To ask the Secretary of State for Defence, whether his Department plans to take steps to procure domestic steel for alterations and additions to (a) Royal Air Force bases, (b) Royal Naval bases and (c) army installations.

Steel for our major defence programmes is generally sourced by our prime contractors from a range of UK and international suppliers. This Government is committed to creating the right conditions in the UK for a competitive and sustainable steel industry. It publishes its future pipeline for steel requirements, together with data on how Departments are complying with steel procurement guidance. This enables UK steel manufacturers to better plan and bid for Government contracts.

The MOD is currently reviewing the structure, focus and membership of the Defence Suppliers Forum (DSF) to incorporate the full range of expertise and experience in the Defence supply chain. We carefully assess all potential members of the DSF on the basis of their expertise and ability to add value to the forum.

Steel is procured in accordance with Cabinet Office guidelines with many defence programmes requiring specialised steels that are not manufactured in the UK.

The Ministry of Defence (MOD) does not routinely hold a centralised list containing this information so I cannot provide a full response to this question. The MOD does have supplier selection processes in place, and these are used to assess suppliers against mandatory and discretionary criteria as stated in the procurement regulations and wider Cabinet Office Procurement Policy Notices. Responses from suppliers are reviewed by the delivery team and the commercial officer will then decide on suitability accordingly.
