I assure my hon. Friend that that issue is of utmost importance. We know of concerns about sharia councils, including those raised in Baroness Cox’s Bill, and take them extremely seriously. The Government will respond to the Bill on Second Reading and will continue to consider the issue in the light of the findings of the independent sharia review, which was launched in May by the previous Home Secretary, now Prime Minister.

T5. Figures just out from NHS Digital show that 28% of women aged 16 to 24 have a mental health condition. Alarmingly, reports of self-harm among that age group trebled to 20% between 2007 and 2014. Despite that, a survey of 35 mental health trusts carried out by Agenda, the alliance for women and girls at risk, showed that just one had a specific women-only mental health strategy. What action is the Minister taking to address that serious issue which is affecting women in our country?

As constituency MPs, we all see such issues locally, and the House is holding a worthwhile Backbench Business debate later on the broader topic of young people and mental health. This country has a long way to go to deliver on our ambition to ensure that mental health provision is on a par with the rest of our healthcare provision. As the hon. Lady highlights, that should include understanding the different levels of mental health challenges faced by different parts of our community, of which women and girls make up 50%.

On the last point, yes. We continue to value travel abroad. Learning a language is key to being able to travel and work abroad, and that is what the Mandarin Excellence Programme is all about. We hope 5,000 students will be fluent in Mandarin, reaching levels of HSK4 and HSK5, which go beyond A-level. We want more young people to take languages in our schools—including the language my hon. Friend teaches—following the fall in the numbers taking GCSEs thanks to the Labour party.

Today is World Mental Health Day. The Government acknowledge there has been an increase in the number of young people affected by anxiety, depression and other mental health conditions, yet so much more could and should be done to prevent them. When will the Secretary of State bring forward statutory compulsory and high-quality personal, social, health and economic education in every single school, so that we can equip the next generation with the skills and confidence to get help early on?

The hon. Lady is right to raise the issue of mental health. In September, we announced a package to tackle bullying in schools, which we know is one of the drivers of mental health issues. She is right to raise the broader issue. We are looking at how we continue to ensure that PSHE works effectively in schools, and we are working with the NHS.

I agree with my right hon. Friend. That is precisely why the Department has made this a priority. We understand that, although teachers are not mental health workers, they work with young people day in and day out, week in and week out, and they will be able to spot the issues. However, they need to know that when the cases get referred, they will be dealt with speedily by the medical service, which is why we are working closely with the NHS as well. I also want to ensure that teachers are fully equipped to tackle mental health problems and mental health stigma in classrooms, and that is why we have funded the Personal, Social, Health and Economic Education Association to produce guidance and lesson plans to support age-appropriate teaching on mental health issues which can be used in this academic year.

I should like to thank the Speaker for kindly giving me permission to join this departmental question session and others in order to raise these important issues on mental health. At least half the adults who have mental health problems are diagnosed in childhood, so it is vital that we intervene early to promote good mental health in children. I listened carefully to what the Secretary of State said, but it is on her Government’s watch that they will underspend by £77 million on the child and adolescent mental health budget. Concerns have been raised by no fewer than four Select Committee Chairs about this Government’s dire record on PSHE, and we have seen a dramatic increase in the number of children turning up at A&E with mental health problems because the thresholds to access services are increasing. When will the Secretary of State stop the warm words and give us proper action to support the child and adolescent mental health services that this country desperately needs?

I am not sure what point the hon. Gentleman is trying to make—that 7.5 million is somehow more acceptable? He will appreciate, because he cares about these matters, that it depends on what figures are referred to. The Electoral Commission has done some estimates, as have other academics. It might be a laughing matter for Conservative MPs, but we think that it is a very serious issue.

I thank my right hon. Friend for giving way in this incredibly important debate. Does he share the concern of many people in Liverpool that the figures for attainers—the under-18s who still need to go on the register in anticipation of becoming eligible to vote—show a 97% drop in the number of 16 and 17-year-olds on Liverpool’s electoral register as a result of the introduction of the Government’s new scheme, from 2,635 to just 76? Is he as appalled as I am about those new figures?

My hon. Friend makes an important point. As I said, the register that will be used for the general election in 92 days’ time will have missing from it those who have just reached the age of 18 and should be taking part in general elections. It is estimated that there will be 3.3 million first-time voters on 7 May, and we are concerned that too many of them will be missing from the register.

Almost three quarters of those who vote are in socio-economic class AB—the wealthiest—yet fewer than two thirds of C2s and Ds do so. Our elections are being fought on the basis of a seriously skewed register, with key groups and communities under-represented.

My hon. Friend makes a good point, but I will not be tempted into that debate.

Individual electoral registration was first introduced by the last Labour Government and has cross-party support—there is nothing sinister or cynical about the transition. As with academy schools in education, Labour was right to seek to modernise our electoral system by introducing IER, but once again we are seeing the measure through while Labour Members seek to disown it. I wonder what has prompted the change of heart on the Labour Benches.

The Minister talks about the importance of including everyone on the register, but in Liverpool we have lost more than 20,000 people from our electoral register. He said earlier that Liverpool had received a sum of money, but obviously that has not worked so far. What else will his Department do to assist Liverpool to ensure that we get those 20,000 people back on our electoral register?

As I said, in addition to the £161,000 of maximised registration funding, Liverpool received £288,000 to help boost its register. If that money was not enough, the city can apply to the Cabinet Office for more funding using justification-led bids. Electoral registration officers have statutory responsibility for maintaining the register, so perhaps the hon. Lady will ask her EROs what they have done with the money.

What has prompted the change of heart on the Labour Benches about IER? Is it because the right hon. Member for Tooting (Sadiq Khan) is trying to taunt the right hon. Member for Tottenham (Mr Lammy) and the hon. Member for Hackney North and Stoke Newington (Ms Abbott) in their bids to become the Labour candidate for the Mayor of London? Could it be that the Labour party, rightly scared of the next election, has retreated to the comfort zone of opposition politics and scaremongering about the Government’s policies?

6. What assessment she has made of the effects of Government policies on domestic violence support services.

[The Minister for Women and Equalities (Nicky Morgan)]

The Government have ring-fenced funding of nearly £40 million until 2015 for specialist domestic and sexual violence services. The Home Office is working closely with the women’s sector on a programme of engagement with local commissioners. Earlier this week, the Government announced an additional £10 million of funding for refuges for victims of domestic abuse.

Despite what the Minister has said, women’s refuge charities report that services are still closing right across the country, with some areas having no refuge provision left at all. We need a comprehensive audit of domestic violence service provision to be carried out urgently. Why have the Government failed to do that and when will they do it?

The Government have been putting the funding in. I have mentioned the £10 million that was announced this week. The Secretary of State for Communities and Local Government has written to all local authorities this week to say that, even though the funding environment is extremely difficult, they must continue to prioritise the provision of refuges for victims of domestic abuse and domestic violence. Rather than talking about audits in Whitehall, we want to get on with giving money to the services on the ground to fund the valuable work that they are doing.

It is certainly true that Labour is the anti-business party, but it is much more worrying that the Labour party seems to oppose our reforms to bring the world of education and the world of work closer together. We are undertaking the most radical reform of vocational education in Britain for a generation. We have swept aside thousands of qualifications that employers did not value and replaced them with clear tech awards, tech levels and the tech bacc, which the hon. Member for Stoke-on-Trent Central mentioned and which starts in September. We have boosted apprenticeship numbers—there are record numbers under this Government—and introduced higher-quality apprenticeships that reflect the modern economy, and strengthened the requirements for English and maths.

I have raised this point before, but I think it would be useful to do so again. The Minister is currently consulting on changing the apprenticeship rules, and 400 businesses, including small and medium-sized enterprises in the north-west, have responded by raising very serious concerns about the future for apprenticeships under his proposals. Why will he not address their legitimate concerns and ensure we can have those apprenticeships in the future?

The hon. Lady is absolutely right that we have to ensure that the reformed apprenticeships are super simple, especially for small businesses, but representatives of 500,000 businesses wrote in support of the principle of the reforms and that is why we are going ahead with them.

The reforms are starting to pay off. Standards are starting to rise. Youth unemployment, which rose 40% in the first decade of this century under the Labour Government, is falling—it is down 10% over the past year—and is lower than it was at the election.

The Government believe in promoting apprenticeships across the public sector. Figures published today show an increase in the number of apprenticeships in that crucial age group.

Apprenticeships are essential to help deliver a growing economy, but nearly 400 employers in the north-west have replied to the future of apprenticeships in England funding reform technical consultation, and they have said that they will no longer recruit apprentices under the reforms that the Government propose. Will the Minister please say what he intends to do specifically for SMEs, which are concerned about the proposals?

We have had a range of reactions to our consultation, and the national bodies that represent businesses strongly support the proposals that we and in particular my excellent colleague the Minister for Skills and Enterprise are putting forward.

We have done a lot of work on ticketing. As I am sure the hon. Gentleman is aware, we discussed this issue a number of times during the passage of the Consumer Rights Bill. The Department has been working with the Department for Culture, Media and Sport to look at the issue and a number of things are being done to try to tackle ticket touting, while trying to ensure that we still have a vibrant market so that individuals who buy tickets and want to resell them because they cannot attend an event are able to do so fairly and openly.

Like a number of MPs, I have taken on an apprentice, something that has been recommended by the Minister, but as a small employer this has only been made possible by the Liverpool chamber of commerce, which provides all the training, development and support for James, my apprentice. Under his proposed reforms, how does the Minister expect MPs to take on apprentices and provide the same high standard of training and support and administer training budgets? How much time does he expect us to take on this?

I am delighted to hear that the hon. Lady has an apprentice. I now have two apprentices and the House has an apprenticeship scheme that the Clerk has been instrumental in bringing forward. Under the new system we will make sure that small businesses and small employers, including MPs, can take on apprentices, and training providers will have a role to play just as they do now in helping with bureaucracy.

My hon. Friend is absolutely right. One of the weaknesses in our education system, as the hon. Member for Huddersfield (Mr Sheerman) pointed out, and indeed in our whole nation, is the fact that we labour under the problem of having a stratified and segregated schools system, and it is more stratified and segregated than most. One of the things that is helping to tackle that, of course, is the investment in the pupil premium, championed by the Deputy Prime Minister and the Minister for Schools, which we are happy to implement as part of a coalition Government.

In 2010 the right hon. Member for Witney (Mr Cameron) promised to learn from the best education systems in the world with the most highly qualified teachers, so why have the Government removed the requirement that teachers be qualified to degree level?

As I pointed out in response to the right hon. Member for Sheffield, Brightside and Hillsborough (Mr Blunkett), there are now more highly qualified teachers than ever before in all our schools. I hope that the hon. Lady will join me in championing the reforms we have made, which have brought hope to her constituents, who I am afraid suffered in the past as a result of a failed, leftist, National Union of Teachers orthodoxy, which I hope that she, like me, as a Blairite, will now vigorously condemn.

I would be delighted to meet my hon. Friend. She failed to mention that David Beckham was also at that launch, which was no doubt an exciting moment. I pay tribute to the Sky academy and to the work that has been put in to ensure that people going into the media and the arts have not only the skills but the mentoring and inspiration to make the best of their lives. That is exactly what is needed if we are to see more people getting the chance and the inspiration to reach their potential.

Today sees the launch of Juice FM’s Knives Wreck Lives campaign in Liverpool, which aims to raise awareness among people on Merseyside of just how damaging knives can be. Will the Secretary of State welcome the campaign, and tell the House what he is doing in our schools and colleges to inform young people about the perils of knife crime?

I am grateful to the hon. Lady for drawing our attention to that exemplary campaign. I have campaigned against knife crime since before my time in the House. I worked with the widow of Philip Lawrence, who was the tragic victim of such a crime, in order to raise awareness of what could be done to tackle it in and outside schools. I also worked with two former Home Secretaries to ensure that combat knives were banned. I am delighted that head teachers in schools across the country are today using a variety of innovative methods and working with a variety of third sector groups to alert children to the dangers of carrying and using knives, but there is of course much more to be done and I look forward to working with the hon. Lady and other Members in that endeavour.

We want to ensure that we use the commemorations of the beginning of the first world war, in which so many empire and Commonwealth soldiers fought so bravely, and other opportunities in which we can affirm the strength of modern multicultural Britain, to do what she has outlined.

Further to the questions from my hon. Friends the Members for Wirral South (Alison McGovern) and for Worsley and Eccles South (Barbara Keeley), and the recent report that one in four parents are having to borrow to pay for school uniforms, the Secretary of State will be as shocked as I was to learn today that food banks, including in Liverpool, are now having to distribute uniforms to parents who cannot afford them. I listened carefully to his responses earlier concerning the report and guidance, but what more can he and his Government do to ensure that no students turn up to school embarrassed because they do not have the right clothes?

The hon. Lady and her colleagues raise an important point. I had a look at the Family Action report, which details some of these concerns. As I said, the examples it used were not entirely representative. I had the opportunity to visit a food bank in my constituency on Friday. I appreciate that there are families who face considerable pressures. Those pressures are often the result of decisions that they have taken which mean they are not best able to manage their finances. We need to ensure that support is not just financial, and that the right decisions are made.
