Lords ChamberI think that I follow the thread of my noble friend’s remarks. I agree with him about the importance of giving certainty to those who are affected. We are adhering to the position that the Government have taken, which was a manifesto pledge.

Lords ChamberOverall, if we look back over the last 10 years, Manchester has made some incredible progress in terms of its expansion and opening up new air connectivity. The noble Lord is right. I talked about Singapore, and in June there were new routes to China. The opportunities are immense for airports not just in the south-east but across the country.
My Lords, will my noble friend take a moment to remind noble Lords on both sides of the House that, before the United Kingdom became part of the European Economic Community, as it was then, we had a fine air transport industry and a safe airline industry, and licensed our own pilots? We did all those things on our own. Is it conceivable that we might be able to do that again one day?

Lords ChamberThis Government have focused, as previous Governments have, on the importance of Prevent, which has seen much success. As I said, 450,000 people have been trained. More importantly, what has it delivered? There have been more than 50,000 interventions, and 180,000 pieces of terrorism material have been removed from the internet. Of course, every strategy and policy needs to be reviewed, and the Government continue to do so. I share the noble Lord’s sentiments. In any environment, particularly the one in which we currently operate, no extremist and no person who seeks to use an opportunity should build on the fears of communities and society or target any community in Britain.
My Lords, nobody in this House is better equipped than the noble Lord to get people to understand that the present version of the Muslim religion arises largely from a dispute within that religion and that it is a gross perversion of the Muslim religion practised in the 13th and 14th centuries, for example. We should all remember that, just as we should all remember that there are very few places where one can feel safer in the face of extremism in this country than in the company of a large number of Sikhs, who have always shown by their great loyalty and understanding of this society that they have their place here.
There are many advocates across all faiths who stand up for faith, and indeed for no faith, and they do so for other faiths as well. That is the beauty of our country. I am proud of Britain. I believe that this country is the best place to be a Muslim, a Hindu, a Sikh, a Jew or a person of no faith. That is because it is based not just on tolerance but on understanding and building mutual respect, and long may that last.

Lords ChamberI speak as a Minister for Her Majesty’s Government, and I am sure that my noble friend Lord Spicer can speak for himself. With regard to the importance of the decision on south-east expansion, I think we all agree that it is important that we move forward on this decision. As I have said before, the Davies commission has made a number of recommendations and the Government are considering the important environmental issues, which I believe are considerations to be taken into account before a final decision is made.
My Lords, I remind the House that I had some experience for many years as an airline pilot before the days of the European Union. Good gracious, there were international air routes, governed by ICAO, all over the world, including across Europe, and it is ICAO that still does that now. It is no good the noble Lord shaking his head; he is merely displaying his ignorance to greater effect.
Of course, my noble friend has expertise on this; we heard about one-way flights, but as one can see there was certainly a two-way flight when my noble friend was an airline pilot, because he has returned and contributed again today. He makes an important point: ICAO is an important part of ensuring the international development of aviation and dealing with our current security issues.

Lords ChamberInvestment is going into these franchises. There are three new fleets of electric trains, which will see an overall increase of 50% in capacity. Within the wider franchise, new trains will be introduced on the Gatwick Express later this year. But the noble Baroness is quite right to point out that the challenges remain. As I have already assured the House, the Government are working very closely not just with those who are operating these franchises but the Office of Rail Regulation to ensure that the challenges are met and the franchisees are held accountable.
My Lords, would the Government give some consideration to a restoration in the longer term of the vertical link so that “Notwork” Rail and the rail operating companies have one board of directors coming together to solve the problems, instead of blaming each other?
I note the reference that my noble friend made—I am sure he meant Network Rail. As noble Lords will be aware, we have appointed Sir Peter Hendy to look at Network Rail’s operations and we are working closely together, as many delays on these lines—my noble friend is quite right to point out—are because of Network Rail-related issues and are not down to the franchisee.

Lords ChamberMy Lords, should we not recollect that major international airlines cannot be compelled to fly into airports they do not wish to go to? Should we not all agree now that the alternatives to Heathrow are not Birmingham or Stansted, but Schiphol, Paris and Frankfurt? Either we can have the business in this country, in London, or it will go to the continent.
My noble friend raises an important point. On the first element, the commercial decisions on air slots are very much for the airlines to make. As for the competitiveness of London vis-à-vis competitors in Europe, that is one reason why the Government are committed to further expansion of air capacity in the south-east.

Lords ChamberThe Davies commission made clear three viable options, and the Government have also been clear that they are committed to expansion in the south-east. The noble Baroness raises environmental issues—noise and carbon. They are the very reasons that the Government are examining all three viable options against those criteria and the finalised air quality strategy.
My Lords, is my noble friend aware that I do not blame him personally in any way for this affair? But when it comes to questions of noise, is he further aware that the first occasion on which I was a crewman flying a 707 out of Heathrow was in 1960—55 years, half a century, ago? How many of the people who are there complaining about the noise now have moved in under the shadow of the 707s and the other big jets? Can he persuade his colleagues to understand that if Heathrow is not expanded to take long-haul flights as a hub airport, the business and the jobs will go not to somewhere in the north of England but to Frankfurt, Paris and Schiphol?
I would say first to my noble friend that 50 years ago, I certainly was not under the flight path, but I am one of those who, through issues of birth, are under the flight path now. Nevertheless, my noble friend raises the important issue of the UK economy. Let me assure him that the Government are committed to ensuring that the right decision is taken on south-east airport expansion and that a major determinant of that is to ensure the continued competitiveness of the UK.

Lords ChamberMy Lords, are the Government not aware that a decision is being taken currently and has been taking place for some time? The traffic is going to Schiphol and Frankfurt, so we had better get a move on or it will all have gone there and we shall have only a local, European airport at London.
When my noble friend says that we should get a move on, I always seek to act accordingly. As I said previously, the report is due shortly. However, I would just say to my noble friend that the UK remains, after the US and China, the third-largest area in terms of aviation, which is something we seek to protect and develop. Indeed, London currently provides connections to 360 destinations weekly across the world, which is unrivalled across Europe.
