I am grateful to my hon. Friend. I know that the new Minister of State for housing and planning, my hon. Friend the Member for Redditch (Rachel Maclean), will be meeting him shortly. It is absolutely vital that communities in the suburban green belt such as his have the opportunity to ensure that people have the new homes that they need and that we preserve the communities that make his constituency so attractive to so many.

T6. Around one in 10 owners relinquishing animals to the Dogs Trust cites housing issues as the reason. Can the Minister confirm that planned measures to protect pet ownership in the renters’ reform Bill will be maintained to prevent further pets from being given up unnecessarily?

What an alluring invitation—and yes. As my hon. Friend the Member for South Leicestershire (Alberto Costa) pointed out earlier, Leicestershire and Rutland are relatively poorly funded in comparison with other local authorities, which is why the particular plight of deprived communities in my hon. Friend’s constituency and elsewhere is at the forefront of our minds.

Recent analysis has found that £1 in every £13 allocated through the two levelling-up funding rounds will be lost to inflation—that is more than £560 million—so how will Ministers ensure that complex bids such as that for the remediation of hexavalent chromium at Shawfield in my constituency do not miss out on funding opportunities as a result?

We will do everything possible to work with local authorities, particularly to make sure that every pound goes further. The hon. Lady quite rightly raises the whole question of bearing down on inflation; I hope that she and others will be in the Division Lobby tomorrow evening to support the Government in the measures we have taken in the autumn statement that will bear down on inflation. I note that Members on the Labour Benches have not yet criticised those measures; they appreciate, as we do, that we need to work together to tame inflation.

Full fibre broadband coverage is essential to the Government’s aim to level up, but we lag behind most of Europe in rolling it out. What discussions has the Minister had with the Culture Secretary to ensure that the Government have a strategy to work with industry to improve coverage and speed up progress in rural and urban areas of the devolved nations, which currently have the poorest broadband?

The Culture Secretary and I talk daily. One thing at the top of our agenda is ensuring that we have connectivity across the whole United Kingdom. We are, of course, working with the devolved Administrations to make sure that every citizen of the United Kingdom benefits from UK Government investment.

My hon. Friend is incredibly knowledge-able about all matters of property and housing. On the first part, absolutely. On the second part, that is a tempting thought, but I will have to discuss it with the Chancellor.

Since last April, I have been seeking answers for a constituent in Cambuslang who has been trying to sell a flat between 11 metres and 18 metres, which was wrongly assessed to have failed the EWS1 form because of cladding. The Scottish Government have launched a free-of-charge assessment pilot, but details about the full roll-out and remediation payments are still pending. What discussions has the Secretary of State had with the devolved Administrations about remediating buildings across the UK at greater pace?

I wrote to and was in touch with the Scottish Government, the Welsh Government and the Northern Ireland Executive earlier today, and I look forward to working with them. As the nature of the debate has reinforced, there are people in every party who are interested in practical solutions. That is incredibly helpful in helping to relieve the problems faced by the hon. Lady’s constituents, and by so many others.

I entirely agree with my hon. Friend that we have to put the interests of all the citizens of the United Kingdom, including the citizens of Northern Ireland, absolutely first. I also agree that it was regrettable that just 28 days after the protocol came into effect, it was the EU that decided to trigger article 16 in the way in which it did. I want to work with those in the EU who are genuinely committed to the interests of the people of Northern Ireland, such as Vice-President Maroš Šefčovič, because the most important thing for me now is to do everything I can to help ensure that the lives of people in Northern Ireland are improved. My hon. Friend makes a fair point about the need to take a step back and look at all these issues in the round.

Recently it has been reported that the Ministry of Defence will have to complete customs forms before moving equipment or personnel to Northern Ireland. Can the Chancellor of the Duchy of Lancaster assure us that this will not impede UK military support to the Police Service of Northern Ireland under Operation Helvetic?

Absolutely. The very idea that the UK armed forces should be prevented in any way from operating in any part of the United Kingdom is utterly unacceptable.

My right hon. Friend is right. He was intimately involved in a programme of Whitehall reform when he was head of the Prime Minister’s policy unit in the 1980s, as a very young man. The innovations that were brought in at that time under political appointees such as Sir John Hoskyns and others helped to create the “next steps” agencies, which were so vital in ensuring that there was greater accountability in the delivery of public services. We could do well to learn from some of the examples that he set.

Under this Dominic Cummings Government, senior civil servants are in the firing line like never before, with three resignations and one industrial tribunal all in the space of six months. What steps will the Minister take to end this toxic workplace environment for senior civil servants, or can we expect a season of hard rain which puts us on a slippery slope towards US-style yes-men government based on political appointments?

Well, the Scottish National party knows something about the importance of political appointments in government in order to deliver its agenda. It is only fair to record that, far from there being any sort of toxicity, the environment in which our civil servants work is one characterised by their determination to put public service first, and for that I thank them.

My right hon. Friend is absolutely right. There is a very powerful incentive for the European Union to put the interests of its members and citizens ahead of ideology. The EU—as, I would hope, a body that takes its internationalist credentials seriously—would recognise that it would be a boost not just to its own economy and our economy, but to the world economy and the global trading system if we were to conclude a deal.

The International Monetary Fund and business leaders want the Government to reduce economic uncertainty amid the coronavirus pandemic. Recent polling found that two thirds of the public want an extension to the transition period. I know that the Minister is not always fond of expert opinion, but will he heed their warnings and buy business precious time to adapt to the economic headwinds that Brexit will bring?

I am very fond of expert opinion, and the universal view of experts is that Scotland operates the largest deficit of any country in Europe. Were Scotland to become independent, it would be perilous for the people of the country that I love, and that is why the Union that works—the United Kingdom—should endure.

The year 2020 will be one of growth and opportunity for our entire United Kingdom. The year has started positively with the restoration of devolved government in Northern Ireland, and I pay particular tribute to all the parties involved. I am delighted to say that the Prime Minister has ruled out a divisive rerun of the Scottish independence referendum and has encouraged our colleagues in the Scottish Government to concentrate on the day job and ensure that they improve health and education for the citizens of Scotland. I am glad that the political division and uncertainty that a referendum would cause have been ruled out, and I look forward to meeting Ministers from the devolved Administrations in Cardiff next week to see how we can work together in the interests of all.

Can the Minister take the necessary steps to confirm Heather Anderson as the new MEP for Scotland following the election of my hon. Friend the Member for Stirling (Alyn Smith) to this House, and can he confirm that the UK Government will not allow the voters of Scotland to be under-represented in their European Parliament when it votes on the withdrawal agreement that they have overwhelmingly rejected?

The hon. Lady has made a fair point, and it gives me an opportunity to congratulate the new hon. Member for Stirling (Alyn Smith), who served with distinction in the European Parliament. We will, of course, do everything we can to ensure that there is appropriate representation for every part of the United Kingdom for the remaining 10 days of our membership.
