I have to say that I agree with the hon. Lady. I think putting party politics above the Good Friday agreement and all that we achieved through that is unforgivable.

4. When she plans to respond to her Department’s consultation on addressing the legacy of Northern Ireland’s past.

It is clear that more needs to be done to address the legacy of the past. The current system in Northern Ireland is not working well for anyone. This needs to change to provide better outcomes for victims and survivors of the troubles and to ensure that our armed forces and police officers are not unfairly treated. We are carefully considering all the views received in almost 18,000 responses and intend to provide an update in due course.

As the Secretary of State will recall, I have been raising with her for over a year the issue of military veterans who are being legally scapegoated for political and financial gain. It is getting worse. We now have the case of David Griffin, a retired Royal Marine, who is being reinvestigated for an alleged offence 46 years ago, of which he was cleared at the time. He is a Chelsea Pensioner. Is the Secretary of State proud of the fact that, on her watch, we have given “get out of jail free” cards to alleged IRA terrorists and we are now pursuing Chelsea Pensioners instead?

My right hon. Friend raised this case with the Prime Minister last week. I, too, am upset to see this situation. This is a result of the current system that we all want to see changed. I say very gently to my right hon. Friend that I have also wanted to work with him on finding a solution to this, and I look forward to continuing to do so, because there is no one simple solution, but we all want to see the system changed.

I have regular discussions with the Secretary of State for Defence about a number of issues relating to Northern Ireland.

[Mr Francois]

This House knows that, were it not for the bravery of the British Army, the Ulster Defence Regiment and the Royal Ulster Constabulary, George Cross, there would never have been a Good Friday agreement. Yet the Secretary of State's proposals include legacy investigations into veterans—in some cases going back 50 years. Will she agree to give evidence to the Defence Committee inquiry into this matter so that we can ask her how her proposals are compatible with the principles of the armed forces covenant?

I agree wholeheartedly with my right hon. Friend. As I said at the recent Police Federation conference in Northern Ireland, we owe all those who served an enormous debt of gratitude. Without the contribution of our armed forces and police, there would quite simply have been no peace process in Northern Ireland. I want to reassure my right hon. Friend that we are consulting on how to address the legacy of the past. This is a consultation.

I am offering no excuses; I intend to act on this issue. As the hon. Lady will know, I legislated on MLA pay at the beginning of the year to stop the £500 increase. I have been considering what to do with the Trevor Reaney recommendations and other representations, and I will make announcements in due course.

I would like to ask a question about the human rights of our brave servicemen who served in Northern Ireland for so many years, without whom there would be no peace in Northern Ireland today. May I make an early submission to the consultation? May I tell the Secretary of State, in all candour, that many of us on the Government Benches would not be prepared to traipse blithely through the Lobby to support setting up any institution that would scapegoat our military veterans in order to pander to Sinn Féin?

My right hon. Friend is absolutely right—I agree with him. There is no way that I, as Secretary of State, am prepared to do anything that makes the situation more difficult for our veterans. We owe them thanks for the relative peace that we see today in Northern Ireland. They served with incredible dignity and duty, and I respect that, which is why I want to ensure that we deal with the situation. The status quo is not good enough. The only people getting knocks on the door from the police to tell them that they face inquests are the military. We need to change that, which is why we need to issue a consultation.
