I beg to move,

That this House notes that the pay of Armed Forces personnel has been capped at 1 per cent in 2017-18 and that this represents another below inflation pay settlement; further notes that the size of the Army, Royal Air Force and Royal Navy and Royal Marines is below stated targets; notes that dissatisfaction with pay has been identified by service personnel as a reason for leaving their respective force; and calls on the Government to end the public sector pay cap for the Armed Forces and give Armed Forces personnel a fair pay rise.

Our armed forces represent the very best of what this country stands for. Across the House, we recognise their dedication and their professionalism and, especially at this time of year, we honour the sacrifices that they make on our behalf. Yet when it comes to their pay, our armed forces personnel have not been treated with the fairness and decency that their service deserves. In every year since 2010, the Conservative party in government has made a conscious decision to give our brave men and women a real-terms pay cut. As a result, regardless of rising rents in service accommodation and cuts to tax credits, the pay that service personnel receive has lagged way behind inflation in each of the past seven years. This sorry state of affairs means that the starting salary of an Army private has been cut by over £1,000 in real terms since Labour left office. Is it any wonder that the Government are presiding over a crisis in recruitment and retention?

Of course, pay is very important. However, does the hon. Lady accept that in a survey conducted among 12,000 members of the armed forces this year, pay did not feature in any of the top five categories, and that in fact the Government are doing a huge amount to ensure that terms of employment are right and that the armed forces have a good service model?

I am not quite sure where the hon. and learned Lady has been, because that is not evident in the materials that I have been reading. For example, AFCAS—the armed forces continuous attitude survey—clearly states that two thirds of personnel do not find levels of pay satisfactory. That is one of the main reasons why people consider leaving the armed forces.

I am grateful to a whole range of charities in Neath and other areas for the work they are doing with the armed forces. We are giving considerable priority to this and to ensuring that people’s transition, which is one of the seven aspects of the strategy I have mentioned, is successful. From the stories one hears of companies that have signed covenants successfully taking on people for new careers after they leave the armed forces and of the work we are doing with local authorities on housing, I can say that all this work is bearing fruit.

I will answer pithily. This Government are delivering stronger defence. The defence budget will rise by 0.5% above inflation every year to 2020-21, and we will access up to £1.5 billion a year from the joint security fund by the end of this Parliament. This is the first time in six years that the defence budget will increase in real terms.

Given the vote last week, does the Minister agree that Britain should remain a key player on the international stage? Will Britain continue to use its influence to encourage our NATO allies to spend 2% of their GDP on defence?

As my right hon. Friend the Secretary of State said earlier, NATO is the cornerstone of our defence, and we are leading players in influencing fellow NATO members to meet the spending commitment. Allies have made welcome progress since 2014; five now spend 2% of GDP on defence, eight spend 20% of their defence budgets on major equipment and research, 16 have increased defence spending in real terms and 24 are now spending more of their defence budgets on equipment.

For particular pinch points in particular trades, there are ongoing programmes to ensure not only that we retain people, but that we recruit. We train up people, offer apprenticeships and allow people to move in from the private sector. Those principles are well established. We will also introduce into our armed forces more flexible working patterns to allow more of that to happen and to allow people to move from regular forces to reserve forces and into civilian contracts and then back into the armed forces. That is very much our direction of travel. For each trade, there is a particular plan, and that is going very well. In fact, this month we have started recruiting apprentices into nuclear engineering, with 35 starting this month.

T5. Will the Secretary of State explain what steps the Ministry of Defence is taking to release surplus land for housing? Will he also explain what progress the MOD has made in selling or renting the fire control centre at Waterbeach?

As part of the Government’s prosperity agenda, the MOD is committed to releasing land for 55,000 housing units in this Parliament. I am delighted to announce that the first 12 sites will contribute some £500 million of land receipts, which will be reinvested into defence, and will provide more than 15,000 potential housing units. I will place a full list of sites in the Library of the House, and I have written to the MPs concerned. I expect to be in a position before the end of this year to provide further details, including a full list of sites affected. With regard to my hon. and learned Friend’s own constituency, I can confirm that the whole of the Waterbeach site has now been transferred to our civilian delivery partner.
