2. What steps her Department is taking to support the horseracing sector.

Horseracing is an integral part of British sporting culture, and we recognise the significant contribution the sport makes to the economy. We have commenced the review of the horserace betting levy, to commit to a sustainable future for racing, and the British Horseracing Authority’s 2024 fixture list for racing shows an estimated £90 million improvement to British racing’s finances until 2028.

My right hon. Friend will be aware that many racegoers and people who work in a variety of jobs across the sector are concerned that increased affordability checks could have a detrimental impact on British horseracing. What assurances can he provide that affordability checks will not be intrusive and that millions of hard-working Brits will still be free to safely enjoy the great British tradition of a day at the races?

I know that my hon. Friend has a keen interest in this area. We absolutely recognise the relationship between betting and racing, and have no intention of over-regulating. In fact, it is the current system that is inconsistent, and we want to bring some uniformity to it. We have had several meetings with racing stakeholders, the gambling industry and the Gambling Commission this week. We have been very clear that we will not mandate checks until we are confident that they are frictionless and that the majority of those who enjoy gambling safely can continue to do so, while protecting those who may enter gambling harm.

I have made that issue a priority in the time that I have been in this role, because it does need addressing. I hold regular meetings with the national governing bodies of all the sports and I have laid down challenges to them. We need to work together, though. That is why this will form an important part of the new sports strategy. I know that it has taken some time, but I have been really clear that I want that issue to be included in it, and to be a central plank of the work that we do when we publish it.

In my constituency we have fantastic grassroots cricket clubs promoting inclusivity in the sport during their cricket weeks. That includes clubs such as Sidcup and national club champions Bexley cricket club. Will my right hon. Friend join me in thanking the clubs for the work that they do to promote cricket in our community, especially to women and girls, and Bexley cricket club for its efforts to raise funds to address cardiac risk in the young?

My hon. Friend is right to highlight that not everything is bad. Let us recognise some of the amazing work, particularly of volunteers, who do so much for grassroots sport. He highlights a club in his constituency. It is not just about encouraging more people to take part in sport; clubs also do tremendous work in the community, as he has just highlighted with the fundraising that that club has done.

Following years of misery and uncertainty for fans at local clubs such as Charlton Athletic, I welcome the news on an independent football regulator. Will the Minister assure my constituents that the regulator will have sufficient powers to deal with regulatory breaches and strengthen those ownership tests?

Absolutely. This is why we will make sure that the independent regulator is backed by legislation; we want to ensure that it has the powers that are needed. We need to ensure that it has the sanctions needed so that it can do the important work that we are commissioning it to do. My hon. Friend is right to highlight those specific areas and as we develop the legislation we will ensure that that aspect is as strong as possible.
