We will continue to support religious freedoms strongly. For example, the Government believe that people should be able to wear crosses openly at work, and we are pleased about the judgment of the European Court of Human Rights in the Eweida case. The right of people to manifest their religion or belief at work is a vital freedom.

What weight is accorded to religious beliefs in draft legislation such as the Marriage (Same Sex Couples) Bill? Should it not be equal, in the context of discrimination, to the weight accorded to gender?

My hon. Friend, who takes a keen interest in this issue, will know that religious freedom is guaranteed under article 9 of the European convention on human rights. However, just as it is right for people to be able to express their religious beliefs, people in this country have a right not to be discriminated against. The recent rulings in the European Court show that, in law, we have the balance about right.

That, too, is an important detail that has to be got right. We are pleased that we have put forward our proposals now. I think that the Scottish Government might well be putting forward theirs shortly. We have already started to have discussions at official level to ensure that those kinds of issues are dealt with. It is important that this measure should work across the devolved responsibilities, and it is a priority to ensure that that happens.

Is the Minister following developments in Denmark? The Churches there have sought exactly the kind of exclusion that this Government are seeking, but it has been ruled illegal. If that ruling also pertained in this country, what triple or quadruple lock could she possibly offer to Churches in that regard?

I draw the attention of my hon. Friend—she is also a learned Friend—to the case law that is building up in the European Court of Human Rights. It has become clear that this is a question that is determined at local level. Our proposals will make clear in law the intentions of Parliament and the Government at local level, and we believe that that will put the protection of religious belief beyond doubt in this matter.

We entirely understand, and take very seriously, the challenges women face in getting back into the workplace, including the problem of retaining jobs. That is why the Minister with responsibility for employment, my right hon. Friend the Member for Epsom and Ewell (Chris Grayling), is putting so much effort into the Work programme and universal credit, both of which will help many hundreds of thousands of workless households into work. Again, that is the sort of practical support that can truly make a difference for women.

Of the 348 current vacancies listed at the Malton job centre, some of the hardest to fill are care worker posts. Will the Minister use her good offices to ensure that women returning to work are pointed in that direction as well as to skills such as national vocational qualifications?

My hon. Friend is right: care work is now a very important job in all our communities. Jobcentre Plus has a number of vacancies in that area, and it is always trying to ensure that people with the appropriate training apply for them. As she rightly says, we also need to ensure that people have access to training, and the Work programme can help in that respect.

The hon. Gentleman has raised some important points. Yes, it can be very difficult for women in the workplace at present, although, as we heard earlier, there are 50,000 more women in work than there were a year ago.

Child care can present a significant barrier to a return to employment. We will be spending some £300 million under the universal credit scheme to give more women who are working shorter hours access to child care, and, as already been announced, we are increasing early years education funding to some £760 million to give all three-to-four-year-olds 15 hours of education a week. Those are some practical measures that we are taking to help the hon. Gentleman’s constituents, and other women throughout the country, to return to work.

Is my hon. Friend aware of the specific difficulties of women who want to return to work after having a family? What help are we giving such women, particularly those who wish to work part time for a period?

My hon. Friend is right: it can be difficult for women to return to the workplace. Programmes such as the Work programme can make a real difference by ensuring that women, and indeed anyone who wants to return to work, have the skills that will get them jobs. The Minister of State, Department for Work and Pensions, my right hon. Friend the Member for Epsom and Ewell (Chris Grayling), is extending the work experience scheme so that women have a solid foundation of experience to include in their CVs, which will help them to obtain work in the long term.

I am sure that the hon. Lady will be pleased to know that I have already had meetings with officials and with employers who are participating in access to work, so as to understand how we can make it work better for more disabled people. The real challenge is to ensure that the money available supports more disabled people in an effective way, so that we actually get people into work rather than leaving them languishing on benefits.
