this year. Our equipment programme comprises some £164 billion over 10 years, and is already published in our defence equipment plan. This will ensure that the Royal Navy continues to be one of the premier navies in the world by procuring and supporting, among other things, two new 65,000 tonne aircraft carriers, with HMS Queen Elizabeth, the first of class, due to be floated up next month in Rosyth; seven Astute-class nuclear attack submarines; six Type 45 destroyers, plus the beginning of the transition from the Type 23 frigate to the new Type 26 global combat ship, which will maintain a force of 19 frigates and destroyers, but with other surface warships as well, including a strong amphibious capability led by HMS Ocean. That amphibious squadron will be able, arguably, to transport the most effective maritime infantry force in the world, the Royal Marines, who celebrate their 350th anniversary this year.
Crucially, we are also making full provision for the successor deterrent system, providing the ultimate guarantee of our national security, and a re-elected Conservative Government will continue with that programme. In mentioning this, I pay tribute to all those who have supported the UK’s continuous at-sea deterrent and who have made sure that since April 1969 the Royal Navy’s ballistic missile boats have not missed one single day on patrol.
Turning to the Royal Air Force, we are investing to enhance the Typhoon via tranche 2 and tranche 3 upgrades to maintain its battle-winning edge, and to procure the new F-35 Lightning II joint strike fighter, placing this country as the only level 1 partner with the US in this key programme. We will further extend our global reach via a highly capable air transport fleet represented by the C-17 and C-130 aircraft, which are now being reinforced by Voyager, as well as the new Airbus A400M Atlas, the first of which is due to enter service before the end of the year. Combined, that will provide us with one of the largest and most modern air transport fleets anywhere in the western world. In addition, we have just taken delivery of the first of 14 new heavy-lift Chinook Mark 6 helicopters at RAF Odiham, which means that the UK has the largest Chinook fleet in Europe.
As part of the next strategic defence and security review, we will be examining the question of a maritime patrol aircraft to see what, if anything, can be done about this area of capability. We will do that as part of the SDSR, and I know that my hon. Friend the Member for Beckenham (Bob Stewart) has taken a particular and long-standing interest in this subject.
As an ex-soldier, I should also add that we are ensuring that the Army remains well equipped. We will: upgrade the Warrior infantry fighting vehicle and also the Challenger 2 main battle tank; expand our fleet of battle-proven Foxhound armoured vehicles; upgrade our fleet of Apache attack helicopters; and procure the new Scout specialist reconnaissance vehicles.
Furthermore and importantly, we are significantly increasing our investment in cyber security—a point well made by my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile)—ensuring that our armed forces are equipped with cutting edge capabilities across all environments. That investment is not only securing the best possible military capability, but helping to secure UK jobs and growth to help complement our long-term economic plan.

Commons ChamberMy hon. Friend might want to turn up to Treasury questions in the near future and ask the same question. In the meantime, as he mentions overseas deployments, he might be interested to hear that last week I visited 2nd Battalion the Royal Regiment of Fusiliers in Cyprus, in which I know he takes a strong interest. I can report to him and the House that despite difficult circumstances its members are in good order. The planning for the merger of the two regiments of the Royal Regiment of Fusiliers is almost complete and a number of soldiers in the 2nd Battalion have expressed interest in remaining in the Army. We are seeking to facilitate that wherever possible.
In paragraph 32 of its recent report on Army 2020, the Defence Committee stated:
“We were…concerned to hear that it was the Ministry of Defence’s Permanent Secretary who told the Chief of the General Staff the future size of the Army under the Army 2020 plan.”
Will the Minister say what exactly the role of the Chief of the General Staff was in determining the size of the Army? Why was it left to the permanent secretary to inform him what the size of the Army would be under Army 2020?

Commons ChamberI thank my hon. Friend for his question and say in passing that I look forward to visiting the Newark patriotic fund in his constituency later this week. On the question about incentives, I hope that the House will forgive me if again I pray in aid the White Paper. We are considering the issue as we prepare our plan, which we will lay out in the spring, and I can assure him that we are mindful of his point.
We know that the Government are reducing the size of the regular Army, with the constant issuing of redundancy notices to members of our armed forces. There is clearly a concern that there will be a gap between regular service personnel and the new plans for reservists coming into place. How confident is the Minister that reservists will be able to meet those demands and that he can get employers to release reservists covered by the present legislation?
I hope that I have already mentioned the point about legislation in an earlier answer. With regard to numbers, we continue to manage the growth in the Army reserve and the reduction in regular numbers closely. Beyond the end of operations in Afghanistan, these trajectories will be kept under close review to ensure that we can take early action to maintain an appropriate force level to meet our planning assumptions.

Commons ChamberI have told the House that we provide some financial support to employers when we mobilise a reservist. We are examining this closely in the context of the Green Paper, but I encourage my hon. Friend to submit any specific suggestions to the Green Paper process. I should also add that companies such as BT, Carillion, Serco, the Automobile Association and BAE Systems have shown their support to our reservists in the consultation process, but clearly we would like to see more contributions from SMEs, too.
Earlier this year, the Government announced quite radical changes to our reserve forces. I understand that the recruitment campaign has already begun. What confidence does the Minister have that those recruited will have their employment rights protected without a change in the law? Will he update us on where the Department is with the review of Defence Estates?
I take a close interest in this matter. I spent the best part of a day at Army HQ last week going in detail through proposals to increase the size of the reserve forces. We are considering the issue extremely closely. The Green Paper asks employers and others whether we might need primary legislation to change some of the terms, but as the consultation has only just begun it is perhaps a little rich of the hon. Gentleman to ask me what the answer is.
