Lords ChamberI am instructed by order of the House to say that the Motion “That the Question be now put” is considered to be a most exceptional procedure and the House will not accept it save in circumstances where it is felt to be the only means of ensuring the proper conduct of the business of the House. Further, if a Member who seeks to move it persists in his intention, the practice of the House is that the Question on the Motion is put without debate. Does the noble Lord still wish to move the Motion?
I am grateful to the Government Chief Whip. He has again been very helpful, and we now have that on the record.
Can we settle this, please? The Question is that the original Motion in the name of the noble Baroness, Lady Hayter, be agreed to.

Lords ChamberMy Lords, I was unable to attend the Grand Committee because of business in the House. Will the Minister confirm whether this is one of the many hundreds of statutory instruments needed because of a possible no-deal exit from the European Union, which no one wants and which would be disastrous for this country, and on which many civil servants are spending a great deal of time when they should be doing many other more useful things?
