Commons ChamberThank you very much, Mr Deputy Speaker. I think you are a very lucky fella, because so often you are in the Chair for these fantastic debates and today’s has been no exception. It feels like Parliament’s own version of “Wild Isles” or perhaps “Wish you were here…?” Where shall we go? I know that for you the answer will be Ribble Valley. I was preparing for this debate with my Parliamentary Private Secretary, my hon. Friend the Member for West Dorset (Chris Loder), who was so disappointed not to be able to contribute because his constituency equally has many wonderful attributes in nature that people can enjoy. But of course there is a serious point here and there is a significant challenge. I welcome the successful debate we have had and the contributions on constituencies across the country. I echo the thanks of the hon. Member for Brighton, Pavilion (Caroline Lucas) to the folks involved with the “People’s Plan for Nature”. I have been working on that with non-governmental organisations and others in the Department for Environment, Food and Rural Affairs.
Many Members have contributed and I wish to run through some of their comments. I commend my hon. Friend the Member for Worcester (Mr Walker) for his work when he was Schools Minister in the Department for Education to make sure that that GCSE will come in in 2025. I will join him to ensure that the current Education Minister absolutely makes that happen and that DEFRA can be part of it as well. While he was walking the Malvern hills last Saturday, I was walking the Eskdale fells. I also enjoy hiking, biking and kayaking, which we have heard about today. In fact I was awoken on the wonderful Fisherground campsite in Eskdale not rudely, but wonderfully, by the dawn chorus. I would recommend the outdoors and enjoying nature to anybody.
My hon. Friend mentioned the importance of schools. So many of us visit schools in our constituencies to learn about forest schools and eco schools. When I was chair of governors at Captain Shaw’s C of E School, we ensured that the children got out into nature as much as possible. I pay tribute to Bikeability. He referred to the need for children to be able to access active travel—it has been a theme throughout today’s debate—and Bikeability does a tremendous job.
My hon. Friend also referred to the Rivers multi-academy trust. Today in Grizedale there is an event celebrating women in forestry. It is important that we have these schools providing the education so we can continue the legacy in eco-tourism and ecosystems services.
The Minister is making a strong case for encouraging people to access nature. As I mentioned in my speech, in Wirral West, we have Hilbre Island in the Dee estuary. It is incredibly important for international bird life and very much enjoyed by people who live in the area and people who visit the area. It has been at risk of underground coal gasification. I am seeking a commitment from Government that they will rule out underground coal gasification. Can she give me an answer today, or write to me with such a commitment, having consulted with colleagues?
The hon. Lady is right that I would need to consult with colleagues on that point. I am happy to do so and write to her.
I also wish to raise the important role played by Active Travel England—it is headquartered in the constituency of the hon. Member for York Central (Rachael Maskell), which is a very good thing—ensuring that we have access to nature. My hon. Friend the Member for Gloucester (Richard Graham) mentioned my visit to his constituency. It was wonderful to hear his effective promotion of Gloucester. Surely he could send an invoice to VisitEngland for that. We learned about the wonderful nature in his beautiful area and the many reasons to visit it. He also talked about the benefits that children enjoy in schools such as Clearwater Academy, Meadowside and the many others that he mentioned.
I completely agree with my hon. Friend the Member for Devizes (Danny Kruger) about the benefit of community involvement and pay tribute to the enormous amount of charities, not-for-profit organisations and trusts across this country that are helping us to protect, preserve and ensure that we have access to nature. But the Isle of Wight is perhaps the winner here today for the promotion of nature. I know that the constituency of my hon. Friend the Member for Isle of Wight (Bob Seely) hosts red squirrels. I also share his appreciation of dark skies. I have Wild Ennerdale in my patch, which is a dark sky site.

It is an absolute pleasure to serve under your chairmanship, Mr Gray, for what I believe is the first time. I thank my hon. Friend the Member for St Ives (Derek Thomas) very much for his timely securing of this important debate. Given that it is taking place at the time of COP27, I am mightily impressed with the timing. He is an outstanding champion for his constituency, particularly on the issue of nature and biodiversity. It has been a real joy to listen to the cross-party support for nature and biodiversity, and I will set out to respond to the many questions. They strayed across many different Departments, and I certainly work across Departments, because that is absolutely what we need to do in this area.
We do have a strong track record. It is not correct to say that we are the most nature-depleted country in the world. Depending on the measure, we are 142nd out of 201. But we recognise that nature has been declining for a very long time. There are historical reasons for that, such as the pressure on land and the industrial revolution. That is why it is the mission of this Government to halt that trend by 2030, and then reverse it. Our world-leading target to halt the decline in species by 2030 demonstrates our very strong commitment. On nature, we have already implemented myriad measures to support biodiversity and to increase carbon capture through natural methods.
I noted the Minister’s remarks about how she likes to work across Departments. I am particularly concerned about the Levelling-up and Regeneration Bill, part 5 of which will essentially remove environmental impact assessments and strategic environmental assessments and bring in environmental outcomes reports. It kind of gives the Secretary of State a blank cheque to do what he or she wishes to do, and I am very concerned about what it will mean for the planning system and therefore for the protection of nature. Could the Minister tell us what discussions have taken place between her Department and the Department for Levelling Up, Housing and Communities about that Bill? I think that it poses potentially a very serious threat to the quality and sustainability of our natural world.
The hon. Lady is absolutely right, but she should be reassured when I say that there must be no regression, and there will be no regression. I have been to speak with my counterparts in BEIS recently, and we are working with DLUHC as well, to ensure that the protections for our environment focus not on the EU as a whole but on the UK.
It might be helpful to set out our record. Although we recognise that there is much more to do, since 2010 we have supported the creation or management of 175,000 hectares of priority habitat. In 2021 alone, we created over 2,700 km of new hedgerows through the countryside stewardship scheme. That is over 3,870 different agreements. There were 9,000 countryside stewardship agreements with the management of hedgerows option, leading to over 46,000 km of hedgerows. Our farming and protected landscapes programme also planted 88 km of hedgerows and delivered around 45,000 hectares of habitat improvement for biodiversity.
We have established over 100 marine protected areas, and we are now putting in place byelaws to reinforce their protection, alongside our work to launch highly protected marine areas. We have brought over 5,800 hectares of peatland in England under restoration, predominantly through the £750 million nature for climate fund. We have also announced 22 ambitious projects receiving funding through the landscape recovery scheme, allowing land managers—in particular, farmers—to take a more long-term and large-scale approach to producing environmental and climate outcomes on their land.
Between 2010 and 2021, 123 hectares of new woodland have been planted across the UK. That is an area equivalent to Bedfordshire. Tree planting is so important for biodiversity, and it is at the heart of our environmental plans for the future. We increased tree planting and woodland creation by approximately 10% to 2,700 hectares of trees planted in England in 2021-22. Is it enough? Absolutely not, but we are improving every year. As part of flood and coastal capital programmes, 25 schemes that include natural flood management measures have secured approval.
We are seeing that improvement in habitat also play out in the improvement in species such as the cirl bunting, which demonstrates how agri-environment schemes have supported species recovery. In 2016, the population exceeded 1,000 pairs, representing a nine-fold increase since conservation action commenced in the early 1990s. The marsh fritillary butterfly increased in abundance by 700% between 2005 and 2016, following years of decline, through action under the two moors threatened butterfly project. Our bat species increased by 47% between 1999 and 2019. Those are just some examples of the progress that is being made. It is important to have hope and to take personal responsibility for the way that we can all improve nature and biodiversity in our back gardens, our farms and right across this country.
Reaching net zero remains a top Government priority. We are really proud to lead the world in ending our own contribution to climate change, not just because it is the right thing to do, but because we are determined to seize the unprecedented economic opportunity it brings for jobs, innovation and exports. That is why our British energy security strategy and net zero strategy build on our 10-point plan and our blueprint for a green industrial revolution. Those commitments will unlock £100 billion of private investment and support 480,000 well-paid jobs in green industries by 2030. I know that many of those jobs will be in Cornwall, which I look forward to visiting. My hon. Friend the Member for St Ives set out exactly what is needed right across the country and the need for society to play its part.
As part of our plans for decarbonisation—this is personal to me, because I was the Minister in the Department for Transport who led on it—we have published our ambitious transport decarbonisation plan. There has been much talk of COP27, but I was proud to stand on the world stage during transport day on 10 November last year at COP26—[Interruption.] Indeed, the hon. Member for Glasgow North (Patrick Grady) was there as well—where I set out what we were doing across the modes of transport to set our pathway to net zero by 2050. We will require all new builds from 2025 to be future-proofed with low carbon heating and world-leading levels of energy efficiency.
DEFRA has a vital role to play in delivering the Government’s net zero strategy. During the debate, there have been many calls for us to work across Departments. That is absolutely what we do and I will give a few examples. The joint air quality unit works across DEFRA and DFT to improve air quality and reduce nitrogen oxide emissions. The Office for Zero Emission Vehicles works across DFT and BEIS to ensure that we roll out the electric vehicle programme. It is not true to say that the amount of money being spent on electric vehicles has been reduced; the focus has changed to ensure support for taxis and trucks, because we needed to diversify and ensure that our funding has the greatest impact.
We have boosted the nature for climate fund to total spend of more than £750 million by 2025 to protect, restore and expand the support and resilience of habitats such as peat bogs—both upland and lowland peat bogs are essential for nature. This will help us to achieve our ambitious targets to restore 35,000 hectares of peatlands by 2025 and treble woodland creation in England by the end of this Parliament. Yesterday I had the privilege of joining the Northumberland National Park Authority, and the day before I was in woodlands in Cumbria with the Forestry Commission, to understand how we can bust the barriers and increase planting of trees, both coniferous and deciduous, because we recognise the vital role that trees play as well as the value of supporting the UK timber industry. It was also a pleasure to visit A.W. Jenkinson to learn how it takes the waste from woodlands to create peat-free compost. There are fantastic opportunities like this one for our economy as we decarbonise and support biodiversity.
At COP26 last year, we brought nature into the centre of the climate COP for the first time. Today, at COP27 in Egypt, we will maintain our global leadership by demonstrating progress and integrated action on climate and nature since the UK’s presidency, focusing on protecting forests, the ocean and nature. We will build political momentum to secure ambitious outcomes at the convention on biological diversity COP15 in Montreal next month. We are working to ensure that nature is resilient and adaptable to climate change. We recognise that the interlinked threats of climate change, pollution, and habitat and biodiversity loss threaten the security of global health, the food supply and the economy. In 2019, the value of natural capital in the UK was estimated to be £1.2 trillion. The biodiversity net gain measure created by the Environment Act 2021 to aid nature recovery will drive green growth by creating and supporting a private market estimated to be worth £135 million per year. We are committed to halting and reversing the decline of biodiversity, as I have set out. We will continue to implement our world-leading Environment Act, including by building on the 2030 species target by setting other long-term targets to improve our biodiversity, resource efficiency and air and water quality, and to reduce waste.
To set out what we are doing to create habitats and protect species, we have requirements on new developments to build habitats as well as legally binding targets to halt species decline by 2030. We are reducing plastic waste through bans on a number of single-use plastic items, as well as powers to introduce charges for single-use items of any material. We are recycling more plastic through the introduction of a deposit return scheme for single-use drink containers, and extended producer responsibility which makes producers responsible for the cost of the disposal of packaging waste.

One of my constituents has written to me to describe the chaos that she is experiencing. She travels on Avanti west coast to London for work on a fairly frequent basis. She explains that when trains are cancelled, particularly at short notice, the other trains are really busy. On one occasion she was on such a train. It was so busy that she could not get off to make her connection and she ended up going to London when she wanted to go to a completely different part of the country. Bearing in mind that level of chaos, why are the Government even considering renewing the contract with Avanti, and is it not time to bring our railways into public ownership?
I am not convinced that bringing the railways into public ownership at this stage in the way that the hon. Lady has described will provide the solutions that passengers are looking for, and that is why we are going to look at all the evidence when making our decision on 16 October.

It is a pleasure to serve under your chairmanship, Ms Nokes, and to hear the appreciation of and ambition for buses and public services, particularly in the north-west, which, as I am sure the hon. Member for Warrington North (Charlotte Nichols) understands, is my home region as well.
Like the hon. Member for Ellesmere Port and Neston (Justin Madders), I too was pleasantly surprised when arriving in London at the complete contrast to my area of West Cumbria in the provision, regularity and ease of payment of bus services in London. That is absolutely what we want to see being rolled out across the country. I congratulate the hon. Member for Warrington North on securing the debate and discussing in depth why we value buses. It is, of course, because buses are the foundation of our public transport network and an efficient bus sector is key to levelling up the country.
It is a shame that the hon. Member for Strangford (Jim Shannon) is no longer in his place. He mentioned bus manufacturing in Northern Ireland. I had the joy of visiting Wrightbus a few months ago. I went to Ballymena to see the factory. That is just one example of how bus manufacturing is also levelling up the UK. Buses provide access to employment, apprenticeships, training opportunities, leisure, education and crucial connections between friends and family, especially in the more deprived areas where fewer people have access to a car.
We know that covid-19 has knocked people’s confidence to travel on public transport. The patronage of public transport has dropped, and I want to work with hon. Members across the House to increase that patronage, because that is the most important aspect. Others are not travelling at all due to the shift to working from home, which adds to the difficulties that public transport operators now face. We have seen demand reduce to well below pre-pandemic levels. The Government have supported the bus and light rail sector since March 2020 to mitigate the impacts of the pandemic through a variety of emergency and recovery grants, totalling almost £2 billion. We are absolutely committed to supporting bus services, and our spending reflects that.
I have heard reference throughout the debate to the £3 billion of new funding. I will go into detail about exactly how that funding is being spent. It is new funding for buses over the course of this Parliament. It includes £1.2 billion for transformational bus service improvements, more than £500 million for zero-emission buses and more than £500 million for the city region sustainable transport settlements that will directly fund bus infrastructure.
Let me provide some detail on how various funds are improving the bus network in the north-west. First, I am delighted at Warrington’s commitment to transform its entire fleet. Some 120 battery-electric buses will be gracing the streets of Warrington over the next few months. That is brilliant. Through the ultra-low emission bus scheme in Greater Manchester, over £6.9 million will provide 32 electric buses, including the crucial charging infrastructure. In Liverpool city region, the low emission bus scheme is contributing more than £4.9 million, which will bring 12 electric buses, including the charging infrastructure, and 60 hybrid buses.
In the Liverpool city region, the transforming cities fund will award a total of £172.5 million, which will bring 20 hydrogen buses. In Greater Manchester, which we have heard much about today, the city region sustainable transport settlement will contribute over £1 billion. The detail of the final settlement and actual programme is yet to be agreed, but there is over £710 million for Liverpool. In Blackpool, the ZEBRA—zero emission bus regional areas—scheme will contribute to the roll-out of zero-emissions buses, and similarly in Liverpool and Greater Manchester.
We are committed not only to the provision of buses, but also to helping people find out about services, improving the way that they pay and helping them have confidence in the reliability of the service. Most importantly, this is about how we transition from a fossil-fuelled economy to a decarbonised transport system using clean buses—hydrogen, hybrid or battery-electric.
The Minister is giving us lots of detail on Government funding but, as I mentioned, analysis by the Confederation of Passenger Transport suggested that over £7 billion was needed to deliver the measures that local transport authorities have included in bus service improvement plans. The Government have set out a fraction of that—£1.2 billion. What can the Minister do to secure more money for the bus services that we so desperately need?
I thank the hon. Member for her intervention. Over this Parliament there will be over £3 billion of new funding for buses. We are doubling dedicated bus funding from spending review ’21 compared with spending review ’15. It is made up of £1.2 billion of new funding for bus transformation deals to deliver those London-style services that we keep talking about, with the infrastructure and the service improvements.
That is less than half of the £3 billion that is needed. What are the Government going to do to meet the ambition of our authorities, which really want to deliver a modern, reliable transport service? The Minister spoke earlier about the importance of getting people to use buses, but unless they are reliable and affordable, people will not use them. People need to know that they can get to work. It is fundamental that we have that investment. What can the Minister do to make sure that we secure it?
The hon. Lady makes the obvious point, so I will continue. There is £525 million to deliver zero-emission buses over this Parliament, of which £355 million is new funding, announced in the spending review. There is the £1.5 billion of covid support to maintain the service levels during covid until next April, and over £500 million from the city region sustainable transport settlement. There will always be more to do, but the Government, in particular my Department through the transport decarbonisation plan, have set out how we are spending billions in transforming the public transport network.
It is important to say how we can ensure people that get to the places they need to be, using the products they need. It is particularly relevant to the north-west that we recently appointed Chris Boardman as the interim chief executive for Active Travel England. With over £500 million of funding, he will have the ability to increase the infrastructure to encourage and enable people to walk and cycle. That will ensure that those networks that are proposed by our local authorities meet the essential criteria for a safe network. We are working with car clubs, such as Enterprise Car Club and Liftshare. Buses are a very important part of the network in getting people to the places they need to be, but they are not the only way that we will be able to do that in the future. It would be a good to offer a meeting to all of my colleagues across the north-west to discuss that in more detail. I understand that Members in this House are excellent enablers, champions and ambassadors for the way that their constituents can get about.
