General CommitteesI declare my interest as a former member of the National Union of Journalists. Following on from the intervention of the hon. Member for Walthamstow, is it not the case that the declining overall number of days lost to strikes over the past six years is a reflection of the faith that most working-class people have in the effective and competent stewardship of the economy by Conservative Chancellors of the Exchequer?

Commons ChamberI am very grateful to the right hon. Gentleman. I think that he is referring to the Cantle report, which we have looked at in the past. Certainly, there is a body of work that helps us to understand some of the challenges of separate communities and of how to secure better integration.
On the question of the curriculum, the one thing I would say is that I am confused about Labour’s position on the national curriculum. Labour Members seem to want to extend it to all schools, but the shadow Secretary of State has said that all schools should have the ability to opt out completely from it. I appreciate that the right hon. Gentleman has the benefit of experience and that the shadow Minister does not, but until we get a consensus view from the Labour party I will listen to Sir Michael Wilshaw.
As the hon. Member for Birmingham, Edgbaston (Ms Stuart) said, these findings would be unacceptable in any school—secular or faith, state or independent. This affront to British values may well extend to other schools outside the area that Ofsted has already inspected. Will my right hon. Friend ensure that there is no hiding place in any part of the British education system for the misogyny and homophobia that underpin so much of the religious fundamentalism in some of our schools?
My hon. Friend makes a very important point. Inevitably, there was only so much I could say in the time allocated about the weaknesses in the schools identified. She homes in on one problem, which is that children who are at risk of being exposed to extremist views are often at risk of being exposed to views that are fundamentally offensive to those of us who believe in the equality of all human beings. Therefore, if there are concerns—anywhere in this House or outside—about children being exposed to those views or at danger of being exposed to those views, I hope that individuals will feel able to contact Ofsted using the new whistleblowing framework outlined by Sir Michael Wilshaw to ensure rapid investigation.

Commons ChamberThe chief inspector’s words stand by themselves. Never in the history of Ofsted over the past 21 years have so many children been enjoying a good education. I hoped that the hon. Gentleman would have wanted to congratulate teachers on that.
The other point is that we are spending more than twice as much on providing new school places in primary schools as the previous Government. They were warned repeatedly by Conservative Members of Parliament, but they did nothing because they were recklessly committed to a programme of spending and borrowing in a wasteful fashion, which betrayed a generation. Now Opposition Members may mewl and puke as they wish, but I am afraid the guilt is written all over their faces and is there in the National Audit Office report.
T2. I was shocked to learn that the London School of Economics made only four offers to students in the entire borough of Dudley this year. Does my right hon. Friend agree that secondary schools should be doing more to encourage students with academic potential to choose courses at GCSE and A-level that will enable them to apply to our top universities with a reasonable chance of success?
My hon. Friend is absolutely right—I was delighted to visit an outstanding sixth-form college in her constituency that is leading the way. In a spirit of bipartisanship, her commitment to higher standards in education is shared by the Labour Member of Parliament for Dudley North, Mr Austin, who has worked hard with her and with Chris Kelly to ensure that we can persuade children to read the subjects in university that will give them a better chance to get great jobs. That is why the English baccalaureate, which Labour Front Benchers so denounced, has been such a good thing.

Commons ChamberSex education is a statutory part of the national curriculum. The broader point about the nature of sexual exploitation is most effectively dealt with by ensuring that we can prosecute those people who are responsible for despicable crimes.
My right hon. Friend will be aware of “Informed Choices”, which was published by the Russell group of universities and deals with subject selection at GCSE and A-level. Does he agree that all young people, not just those designated as gifted and talented, should be made aware of the implications of subject choices at GCSE so as to maximise their opportunity to attend such universities?
My hon. Friend makes a characteristically good point. It is absolutely right that we do not prematurely curtail young people’s freedom of choice. In order to do that, we need to make it clear to them which subjects give them the widest choice later in life, and those are English, mathematics, the sciences, a modern or ancient foreign language, history and geography.

I am grateful to my hon. Friend for drawing the House’s attention to the activities of the Anti Academies Alliance, a group that is sponsored by, among others, the Socialist Workers party. There are a number of politically motivated strikes that some have been contemplating. I hope that Members in every part of the House will condemn any politically motivated strike action that makes children a political plaything. I also look forward to hearing from the Opposition Front Bench a clear and unequivocal condemnation of such activity.

Commons ChamberI am very grateful to my hon. Friend for making that point, and I thought it uncharacteristically discourteous of Labour Members not to listen to him in silence. As the only Member of this House to have attended a special school, he speaks with a degree of authority that Labour Members would do well to pay attention to. He makes the point crystal clear: we need to ensure that there is sufficient discretionary support for students who are living with handicaps and who have suffered from disability. I am only sorry that Labour Members saw fit to greet his comments with the sort of grumbling and mumbling more appropriate to a student union than the mother of Parliaments.
I agree with the Secretary of State that the money paid as part of EMA should be much better targeted. The current arrangements for the learner support fund exclude payments for travel, so can he assure me that travel costs will be considered a legitimate part of the future discretionary learner support fund?
My hon. Friend makes a very good point, describing one of the reasons for reviewing the travel entitlement for all students and learners. We want to make sure that any support we provide is to overcome barriers, which include travel to work costs, as well as paying for rent, subsistence or the supply of textbooks and other materials that are needed. It was striking that during the Labour leadership election the right hon. Member for Leigh (Andy Burnham) said that he would be happy to see EMA go if it were replaced by an allowance for travel, so there is a consensus that the current system is capable of reform. It is one that unites the two Front-Bench teams, even if it does not embrace everyone in the House.

Commons ChamberI, too, have been fortunate enough to visit some of the outstanding schools in Sheffield, some of them supported by the outstanding leadership shown by the Liberal Democrat councillors on Sheffield council. [Interruption.] No, they have been very good actually. [Interruption.] No, they have been very impressive—a lot more impressive than councillors on many Labour local authorities—and I will work with them to ensure that funding is targeted on the very poorest, so that the hon. Gentleman’s constituents get the education they deserve.
Oxford and Cambridge universities recruit more students from Westminster school and Eton college than from the entire body of pupils qualifying for free school meals. I congratulate the Secretary of State on the many measures he is taking to address both that iniquity and many others that beset our education system. Will he tell us more about his plans to reduce exam grade inflation and to improve opportunities to attain core academic knowledge?
I am very grateful to my hon. Friend for her comments. I have had the great pleasure of visiting a sixth-form college in her constituency, which, using its autonomy, does a superb job in raising standards for children from a variety of backgrounds. There should be no compromise on academic excellence. That is why we are asking Ofqual to benchmark our exams against the world’s best.

We plan to reform the school performance tables to make them more rigorous and to ensure that they focus on academic standards. We have proposed introducing a new measure, the English baccalaureate, that will recognise achievement in not just English and mathematics but the sciences, a modern or ancient foreign language, and humanities such as history or geography.
I thank my right hon. Friend for his answer. The number of students studying history and geography at GCSE level in some schools in Stourbridge has fallen as low as 25%. That is partly due to schools encouraging the study of softer subjects to improve their league table positions. Does my right hon. Friend agree that that is an indictment of the current system, and has he any steps in mind to remedy the situation?
