We already have a stated position on Taiwan, and we continue to enjoy strong trading relations. That means that at times there are disagreements. As I have already said, we have disagreements on important human rights issues. Those disagreements are there. We air them at times privately, but there are occasions when we do so publicly. However, we continue to enjoy a strong strategic partnership with China.

My Lords, the Minister has made an interesting point about the difference in the Government’s position on representatives of Governments and on representatives of civil society, industry and so on in a country. Could the Government not at least encourage those responsible for the Lord Mayor’s Show to have conversations with Taiwan, making it absolutely clear that the representation of Taiwan will be welcome in the Lord Mayor’s Show if it is from civil society and the private sector?

As I have already said, and I am sure times have not changed since the noble Lord was a Foreign Office Minister, we pride ourselves on diplomacy and charm in encouraging people towards what we believe are the right decisions. However, the governance of the Lord Mayor’s Show is independent. We have given clear and unequivocal advice, and it is appropriate that organisations take decisions according to how they perceive moving forward. Our position on the Lord Mayor’s Show and other bodies is clear: Taiwan is an important partner and we will continue to encourage its partnership when it comes to issues of culture, trade and education.

My Lords, I am sure I speak for very many in expressing deep appreciation for this report from the Select Committee, which is setting a very high standard for hard-hitting, effective reports, repeatedly introduced so well and constructively by the noble Lord, Lord Howell. I am also greatly cheered to be sitting in front of my noble friend Lady Amos, who has more than proved herself by being there at the UN carrying so many heavy responsibilities and doing so positively and cheerfully. It is therefore very important to listen to what she has to say.

My noble friend emphasised the importance of will in this situation, as indeed have others. That is crucial. Without will, nothing effective will happen. It is always a matter of negotiation and policies, but these must be there as a means to fulfil the will, which is paramount. She also referred to the special envoy, as indeed have others. He has unstintingly done a heavy job, and received great credit for how he has performed it. There have been some comments that the trouble with the Stockholm settlement agreement was that it was too general, and did not include enough specifics to pin it down. But if you have not had people around the table for years, you have to get something going. I am not sure I would join in criticising the approach that he took. It is incumbent on the rest of us to face the disappointing reality that in recent months the situation has deteriorated.

I was reading a report from the International Rescue Committee, which points out that other areas as well as Hodeidah have seen persistent clashes and air strikes, with heavy civilian tolls and damage to civilian infrastructure, reflecting a trend throughout the war. It also says that a hospital in the north-west of Yemen supported by Save the Children was reportedly hit by an air strike on 26 March, killing seven people, including four children. Figures from the Yemen Data Project suggest that SLC airstrikes have killed 8,338 civilians—1,283 of them children—and injured 9,391 others over the past four years. The IRC and others have also referred to the heavy toll and impact on women, which is striking. Women in pregnancy and lactating have paid a heavy punishment for what has been happening. We should take this very seriously indeed.

There has also been reference to the importance of women in negotiations. I share the clear frustration of my noble friend Lady Amos that no women were involved. There is no way we can build peace without the full involvement of women. This needs acute attention.

There has also been considerable mention of the arms issue. I am glad that the committee grappled with this so firmly. The remarks by the Government about remaining on the right side of the law are very defensive and unconvincing. We need a much more fulsome and honest debate about this. I am one of those who believes that it is one thing to have arms trade treaties—indeed, the European rules on the export of arms are a very important element backing up the Arms Trade Treaty—but it is not just about treaties. It is rather similar to the point about will. Are these minimal approaches? Is this Governments being able to say that we are within the letter of the law, or are they positive, dynamic proposals ensuring that our arms are not contributing to the ongoing suffering and conflict?

I am convinced that this is a deep cultural and economic issue in Britain which we have never faced under successive Governments—I plead guilty because I have been a Minister at the Ministry of Defence and at the Foreign Office. We have got to be honest with ourselves. Arms are dangerous—lethal—exports. In the volatility and instability of the world, of which Yemen is an acute example, they are particularly dangerous. We can never be absolutely sure about end use. This is one of the crucial issues that one has to pursue, whatever the good intentions. We might eventually say that arms may be necessary—they may be essential in certain situations—but are to be used only by our own services or by those in alliances of which we are a member for action which we specifically support and only ever for specific, positive purposes that we are convinced about. But when arms start reaching beyond that, we are inviting deep humanitarian trouble. It is good that in the report, the NGOs and many others have drawn our attention to this. I want to place on record my admiration of DfID as a humanitarian agency working to such good effect. However, so much of that is threatened and undermined by the arms issue.

I agree with much, if not all, that the noble Lord has raised. It is important to look at the strength of our relationship. I also agree with the noble Lord, Lord Hain. As I mentioned in my closing remarks in repeating the Statement, this is also an opportunity for defining. We must take seriously our responsibilities as an international player on the global stage when our friends—and Saudi Arabia is a friend—commit actions by which we are all appalled, as we have seen in the case of Jamal Khashoggi. Families have suffered the tragic consequences of the actions of these individuals. It is important that, as a friend, we consider the full facts as they emerge and once they have been given. It is also appropriate, because of the influence that we have with the Kingdom of Saudi Arabia, that we seek to influence that relationship in a positive way.

This situation is a step back, I fear, from the visit of the Crown Prince, which heralded Vision 2030 and new beginnings. As the Prime Minister’s Special Envoy on Freedom of Religion or Belief, I was heartened by the fact that the Crown Prince visited the Coptic Cathedral on his way to London and had a meeting at Lambeth Palace. These were the beginnings of positive signs. It is tragic that we see this situation emerging, but it is important that we take stock. The noble Lord also raised the importance of our influence in countries such as Egypt, Kuwait, Oman and elsewhere in the Middle East. The United Kingdom not only has a voice, it has a strong influencing voice, and we should seek to leverage that, particularly in the context of the Gulf Cooperation Council.

My Lords, in the Statement the Government emphasised heavily that what happened was totally irreconcilable with British values and principles. Does the Minister not agree that there is a real credibility problem—again—for us in this context? Must we not be very careful that throughout all the deliberations that may now ensue we do not begin to water down and rationalise away the need sometimes for firm and decisive action? This deed, as we all agree, was horrific— but all over the world, as we have heard, brave journalists are standing up for freedom, democracy, enlightenment and truth. When this is jeopardised it is a fundamental challenge to everything we stand for in this society. Surely this has happened in this situation and we must be determined to take whatever action is necessary, even at some cost to ourselves.

On the arms point specifically, is it not madness to see the arms industry as part of our general export drive? We should export arms only to close allies or those who really do demonstrate—on controversial and important issues—a total commitment to our values; otherwise, we are playing with fire in the end-use situation, to which reference has already been made, which has shown over and again that we are not in control of the situation.

The noble Lord makes powerful points. On the general point about arms exports, it is right that when we look at our relationships—we have all been clear that the Kingdom of Saudi Arabia is an ally; it has been an important ally in terms of security co-operation in the Middle East and it continues to be so—we set the criteria when it comes to arms sales and ensure that they are adhered to, and that issues of international humanitarian law are upheld. I will be frank: we have seen appalling situations and occasions during the war in Yemen, which have resulted in the loss of many innocent lives. I am appalled when I see buses of young children being blown up as a consequence of that war. It is important that we strengthen our voice in ensuring that the values we share are also shared by our allies, and we will continue to make that case. But the structures that have been set up for those arms sales are an important check and balance in ensuring that those important principles are sustained.

When it comes to acting accordingly, I assure noble Lords that our Government—and I have been in close contact with my right honourable friend the Foreign Secretary on this issue—are not taking this in any way lightly. The Statement detailed the number of engagements we have had directly—and continue to have—with Saudi counterparts. It is appropriate. I am sure that when they reflect on this noble Lords will agree that it is important that we have all the facts in front of us so that, once the investigation has been completed, we can consider what appropriate action can be taken.

My Lords, I thank the noble Lord, Lord Steel, for having secured this debate and for the masterful way in which he introduced it. I also want to put on record my appreciation to a number of organisations deeply involved in the issue, there among the people struggling with the situation, and thank them not only for their work but for the excellent briefs that they supply based on the authority of experience.

Firing rockets on Israel is wrong and counterproductive, but we must see it in context—years of harsh and highly damaging blockades, which leave Gaza struggling to survive, its health service tottering, its schools in a parlous state.

There is the issue of the military courts which are still being operated by Israel, particularly for the young, and operating in contravention of the Geneva conventions and international law. There is the constant daily harassment of people living in the West Bank and recently we have seen the United States, significantly, in its human rights report for the area fail for the first time to mention the term “occupied territories”.

There are certainly two sides to this story. We need to thank a lot of people, among them the UN special co-ordinator for the Middle East peace process, who does a valiant job on our behalf; UNICEF for its telling observations that remind us of our overriding moral responsibility for the well-being of children; the incredible work of UNRWA over the years with limited resources, particularly in the sphere of education; and UNHCR. I was glad to hear the noble Baroness, Lady Morris, make the point about the very many people within Israel itself who courageously and selflessly put themselves voluntarily at the disposal of the Palestinian people to help their well-being. We need also to take the OCHA appeal very seriously and I hope that the Minister will update us on our latest response to that appeal and what we intend to do to increase our support.

We cannot escape the issue of Jerusalem and the provocative action by the President of the United States which was designed to destabilise the region. I am convinced that we have to stay with the two-state approach, but if we are to do that, the recognition of Palestine cannot be delayed. It is absolutely imperative that if we mean what we say about a two-state solution, and if we really respect the Palestinian people, we have to give them equal status with the people of Israel, and that involves recognition.

My Lords, I had not intended to speak in this debate. With respect to the noble and learned Lord, Lord Brown of Eaton-under-Heywood, we owe a debt to the noble Lord, Lord Naseby, for tabling his amendment, because it has given us an opportunity to set the record straight. I hope that those in the affected overseas territories will take some comfort from the points in the very powerful speeches that have been made right across this House to express the great dismay at what happened in the other place.

I emphasise the opportunity that the noble Lord has given us to express our feelings, and personally endorse entirely what was said by the noble and learned Lord, Lord Neuberger, and the noble Earl, Lord Kinnoull, who set out very fully the arguments for supporting the noble Lord, Lord Naseby—although I know he will not press his amendment to a vote. It is very important, as I am sure the Minister will agree, that we have debated this and made the House’s position absolutely plain—while regretting that we have to accept the decision of the House of Commons.

My Lords, first let me say how much I appreciate the tremendous amount of work undertaken by the Minister in all that he has done on this front. I know that he has shown a great deal of personal commitment—as indeed did his predecessor. That should be put on record by all of us. We have moved a long way forward.

The noble Lord, Lord Naseby, said that he would not take lessons from Oxfam and Save the Children because of their record. I declare an interest: in the 1980s and 1990s I was a director of Oxfam and I have stayed very close to that organisation all my life, and remain as close now as I ever was—perhaps closer. I want to tell the noble Lord that the dismay and disgust in Oxfam at what happened in Haiti at the beginning of the decade cannot be overstated. There is profound dismay at what some people decided to do, and at the damage it has inevitably done both to the organisation and, more importantly, to thousands of people whom the organisation is now unable to help in the way that it would have liked because resources have inevitably dwindled.

That brings me to why this debate is so important. We have been discussing the technicalities of law and the constitution, and talking about the democratic rights of people—but what we are really talking about is justice, social responsibility and the accountability of wealth and power in the world. My noble friend Lord Anderson referred to the Select Committee’s report. It is a very important report, which we should all take very seriously, but it is operating in the context of parliamentary democracy and responsibility. All this Russian and other accumulated wealth that we are talking about—let us not dodge it; we have had allusions to property wealth finding its way to some of these territories as well—is not simply the wealth of those who are handling it; it is wealth that has come from countless ordinary people throughout society. That means that we all have a responsibility to ask: what are we doing, with teeth, to make sure that people who deceive, cheat and accumulate riches wrongly and unfairly are brought to account?

That is why I say how much I appreciate the tremendous work that the Minister has been doing. He has demonstrated the importance of diplomacy and the reality of the world that we live in. It is a matter not just of stating these things, however strongly we state them, but of how you move towards achieving what you want to achieve, and I take his arguments very seriously.

In the time that remains for this debate, I ask your Lordships to remember that we are talking not about money, although that may be a way of measuring the size of the problem, but about people—people from whom this money was accumulated and the countless people across the world for whose benefit it could be used through fair systems of taxation and through policies devised to meet the needs and help the development and emancipation of those who are exploited. This is not just a technical debate. I know that it is not fashionable to say it in this House but it has to be said: it is a debate about morality, justice and fairness. We have to stop sentimentalising about our commitment to those things; we have to make sure that there are teeth and muscle in meeting that commitment.

Perhaps I may come back for a moment to the challenge thrown down by the noble Lord, Lord Naseby, about my old organisation. I invite any of your Lordships to come and meet the staff, the trustees, the volunteers and the people across the world in the organisation who are busting a gut to make sure that something that happened at the beginning of the decade and let down the whole cause can never occur again.

My Lords, I support the amendment in the name of my noble friend Lord Naseby. The Minister, to his credit, spent quite a lot of his speech arguing against government Amendment 22. I wondered why the Deputy Speaker did not call the government amendments and had some suspicions, now proved, that they were tabled too late. I add my disappointment at the seemingly lackadaisical attitude of the FCO. That, as my noble friend Lord Naseby said, is deeply disappointing when the issue is so important.

I should like to refer to one or two points that have been raised. First, none of the overseas territories ais on the EU blacklist of non-co-operative tax jurisdictions. Secondly, as I understand it, money laundering is a devolved issue for the overseas territories. Therefore, I question the assertion of the noble Lord, Lord Beith, that it comes under the area of international relations or international treaties. To legislate without even consulting their parliaments, let alone asking for their consent, is deeply wrong. In addition, the EU withdrew its proposal for public registers in December 2016 on the ground of concern about human rights. Could this be another case that the overseas territories could pursue?

Most countries are not adopting public registers. For the Caribbean overseas territories, the rival centres are the USA, Hong Kong and Singapore. They do not have public registers. To use an Order in Council for financial regulation, when the overseas territories have already adopted international standards, could expose the UK to legal challenge and be overturned on judicial review. I do not regard this as an exceptional circumstance where the UK Government should make laws.

The other place may think it good short-term politics, but the serious economic consequences and damage to our relationship with the overseas territories, and with the Commonwealth, will be long lasting. Perhaps one of the noble and learned Lords in the House will give their services pro bono for judicial review.

My Lords, like others, I warmly thank the noble Lord, Lord Ahmad, for introducing the debate. I also thank him for all the energy and commitment that he brings to everything that he does in the sphere of foreign affairs, not least the Commonwealth. If anyone can regenerate the Commonwealth for its future, he will. I also thank most warmly the noble Lord, Lord Howell. We have known each other for a long time. I have a great respect for him and his consistent interest not only in the Commonwealth but in the wider world. It is important that someone with his interest in the wider world takes the Commonwealth so seriously. His report was very helpful.

As I listened to the noble Lord, Lord Ahmad, talk about his the challenging record of travel across the world, I thought that it was interesting that he did it on a European Union passport. That is a significant point. It brings home to me the sadness of what we are engaged in on the European front.

The Commonwealth will be judged in history not on its aspirations, statements and resolutions, let alone by its rhetoric and pageantry, but on its effectiveness and the actions that it takes on the issues that confront it. Nothing is more challenging than human rights. We must not deceive ourselves: all is not well in the Commonwealth on human rights. In fact, to call a spade a spade, some of what happens in the Commonwealth is a disgrace to the countries concerned and to the Commonwealth itself. We must make this a priority. I was heartened by the strength of commitment shown by the noble Baroness, Lady Anelay, in what she had to say, as much as I was by my noble friend Lord Cashman.

The other issue that I will mention is migration. We get terribly preoccupied here with immigration, but what about the issues of migration? They cannot possibly be tackled and effectively dealt with on a national basis. They have to be dealt with by international co-operation. Here, the Commonwealth has a great contribution to make. This has direct relevance to security because, with migration on the scale on which it is operating, with all the uncertainty and frustrations that this develops, it is a playground for extremists who set out to exploit the situation and increase instability. We therefore must make that a priority.

If we are looking to the causes of migration, conflict resolution is a high priority. What are we doing together to resolve conflict before it becomes destructive on a massive scale? What are we doing on pre-emptive diplomacy? When we identify developing problems, taking action in time to contain them is a challenge not only to the Commonwealth but to those closely associated with it. As the Minister will know, I am preoccupied with what is happening in Cameroon. I sometimes think, “Here is a classic example of something that could not only go badly wrong for the people there but have devastating consequences throughout the region”. What we doing about specific issues such as that?

Then there is the whole issue of climate change. In the past, I have visited some of the very vulnerable communities of the Pacific. You see how quickly they could simply disappear from the world as climate change has its devastating effects, with consequential famine, drought and the rest across the world.

I associate myself with those who say that, while we welcome initiatives on trade and wish them well, here is a chance to put quality into the nature of trade relationships. Are we ensuring that, as trade relationships are developed, the issues that could test inequality across the Commonwealth community are taken seriously? Are we taking seriously the things that go wrong from trade in terms of security and climate change?

I conclude with the point that I always make: for me, the first reality of existence is our total interdependence with the world as a whole. The issues of interdependence as they stretch across security, climate change and all the other massive issues that have to be tackled internationally will not be solved by the Commonwealth alone. The Commonwealth will be judged by the contribution that it makes—for example, at the UN and in UN institutions. I would love us to have a debate again soon about the UN’s significance, because in post-Brexit Britain we will quickly begin to see why the UN matters as an institution. We should be mobilising the Commonwealth to play its full part within it. I thank noble Lords for having introduced this debate on some real challenges ahead.

My Lords, that was a courageous and forthright speech.

I declare my interests as a member of the advisory panel of the United Nations Association. Like others, I want to thank the noble Lord, Lord Ashdown, most warmly for having secured this debate and for the challenging way in which he spoke.

The first reality of existence is that we live in a totally interdependent world. Individually and as a nation, we shall be judged by posterity on our success or failure in meeting that reality, and on the constructive and imaginative part we play in forging the co-operative international remedies and actions that are essential to ensure the survival and well-being of the human race. Forbidding as things may already seem under Trump, the true humanitarian and security costs of his actions will become ever clearer in future. Coming so soon after his precipitate and dangerous action over Jerusalem, this week’s news that the Trump Administration are to cut from US$350 million to US$60 million their contributions to the work of UNWRA is a glaring example. Unless immediate steps are taken to make good the void, quite apart from the grave humanitarian consequences for schools, medical clinics, food and income programmes, the negative impact on stability and security will, sadly, prove significant.

While in the European context we should be promoting our commitment to NATO and to the Council of Europe, and indeed taking seriously the work of the Ministers of the Council of Europe, it is globally that we have to redouble our efforts. We must see the UN as our UN, not as something separate from us. Particularly as we are a permanent member of the Security Council, the UN’s successes or failures are inescapably ours and the responsibility for putting right shortcomings is very much our responsibility. The same is true of the UN family and specialised agencies. We simply must forgo the temptation to cherry-pick our favourite bits of multilateralism. We have to play a full, effective and, where necessary, critical part in the system as a whole. That demands a principled, multilateral and consistent foreign policy. It is greatly to our credit as a nation that, thanks to what is enshrined in our legislation, we are world leaders in overseas aid and development. However, the influence we gain by that is considerably negated by, for example, putting trade before human rights, as happens with Saudi Arabia, with dire consequences in Yemen. Similarly, when we shirk from playing a committed part in discussions on nuclear disarmament—condescendingly, at times—that undermines our credibility.

There is a central role to be shouldered by UK diplomacy—I am glad that this has been repeatedly emphasised during the debate—and by the British Council, the BBC and others if we are to sustain and enhance our influence on the world stage. Given the scale of the need, deprivation, suffering and injustice that remain across the world, our overseas aid programme must at all costs remain a priority. However, that must be alongside increased funding for the FCO itself, with the emphasis on multilateralism and operations that support work at the UN level. Hopefully, the new drive for multilateralism will help to justify what I believe is our otherwise questionable permanent membership of the UN Security Council. It will also gain us a part in building a broad and diverse set of alliances to replace the old order.

The list of actions is challenging, but the opportunities are huge.

The noble Lord is right to raise this issue. We continue to raise the issue of relations with Qatar with the rest of the GCC. The noble Lord will be aware of the efforts that Kuwait has been making in that respect, to which we have certainly lent our strong support. In the recent visits to the UAE by the Foreign Secretary, the very point that the noble Lord raised about the importance of constructive engagement, to ensure that the current status with Qatar can be addressed very quickly—not just by the UAE but by the wider GCC—was very much part of the discussions that took place. I assure the noble Lord that that remains an area of focus for the British Government.

My Lords, clearly there is much in the Statement to be welcomed. It is equally clear that the visit by the Foreign Secretary had a number of highly commendable outcomes. Is it acceptable to emphasise that we should put on record our appreciation of the immense hard work that has gone on in the Foreign Office to prepare the way for this visit? Does this not illustrate several crucial points for the future of our foreign policy? Is it not unfortunate that on human rights—and I am very glad that the Foreign Secretary raised the issue of executions and the treatment of prisoners in Iran; it is an appalling story—there is no difference between that issue and that of the nuclear agreement? If the nuclear agreement goes wrong, there will be immense potential consequences for the people of Iran, and for others throughout the world. The success of the deal is very much a human rights issue for ordinary people across the world.

On Yemen, can the Minister assure us that the Foreign Office is in constant contact with the humanitarian agencies that are courageously endeavouring against all the odds to try to meet the humanitarian challenges there? Does not that raise the issue that we must keep our strategic approach towards Saudi Arabia under review? We cannot on the one hand be sycophantic towards Saudi Arabia and, on the other, recognise the part that it plays in what is happening in the tragic events of Yemen.

Does not all this show that, in our future foreign policy, whatever the outcomes of Brexit, we must have the closest possible collaboration with our European partners because, in the years ahead, the issues that may arise in the United States are deeply troubling?

My Lords, the noble Lord raises an important point, as he has illustrated, about keeping and retaining communication. The sheer fact that my right honourable friend the Foreign Secretary visited Iran sends a very clear message about the importance and nature of British diplomacy. Yes, we are strong allies of Saudi Arabia, but it is very much the relationship and alliance that we have with Saudi Arabia that allows us to address some important matters.

The noble Lord raised a very practical point about working closely with other EU countries. I can give no better example than the United States’ recent declaration of Jerusalem as the capital of Israel. The statement made at the UN Security Council reflected the unity of other members of the Security Council, including our European allies. We stood shoulder to shoulder to say that, yes, we wish to see a secure and safe Israel but, equally, we want to see a viable Palestinian state. The Government’s objective was reflected in the unity that we saw with other members of the Security Council. Notwithstanding our strong and deep relationship with the United States, when we have disagreements we will raise them and we will show that we will be distinct in our status, as we have shown over east Jerusalem. Therefore, I hope the noble Lord recognises—I know he does—the efforts that the Foreign Office has made. He will be all too aware, as a former Foreign Office Minister, of the importance of British diplomacy in this regard. When I look around the world, British diplomacy is quite incredible. Our ambassadors and high commissioners are an important link, and it is those relationships that we nurture across the piece that allow us to have the candid and honest discussions that we have on the international stage.

I did not want to tempt myself to get up too soon. I appreciate what the noble Lord has just said but I was struck by what the noble and learned Lord, Lord Judge, said—namely, that when using these powers the Government should proceed only with the fullest scrutiny. The amendments in this group, particularly those in my name and that of my noble friend, are designed not to limit the Government’s powers but to ensure that we scrutinise the Government’s actions. We want clarity on our commitment to humanitarian law and that we are implementing the international treaties to which we are signed up.

I am sure that the Minister will again ask whether these amendments are necessary, as he did on the first group of amendments. It could be argued that they are not. However, I argue that it is important that we state our beliefs in fundamental values, particularly human rights, democracy, the rule of law and good governance. A number of our allies and friends do not comply with those principles and we should be seen to be doing so. That is why we have tabled these amendments. We do not seek to limit but rather to empower Parliament and others to be able properly to scrutinise the powers that are used and measure them against the principles set out.

Amendment 7 asserts that when these powers are used the appropriate Minister must set out how sanctions are consistent with the UK’s objectives. Again, this is to enable effective scrutiny. The problem with executive powers is that often Governments simply assert them; they do not allow for proper scrutiny to measure their actions against the principles we set out. I hope that the Minister will put up a cogent argument. If he simply says, as the noble Lord did, that these amendments might be restrictive and are not necessary, I ask him to look carefully at Amendment 7 and ask what mechanisms can help improve scrutiny of the exercise of these powers and how we ensure that we can scrutinise them.

We heard in the previous debate that everything is going to be hunky dory because the House of Commons and the House of Lords will have a vote on statutory instruments, but we know that is a case of take it or leave it. As the noble and learned Lord, Lord Judge, said, you can agree with 90% of something but how do you measure the other 10%? I want the reasoning to be set out more fully, not just in terms of having a vote on statutory instruments. I hope noble Lords will understand that we do not seek to include these words simply to make us feel better and that we are not doing so unnecessarily. We seek to include them to aid proper scrutiny of the powers exercised by the Executive.

Before my noble friend sits down, does he agree that one of the reasons that British standing in the world is diminishing is that there is the growing feeling that we use all the right words about human rights and the rule of law but are pretty slow to add muscle to ensure that something is done? I believe the time has come when our credibility rests on making sure that we not only make the right statements in principle but have the arrangements in place for proper scrutiny and ensuring that action is taken.

I pick up the liberal position. Speaking as a former defence Minister, overseas development Minister and Foreign Office Minister, I have in my more senior years come to the firm conclusion that sooner or later we have to change our ruling culture on the export of arms. Arms have become lethal, highly dangerous and destabilising. As you get older, you can become a bit more irresponsible in the best sense in terms of holding inconvenient beliefs. I believe that the only people to whom you should export arms are those with whom you are in a close, specified alliance—NATO, for example —or where there is an identifiable, specific reason for doing so to increase stability in a particular place. Anything else is a liability, given all the problems with end-use. I do not doubt the current Minister’s commitment to human rights but we need to be able to demonstrate that this is not just a case of wishful thinking but an issue about which we are serious.

I thank my noble friend for his intervention and wholeheartedly agree that actions speak louder than words. However, at this stage, we are discussing how we can ensure the effective scrutiny of these powers. What are we measuring them against? That is important. Earlier, noble Lords said that we could not just rely on the words used. We all admire the Minister’s good intentions but this issue concerns the future. I place on record that the next Labour Government will put human rights centre stage in all their actions. We will certainly take up my noble friend’s point but that is not what we debating. I do not want to make an election manifesto call just yet but I want the Minister to consider the mechanisms that can be included in the Bill to enable us properly to measure the use of executive power.

My Lords, if there was any need to have the relevance of the Commonwealth pointed out, it was underlined powerfully by the noble Baroness who has just spoken—but then, she always speaks powerfully.

I am particularly grateful to the noble Lord, Lord Chidgey, for having given us this opportunity because he is a lifelong champion of the Commonwealth. All of us in this House, and any intelligent person in our society, are concerned about global security. The world is totally interdependent and we have to work out ways in which we can handle effectively the governance of that reality. The Commonwealth has an important part to play.

Of course, international terrorism is part of that global reality of interdependence. If we are to look at the causes and underlying reasons that lead to abominations such as international terrorism, for a start we have to face up, just as an indication, to the size of the global refugee problem.

We touched on this in an earlier debate this afternoon and I do not apologise for repeating one point that I made in that debate: there are 65.6 million totally displaced people in the world; there are 22.5 million people who are refugees; and there are 10 million people who are stateless. How on earth can we have a hope of a stable, secure world while that social reality with all its dangerous consequences still exists? The Commonwealth contains very many of the people to whom I have just referred.

The issue of refugees is one to which we have to face up. I do not think it altogether encouraging that in the agendas so far the issue of refugees, with its massive significance within the Commonwealth, is not spelled out specifically and clearly enough as an objective for the Commonwealth to tackle together. I would like some reassurance from the Minister this evening, and I will take this opportunity to say how glad I am to see the Minister handling the issue of the Commonwealth, as I know he is deeply committed.

Then there is the issue of climate change. We played a very big part in the success of the Paris conference. The Commonwealth summit is a great opportunity to generate more momentum and more commitment to the objectives of the Paris agreement. Can the Minister tell us a bit more about the meaningful package on climate finance? What are we doing within the Commonwealth to generate support for that? On disaster preparedness and risk reduction, what is being done within the Commonwealth to tackle the issue of humanitarian aid to help less advanced countries meet their role within the overall situation? If we are going to remain committed to low-carbon prosperity, would this not be an ideal opportunity to see a strengthened commitment coming from the Commonwealth conference?

On human rights, there is so much that can be said. The Foreign and Commonwealth Office’s 2016 publication dealing with lesbian, gay, bisexual and transgender rights stated:

“The authorities in many countries actively persecute LGB&T people. Consensual same-sex relations remain criminalised in 75 jurisdictions, including the majority of Commonwealth countries. Even in countries where consensual same-sex relations are legal, many people still face violence and discrimination because of their sexual orientation or gender identity”.


What are we doing at this meeting of Commonwealth heads to face up to that reality and generate a genuine commitment?

Then there are all the issues of effective justice, security sector reform to ensure that what happens in the security sector is not counterproductive, and all that is necessary in education, health and employment.

I shall finish with one reference. We should also see the Commonwealth conference as a great opportunity to generate real commitment and action on conflict resolution and pre-emptive diplomacy. What is the Commonwealth doing about the ugly situation which is developing within the Cameroons?
