Commons ChamberI pay tribute to the amazing work that my hon. Friend has done over the years on school food and free school meals in particular. I absolutely agree with her.
It is worth reflecting that in Hull 23% of primary school children claim free school meals, yet Hull City Council has estimated that as many as 800 pupils entitled to free school meals are not claiming them, and we know that many thousands across the country do not take up their entitlements, largely due to parental fears of social isolation or bullying. In addition, thousands of children classed as living in poverty or just above the poverty line but not entitled to free school meals could access Hull City Council’s Eat Well Do Well scheme.
Sadly, the scheme came to an end in the summer of 2007 after the Liberal Democrats took control of Hull City Council and reintroduced charges of £1 per meal. At a time when budgets were not under pressure, Hull’s Liberal Democrats decided to scrap the progressive measure for what I can only consider ideological reasons.
Following on from the undoubted success of Hull’s Eat Well Do Well scheme, two events followed. First, I remember sitting on the Front Bench 10 years ago as an Education Minister in the last Labour Government, and one of the things I was responsible for was helping to set up the free school meals pilots in Durham, Newham and Wolverhampton to get further evidence of the link between nutrition and educational attainment through free school meals. To this day, Newham still provides free school meals.
As my hon. Friend is saying, there is undeniably a link between educational attainment and free school meals. It is suggested that it can add two months of schooling, which is why Newham Council, in collaboration with its schools, is currently funding again free school meals for children. It is that important. In an area that is arguably the second worst in the country for child poverty, it is an essential. Does she agree that the Government should adopt the same priorities as Newham Council and Newham’s schools?
Let me return to my questions for the Minister. I want her to be clear about whether it is right that all schools have to take individual decisions on school meal prices, because there was some dispute in Hull about the role of the headteachers association, not being a lawful decision-making body, and each academy school having to go through its governing body to make decisions about school meal prices. I want her to confirm that that is her understanding as well. What do the Minister and the Government think about the postcode lottery that has developed in Hull, with prices in schools varying? How does she feel about one parent taking a child to school and paying 50p a day and another taking their child to a different school down the road and being charged £1.50? Is that what she wants to see happening? Is she aware that there appears to be no restriction on the maximum price that an academy can charge per meal? Does that need to be considered?
The other point is about the efforts made to increase registration of those eligible for free school meals, which obviously is right. We need to ensure that eligible children can access those meals. I am told that the academies are saying that one of the issues in Hull is that the reduced price of school meals acts as a disincentive to getting families signed up for the free school meals that they might well be entitled to. That has an impact on the pupil premium. I am sure that the Minister has looked at that issue already and is concerned about it, so what is her thinking about that? Obviously we want to encourage people to apply for free school meals, but where they are just above the entitlement level—there are a lot of those families in Hull; the working poor—how do we ensure that they can access good, nutritious food at a reasonable cost without causing problems for the school because of the pupil premium policy?
I am grateful to my hon. Friend for raising that issue. I say gently to the Minister that the criteria might be outdated, given what is happening in our communities, with 75% of families in poverty having somebody in work. We should not be stopping children who are experiencing real deprivation having a decent meal each day. I genuinely think that the criteria are outdated, outmoded and need some attention.
I echo my hon. Friend’s sentiments; that is right. While we need to make sure that money is made available for those children most in need, that particular scheme now needs to be reviewed in the light of what is happening.

Commons ChamberThere are a lot of very responsible parents out there who will of course talk to their children about legal highs, and about building resilience and self-confidence so that they make the right decisions in their lives. We have to accept, however, that unfortunately many children do not have the advantages we would like them to have, so it is incumbent on us all to recognise that education within the school setting is another way of getting important messages across.
My hon. Friend is right indeed about that.
These life skills can be taught only by helping children think about the challenges and dangers they face. They need to understand that bullying is often a tool of the drug pusher, and that a consequence for people taking drugs from pushers is often that they will get into debt or be open to exploitation. When these messages are introduced in the classroom, they can result in conversations between young people and a real learning process rather than it all being a bit hit and miss, as my hon. Friend says, if this occurs out of school. We need information, values and context in order to deliver a quality drugs education. That is why drugs education belongs in the sort of comprehensive personal and social education that can be provided by PSHE, and not solely, as is happening so often, in science lessons. Unfortunately, the Government have consistently opposed making PSHE a foundation subject whenever the issue has been raised in this House.
There is reason to believe that education about new psychoactive substances is particularly bad. Research by the Royal Society for Public Health found that a quarter of young people aged between 16 and 24 believed that so-called “legal highs” were safer than illegal drugs. As we all know, that is a dangerous misunderstanding because some new psychoactive substances have been classified as class A drugs. It is little wonder that young people, and indeed older people, are confused when they are being bombarded with marketing tricks from drug pushers who tell them that these are safe and legal alternatives. Given the ingrained and damaging myths around new psychoactive substances, I find it astonishing that as of 2 June just £180,556 has been spent over three years on education programmes about these drugs.
New psychoactive substances education and awareness is not just about schools. That is why I have tabled amendment 4, which would place a statutory duty on the Home Secretary to include an update on progress in improving new psychoactive substances education and awareness in her statutory review. The amendment would focus minds at the Home Office and compel it to put in place the most effective and comprehensive awareness campaign possible.
The Welsh Assembly found that 57% of new psychoactive substances users used the media as their main source of information about these substances. Public relations and advertising campaigns therefore have a key role to play, particularly among adult groups where the Government cannot act as a direct provider of education as they do in schools. The Government’s own public awareness campaigns are limited to the FRANK website, which, regrettably, has almost no social media presence. In the absence of any Government action, the Angelus Foundation has been forced to run its own advertising campaigns, using fundraising and corporate donations in kind. I want to praise its work again, but I am sure it would acknowledge that these campaigns should be nationwide and comprehensive, and it simply cannot afford to do this itself. The job it is doing is the job that Government should be doing.

Commons ChamberI went to the Hull training awards last Friday in my constituency. The overall winner, the apprentice of the year, was a woman engineer, which I was delighted to see because we are missing out on a huge pool of talent among young women, who do not think engineering is for them. They make some of the very best engineers in this country.
Absolutely. My hon. Friend puts the point so well. My right hon. Friend the Member for Kingston upon Hull West and Hessle (Alan Johnson) has always been a strong champion of ensuring that young people have the opportunities that they should have. Any Member who has read his book about his early life, which tells of his disadvantaged background and lack of opportunities, will understand why he wants to stand up and fight for young people.
I want to talk about the Bill from a business perspective. When I was growing up, my dad was an electrician and he had a small business. He trained as an electrician during the second world war and when he left the forces, he set up a small business with his sister, my Auntie Betty. My dad took the view throughout all his life in business that it was incumbent on him to train the next generation of electricians. I remember growing up in my household and hearing my dad say that he wanted to give a chance to young lads leaving school. He used to say that it was outrageous that some of the other, bigger businesses in the area—his was a very small business—did not train apprentices, and yet when a young person finished their apprenticeship, those businesses would go straight in to try to poach them to work for them without going through all the hard work that my dad did to train them.
I knew from a very early age how important it was to give young people those opportunities, and how good people in business—small businesses and others as well—who had a local commitment to their area and communities understood that they were there not only to provide services, but to make sure that young folk had an opportunity to train and get the skills they needed.
Given the example that my hon. Friend has just given, would it not be the right thing to do to ensure that supply chains from public procurement reward people like her dad who do the right thing? Those firms would get the subcontract from big procurement contracts and I think that would be the right way to go.
Absolutely. My hon. Friend puts the point very well.
My dad’s business carried on for many years because he was a good business man who did the right thing, and my brother, who was an apprentice electrician and did his training, now runs the business. He is doing exactly what my dad said he should do—training apprentices and the electricians of the future—but whenever I see him, he tells me about issues with public procurement. For example, if a school needs to be rewired and the local authority is putting the contracts out to tender, some local authorities take into account whether local firms have apprentices, and that is a good thing, but they do not all do that. It is really frustrating for local businesses that are doing the right thing to feel that they are not being rewarded in the way that they should be because other companies that are cutting corners and are out to make a fast buck do not invest in local people and local communities.

Commons ChamberI am delighted to have an opportunity to say a few words in this debate.
Labour’s investment in health care over the past 13 years has produced huge strides. When we think about the position in 1997, with long waiting lists and hospitals in desperate need of refurbishment, we realise that we have come a very long way. I am disappointed that the new coalition Government, instead of deciding to build on the very successful investment over the past 13 years, are now engaged in an ideological approach to the NHS to bring in the private sector and to destroy a lot of the very good work that has been done.
I pay tribute to all NHS staff, clinical, non-clinical and administrative, who do their best and work very hard for patients. One of the most upsetting things I have heard since May is Government Front Benchers’ denigration of our NHS managers and administrators. That is very wrong.
My main starting point is to look at whether the coalition’s proposals will improve the health of my constituents in Hull. I do not think they will. I am absolutely appalled that the Government are to spend £3 billion on reorganisation when there is such a tight financial settlement for the NHS. Their focus should be on ensuring that patient care is maintained over the next few years, not on reorganisation.
Hull has a very good primary care trust. I pay tribute to the excellent and innovative work of Chris Long, the chief executive, and of Wendy Richardson, the jointly appointed director of public health with the local authority. As a spearhead PCT, Hull received additional money under the previous Government. It introduced projects such as the health trainers who have done so much in working with communities that have high levels of health inequality, for which different ways of working must be adopted. It has also done work on domestic violence and worked with its perpetrators.
The reason I am such a fan of Hull PCT is that, unfortunately, we have a Liberal Democrat-controlled council that does not seem to have any focus on its responsibilities for public health. The previous Labour council introduced free healthy school meals in all the city’s primary and special schools, rather than wait for an evaluation after three years of the pilot project, but the Lib Dems came in and scrapped it. The project was trying to do something about the high levels of obesity and poor performance in schools—to get to our youngsters early to ensure that they eat well. When that Lib Dem council is given the agenda for public health, I do not have much faith in it taking it seriously.
Hon. Members will recall the introduction of the free swimming initiative in the previous Parliament, which got our young people active through swimming and engaged our councils. Of course, Lib Dem-controlled Hull city council said, no, it was not going to get involved, and at the same time it put up the costs to our youngsters of attending sports clubs in the city. I am therefore very sceptical about the proposed public health agenda being taken on by Lib Dem local authorities.
My hon. Friend will know about the health needs in Newham, where the incidence of TB is rising and the rate of HIV is very high. The people who have helped me and my constituents most in managing these health needs have been the people at the PCT, who have been very responsive to my requests and requirements. Has she found the same in Hull?
Absolutely. Although not all PCTs have operated as we would like, there is good practice throughout the country. We should focus on that and see what we can learn.
I am concerned about the coalition Government’s approach to public health, because the junk food industry seems to be helping them to make policy, as some of our national media have reported in the past few days.
