Commons ChamberMy hon. Friend got a lot of detail into that question, and he will know that we have looked at the issue very carefully. Disability living allowance will not be included in the benefit cap, and importantly we intend to raise the equivalent in universal credit of employment and support allowance from £32.25 today to about £77 in future, ensuring that it includes more support for those who cannot go to work.
9. When disabled people are wrongly found fit for work, it causes a great deal of distress, and of course it is costly to have unnecessary appeals. So the falling rate of successful work capability assessment appeals is welcome and shows some improvement, but three out of 10 being wrongly found fit for work is still too high a figure. What more can the Government do to improve the process, particularly in terms of applying sanctions to Atos when it gets an assessment wrong, so that we can get more decisions right first time?
My hon. Friend is absolutely right to want to drive through more good decision making in that process, and we are doing so across the board by working with Atos to make sure that it adheres to the contracts we have with it, and through the changes that we are making as a result of the Harrington reports, but importantly mandatory reconsideration, which begins in April 2013 for all decisions on benefits, will ensure that more decisions are right first time.

Commons ChamberWe need to ensure that women have broad horizons when it comes to obtaining jobs in, for instance, engineering and construction. Through programmes such as the Work programme, we can give people opportunities to gain experience that can make a real difference to their ability to secure jobs, because they can bring that experience into play during job interviews.

Commons Chamber5. What steps he has taken to improve public understanding of benefits available for people with (a) a hidden disability and (b) other forms of disability.
As my right hon. Friend the Secretary of State said earlier, the Government’s welfare reform programme will help to make our benefits system more understandable, less complex and better focused on those who really need help to live an independent life, so restoring trust in benefit provision, which has been so badly eroded in recent years. The Government also provide support for better understanding through Jobcentre Plus and work to support user-led organisations.
I thank my hon. Friend for that question on an issue of which many hon. Members are aware. We are very conscious of the language we use when we talk about these issues, because we are clear that it is the system that has trapped people in a spiral of welfare dependency and that there has been a failure to reform benefits such as disability living allowance and to build any sense of reassessment into them. Those are the sorts of things that can create such problems and the Government are tackling them.
Despite the public’s overestimation of benefit fraud, in our constituency surgeries we see cases of the exact opposite—people who have a severe disability that affects their ability to work but who are found by the initial Atos assessment to be fit for work. Appeals can be stressful and costly, so will the Department implement Professor Harrington’s recommendation and publish data on the quality of Atos assessments and the percentage of successful appeals, so that we can judge for ourselves whether improvements are being made?
We have accepted all of Professor Harrington’s proposals. Let me draw to my hon. Friend’s attention the fact that the number of successful appeals against the work capability assessment are substantially lower than for its predecessor, the personal capability assessment.

Commons ChamberI thank the hon. Gentleman for raising that point. It is important for transparency to apply to all pay issues. I think that this is indeed a matter for IPSA to consider, and I suggest that the hon. Gentleman approach it again.
One way of making it easier for women to balance care responsibilities with work would be to achieve a better balance between men and women in relation to who does the caring. Does the Minister think that shared parental leave, which the Government consider so important, might have the additional benefit of making employers in the mould of Lord Sugar less likely to discriminate against women of childbearing age in the recruitment process, because men and women alike might take parental leave?
I could not agree more with my hon. Friend. Shared parental leave has an important role to play in the workplace, both in reflecting the realities of modern living and in helping to ensure that the gender inequalities that the House has worked so hard to reduce are reduced even further.

Commons ChamberI thank the right hon. Gentleman for raising that point, because access to voting is important for everybody, and the Government are committed to ensuring that that is the case. There is significant legislation already in place to help that happen, and we will be ensuring that adequate formats are in place for all disabled people at the next referendum. In fact, we have consulted Scope on the form and design of the ballot paper to be used in the forthcoming voting referendum, so that both partially sighted people and people with learning disabilities will be able to participate.
Disabled people are still under-represented in this House and at other levels of elected office. When will the Government implement the commitment in the coalition agreement to introduce extra support for people with disabilities who want to stand for election?

Commons Chamber10. What steps his Department is taking to enforce payment of child support by parents who refuse to pay.
The Child Maintenance and Enforcement Commission has a range of enforcement powers that it can deploy to secure payments from parents who refuse to pay. However, non-resident parents are given every chance to pay their child maintenance, and only when they are deliberately non-compliant will the commission use these powers.
I thank the Minister for that reply. All Members of this House will have constituents who are not receiving the child maintenance to which they are entitled because their former partners are giving the Child Support Agency the run-around by changing jobs or the self-employed are hiding their true earnings. The Government rightly do not allow these people to avoid paying tax. Surely, therefore, HMRC data could be used properly to assess child maintenance liability. Alongside the Government getting tough on tax avoidance, will they get tough on child maintenance avoidance?
I thank my hon. Friend for that question. She is absolutely right that this data can help particularly to ensure that individuals pay the money they are due to pay. Indeed, we will consider that under the planned revisions to the CSA’s IT system. I should like to reassure her that the Child Maintenance and Enforcement Commission is already putting in place a number of other measures to ensure that we increase enforcement actions. Indeed, as a result of those measures we have seen a significant increase in enforcement actions in the past 12 months.
