I thank the hon. Gentleman for his words welcoming me to my post. The point I would make is that the 2023 cycle shows numbers rebalancing and returning to a trend of normal growth in applications following the pandemic. He should also look at the big impact nursing apprenticeships and nursing degree apprenticeships are having on the system. I am always happy to meet him to discuss these issues, but we do think it is a fairer and more affordable system for both students and taxpayers, and will result in more people being able to access a world-class higher education in our country.

T9. Following the recent action against Daesh in Libya, will my hon. Friend update the House on the situation there, as well as his plans to create a permanent memorial to the victims of Sousse, whose murders were planned from Libya?

As my right hon. Friend the Foreign Secretary has outlined, there is a migration and a concern that Daesh is moving out, under pressure in Iraq and Syria, to other parts of the world, including Libya. My hon. Friend is right to make the connection between what happened in Libya, the training and the terrorist attack that took place in Sousse killing so many Britons. I am pleased to say that we will hold a memorial service on 12 April to mark this event.

I am grateful for the right hon. Gentleman’s support. Sometimes the number of 20,000 refugees that the UK is taking is taken out of context in comparison with the work we are doing to support people such as those in the Zaatari camp. We are providing support to other countries, but we are also encouraging the neighbours. That is one reason why we are hosting a conference here in February, along with Kuwait, to encourage other countries to provide donations so that we can be ready for post-conflict reconstruction both in Iraq and in Syria.
