The hon. Gentleman raises a very important issue. The House is well aware of the Government’s work to bring justice to those who have been affected by contaminated blood, and we will continue to take that seriously.

A new hospital at Thornbury would provide greater primary care and outpatient services, more GP appointments and a proactive frailty hub to support the elderly to stay in their own home longer. Our bid was submitted against the sustainability and transformation plan wave 4 capital pot, and I thank the Minister for all his work and effort in speaking to me, South Gloucestershire Council and our clinical commissioning group about this bid. Will he update the House on the timescales for its outcome?

The right hon. Lady makes a good point. We should always be looking at what more can be done to combat antisocial behaviour. She has raised an excellent example. I was not aware of it but, now that she has raised it, I will take a closer look to see whether we can extend it.

T10. Many of my constituents are keen to see an ambitious devolution deal secured for the west of England. Will the Secretary of State update the House on the progress that is being made on that devolution deal?

I know that my hon. Friend is a big fan of this deal. Devolution will support jobs in the west of England and many other parts of England. The next step for that deal is for the Government to seek the consent of all three councils involved for the parliamentary order, and we are well down the course with that. I congratulate my hon. Friend on supporting this transformative deal.

It would be wrong of me to comment on the detail of a particular planning application, but I hope that the hon. Gentleman will agree that the Neighbourhood Planning Bill, which is now before Parliament, will strengthen these neighbourhood plans. It will bring them into legal force far quicker, it will make it much easier to modify them and it will give more support, including financially, for communities to put them together.

The hon. Gentleman raises an important issue and rightly highlights the need for co-ordinated Government action. Public Health England has already published a cold weather plan, which gives recommendations for the NHS and public health and social care and community organisations to work together and help the people who are most vulnerable this winter.

There were 740 new apprentices in my constituency last year. Will the Secretary of State join me in congratulating the hundreds of new apprentices, and confirm that he will continue to work to improve not only the quantity but the quality of apprenticeships?

I am delighted to congratulate those who have started their apprenticeships in my hon. Friend’s constituency. There has been a 45% increase in apprenticeships since 2010, and we have ensured that they are high-quality paid jobs that last at least 12 months. The whole House should acknowledge the incredible work that has been done by the Minister for Skills, my hon. Friend the Member for Grantham and Stamford (Nick Boles) on apprenticeships. He has focused not only on quality but on quantity.
